FCISD approves new transfer policy By Kaine Korzekwa A new transfer policy was approved by the Falls City ISD board at its June 16 meeting. “Transfers will only be accepted at the beginning of a semester,” Superintendent Linda Bettin said. “Transfers will not be accepted if the student-teacher ratio is close to our regulation of 22:1 in kindergarten through 4th grade.” She noted this is a new policy, and state law requires a cap on maximum class size. The policy was approved unanimously. Also of importance at the meeting, the designated fund balance was increased from $300,000 to $500,000. “The board designated more money for future improvements to the school,” she said, adding the increase will not affect salaries or other district projects. “This money is just a savings for future needs that the board would like to earmark more specifically in the future.” Another financial related item regarded the price of school lunches. It was decided school lunches will be 25 cents more next year. The board is also getting the paper work finished to start an education foundation. An education foundation would provide the community a way to make tax-deductible donations and allow a committee to make See FCISD page 2 effort to take him into custody. McKee ran from the location on 4th Street, crossed Escondido Creek and ran several blocks farther before officers cornered him in an area in that part of town. A scent dog and trackers from the Connally Unit state prison were called out. The dog picked up a scent and led officers directly to a house on Karnes Street where McKee was located The officers then placed McKee under arrest and he was taken into custody. There have been several that we feel that he was involved with directly and indirectly.” McKee was booked into the Business of the Year Karnes County Jail but then moved to the DeWitt County Jail. DuBose said that based on information obtained following his arrest, they were able to arrest and file charges on four adults and three juveniles related to recent local burglaries. Police believe the individuals have been working as groups burglarizing local homes and businesses. “While this is hopefully going to clear some burglaries, we are still asking people to be aware,” DuBose said. “Keep what you can locked and be safe with you and your neighbors. We have identi- fied several other people that we believe to be involved with the burglaries. We are still following every lead we get that references those people.” Police are urging residents to document and photograph their property and if possible, install an alarm. Even a simple, inexpensive, loud alarm can be a strong deterrent and help prevent the loss of property as the result of a burglary. Anyone with information about recent burglaries is strongly urged to contact the Kenedy Police Department at 583-2225 or the Karnes County Sheriff’s Office at 780-3931. [email protected] Theresa Schulz From page 1 to put her books down, she loved it!!” she laughs. Schultz also comments on how technology has changed in the classroom dramatically since when she first began teaching. “Technology made it so much easier. There used to not be any televisions or videos like we have now. We had to show film strips on a projector we carried to our room and the movie was on those big reels.” Along with television, another technological improvement was the addition of computers to the classrooms. Teachers today often use programs like Accelerated Reader, as well as educational games, to help students learn in an interesting environment. Another aspect of change can be seen in the state mandated tests, which weren’t seen when Schulz first began teaching. “It was so much simpler,” she says, “There’s so much pressure on children these days. They learn to read so much earlier and so much is expected of them at such a young age.” Schulz said that while she hadn’t done TAKS testing in a while, she and the other elementary teachers felt as if they were already starting to prepare the children for the mandated tests to come. “Our reading tests, for example, have started becoming TAKS formatted so the kids can get used to the style of the tests. I didn’t teach the test, but I helped teach the test taking strategies, like how to locate answers in the passage, the bubble format, and things like that.” Even though TAKS doesn’t start until students are in the third grade, Schulz said that the lower elementary teachers still have stresses of their own. The ITBS Achievement Test and the TPRI Reading Inventory put pressure on teachers like ACROSS 1 TXns Donaldson and Houston 5 Tyler FM station 6 TXism: “____ do ‘til something better comes along” 7 noted TX poet Grace ____ Crowell 8 amputee event in Olney, TX: “___ ______ ____ Hunt” 17 fish propeller 18 TXism: “dew chaser” 21 birth state of TX Belle Starr (abbr.) 22 cook in an oven 23 TXism: “that’ll do ______” (OK) 24 TX Bob Wills line: “Take __ ____, Leon.” 29 Houston has large ____space industry 30 NM ski destination 31 TX Red Duke degree (abbr.) 32 Feb. 14 Day 34 “Aggie War ____” 35 payable now 36 Christian TX girls’ summer camp 37 Pampa’s “___ _’ Texas Junior Rodeo” 38 look intently 39 Baskin-Robbins flavor: “Pralines ‘_ _____” 40 TXism: “saddle strawberry” 41 a clairvoyant 42 TXism: “whallop” 43 singer John at TX Willie Nelson’s Farm Aid particular who would walk to her classroom every morning to give her a hug, and also former students who would wait after school to give her a hug as well. “It just made me feel worthwhile, like maybe I’ve made a difference in their lives. Even one girl in junior high made a special trip to come to see me the on the last day of school. Things like that I guess just make me feel appreciated and worthwhile.” These memories, along with many others, are what Schulz likes to look back on as she enjoys her retirement. Although she says she still loves teaching, Schulz just felt the time was right and wanted to have more time to spend with her family. As for retirement, Schulz says she loves it! There’s always something for her to do, and she has her family, gardening, pets, and books to keep herself busy. Even though she retired, Schulz hasn’t quit teaching altogether. “I keep my fingers in it a little bit,” she says, “As a matter of fact I’m tutoring reading and math right now. I do it here at home, and so far it’s just one little boy a couple of times a week, but I’m hoping to maybe expand that.” Schulz hopes that the students she has taught will still remember her as they get older and take with them the desire to always do the best they can. “I’ve tried to teach them you don’t have to make a 100; as long as they did the best job they could do I was happy with them.” Over the years, Schulz said she has learned the most important aspects in teaching are structure, routine, and relationships with students. “If those children know you love them unconditionally they will do anything for you, and they’ll try their hardest to succeed, and that is what’s truly important.” Schulz to have these young children prepared at such a young age. With all the new technology and testing going on in classrooms, it’s hard to keep students focused and interested in the topics. Schulz said she tried to make learning fun and motivating for the students. Hands-on activities and social interactions were just some of the ways Schulz got creative with her teaching. She often found that creative chants and rhymes allowed the class to have fun participating while still learning at the same time. Humor, though, was by far the best method Schulz said she used. “The kids really enjoy humor,” she says. “I had this big doll that looked like a person and I named her Penelope. She helped our class learn and was funny most of the time. Sometimes she would want to sit by a cute boy or something like that, and the kids just loved her!” Schulz says that teaching has always been her passion. Perhaps the favorite parts of her career have been her students’ success stories. “I like it when I have a problem and at the end of the year it became a success. I had a student who came to my room this year and was just way behind on everything, hated school, didn’t have many friends, and was a bully… that sort of thing. Through encouragement and trust we built a relationship. Soon the student just turned around and started working hard, learned to read well, grades went up, and even became popular. It’s just kind of a success story.” Even though she’s had a lot of success stories, Schulz says the thing that was most memorable was how many of her former students came to give her hugs during and after school every day. All KCHS graduates are invited to the comeback if you get an invitation/reservation letter or not. The Comeback Committee needs the help of all parents of these graduates in the above referenced classes to contact their children to help get a list together for the committee. It takes a lot of our time to keep up with classes we have in the computer, since the list covers from 1919 thru 1989, and some of the 1980’s classes are not all complete. When a graduate moves and does not inform the Committee, they will not receive an invitation to the Badger Comeback, because the letter was returned (address unknown, can no longer forward, moved, etc.). This number won’t be changed, even if I am elected. Often past candidates promised open and honest government, but once the campaigning stopped, that was the last you heard from them. Most commissioners elected in the past have even had their numbers removed from the phone book. That disconnect between the public and their representatives stops with me. You can call me with gripes, concerns, or just to talk about where you think would be a good idea for your tax money to be spent. I would like to hear your opinion, so let your voice be heard. Thanks for all your support. Daniel Burris Karnes County Commissioner Candidate Pct. 4 210-319-8388 Barn swallows 1, column writer 0 Willis Webb Living in a river house — 11 feet off the ground on concrete and steel pier and beam — is occasionally adventuresome and, therefore, never dull. It is akin to living in a tree house, especially with trees on all sides, including one up through the middle of the back deck. The net effect of “treehouse living” is that you get a close look at your neighbors, birds of all kinds, and I do mean the feathered variety. My Life Mate is particularly attuned to birdlife and has a couple of books, gifts from her late mother who became quite knowledgeable about the avian ways. Sighting unusual and/or uncommon birds prompts a quick reference to the books and identification of the bird or birds in question. Naturally, there are bird feeders in appropriate places in front of the house and a bag of bird seed in the pantry, as well as a bottle of red hummingbird food in the fridge for the little darters’ feeder hanging off the back deck. Late last winter, when Central Texas was “gifted” with about four inches of snow on the ground, Life Mate managed batches of photos of about 40 robins making an early spring appearance and frolicking in the snow. All back windows and the back deck look out onto the river where there is no shortage of interesting species — white egrets, blue herons, occasional wood ducks and mallards and once, just once, a doublecrested cormorant. The cormorant appeared in the early spring and the book shows that it must have been a migration pattern. For spectacular color, however, nothing beats a painted bunting — bright red breast, brilliant blue head, yellow back and green wings. One off your front deck, partaking of your hanging feeder full of seed, is a beautiful sight. Life Mate has shown me there are black birds that actually have some color to them, in addition to basic black, that is, sort of like a formal tux with a multi-colored bow tie. Some birds can be a bit scary, for instance a great horned owl. One sat on the gate to the yard, a mere 40 or so feet from the front door. It was, we assumed, hunting the field mice that frequent the storage shed under the house. Opening the front door and stepping out onto the deck that night sent him flapping away empty-taloned. Then there are — please excuse me, birdlovers — the pesky birds. With a river house — standing on the aforementioned piers and beams — the space underneath serves a multitude of purposes. There is the storage shed plus a space covered with pavers that holds a redwood picnic table and two bench swings. And, it’s our garage. That’s where the pesky ones enter the scene. In a space where my pick-up truck is parked, some barn swallows have for three seasons now built their combination mud and grass nest in a spot above the truck cab. The net result is globs of mud splattered all over the top of the cab plus the driver’s door and window. This year, I caught them early in the process and knocked down the partial nest. Back they came and I raked the mud and grass off again. Then I put one of those fake owls up on the hood and kept a watchful eye, running at the reappearing swallows with arms waving and emitting a guttural “oooaaahhh” at the little monsters. They moved to the front deck and got a nest partially built before I discovered it. I tore it down. Then, we took a trip. Upon returning, there was a completed nest in the old spot above the truck and the vehicle seemed to have more than the usual mud on it. Plus, the fake owl had some swallow droppings on its head. I grabbed a rake to knock the nest down, but Life Mate ornithologist said, “Check it for eggs first.” I did and there were eggs. “Leave the nest,” declared the resident avian lover. The Inner You Joe Brubaker Folks I came across a poem I wrote for students I had in the 70s. So sit up straight in your chairs and pay attention as I repeat it for you. The Inner You It matters not so much, I say What happens to you along life’s way, But how you react; what you do; Just what takes place inside of you. How will react when misfortune calls, Or even when disaster calls? What is the measure you will use When someone brings distressing news? Or, if that news is truly fine How will this affect your mind? What builds you up, or tears you down? By what prejudice are you bound? It’s not the outer things that matter The screaming headlines, the worldly chatter. It’s what’s inside of you that counts, When pleasure comes or trouble mounts. For worldly things are all veneer They don’t bring sadness, they don’t bring cheer. But deep within your heart and soul Lies all you need to reach your goal. So fill your mind with the highest things And see the happiness this will bring. For what’s inside you will come out, The deeds you do will leave no doubt. For within one’s self happiness lies Not in those far distant skies. So strive to improve your heart, your mind, And you will then improve mankind. www.karnescountytimes.com Thursday, June 24, 2010 Serving Karnes County since 2010 Little Dreams Pamela Baker I was listening to my iPod yesterday and one of the songs started out with this line – When I was young I knew everything… I think we all go through a (hopefully) short phase in our young lives where we believe that we are invincible and know everything we need to know. Of course, life experiences come along and quickly teach us that we are not invincible and that there is a wealth of stuff we don’t know. When I was ten I had serious thoughts about becoming an astronaut. I told this to a mean spirited relative and he quickly informed me that I was much too fat to be an astronaut. It may have been absolutely true, and still is, but it’s always difficult to hear that you can’t do something you want to do when you are ten years old. The irony is that as a grown up, I would absolutely hate being an astronaut. I’m terrified of heights. Other minor dreams I had included being a dancer, a doctor, a writer. I slowly realized in each case that I didn’t have what it took. I learned early on that I wasn’t graceful or thin enough or coordinated enough to be a dancer. In college I figured out that I was not driven enough to get into medi- cal school. So, the one childhood dream I have a chance at still accomplishing is to become a writer. I have kind family members who are always encouraging me to write a novel. I try to explain to them that writing a 500 word column is absolutely nothing compared to writing a 250,000 word novel with multiple characters, plots and subplots. I feel like I can’t do it. That is probably what is the most striking difference between my 32-year-old self and my 10-year-old self. At ten, I thought I could be anything I wanted to be. Now I think I can’t. But it’s a lie. Of course there are physical and mental limitations. There are things that I just cannot do. But most of the things I thought about doing as a child were attainable if I had wanted them badly enough. It would have required more sacrifice than I was willing to take to get there, however. Every once and awhile I feel a tinge of “what-if” and I wonder what I could have done if I had not given up on those little dreams I had as a child. But my life is good. I get to write a little. I can dance in my living room. I can look up all kinds of medical information in books and the Internet. I can watch Nova and learn about the universe. I get to have children and a marriage and time to read and watch movies. But I do have this great idea for a novel, all about the interesting characters I have met here in Karnes County. Well, we’re off! Will you keep ahead of the tomato crop this summer, or will you be reduced to putting them outside your front gate in a box, so that passers by can help themselves? Or just tear up the plants by the roots and pretend they died? Seriously, can you ever have too many tomatoes? Americans once thought so. A popular myth circulated that we believed them to be poisonous, but there were other reasons why they were not eaten. Many colonists had emigrated to America before tomatoes became popular in Britain and Ireland and the isolation of the country meant that Americans remained unfamiliar with the fruit. It wasn’t until the mid 19th century that refugees and settlers entered America through cities, bringing with them a liking for tomatoes. Even then, northerners grew them as curiosities or ornaments for many years. We plant basil next to our tomatoes. The aniseed scented herb marries perfectly in sauces, ketchup, salads and on pizzas. My biggest success this year has been tomato and basil jam. I’ve always been scared of preserving; past efforts have either not jelled or set up so hard the spoon bent when you tried to scoop a spoonful. This recipe isn’t mine. He posed questions to the congregation: • What are your priorities concerning family and community? • What do you consider family? • What do you consider community? Many people have large biological families who they hardly know and with whom they rarely communicate. Yet they are thought of as “family.” On the other hand, many people have friends they know well and intimately, whom they see daily, who live next door, or they work with or study with or worship with. There is no biological relationship, yet the connection is precious and loving. They are thought of as “family,” too. Could it be that the family and community that should be most precious to us is what our Bible calls the children of God, or the Family of God here on earth? Should our spiritual family be our primary family, not our biological family? The Presbyterian Church (USA) addresses family and community in its Book of Order. In its statement of the Church’s mission, the Book of Order states (at Chapter III. a.): The mission of the Church is given form by God’s activity in the world as told in the Bible and understood by faith. A. God created the heavens and the earth and made human beings in God’s image, charging them to care for all that lives; God made men and women to live in community, responding to their Creator with grateful obedience. Even when the human race broke community with its Maker and with one another, God did not forsake it, but out of grace chose one family for the sake of all, to be pilgrims of promise, God’s own Israel. People from all over Karnes County and other parts of Texas gather at the First Presbyterian Church of Karnes City on Sunday morning. Everyone is welcome. Adult Sunday School Class begins at 10 am with worship service at 11 am. The church is located at 405 E. Mayfield in Karnes City. St. Matthew’s Episcopal Church news Contributed By: Pat Hemby The Fourth week of Pentecost was celebrated at St. Matthew’s Episcopal Church of Kenedy with Reverend John Padgett as pastor. Neil Nichols was the Lay Minister and Joseph Avalos was the Lector. The First Lesson was 1 Kings 19:1-4, 8-15. This was an account of Elijah speaking with God about his concern for his safety. All the prophets were being slain so he fled being afraid for his life. The Israelites had forsaken God’s covenant and he felt he was all alone. But God told him to return and anoint Hazael as king over Aram. The Second Lesson was Galatians 3:23-29. Paul told the Galatians that the law had been their disciplinarian for life, but now Christ had come and by his grace one could receive salvation. To Christ there was no difference among the people. “For in Christ Jesus you are all children of God through faith.” There was no need any longer for a disciplinarian, for believing in and loving Christ would make you heirs according to his promise. Reverend Padgett read the Gospel according to Luke 8: 26-39. Jesus and his disciples arrived in Gerasenes where they met a man possessed by demons. He said his name was Legion because he possessed so many. Christ cast out the demons and entered them into a group of swine. The swine then rushed over a steep bank into a lake and drowned. The people who witnessed this or heard about it were very afraid and told Jesus to leave. The man wanted to go with Jesus, but Jesus told him to stay and be a witness for him and tell everyone what God had done for him. Reverend Padgett’s sermon was about how we receive salvation. It was a major subject in those days whether one received salvation by law or by faith. Paul had been a Pharisee before he converted to Christianity. In those days one must obey the religious laws in order to be accepted by God. Now that Jesus had come and given a new covenant, it was no lon- FATHER One email article I received last week contained the following… “I still say my dad was the best at getting rid of those monsters that used to get under my bed at 3 in the morning, when I was only four years old. He attended his share of little league games, band concerts, and even did the driving for his boys when they had a “date” before they had a driver license. Dad was and always will be my hero. His life of dedication to God, and his years of serving as an elder in the church, testify to the quality of his character and are the evidence of his priorities. I am 63 years old now, and I still catch myself thinking that someday, I want to grow up and be just like my dad.” This article, written by my own dad about his dad was very touching to me. My family also beamed with pride this Father’s Day as my father-in-law, Dale Irby was ordained as an Elder of the Kerrville Church of Christ. The Hebrew writer proclaims, “…every house is built by someone, but God is the builder of everything.” (Heb. 3:4) Drawing on a lesson by Steve Sheppard we looked Sunday at building a better father. A better father would be a more patient father. Paul wrote, “Be completely humble and gentle; be patient, bearing with one another in love.” (Ephesians 4:2). As parents, fathers in particular, we need to try to look at life through the eyes of our children. Understanding them will help us be more patient. (See I Thess. 5:14) II Thessalonians 3:8 reads: “For you yourselves know how you ought to follow our example. Our kids will often mirror the way they see us living. If we could build a better father it would need to be a more godly father. As Paul wrote to the church at Corinth; “Follow my example, as I follow the example of Christ.” (I Corinthians 11:1) To be better fathers, to be better leaders in the family, the church and the world, we must strive to carefully follow in the footsteps of Christ. Harmon Killebrew of the Minnesota Twins said, “My father used to play with my brother and me in the yard. Mother would come out and say, ‘You’re tearing up the grass.’ Dad would reply, ‘We’re not raising grass, we’re raising boys.’” Thank You God for fathers. And please help those of who are fathers to be more like you! - AMEN Coleto Baptist Church news Coleto Baptist Church will be having their Independence Day Celebration on Sunday, July 4th at 102 Oak Colony Drive, Victoria, Texas. St. Paul’s Lutheran Church news Contributed By: Joni Huwe “Casting Out Demons” Finding and casting out the evils of sins which have challenged man has been the goal of God from the beginning as the Gospel of Luke narrates in the country of Gerasenes when Jesus performs another miracle to the chagrin of the disciples was the focus of the homily of the Rev. David W. Collins III, pastor of St. Paul’s Lutheran Church, on the 4th Sunday after Pentecost. Jesus let his mission direct himself and the disciples to foreign soil to carry out the power and promise of God. He focuses his attention on a man besieged by demons, who is chained and shackled for his and the community’s protection in the tombs. Even the demons did not wish to be sent back to the abyss, so Jesus sent them into a swine herd. The swine rushed over a bank to drown themselves, thus killing the demons. Collins indicated the text comes alive with questions as to their application in our lives. Evils besiege people with problems in today’s society. Fear in the dealing with evils perplexes us just as the disciples feared for Jesus and themselves. But Jesus did and will, through God, guide and direct us to solve the current battles and turmoil in our lives. The message derives is for the congregation to work together to overcome obstacles and share the love of Christ within ourselves and throughout the community. The Holy Scriptures, read by Randy Witte, were taken from Isaiah, Psalm 22, Galatians, and the Gospel of Luke 8:26-39. With reference to Father’s Day and appreciation to the paternal guidance from not only our earthly father but also the heavenly source, all the men were given red carnation boutonnieres. Visitors for the service with Dotty and Buck Meyers were Candy and Rusty Andrisek from Floresville. Prayers were made to give directions to those who are lost, lessen confusion for those with mental problems, and provide comfort and well-being to those weekly are named in lists of ill, whether in nursing facilities or home bound, especially Werner Ahrens. Prayers of guidance go to those in the military service whose role is casting out the demons from alien forces in places like Afghanistan. Vacation Bible School/ Day Camps begin next week with the instructors as guests at next Sunday services. Assistance is needed in “shadowers” for the classes and cookies for refreshment time. All slots are currently filled with five on the waiting list for the classes. Weekly activities include: Wednesday, June 23 at 2:30pm Bingo at BBM; Saturday, June 26 Angel Food Pick-up; and following Sunday services, the June potluck luncheon in Fellowship Hall under the guidance of Peggy Wallace and her team. “Hugs from Home” care packages for troops will be sent out during the summer with items such as hard candies, cereal bars, tuna, fruit in poptop cans, beef jerky, hand sanitizer, and foot powder. Obituaries Cantwell United Methodist Church news Contributed By: Cam Homeyer We welcome you to be a part of God’s worship service. Sunday School begins at 9:45am for all ages followed by morning service at 11:00am. This year VBS will be in the evenings starting July 18th – 23rd. If you need information or help, Pastor Ken Houston can be reached at 780-3324 or 780-3307. United Methodist Church is located at 201 North Esplanade. The devotion for this week is “STUFF!!!” by June Beard, blessed old lady. Scripture: “For where your treasure is, there you heart will be also.” Matthew 6:21. The older I get, the more I wonder “why do we need stuff?” I live in a small cottage with little room for stuff I don’t really need. Much of what I had, has been tossed. Even the green bed my husband and I slept in is gone in favor of a twin bed. That’s downsizing!! It seems our culture has encouraged us to need more, a bigger house, extra cars, more clothes, the list goes on and on. STUFF!! Kendra Grace Cantwell, infant daughter of Stephen Craig Cantwell and Kimmi Jesus said in Matthew 6 Mauch Cantwell of Pflugerthat we shouldn’t worry about ville, was born and passed these things. Do any of us away on Sunday, June 13, have enough faith to see if He was right? We need to love each other and life here and now. Jesus also said that the Kingdom of God is here in this world. Thought: We should be more thankful and less needful. Prayer: Dear God, help me remember the stuff is just stuff and what is really important is the treasures You place in our hearts, in Jesus name. Amen 2010 in Austin. She is survived by her parents, and her grandparents, Joe and Peggy Mauch of Kenedy, and Donald and Pam Cantwell of Lockhart. The Karnes County Times Karnes County’s only locally owned newspaper The most widely read newspaper in Karnes County, Texas The Karnes County Times Thursday, June 24, 2010 TEXAS COMMISSION ON ENVIRONMENTAL QUALITY NOTICE OF RECEIPT OF APPLICATION AND INTENT TO OBTAIN WATER QUALITY PERMIT RENEWAL PERMIT NO. WQ0003913000 APPLICATION. City of Kenedy, 303 West Main Street, Kenedy, Texas 78119, which operates a reverse osmosis potable water treatment unit, has applied to the Texas Commission on Environmental Quality (TCEQ) to renew Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0003913000 (EPA I.D. No. TX0117650) to authorize the discharge of treated wastewater at a volume not to exceed a daily average flow of 900,000 gallons per day. The water treatment plant is located at 602 Cottonwood, approximately 1.6 miles southeast of the intersection of U.S. Highway 181 and State Highway 72 in the City of Kenedy, Karnes County, Texas 78119. The discharge route is from the plant site through a pipe to the Abandoned Arm of Escondido Creek; thence to Escondido Creek; thence to the Lower San Antonio River. TCEQ received this application on February 26, 2010. The permit application is available for viewing and copying at Kenedy City Hall, 303 West Main Street, Kenedy, Texas. ADDITIONAL NOTICE. TCEQ’s Executive Director has determined the application is administratively complete and will conduct a technical review of the application. After technical review of the application is complete, the Executive Director may prepare a draft permit and will issue a preliminary decision on the application. Notice of the Application and Preliminary Decision will be published and mailed to those who are on the county-wide mailing list and to those who are on the mailing list for this application. That notice will contain the deadline for submitting public comments. PUBLIC COMMENT / PUBLIC MEETING. You may submit public comments or request a public meeting on this application. The purpose of a public meeting is to provide the opportunity to submit comments or to ask questions about the application. TCEQ will hold a public meeting if the Executive Director determines that there is a significant degree of public interest in the application or if requested by a local legislator. A public meeting is not a contested case hearing. OPPORTUNITY FOR A CONTESTED CASE HEARING. After the deadline for submitting public comments, the Executive Director will consider all timely comments and prepare a response to all relevant and material, or significant public comments. Unless the application is directly referred for a contested case hearing, the response to comments, and the Executive Director’s decision on the application, will be mailed to everyone who submitted public comments and to those persons who are on the mailing list for this application. If comments are received, the mailing will also provide instructions for requesting reconsideration of the Executive Director’s decision and for requesting a contested case hearing. A contested case hearing is a legal proceeding similar to a civil trial in state district court. TO REQUEST A CONTESTED CASE HEARING, YOU MUST INCLUDE THE FOLLOWING ITEMS IN YOUR REQUEST: your name, address, phone number; applicant's name and proposed permit number; the location and distance of your property/activities relative to the proposed facility; a specific description of how you would be adversely affected by the facility in a way not common to the general public; and, the statement "[I/we] request a contested case hearing." If the request for contested case hearing is filed on behalf of a group or association, the request must designate the group’s representative for receiving future correspondence; identify an individual member of the group who would be adversely affected by the proposed facility or activity; provide the information discussed above regarding the affected member’s location and distance from the facility or activity; explain how and why the member would be affected; and explain how the interests the group seeks to protect are relevant to the group’s purpose. Following the close of all applicable comment and request periods, the Executive Director will forward the application and any requests for reconsideration or for a contested case hearing to the TCEQ Commissioners for their consideration at a scheduled Commission meeting. The Commission will only grant a contested case hearing on disputed issues of fact that are relevant and material to the Commission’s decision on the application. Further, the Commission will only grant a hearing on issues that were raised in timely filed comments that were not subsequently withdrawn. TCEQ may act on an application to renew a permit for discharge of wastewater without providing an opportunity for a contested case hearing if certain criteria are met. MAILING LIST. If you submit public comments, a request for a contested case hearing or a reconsideration of the Executive Director’s decision, you will be added to the mailing list for this specific application to receive future public notices mailed by the Office of the Chief Clerk. In addition, you may request to be placed on: (1) the permanent mailing list for a specific applicant name and permit number; and/or (2) the mailing list for a specific county. If you wish to be placed on the permanent and/or the county mailing list, clearly specify which list(s) and send your request to TCEQ Office of the Chief Clerk at the address below. AGENCY CONTACTS AND INFORMATION. All written public comments and requests must be submitted to the Office of the Chief Clerk, MC 105, TCEQ, P.O. Box 13087, Austin, TX 78711-3087 or electronically at www.tceq.state.tx.us/about/comments.html. For more information, call the Kenedy City Hall at 583-2230 or Program Director, Larry Kiesling at 583-2342. und Program Awards for Texas 201015th Capital District Fund Program Awards for Texas 15th District 2010 Capital Fund Program Awards for Texas 15th District y Alamo Alamo Alice Beeville Cuero Donna Duval County Edcouch Edinburg Edinburg Elsa Falfurrias Falls City Goliad Harlingen Harlingen Hidalgo Count Karnes City Mathis McAllen McAllen Mercedes Mission Pharr Pharr Runge Sinton Taft Three Rivers Weslaco Weslaco Yoakum Yorktown $62,774.00 $52,881.00 $384,320.00 $294,025.00 $247,300.00 $209,000.00 $75,998.00 $51,900.00 $576,428.00 $96,455.00 $184,164.00 $178,201.00 $11,702.00 $69,651.00 $834,655.00 $145,883.00 $106,852.00 $43,456.00 $133,642.00 $184,582.00 $213,589.00 $427,141.00 $362,509.00 $446,998.00 $130,994.00 $76,703.00 $119,399.00 $117,097.00 $55,868.00 $126,131.00 $215,115.00 $117,524.00 $76,168.00 $62,774.00 $52,881.00 $384,320.00 $294,025.00 $247,300.00 $209,000.00 $75,998.00 $51,900.00 reauthorization, program activities to be implemented, and program expenditures for $6,429,105.00 2010-2011. $6,429,105.00 ### $62,774.00 $52,881.00 $384,320.00 $294,025.00 $247,300.00 $209,000.00 ATTENTION ALL KENEDY ISD PATRONS $75,998.00 $51,900.00 $576,428.00 $96,455.00 The new education reform act, NO CHILD LEFT BEHIND, includes reauthorization of $184,164.00 all federal programs.
