In the years behind us, and even more so in the years to come, the importance of the economic, legislative and social dimensions of knowledge concerning European integration should not be questioned. Recognizing this and the importance of regional cooperation in the South Eastern European region, Club Alpbach Belgrade has been putting huge efforts and recourses in organizing the Alpbach Summer School on European Integration each year since 2007. More than 120 students have participated in four ASSEIs organized so far and have gained comprehensive knowledge by distinguished experts in the field of EU integration. This project aims to get together young professionals and students from Slovenia, Croatia, Bosnia and Herzegovina, Macedonia, Montenegro, Albania, Romania, Bulgaria, Moldova, UNMIK Kosovo and Serbia, and to provide them with a learning and networking environment. We are proud to say that our participants can be seen as leaders and decision-makers in the years and decades to come, able to bring a better, European future to all of us. Our team strongly believes in the power of youth activism and the idea that youth should be the engine pushing our countries forward. We also believe that young people should be given an opportunity to develop themselves, and learn and promote European values. We are trying, within our capacities and with great support of our partners, to provide them with knowledge in the field of EU integration that can be useful for their academic and professional development, as well as to contribute to full and honest reconciliation of the countries in our region. We are look forward to continuing to do so. ASSEI Team ALPBACH SUMMER SCHOOL ON EUROPEAN INTEGRATION Europe is our future Even if somebody is not a citizen of one of the member states of the European Union, the regulations and institutions of Europe have a huge impact on our reality. The EU is building up a new kind of political, economical, social and scientific cooperation, following strictly defined rules. So we have to study all of this because it is our reality these days. ASSEI provides an outstanding opportunity for the 4th time. Especially under the auspices of South East Europe. The program is developed in excellent cooperation between outstanding experts, European institutions and the Faculty of Political Sciences in Belgrade. It is open for participants from the whole region – in this way creating also an outstanding network for the common future. So far it not only provides learning a very important subject but also creating connections in a very European way. Dr. Erhard Busek, Jean Monnet Professor President of the European Forum Alpbach ASSEI 10 The studies of political sciences in Serbia began in 1960, with the foundation of the College of Political Science (1960) as the first school in the field of political sciences in the then Yugoslavia and in the Balkans, and among the first ones in Eastern Europe. In 1968, the College of Political Science became the Faculty of Political Sciences within the University of Belgrade. It is the unique higher education institution in Serbia, educating journalists, diplomats, social workers, political scientists and experts for work in public administration and in the field of European integration. The Faculty consists of four departments: communications and journalism, social policy and social work, international relations and political science. At the moment the Faculty has 5,000 active students at all levels and modes of education from undergraduate to doctoral studies. Number of international students significantly increased as well – the Faculty presently hosts 50 of them. Although a relatively young higher education institution, throughout its nearly half-century long history the Faculty developed into one of the leading institutions of this type in this part of Europe, representing a modern and open school of democracy and democratic political culture. The Faculty has intensive regional and international cooperation in the field of research and joint educational programmes, as well as exchange of teachers and students with universities of Zagreb, Podgorica, Sarajevo, Skopje, Graz and Bologna, University La Sapienza in Rome, London School of Economics and Political Science, School of Slavonic and East European Studies/ University College London, University of Pittsburgh etc. Every year the Faculty hosts many visiting professors and researchers from the region, Europe and the world and organizes several hundreds lectures, panels, workshops and seminars. The cooperation with the Club Alpbach Belgrade in organization of the Alpbach Summer School on European Integration is an important mode of action for the Faculty, aimed at promotion of European values and improvement of knowledge on European integration. Dean – Prof. Dr. Ilija Vujacic ALPBACH SUMMER SCHOOL ON EUROPEAN INTEGRATION EUROPEAN FORUM ALPBACH The European Forum Alpbach was founded in 1945 under the name “Internationale Hochschulwochen” (International College Weeks) by Viennese student Otto Molden and junior professor of philosophy at the University of Innsbruck Simon Moser. Since this first meeting, the Austrian “Hochschulwochen” have taken place every year, and since 1949 these meetings became known as “European Forum Alpbach”. – www.alpbach. org THE IDEA OF THE EUROPEAN FORUM ALPBACH • • • • • ...across national boundaries... ...broad-minded and tolerant for other positions ...exchanging views ...in the spirit of freedom ...raise the awareness of contemporary issues The significant contribution European Forum Alpbach has made to the intellectual life of postwar Europe is a real achievement. The interchange between knowledge and practice was a particularly important aim from the very beginning. Alpbach Symposiums – two-to three-day conferences deal with the themes of architecture, reform, technology, politics, health and the economy. ASSEI 10 Alpbach Summer School – courses which are dedicated to theme “European Law and European Integration” are focused on students in the higher levels of their university study and on young graduates. Club Alpbach Belgrade – Faculty of Political Sciences The ASSEI project undertakes the model, program and the lectures of the Alpbach Summer School on European Integration, designed and organized by European Forum Alpbach and the Institute of International Public Law, European Law and International Relations – University of Innsbruck. ALPBACH SUMMER SCHOOL ON EUROPEAN INTEGRATION FACULTY OF POLITICAL SCIENCES (FPS) University of Belgrade – Faculty of Political Sciences (FPS) was founded in 1968 as the first teaching and research institution of its kind in the then SFR Yugoslavia. The Faculty deals with education and research in the fields of political science, international studies, journalism and communication studies, social policy and social work. The teaching and scientific personnel number over 80 full-time teachers, with regular visits of distinguished foreign and domestic experts. Since its foundation, over 7,400 students have graduated from the Faculty, 860 have completed MA courses and 430 have defended their PhD theses. Today the Faculty is a well-known educational, teaching and research center, recognized world-wide. Through realization of on-running and occasional projects, the FPS cooperates with the most important scientific institutions from the country and renowned foreign and university centers. Publishing activity in its fields of expertise is well developed. At the moment, the Faculty has around 5000 students. An interdisciplinary and comparative approach is encouraged, and teaching takes place through lectures, practice classes, seminars and workshops, as well as through practical work in specialized fields. FPS is one of the first higher educational institutions in Serbia that commenced a comprehensive, systematic and overall reform of teaching and scientific process, which has been realizing since 2004 through several phases. The FPS conducts study programs for obtaining higher education within the framework of its four departments: Political Science, International Studies, Journalism and Communication Studies and Social Policy and Social Work. Undergraduate academic studies last for one year and their completion bears at least 240 ECTS. Graduate academic studies (Master) last for one year and their completion bears at least 60 ECTS, providing that the number of ECTS obtained at undergraduate level is 240. On the second and third cycle studies, the FPS offers graduate academic master studies (1 year), specialized academic studies (1 year), specialized academic studies (2 years), specialized professional studies (1 year), doctoral studies (3 years) in diverse study fields, all of them open for students of other faculties as well. Teaching programs of foreign languages at the FPS are harmonized with the Common European Framework of Reference for Language Learning and Teaching – CEF and requirements of educational reform within the ASSEI 10 Bologna process. Lectures of German and French language are carried out in cooperation with lecturers from Germany and France, respectively. Within the agreement with the DAAD, a German lecturer is involved in teaching of German, whereas a French lecturer is involved in teaching of French, based on cooperation with the Embassy of France in Belgrade. In 2005, the Faculty got the license for the Test Daf – standardized examination of German as foreign language, recognized by all German universities. For the sake of development of science and creativity, higher education activities, improvement of the quality of teaching and advanced training of young scientists, the FPS pays special attention to scientific and research work in parallel with improvement of the existing conditions and creating of new, contemporary environment for top-class education and development of the Faculty. Scientific and research activities are organized within the FPS scientific & research centers: Center for Democracy, Media Research Center, Center for International Humanitarian Law and International Organizations, Center for the Studies of the United States of America, Center for Gender Studies, Center for Peace Studies and Center for Far East Studies. International cooperation of the Faculty is carried out in several directions: with similar academic institutions, such are Grady College, University of Atlanta (our Department of Journalism and Communication Studies), University of Trondheim, Norway (Department of Social Work and Social Policy), School of Slavonic and East European Studies, University College London (joint graduate program in the field of Cultural Studies), Sciences Po, Paris (within the framework of a multidisciplinary research project), University of Trento (Erasmus Mundus program). In addition to this, since 2007 the Faculty has intensively been cooperating with the London School of Economy and Political Science (LSE), as well as with the Ecole des hautes etudes en sciences sociales (EHESS) from Paris. What is more, since January 2009 the Faculty is a partner in the three-year Tempus IV Joint Project “Example of Excellence for Joint (Degree) Program Development in South-Eastern Europe”, run by the University of Graz”. During the course of the last three years, cooperation with faculties of political sciences in Sarajevo, Podgorica, Zagreb and Ljubljana has also been established; with international organizations – thus giving the FPS students a possibility to use various opportunities offered by these organizations. The cooperation with the OSCE Mission to Belgrade, which organizes competitions for the FPS students on regular basis, is an excellent example – the winners get one-month stay in the EU countries. Excellent cooperation has also been established with the International Committee of the Red Cross primarily ALPBACH SUMMER SCHOOL ON EUROPEAN INTEGRATION in the field of international humanitarian law and with embassies and foreign cultural centers – the FPS students have opportunity to listen to numerous visiting lecturers. Since 2003, debates “Dialogue on Europe” have regularly been held at the Faculty. Professional debates, organized once a month, are aimed at improvement of public dialogue about actual processes of European integrations and the position of Serbia therein. Within the “Dialogue on Europe”, each month a representative of embassies of the EU country members, candidate countries of European organizations, delivers an introductory speech followed by a discussion. So far, among others, the Faculty hosted ambassadors of Italy, Germany, Finland, Poland, Austria, Great Britain, Spain, Russia, Hungary, Slovakia, Turkey, as well as heads of delegations of the European Commission, OSCE, Council of Europe. Mr. Olli Rehn, former EU Commissioner for Enlargement, and Mr. Gerhard Schroeder, former Chancellor of the Federal Republic of Germany, have also been the guests of the Faculty of Political Sciences, together with a number of other high foreign officials and diplomats. Within the framework of the Visiting Student Program, the Faculty hosts foreign students who do their research for final papers or master/ doctoral thesis, therefore enabling our students to make contacts with their foreign colleagues during their studies. We maintain good relations with similar faculties in the region and intensively work on improvement of collaboration directed to realization of regional educational, scientific and research projects. Following the modernization and reform of teaching-scientific process, students’ life at the Faculty is very intensive and developed; students are self-organized in the Students Parliament and numerous students’ nonprofit, non-governmental organizations of different program concepts that exist at the Faculty. High quality of students life is further contributed by significantly improved conditions for work, cooperation and free time: reconstructed classrooms (air conditioned, with state-of-art technical equipment for multimedia presentations), modernized and well equipped library with comfortable reading room, computer center (over 20 PCs with free, non-stop direct access to Interned), students’ club-restaurant with summer garden in the “green zone”, as well as appropriate premises with adequate equipment for work of students’ organizations. ASSEI 10 PERSONAL REFLECTIONS ON ASSEI 2010 BY FILIP RADUNOVIC Established in Belgrade for the first time in 2007, the Alpbach Summer School on European Integration (ASSEI) showed us throughout the last years a best practice example of how young Europeans can transfer the spirit of the European Forum Alpbach within their own home country. After having had three consecutive and quite successful years and having the Alpbach summer school model established as a well known brand all over the Western Balkans countries, we can now confidently look upon the future of this academic endeavor. Getting to know each other, exchanging important knowledge about the EU enlargement process between the future youth leaders of the region, having the possibility to look over each others’ borders and expanding the own horizon through a mutual process of intellectual interaction shows us not only a possible role model for the future but also a common way of avoiding the mistakes from the past. I would like to use this opportunity to thank some of the outstanding individuals who followed the success story of ASSEI Belgrade from the very beginning, especially professor Friedl Weiss, as the main scientific counselor and mentor, and Jürgen Busch as a reliable coordinator and lecturer during the previous years. Special thanks to the Faculty of Political Science from Belgrade for being wonderful hosts and realizing the importance of our Alpbach summer school. And all the other single institutions, companies and persons from Serbian public life who helped to curb the enthusiasm and motivation of the Club Alpbach Belgrade team and make all these encounters possible. Ana Jankovic, Montenegro DESCRIBE ASSEI IN ONE WORD • • • • • • • • • Sinergy Integration Cooperation Educationf Future Useful Link Great Necessity ASSEI 10 Central European Initiative (CEI) was established in 1989 as an intergovernmental forum for political, economic cultural co-operation among its (18) member states. One of main objectives is to bring the countries of Central and Eastern Europe closer together and assist them in their preparation process for EU membership (www.ceinet.org) Hypo Alpe-Adria-Bank a.d. Beograd entered the Serbian Market in 2003 and has in the meantime established itself as a recognized partner in the financial services sector. In terms of total assets, the Bank is currently the third largest in Serbia and aims to continue its dynamic growth and consolidate its solid position in this highly competitive environment in 2007. The European Fund for the Balkans is a multi-year joint initiative of European foundations designed to undertake and support initiatives aimed at bringing the Western Balkans closer to the European Union through grant-giving and operational programs and, as such, is focused on individuals and organizations from Western Balkan countries. The Fund is currently hosted by the Network of European Foundations – NEF (Brussels) which provides legal and administrative assistance. By appointment of the German Federal Ministry on Economic Cooperation and Development (BMZ), since 2001, the German Organization for Technical Assistance (GTZ) GmbH has been conducting together with the Serbian Government a project to support the legal reform in Serbia (and in most other countries of the region). This covers the reform of the legislative framework for private economic activities. Next to legislative work, the implementation of these reforms is in the focus of the project which also includes the support in increasing the knowledge on EU Law matters in this field. Within this frame, the project was delighted to contribute to the ASSEI 2009. ALPBACH SUMMER SCHOOL ON EUROPEAN INTEGRATION Dr. Thomas Meyer – GTZ – Head of the project Porsche SCG company officially began operating on 1. April 2004 as a daughter company of the Austrian Porsche Holding Company headquartered in Salzburg. Within Porsche in Serbia operate two separate units: Porsche SCG as wholesale and Porsche Inter Auto S as retail that consists of dealerships Porsche Beograd Ada, Porsche Beograd Sever and Porsche Novi Sad. Porsche SCG is general importer and distributor of Volkswagen (passenger and commercial vehicles) Audi, Seat and Porsche vehicles. Porsche employs at the moment over 250 employees. Raiffeisen banka a.d. is a member of Raiffeisen International, one of the largest banking groups in Central and Eastern Europe, and a part of the RZB Group. The first bank founded with 100% foreign capital, it started its business activities in Serbia in July 2001. Raiffeisen banka finished the year 2007 with 91 branches opened across Serbia. The comprehensive network expansion plan foresees the opening of 125 branch offices by the year 2010. Uniqa Group is the leading insurance group on the Austrian market and one of the largest in Europe. It is a company with strong international orientation, aware of the advantages and opportunities that Central Europe Market offers. Uniqa works in Serbia through – Uniqa a.d.o. which deals with life insurance and Uniqa non-life insurance a.d.o., leader in Serbia. Austrian Airlines is the leading carrier in Central and Eastern Europe and the Middle East.
