ABOUT RTV SLOVENIA
According to the Law, public service of RTV Slovenia includes
creation, preparation, archiving and broadcasting of:
• 3 national TV & RA channels
• RA & TV programmes in two regional centres (Koper, Maribor)
• RA & TV channels for the Italian and Hungarian national minority
• RA & TV programmes for the Romany community
• RA & TV programmes for Slovenian national minorities in the neighbouring
countries and Slovenian emigrants and workers abroad
• RA & TV programmes for foreign audiences
• TTX, Internet and mobile portals
• a special national TV programme for direct broadcasting of the sessions of the
National Assembly of the Republic of Slovenia and its working bodies, and the
sessions of the National Council

ACCESSIBILITY OF RTV PROGRAMS
According to the law, RTV SLOVENIA must provide:
1. The production of disability content with intention to raising awareness of
the general public and people with disabilities
2. The production of broadcasts in techniques adapted for sensory disabled.
The law includes explicitly the rights of persons with disabilities but without the
share ratio of accessibility or regulation principles nor standardization by the
State.
In Slovenia, only RTV provides accessibility to the TV content (big production
houses). No other commercial broadcaster does provide such a service. In 2013
the Special Coordinator for the disability content and accessibility was selected.
Since then, we have considerably increased the accessibility.

In 2014 the Multimedia Centre of RTV
created a special website for accessibility.
Primary considerations were:
• to be simple
• to be exciting
• to be versatile
• to be easy to use.

It provides quick and easy access to content in techniques adapted to the blind and
visually impaired, deaf persons and persons with hard of hearing.
The users can browse the archive of broadcasts, which are equipped with interpreters in
Slovenian sign language, as well as programmes that provides subtitles or AD.

TTX SUBTITLING DATA SERVICE IS THEREFORE COMBINED WITH
BURNED-IN SUBTITLING.

ACCESSIBILITY Service #1
TTX SUBTITLING (colored) & OPEN SUBTITLING
Available for deaf viewer and ones with heard of hearing. The service is used
for all types of programme content, except for music and live broadcasts.
Subtitles are transmitted over TTX and broadband streaming.
Important TTX pages:
• 777 - list of subtitled programme
• 771 - subtitling for TV SLO 1 (75%)
• 772 - subtitling for TV SLO 2 (65%)
Live subtitling is not yet solved. A speech
recognition would be needed (planned for the
following years).

• Switch on the TTX
• Insert 771/772 for acc. service
If a channel change is needed,
we must first switch off the TTX!

AUDIO DESCRIPTION

AUDIO DESCRIPTION – AD (over broadcast and broadband)
Service is available for visually impaired and blind (2010) to enable more
genuine experience of happening from the screen.
• AD is used for Slovenian audio visual works, fiction films and documentaries,
which includes relatively less dialogues and more “story” on the screen
• From 2014 films with AD are shown in the regular TV program (SLO2) 1/month
or in the Summer 1/week
• The service is implemented on the primary audio stereo pair
OUR INTENTION: to add a secondary audio stereo with text-to-speech (Q3/2016)
Dubbing ?? – very expensive

SIGN LANGUAGE
Available for deaf and hard of hearing viewers to understand the speech and other
audio information associated with the TV picture trough the layout, position,
orientation and movement of hands, fingers and facial expressions.
IMPORTANT:
• Service is delivered in different ways:
• simulcasted on the linear channel
and over the broadband stream
• only over streaming
• The linear channel transmission is executed
on a separate channel (prime time)
TV programme with paid rights are available in the video archive.

SIGN LANGUAGE - What we care about:
• The interpreter position and size
• the deaf viewers read lips, view movement and signs
• the interpreter position shall not cover the subtitles
• The size and position of the interpreter is defined in cooperation with
representatives of deaf and hard of hearing - USERS(!).
• We deliver the service with sign language in two ways:
• TV programme with interpreter to the sign language ( Dnevnik)
• TV programme in sign language ( Prisluhnimo tišini)
From 2009/12 - 2013/12 only the daily news broadcast and pre-election
broadcasts were interpreted. Today 20 programme/week=>~1000/year
