The
relentless pursuit
of student success
West Hills College Lemoore was named the top community college in Northern California by USA Today. The ranking was based
on a survey of key metrics: university transfer rate, student-teacher ratio, affordability and distance education.
That’s What West Hills
College Is All About
One of the smallest community college districts in the state is also one of the best. Our colleges serve more than 6,000 students
scattered over a service area that measures 3,400 square miles. As our Vision Statement says, we are engaged in “the relentless
pursuit of student success.” We are often recognized for the work we’re doing in higher education. Here are a few of the ways we
impact our communities in a positive way:
• USA Today ranked West Hills College Lemoore the
number one community college in Northern California.
• The State of California presented us with one of the
coveted Awards for Innovation in Higher Education
because of our unique advance registration system called
Reg365 – a way for students to register for a whole year in
advance. No one else has it.
• The Associate Degree Transfer program creates a
streamlined pathway to CSU where West Hills students
who complete their two-year plan are guaranteed a transfer.
• The California Department of Education awarded us a grant
to train students for jobs in high demand fields. This means
job training programs at West Hills can help you get a job.

• Our Psychiatric Technician training program has
successfully trained hundreds of students and added
$12.9 million to the annual regional economy.
• Our Registered Nursing training program has a similar
impact, annually putting dozens of residents to work
in the healthcare field.
• We have scholarship programs and financial aid available
to make college even more affordable.
There’s a lot more you should know about your local college.

HISTORIC DOWNTOWN
Historic Downtown
Our Downtown underwent a major revitalization in the mid
1990’s and early 2000’s which included: the creation of
Plaza Park, with its two historic murals, gazebo, and fountain; the renovation of the two nineteenth century D Street
hotel buildings, which now provide upstairs housing units
and downstairs retail space; the addition of a state-of- theart, 10-screen movie theater; the acquisition, moving, and
renovation of the old Santa Fe train depot which houses
the Chamber of Commerce, upstairs office space, and the
“Freight Room” for meetings and events; the skate park,
water feature, and basketball courts; the Arbor which is
used for Summer concerts and other outdoor events; many
façade renovations and streetscape improvements.
tattoo shops; a karate studio; several auto service centers;
financial institutions; professional offices; the Lemoore Post
Office, Library, City offices, and fire station; and the Veterans
Hall and Lemoore Civic Auditorium. All of this is and much
more is all contained within a 15 square block area.
When strolling through the Downtown, check out the markers in the sidewalks that identify historic buildings. A map
of the Downtown Historic Walk is included in this guide as
well as available at the Chamber office in the Depot and at
the Sarah Mooney Museum (at 542 West D Street). Many
of our buildings date back to the late 1800’s. We are also

BUSINESS AND INDUSTRY
Business & Industry
A City on the Rise!
Lemoore, a hub for manufacturing, home to state-of-the-art processing facilities and the west coast’s master jet base at Naval Air Station (NAS) Lemoore.
Lemoore still combines small town warmth, convenience and personal service,
with an emphasis on 21st century service. The City of Lemoore business
community has many amenities and services to offer its residents and visitors.
A CITY ON THE RISE...
Lemoore is a city preparing for the future while preserving the best of its
past. Lemoore continues to enjoy a steady population increase. Site location consultants are impressed with the advantages that we have to offer
expanding and relocating companies which include, a hardworking labor
force, large tracts of affordable land, recycle market development zone, and
a pro-business environment. Yet, Lemoore retains the charm and beauty of
small rural town with its turn-of-the-century buildings and residences.
A CITY WITH MARKET ACCESS...
Lemoore is located in the heart of Central California’s San Joaquin Valley.
Our location is equidistant from both the Los Angeles and San Francisco
metropolitan areas. Lemoore is positioned at the crossroads of Highway
198 and 41, giving us direct access to Interstate 5 and Highway 99, both
just 25 miles away. The Fresno/Yosemite International Airport, located just
35 miles away, services both commercial and freight air traffic.
A CITY WITH AN ABUNDANT WORKFORCE...
The available labor force in Lemoore has the benefit of being very diverse.
Because of our heavy agricultural ties, there is an abundance of unskilled and
semi-skilled general labor. But, there is also a significant amount of skilled
workers with a variety of educational and technical training backgrounds.
Many of our residents are related to personnel stationed at NAS Lemoore
or were prior military themselves and have chosen to reside permanently in
Lemoore. Technical training is available from West Hills College, Brandman
University, College of the Sequoias, and the Kings County Job Training Office.

New York. They came by way of the Trans-Continental Railroad, a six-day journey at
that time. Aaron was a farmer, the first funeral director in the area, as well as a successful businessman. He was the proprietor of Mooney’s Store was at 349 West D Street.

NAS LEMOORE
Naval Air Station Lemoore
Naval Air Station (NAS) Lemoore is the Navy’s newest
and largest air base. Its mission is to support the Navy’s
Pacific Fleet fighter-attack capability. Equipped with
facilities to handle the most modern aircraft and associated weapons systems, and safely conducting more than
200,000 aircraft operations annually, NAS Lemoore is one
of the busiest airfields in the Navy. The installation fulfills a
critical role in the nation’s defense while annually contributing hundreds of millions of dollars to the local economy.
Based on its remote yet strategic location, NAS Lemoore is
a nationally critical asset with unique capabilities that cannot
be duplicated elsewhere. NAS Lemoore plays a key role in
America’s Navy - a global force for good, on station around
the world and around the clock, deterring aggression, keeping the sea lanes open for free trade, and projecting power.
HOW THE NAVY PROTECTS AMERICA
The Navy is the branch of the US military that fights on the

● Navy ships fight on the water.
● Navy submarines fight under the water.
● Navy airplanes fight from over the water -- they take off
and land on Navy aircraft carriers.
As the home of Commander, Strike Fighter Wing U.S.

home base for the next generation of strike fighters, the

CITIZEN OF THE YEAR
Tim Wahl
Lemoore’s 2016 Citizen of the Year!
Tim Wahl has been selected by a contingency of past honorees as an individual
who has given of his time and talents for
many years to help make Lemoore the
place we love to call “home.”
His friends call him, “…humble, unassuming, kind and generous. He’s never
craved the spotlight, but would do anything for anyone.”
Wahl arrived in Lemoore in 1971 from
Ventura and took a teaching job at
Central Union Elementary School
where he served until his retirement
after 36 years in 2007. He taught sixth
through eighth grade social science
and was a longtime coach for boys’ and
girls’ basketball, flag football and track.
Wahl was the guiding force in organizing the Lemoore Area Elementary
Basketball Tournament which involved
most of the local elementary schools.
Wahl is also a longtime member of
the Lemoore Kiwanis Club and volunteered every year for the annual Kiwanis
Track Meet that brought hundreds of
the Valley’s top athletes to Lemoore. He
was the head finish judge for 30 years.
Wahl was also Kiwanis president and has
been the club’s secretary for 15 years.
He’s been instrumental in the Chamber’s
annual Christmas Parade and assisted in
numerous fundraising events that provided scholarships for Lemoore High School
and West Hills College students.
He also volunteered for the West Coast
Relays which were once held at Lemoore
High School. The Relays were a two-day
event that also included elementary and
high school kids. Wahl always made sure
there were Lemoore participants.
On Friday nights during football season
he was always seen on the sidelines as a
member of the high school’s chain crew.
He has done that for 28 years through
rain, sleet, and of course the Valley fog.
So far, Tim’s 44 years in Lemoore have
been marked as a teacher, coach, and
volunteer. You heard him speak about
the experience of having students in his
classroom, and then having their children

it is that sense of community in which Tim

Since 1928, millions of agriculture students have donned the
official FFA jacket and championed the FFA Creed. All 50 states

AGRICULTURIST OF THE YEAR
Helen Sullivan
Agriculturalist of the Year!
By Amanda Garcia - Kings County Farm Bureau
I once heard someone say, “A witty women is a treasure.”
Whoever said that must have been talking about Helen
Sullivan because not only is she a witty and wise women, she
is also a treasure for Kings County.
A prominent farmer in Kings County, Helen has devoted most
of her life to agriculture.
“She is one of the strongest people I know,” said Carolina
Evangelo, board director for Kings County Farm Bureau. “Her
ability to stand out as a leader in a male-dominant field amazes
me. She is business savvy, witty, and utmost, a very good friend.”
Born and raised in Hanford, Helen grew up on the farm and
was immersed in the industry her whole life. Her paternal
grandparents arrived in the area from Portugal and her maternal grandparents arrived from Croatia.
“I have no idea how my mom ended up here from Minnesota,” I didn’t have to write everything out by hand,” Helen said. “It’s
amazing how far technology has helped agriculture advance

The community of Lemoore is proud of its all-volunteer
Fire Department which has served the community for over
91 years. The first meeting of the Lemoore Volunteer Fire
Department (LVFD) was held on August 3, 1921 at the
American Legion Club and it has operated as an all-volunteer department since day one. In 1924, LVFD moved its
headquarters to the newly built City Hall and in 1977 moved
to 210 Fox Street, where the main station still resides today.
For many years, LVFD relied on an air horn mounted atop
City Hall to alert the members of structure fires. The loud
horn was heard throughout the community. Although the
horn is no longer necessary, because all the firemen carry
pagers, it continues to be used, but only for structure fires
between the hours of 8:00 a.m. and 7:00 p.m.
The LVFD currently has 35 volunteers. Some may think
that since Lemoore does not have a fulltime paid Fire
Department that Lemoore’s fire service is compromised.
This could not be farther from reality. The firemen are trained
in firefighting, CPR, first aid, pilot rescue, and the handling of
hazardous materials. They drill every Tuesday and train on
a regular basis. When an opportunity arises to burn a structure, they use it as an opportunity to have a training burn.
The LVFD boasts a Class III Insurance Services Office
Fire Rating, which is the highest in Kings County. The
members respond to calls 24 hours a day and their average response time is 3 minutes. Last year, the firemen
responded to over 1500 fire and emergency related calls,
which averaged over 4 calls per day. The Department has
a Mutual Aid Agreement with Kings County, Hanford and
Naval Air Station Lemoore fire departments. In the early
days, the firemen used a 1917 Model T Ford Pumper to
fight fires. The vehicle still runs and is driven in our local
parades. When not parading around, it is showcased in an
enclosed display in front of City Hall for all to see. Today,
the Fire Department has 2 triple pumper engines, a triple
pumper ladder truck, a 1,000 gallon per minute engine, a
rescue vehicle with water, foam and JAWS OF LIFE equipment, a grass fire mini pumper, and a rehab truck.
The Department also has a 1947 American LaFrance
pumper which is used as a parade truck. The Department
provides public service including inspections, tours, first
aid at local events, and demonstrations. Every year,
the Department provides first aid services during Relay
for Life, a fundraiser for the American Cancer Society.
Additionally, the Department provides a vehicle extrication
demonstration during the Lemoore High School Every 15
Minutes Program. The Program is a reenactment of a realistic drunk driving traffic accident that simulates the death
of one or more Lemoore High students. The purpose of the
event is to challenge the student body to realize that every
15 minutes someone dies from an alcohol related accident
and to make them aware of the unintended consequences
that could result if they choose to drink and drive.
In addition to providing safety for the residents of Lemoore,
every year since 1925, members of the Lemoore Volunteer
Fire Department journey to the Sierra Nevada Mountains
to select and bring back the most perfect Christmas Tree
to display in our quaint Downtown during the holidays. The
Tree stands tall at the corner of Fox and D streets and is lit
during the holiday season.
The LVFD has been recognized at the Organization of the Year
by the Chamber of Commerce in 1990 and again in 2014.
