Francis R. DeLeo, 84, who retired as chief liaison officer for the U.S.
Mint in 1997, died Feb. 26 at Washington Hospital Center. He had
complications from burns in a fire at his Rockville home.
Mr. DeLeo was born in Altoona, Pa., and studied for the priesthood
for three years. He enlisted in the Marine Corps and served in the 5th
Division, 28th Regiment. During World War II, he participated in
the occupation of Vella Lavella in the Solomons Islands, the capture
of Iwo Jima and as a paratrooper in action at Bougainville. He
received the Bronze Star.

Mr. DeLeo also served during
the Korean War and was
discharged from the military
with the rank of a captain.
After the war, he attended the
University of Notre Dame on
the G.I. Bill and graduated with
a bachelor of philosophy degree
in commerce. He worked in the
private sector before spending
45 years in the federal
government.
He attended St. Mary's Catholic
Church in Rockville for more
than 50 years and served as a
lay lector. In earlier years, he
was a member of the Knights of
Columbus.

Barbara Rowand Kelley, 92, a homemaker and amateur
photographer, died March 16 of a heart attack at Hillhaven Nursing
Center in Adelphi.

Mrs. Kelley was born in Bellows Falls, Vt., and graduated from the
University of Connecticut. She lived in Boston, Pittsburgh, New
York, Atlanta and Beirut, among other places, before settling in
College Park in 1970.
She was an accomplished photographer and an avid reader. She was
also a dog lover and held an annual neighborhood party at her home
to watch the Westminster dog show.
Her husband of 47 years, John W. Kelley II, died in 1982.
Survivors include two children, Priscilla J. Kelley of Annandale and
Christopher R. Kelley of Fayetteville, Ark.; and a sister.
Peter SnyderPlant Supervisor
Peter Snyder, 66, a supervisor at the Blue Plains Wastewater
Treatment Plant in the District, died March 20 of a heart attack at his
home in Fort Washington.
Mr. Snyder moved to the Washington area in 1973 and worked as a
supervisor for the D.C. government's Blue Plains facility until his
retirement in 1994.
He later was the maintenance supervisor at the Courtyard Marriott in
Crystal City from 1995 until his death.
Mr. Snyder was born in Kingston, N.Y., and served in the Navy for
16 years. He lived in Oxon Hill for 19 years before moving to Fort
Washington 14 years ago.
He attended St. Columba Catholic Church in Oxon Hill and was a
member of the American Legion. He coached Little League baseball
in Oxon Hill.
Survivors include his wife of 49 years, Bertha E. Snyder of Fort
Washington; three children, Peter Snyder Jr. of Fort Washington,
Susan Baker of Ocean City and Paul Snyder of Berryville, Va.; two
sisters; and five grandchildren.
