Watermain Replacement on Birchmount Road and
on Foxridge Drive
Expected Project Start Date: July 2, 2014
Expected Completion: November, 2014
The City of Toronto will be completing watermain improvements along Birchmount Road
and Foxridge Drive. This project will also involve replacing the City-owned portion of any
substandard water service in order to improve the water distribution system and drinking
water quality. This project is part of the 2014 Toronto Water Capital Works Program.
This work will take place on Birchmount Road from St. Clair Avenue East to Eglinton
Avenue East and Foxridge Drive from Birchmount Road to Kennedy Road.

Construction Details
The work will include excavation of
trenches and access pits, watermain
installation, water service reconnection to
the new watermain including replacement
of substandard water services (those that
are not up to current standards) and
restoration of road surface and all other
areas disturbed during construction. A
section of the proposed watermain under
the CN tracks will be installed by
horizontal directional drilling without

disturbing the ground surface. The majority of the proposed watermain will be installed by
open cut method. Wherever the existing water services will have to be replaced from the
watermain to the property line, the homeowners may elect to have new water services
extended from the street line to their homes AT THEIR COST as a separate contract
between the home owner and a contractor. (See Substandard Water Service Replacement
Section below). You will be notified if there are any significant changes to the construction
schedule or work to be undertaken.
Work Hours
Work will typically take place from 7:00 a.m. to 7:00 p.m. from Monday to Friday, with work
after hours and on weekends as required.
Disruptions
As with all construction projects, there will be noise and temporary inconveniences. In order
to complete the work effectively and in a safe manner, some pedestrian and traffic
restrictions will be necessary. These include lane restrictions and some sidewalk closures.
At times, access to private properties may also be restricted temporarily. Temporary
disruptions to the water supply will occur during the construction period. The contractor will
further notify you of any temporary disruptions. Every effort will be made to reduce the
inconvenience. The City appreciates your understanding and co-operation.
Parking Restrictions & Allowances
Construction may require temporary closure of private driveways and parking restrictions
for short periods of time in the immediate area of watermain and water service construction.
Further notice will be given prior to the temporary closures and alternative parking
arrangements will be made if required.
Garbage collection, emergency vehicles or any other usual services will be maintained
throughout the project. Every effort will be made to complete this construction work with
minimum inconvenience to the public.
Boulevard Work
Boulevard restoration work in front of homes is expected. Property owners in the affected
areas are reminded to remove any privately owned items from the boulevard. The City will

not be responsible for damage to any privately owned items
installed on the City’s property.
Label Curbside Waste Collection Bins
Please continue to put out your garbage, recycling and green bins
as per your normal schedule. If required, the contractor will
temporarily move bins to an appropriate location and return them
promptly.
Please write your address number in large print on the bins to
ensure they are returned to the proper unit.
Substandard Water Service Replacement
A water service is the pipe that connects your
house to the City’s water distribution system
to deliver water into your home. There are
two portions to the water service – the
privately-owned portion and the publiclyowned portion.
The privately-owned portion runs from the
property line to the home and is owned by the
property owner; the City-owned portion runs
from the property line to the watermain and is
owned by the City.
The City will replace the City-owned portion of
any substandard water service connection discovered during construction. The City is not
responsible for replacing the privately-owned portion of the water service.
Your water service may be considered substandard if:
 the water service is made of lead or galvanized metal;
 the water service is smaller than the City’s 19mm standard size;
 it is a double service, delivering water to more than one residential property; or
 It is leaking or broken.
Please take the time to read the attached fact sheet carefully as it contains important
information on replacement of lead pipes and potential health concerns.
