Message from the Chamber President—George Marron
Your Chamber continues its goal to improve and promote the Highland area businesses as well
as the Highland community. Sometimes potential members of the Chamber ask why they should join
the Highland Chamber of Commerce. Our Executive Director, Jami Jansen, compiled a list of some
of the benefits and projects for Chamber members. A few noteworthy projects and benefits are:
Business After Hours networking events, Chamber gift certificate program, ribbon cutting ceremonies, shop Highland promotion, direct referrals, newsletters, website, annual dinner and awards banquet, gift guide, lobby displays, and business education seminars. We are also an important voice
when legislation or ordinances may effect how we do business in the City of Highland as well as the
State of Illinois.
Your Chamber sponsors and is involved in numerous community events, such as the Peanut Butter and Jam Festivals, Street Art Festival, City Clean-Up Day, community tours, Lighted Christmas
parade, Christmas decorations on the Square, business inquiries, the Secretary of State mobile drivers license service, and the Time, Temperature and Weather line.

From the Executive Director…
Spring is here, and we have several new things “springing-up” at the Highland Chamber of Commerce,
many of which you will see in this edition of your Chamber News. For one, take note of all our new
members! Over the past two months, the Chamber has added 16 new members with over 10 additional
Chamber applications being mailed out during the past month! It’s apparent more and more businesses
are realizing the cost-saving benefits of Chamber membership.
You’ll also see a new feature in this month’s edition of the Chamber News entitled “Say Hello to…” This is our
way of introducing our membership to the individuals who serve on the Highland Chamber of Commerce Board of
Directors. Each month you will have the opportunity to “meet” a new member of the Board of Directors. If you see
any of these individuals out and about in the community, feel free to ask them any questions you may have about
the Chamber of Commerce. They are here to serve you.
We are also adding a new branch to our newsletter distribution. Currently, the newsletter is emailed to over 300
Chamber members... and don’t forget, if your company/organization is a member, that means ALL of your employees are members! Now, in addition to this electronic version, we will be distributing copies of the Chamber News
to local doctor, dentist and hospital waiting rooms. This will allow more citizens throughout the community the
opportunity to read about what is happening within the Chamber of Commerce.
As you work within your various business sectors, let us know if you see something that is working in another
community that could possibly be implemented here at the Highland Chamber of Commerce. Your Chamber staff
and Board of Directors are constantly seeking new ways to serve you and your business, and we value your input
and ideas.

HIS KIDS mission has been to provide an ongoing support system which strengthens coping abilities and
life skills to these families. Children with cancer, as well as their sibling and parents, need opportunities to
connect with others in similar situations, to participate in ‘normal’ activities with others that truly understand what they are going through. They need an opportunity to express their concerns, fears and needs in a
safe environment. They need an opportunity to learn skills that will help them positively cope with the

Apex Physical Therapy in Highland is proud to announce the addition of Sarah Broyles, PT,

Faith Countryside Homes has signed a contract with the Kelly Miller Circus for the
exhibition of an all new 2007 show! The circus will rolls into town Monday, April 23,
2007. Everyone is invited to come out and watch the animals being unloaded and fed,
and see the elephants raising the big top. Activities will begin at 7:30 a.m. and the tent
will be raised between 8:30-9:00 a.m. Guides will be furnished for school groups and anyone attending. The
traditional “old style” circus will present two performances at 4:30 & 7:30 p.m.

SAY HELLO TO JAY BOULANGER... A MEMBER OF

BOARD of DIRECTORS
Jay is a lifetime resident of Highland,
born and raised in the community. Both of
his parents were business owners in Highland — his father in the funeral business and his
mother who operated the East End Mercantile Store and later, the
Montgomery Ward store. His father, Wilson, was a President of
the Highland Chamber of Commerce as well as the Helvetia
Sharpshooters Society and several other organizations within the
community.
Jay graduated from Highland High School and earned three degree
from Southern Illinois University. His wife, Cathy, is a school
teacher with almost nine years at St. Paul High School and then an additional 20+ years in the St. Louis
school system. She currently serves on the Board of Education for the Highland Community Schools. Jay
and Cathy have five sons who grew up in Highland, enjoying the environment of this great community with
its educational system, parks and recreation facilities, youth activities and many other amenities that make it
an ideal place to grow up.
Jay has been active with his business, Spengel-Boulanger Funeral Home, for over 30 years. In addition, he
has been active within his profession serving as a President of the Illinois Funeral Directors Association;
Chair of the Education Committee for the National Funeral Directors Association; and President of the
Academy of Professional Funeral Service Practice (an international organization).
Jay has also been very involved in the community serving in several civic organizations including President
of the Optimist Club and the Chamber of Commerce. He was on the founding Board of Directors for Faith
Countryside Homes, Meals-on-Wheels, Eastern Madison County Nutritional Programs and St. Joseph’s
Hospital Home Health Board. He also served as President of the Highland Booster club when his sons were
in high school and served as Treasurer of the Louis Latzer Memorial Public Library Board of Directors. He
served on the St. Joseph Hospital Advisory Board and currently serves on their Friends Board. He is President of the Highland City Cemetery Board of Directors and serves on the local Economic Development
Commission.
Jay is the immediate past president of the Highland Chamber of Commerce. A long-time member with over
10 years of service, the Chamber has always been a focus of Jay’s activity.
“For the community to be a wonderful environment to live and grow in, it takes the dedication of the business and community leaders to make sure that the values desired are provided
and maintained — the function of our Highland Chamber of Commerce.”

Clean-up Week , May 7-12, 2007
Curbside service will offer free large item pick-up on the
normal trash pick-up days for residential trash customers
located within the city limits. This service will alternate
yearly with the single-day central location spring clean-up
that was held last year at the Highland Middle School.
However, there are some restrictions regarding items that
are eligible for pick-up. For more information, contact city
hall at 654-9891 or the Chamber at 654-3721.
