•
TUBİM was established in 2002 affiliated to TNP - ASOC
Department as National Monitoring Center & National Focal
Point.
•
The agreement to be a full member of the EMCDDA was
signed in the year 2007.
•
As a result of the approval process, TUBİM became a member
of EMCDDA on 1st June 2014 as TR-NFP.
•
TUBIM is the National Focal Point of EMCDDA (European
Monitoring Centre for Drugs and Drug Addiction)

We have adopted International Data Collection Standards, mainly;

EMCDDA Standart Tables
•
UNODC Questionnaires

National Data Collection Standarts are;
• Determined by National Drug Coordination Committees and working
groups for specific needs established under these committees.
• The committees and working groups mostly focus on specific issues or
lasts for specific period.

• TUBİM collects national data on all
dimensions of drug phenomenon (the law
enforcement, treatment, prevention etc.) and
prepares the Turkish Drug Report annually
since 2006.

TUBİM submits the data of Turkey to
international organizations like UNODC,
EMCDDA and SELEC.

COOPERATION WITH THE EMCDDA
• The European Drug Report is translated also into Turkish and printed by the EMCDDA
and then sent to us.
• The Turkish Drug Report is translated into English and sent to the EMCDDA.
• Every year the EMCDDA Standart tables are filled in and sent to the EMCDDA.
• The Heads of Focal Points Meetings and indicator meetings (treatment, EWS,
Infectious Diseases, Deaths, Drug Use Prevalence, High Risk Drug Use) are organised
regularly every year and TUBİM organizes the participation from Turkey to those
meetings.

In 2013 60 NPS,

In 2014 246 NPS reaching a total of 340 substances were included in the Law
No: 2313 on the Control of Narcotic Substances.

 It was published in the Official Gazette on 6 February 2015.
 Can be defined as; Instead of individually taking the substances under
legal control, it aims to automatically bring the new substances under
legal control by determining the core structure of the substances and
identifying the groups which can bind to this structure.

None of these 40 NPS is seen or seizured in Turkey yet.
