NBDB ANNUAL REPORT 2007 NBDB ANNUAL REPORT 2007 CHAI RM AN’S ME S SAGE With pleasure, I present the Annual Report of the National Book Development Board for 2007. their publishing units. This event has led to the organization of the Philippine Association of Scholarly and Academic Publishers. The NBDB commissioned the Social Weather Stations to conduct the 2007 NBDB Book Readership Survey, whose highlights have been made public together with the initial comparative analysis with the first NBDB Readership Survey in 2003. To promote reading habits and expand the market, the NBDB takes to heart this implementing policy: “Methodologically sound surveys on reading habits, needs, and interests shall be undertaken regularly to provide useful indices for the formulation of sociocultural policy related to publishing” (National Book Policy 5.3). Our partnerships with the private sector, citizens’ organizations, and other government agencies remain strong. For example, the NBDB and the DepEd worked closely together in conducting a two-day seminar for private publishers and authors to develop quality instructional materials for the public and private schools. This Report contains more accomplishments, and I sincerely thank the members of the Board and the Secretariat and our partners and collaborators for the past year’s achievements, which we shall likely surpass in 2008. Photo by Ocs Alavrez The Governing Board’s emphasis on superior governance, innovation and cost-sharing as essential parts of its Secretariat’s modus operandi has made all the difference in 2007. Our interventions have remained catalytic and strategic, and have taken into account the National Book Development Plan and evolving opportunities and challenges. The past year started propitiously with the assumption into office of a new Executive Officer and a new Deputy Executive Officer, who were appointed by Her Excellency, the President, on the basis of the Governing Board’s nomination. The new officers intensified the process of professionalizing the Secretariat and initiated new approaches to book development and readership promotion. The implementation of the Book Development Plan continued through programs and activities that enhanced the competitiveness of the book industry, supported the creative sector, expanded the market for our books, and enhanced textbook quality. Let me specify some of the accomplishments. The very first conference on academic publishing was organized with the participation of 80 representatives from local colleges and universities that are interested in setting up or strengthening NBDB ANNUAL REPORT 2007 NBDB ANNUAL REPORT 2007 Vision The National Book Development Board is the leading catalyst that provides directions and the environment for the stimulation and improvement of the book publishing industry towards making it world-class and globally competitive. THE NATIONAL BOOK DEVELOPMENT BOARD’S MANDATE Republic Act 8047 or the Book Publishing Industry Development Act stipulates the mandate of the National Book Development Board to: Mission n Formulate, adopt, and implement the National Book Policy and the National Book Development Plan; the growth of the book publishing industry n Enhance market growth of the book industry by promoting lifelong learning through readership n Provide capability building services for the agency’s stakeholders, such as publishers, authors, printers, and other publishing entities that will need its support; n Increase investment in the book industry n Develop an environment conducive for Strategy n Capability building services n Investment promotion and market development services n Promote investments in the book industry and develop markets, both domestic and international; and n Administer incentives geared towards encouraging the production of more books. n Incentives administration services NBDB ANNUAL REPORT 2007 NBDB ANNUAL REPORT 2007 THE NBDB LOGICAL FRAMEWORK literature and exposing them to the excellent works of our Filipino writers, it is hoped that the Filipinos will patronize the works of local writers more. The NBDB continually finds ways to encourage publication of more books in the country through its Incentive Administration Services. Rule VIII of Republic Act 8047, otherwise known as the Book Publishing Industry Development Act, entitles persons and enterprises engaged in book publishing and its related activities duly registered with the NBDB to the applicable incentives provided for under Executive Order No. 226, or the Omnibus Investment Code, because it is provided that book development activities, as provided for in R.A. 8047, shall always be included in the Investment Priorities Plan (IPP). Over the years, book publishers have also benefited from the duty-free importation of books and raw materials, stipulated in Section 2 of Rule VIII, resulting in the production of more books. Books, magazines, periodicals, newspapers, including book publishing and printing, as well as their distribution and circulation, have been exempt from the coverage of the expanded value added tax law through the enactment of R.A. 8047. The NBDB Logical Framework (LogFrame) provides a visual image of what the agency does, as well as a concise description of its activities and outputs, and the rationale behind its programs and activities for the year. The NBDB’s mission to Increase Investment in the Book Industry, Develop an Environment Conducive for the Growth of the Book Publishing Industry, and Enhance Market Growth of the Book Industry by Promoting Lifelong Learning through Readership are all geared towards its mission to make the Philippine book publishing industry world-class and globally competitive. Through its Capability Services Program, the NBDB aims to enhance the competitiveness of the local book industry. The NBDB continues to address the changing needs of the industry and provide stakeholders with the necessary trainings that will enable them to build their business domestically and compete internationally. Focus on the Philippine market is given priority through Investment Promotion and Market Development Services directed towards making Filipinos buy and read Philippineauthored books. Lee-Chua is a Professor at the Ateneo de Manila University, where she teaches Mathematics and Psychology. She is an award-winning writer, scientist, and educator. She writes a regular weekly column for the Philippine Daily Inquirer. Usec. Elmer C. Hernandez (DTI) is Undersecretary for Industry and Investments Group (IIG) of the Department of Trade and Industry and Managing Head of the Board of Investments (BOI). As IIG Undersecretary, he supervises DTI agencies such as the National Development Company (NDC), Philippine Retirement Authority (PRA), Center for Industrial Competitiveness, and the National Industrial Manpower Training Council. He is also Chairman of the Philippine Contractors’ Accreditation Board and the NDC Maritime Leasing Corporation. He is a board member (ex-officio) of the Philippine Export-Import Credit Agency (PhilExim) and SB Corporation. Dr. Nona S. Ricafort is a Commissioner of the Commission on Higher Education (CHED). She is also a commissioner of UNESCO, Vice Chairperson of UNESCO National Commission of the Philippines (UNACOM), a Board Member of the Technical Education and Skills Development Authority (TESDA), Governor of the Philippine National Red Cross, and Chairman of the Board of Regents/Trustees of 22 state schools, universities, and colleges. Asec. Ma. Lourdes P. Orijola (DOST) is Assistant Secretary for Technology Transfer of the Department of Science of Technology. She is also a commissioner of UNESCO, a member of the Committee on Poverty Alleviation of the World Association of Industrial and Technological Research Organizations (WAITRO-Malaysia), and Focal Person for Gender and Development of the DOST. Mr. Roland R. Robles is the President of Souvenir Publications, Inc., General Manager of Cultural Publisher, and the Director of Roman Instructional Media Resources. He served as Director of the New Book Suppliers Association of the Philippines (NBSAP) and the Book Exporters Association of the Philippines (BEAP). The Governing Board The Governing Board of the NBDB, composed of dynamic representatives from both the private and public sectors, assume the responsibility of carrying out and implementing the Book Publishing Industry Development Act and formulating plans and programs to promote book development. Dr. Dennis T. Gonzalez chairman Dr. Gonzalez has been presiding over the NBDB Governing Board since 2002. He is the Associate Dean of the Ateneo School of Government, where he is also the Academic Program Manager. He served as Director of the Center for Social Policy- School of Government and was a consultant of the Curriculum Reform Committee of the Department of Education (DepEd). Dr. Vilma L. Labrador (DepEd) Vice-Chair Dr. Labrador is the Undersecretary for Programs and Projects of the Department of Education. She served as President of the Supervisors Association and Regional Director of the National Capital Region and Regions I, III, and IV. She was also appointed commissioner of the United Nations Educational Scientific and Cultural Organization (UNESCO). One of the country’s most prolific writers of fiction and creative nonfiction, she is a Professor at the Department of English and Comparative Literature in UP. Dr. Hidalgo also served as Director of the University of the Philippines Press and the UP Creative Writing Center. Mr. Alfredo C. Ramos is the Chairman and President of National Book Store, Inc., Anvil Publishing, Inc., and Solar Publishing Corporation. He is the Vice Chairman of LR Publications, Inc. and President of Power Books, Inc., Abacus Book and Card Corporation, MRT Holdings Corporation, Crossings Department Store Corporation, and Zenith Holdings Corporation. Ms. Ma. Alegria Sibal-Limjoco is the Chair of the Philippine Franchise Association and Vice President for Corporate Social Responsibility in Governance of the Philippine Chamber of Commerce and Industry (PCCI). She is the Chief Executive Officer of Francorp, Chair of the Philippine Franchise Association, and the Vice President of Phoenix Publishing House and SIBS. n The Executive Officers In 2007, the NBDB welcomed aboard its new Executive Director Atty. Andrea Pasion-Flores and Deputy Executive Director Frances Jeanne L. Sarmiento. Atty. Pasion-Flores, a lawyer by profession and an author herself, worked with one of the country’s leading law firms and publishing companies before joining the NBDB. Ms. Sarmiento was with the Board of Atty. Laudimer Samar was appointed Board Secretary of the NBDB Governing Board in 2003. He finished his Bachelor of Arts in Philosophy at the University of the Philippines and earned his Bachelor of Laws at San Beda College. Investments (BOI) for 12 years, where she was a supervising investments specialist in the Legal Services Department. Both were appointed by President Gloria Macapagal-Arroyo on October 25, 2006. They took their oath on January 16, 2007 and assumed office on the same day. Atty. Executive Summary n This year, more celebrities joined the NBDB’s campaign to make the Philippines a reading nation through the Get Caught Reading campaign. Stars like Iza Calzado, Karylle, Tintin Bersola-Babao, Lyn Ching-Pascual, and Rhea Santos gave their time pro-bono to promote the love of books and reading. n The NBDB brought Booklatan sa Bayan to Pasig City, Cabanatuan City, Davao del Sur, Leyte, and Ifugao in 2007. celebration created greater impact in its eleventh year. Celebrities and icons of Philippine Literature participated in storytelling, poetry readings, and took a literary tour of Metro Manila’s significant literary places. The NBDB also conducted the following seminars: Setting up of a Community Library, A Book is an Event, Book Talks: What will It Tell?, and What Makes a Reading Campaign Work? n For 2007, the NBDB, in partnership with different organizations, raised more than 29,000 books donated to 24 schools, libraries, and institutions all over the country. n The NBDB again invested on an important industry study to provide relevant and up-todate information to industry stakeholders. The 2007 NBDB Readership Survey, the most comprehensive study on the country’s readership situation, conducted by the Social Weather Stations (SWS), was presented to the public in November 28, 2007. n The NBDB, in partnership with Adarna House, launched the Book Illustration Contest during the 11th PBDM, participated in by students from different colleges and universities in the NCR. n The NBDB filled 2007 with storytelling III. The NBDB Quality Seal is conferred to a private school textbook after undergoing strict evaluation by NBDB’s pool of evaluators. n The NBDB also participated in the World Intellectual Property Organization (WIPO) roundtable discussion on copyright organized by the Intellectual Property Office of the Philippines with Executive Director Andrea Pasion-Flores presenting the country report. n The NBDB, after consultations with the BIR, now issues Certificates of Donations to its donors. Donations to the NBDB are now 100% fully taxdeductible from the donor’s gross income. Enhance the Competitiveness of the Book Publishing Industry Materials in the Country The NBDB and Adarna House launched the NBDB Book Illustration Contest to tap the creative talents of the youth in the college level. The winners formed part of Adarna House’s pool of illustrators, making the contest instrumental in jumpstarting the careers of this new breed of book illustrators. n Love Your Books: The 11th Philippine Book Development Month The NBDB, DepEd, and BDAP organized the “Responding to the Challenge: Developing Better Instructional Materials” seminar, which benefited over 80 publishers, authors, editors, illustrators, and other members of the publishing industry. Invited speakers discussed important DepEd policies and guidelines in reviewing textbook and instructional materials, new developments in writing textbooks and teacher’s manuals, and book design. Themed “Love your Books,” the 11th PBDM outshone previous years’ celebrations with a long list of events that included reading and storytelling with celebrities, promotion of reading centers and libraries in the country, and the memorable Portrait of the City Exhibit and Portrait of the City Tour, which featured places in the city that have inspired the literary works of local authors. This year’s PBDM also focused on the promotion of libraries and reading centers in the country. n Developing Local Knowledge through Academic Publishing Seminar The “Developing Local Knowledge through Academic Publishing” conference gathered for the first time university publishing houses all over the country to provide a venue where they can share experiences and information, as well as encourage interested academics from other educational institutions to consider going into publishing. Pasion-Flores’ country project for the conference is the development of fair use guidelines for classroom use to define the threshold by which authors will be renumerated and to help initiate the activities of a reprographic rights organization to be endorsed by the NBDB. n Fair Remuneration for Authors The NBDB held a presentation on fair remuneration for authors to the board members of the COCOPEA. By introducing the problem of compensation for authors due to massive book piracy and the absence of collective management societies, the NBDB hoped to seek the cooperation of COCOPEA to help curb book piracy. Expand Local and Foreign Markets for Philippine books n World Intellectual Property Organization The NBDB took part in the “WIPO Subregional Roundtable on Copyright-Based Business: Authorship, Publishing, and Access to Knowledge,” an international conference organized by the Intellectual Property Office of the Philippines, which brought together local publishers, writers, artists, government and private sector representatives, and IP officials from several Asian countries. Executive n 28th Manila International Book Fair The NBDB once again participated in the powerhouse gathering of local and foreign publishers and booksellers in the 28th Manila International Book Fair. Dr. Elena Cutiongco, former president of the Reading Association of the Philippines (RAP), was the resource speaker for the READ Program for Trainors in all Booklatans held in 2007. Book readership promotion is one of the many advocacies that TV news anchor and host Rhea Santos supports. NBDB 2 0 07 ACCOMPLI SHMENTS NBDB 2 0 07 ACCOMPLI SHMENTS n Books Across Southeast Asia conference n Booklatan sa Bayan n Book Club The NBDB partnered with BDAP and the NCCA in hosting the “Books Across Southeast Asia” conference. The event gathered together educators, publishers, and government agencies all over Southeast Asia and aimed to establish stronger trade among the countries in the region. This year, the NBDB brought the Booklatan to Cabanatuan, Pasig, Digos, Ormoc, and Ifugao Province. To stimulate the Filipino readers’ interest in reading Philippine-authored works, the NBDB, formed the NBDB Book Club in 2007. The NBDB Book Club meets in different restaurants, cafés, and venues in the city to discuss books written by our very own Filipino writers. Authors who have sat down with the NBDB Book Club include Romina Gonzalez, Charlson Ong, Jose Y. Dalisay, and Gilda Cordero Fernando. By Alvin J. Buenaventura the “The NBDB is the partner of the book publishing industry to help ensure a sufficient supply of good books that are affordable and which are distributed efficiently in all regions of the country and promoted internationally,” Dr. Dennis T. Gonzalez writes in BOOKWATCH, the agency’s quarterly publication. Prior to this partnership, the agency was an idea tucked in the dark that took almost ten years before seeing the light of day. Previously, private book publishers observed that the country’s book production was the lowest in Asia. The industry did not have enough room for growth because private book publishers and sellers compete for small shares in the private schools market. The public school system, which was the largest market for textbooks, was controlled by the government through the Instructional Materials Development Center. The Philippine Educational Publishers Association (PEPA) made a book industry study and concluded that substantial growth can be achieved if the government, as a first step, would privatize the public schools textbook market. This study was presented to the 8th Congress in 1988. PEPA’s president Jesus Ernesto Sibal and Atty. Rufus B. Rodriguez, PEPA’s legal counsel, drafted the bill which was presented to the House of Representatives by Honorable Carlos M. Padilla. Meanwhile, the Book Development Association of the Philippines (BDAP) and the Association of Philippine Booksellers (APB) drafted another version of the bill sponsored by Senator Edgardo J. Angara. Determined men and women of the book industry were rewarded only during the 10th Congress when the bill was revived by Honorable Gregorio A. Andolana and Honorable Antonio H. Cerilles. Under the chairmanship of Senator Leticia Ramos Shahani, the committee approved the consolidated House and Senate versions of the bill in the May 31, 1995 Bicameral Conference. This culminated with the signing of the law a month later. On June 7, 1995, President Fidel V. Ramos signed into law Republic Act 8047 known as the “Book Publishing Industry Development Act” which also created the NBDB. R.A. 8047 marked the triumph of book industry associations who worked for many years to persuade the government to address the industry’s problems. On April 23, 1997, the agency’s Governing Board approved the Implementing Rules and Regulations of R.A. 8047. The NBDB coordinated with various government agencies to finalize the rules and regulations on areas like: importation of tax and duty-free books, tax and duty-free importation and monitoring of the utilization of raw materials in book publishing, availment of income tax holiday, employment of foreign nationals, availment of incentives on unrestricted use of consigned equipment, availment of additional deduction for labor expenses, availment of additional deduction for labor expenses, and availment of tax and duty-exempt importation of spare parts and supplies. On April 28, 1999, the Governing Board approved the National Book Policy (NBP). This was promulgated and adopted by President Joseph E. Estrada through Executive Order No. 119 on July 4, 1999. The NBP “embodies the specific measures which will serve as the enduring basis for fostering the viability and progressive growth of the book publishing industry.” On December 20, 2004, under the leadership of Chairman Gonzalez, the Governing Board approved the National Book Development Plan 2005-2010 and NBDB Investment Program. This vital document “consists of interventions directed at the creative, publishing, and printing sectors of the industry. It is designed to sustain growth and contribute to the National Development Agenda of the Arroyo Administration, namely job creation and increased investments, increased exports, education for all, and decentralized development.” A recent study under the auspices of Intellectual Property Philippines found that copyright-based industries, where the book publishing industry belongs, contribute 8.17 percent to the country’s gross national product. This sector 26 27 NBDB ANNUAL REPORT 2007 NBDB ANNUAL REPORT 2007 also employs more than a quarter of a million Filipinos. The NBDB believes that its services to the book publishing industry: capabilitybuilding, investment promotion and market development, and incentives administration will result in a revitalized sector. The agency aims to increase investment in the industry, develop an environment conducive for its growth, and enhance market growth by promoting lifelong learning through readership. With industry-friendly policies, and innovative programs and projects, the NBDB continues to be the partner of the book publishing industry. The agency looks to the future with confidence that the Philippines will become a worldclass publishing hub in Asia, providing employment to millions of Filipinos and contributing to the nation’s economic well-being. Do Filipinos Read? The NBDB Readership Surveys of 2003 and 2007 In order to provide the public and the local book publishing industry with a more accurate, upto-date, and wider range of information on the state of Filipino readership, the NBDB once again commissioned the Social Weather Stations (SWS) to conduct the NBDB Readership Survey in 2007. The survey is a follow-up on the 2003 NBDB Readership Survey. The NBDB Readership Surveys of 2003 and 2007 are, by far, the most comprehensive studies on Filipinos’ reading attitudes, reading preferences, and general attitudes toward books and reading. The highly-anticipated results of the 2007 NBDB Readership Survey were presented to the public in November 28, 2007 at the Discovery Suites in Ortigas, Pasig City. The momentous event was attended by industry stakeholders, members of the education sector, different reading advocacy groups, and representatives from different government agencies. table 1 table 2 table 3 table 4 table 5 table 6 Highlights of the NBDB Readership Surveys read in English. Other languages of books read are Cebuano, Bisaya, Ilocano, Arabic, and Ilonggo. (see Table 4 ) As in 2003, the main reasons for reading are still for information and for enjoyment. More people are now reading for enjoyment in 2007 (see Table 5). n Total Percentage of Filipino Readers From 94% in 2003, the total percentage of general readers (readers of all types of reading materials) slightly decreased to 92% in 2007 (see Table 1). Book readers also decreased to 83% from 90% four years ago. The good news is that among book readers, more Filipinos are now reading non-school books, from 69% of all book readers in 2003 to 80% in 2007 (see Table 2). While non-school book readers from Balance Luzon (80% in 2007 from 66% in 2003), the Visayas (89% in 2007 from 60% in 2003), and Mindanao (82% in 2007 from 74% in 2003) increased, the percentage of non-school book readers in NCR significantly decreased to 63% from 79% in 2003 (see Table 2). n The Filipino youth are reading at an earlier age The youth are now starting to read earlier. The 2007 survey shows that the youth are starting to read nonschool books at age 16, one year earlier than in 2003, except in NCR where the youth start reading at age 18 (see Table 6). Filipinos acquire the non-school books they read when they receive them as gifts (42%) or by borrowing books (41%) from friends or loved ones. Only 19% obtain non-school books by purchasing them. n What do Filipinos read? The Bible remains to be the most read book by the Filipinos followed by romance novels. Other popular books are cooking books, comic books, and religious/ inspirational books. (see Table 3) Most of the books that Filipinos read are those written in Tagalog and English. More than fifty percent (58%) of readers read in Tagalog while 41% n Reading Influences The survey also reveals that what most people would consider distractions from reading, like the television and the internet, strongly influence the reading of nonschool books.
