Call to Order
a) Chairman Wessel called the meeting to order at 1:05 PM local time.
II.

a) Self-introductions of members and guests were made around the table as the attendance roster was circulated.
Chairman Wessel welcomed all members and visitors. A quorum was verified.

Approval of Quebec City June 27, 2006 Meeting Minutes
a) Minutes distributed. S. Duda offered a Motion to approve the Quebec City June 27, 2006 Meeting Minutes as
written. H. Brickman offered a Second. No discussion nor corrections. Motion carried (15-0-0-3).
Secretary’s Note: All votes recorded herein are formatted as (Aye-Nay-Abstain-Absent).

a) An updated agenda was handed out at the meeting.
V.
Chairman’s Comments and Section 9 Report (D. Wessel)
a) D. Wessel summarized the key items from Sunday’s TC Chair’s breakfast as follows:
b) A new registration policy for speakers and session chairs was announced. Transaction paper presenters will
continue to receive full complimentary registration at the applicable Winter or Annual Meeting. Seminar speakers
will receive a one-day complimentary registration only. Seminar chairs will receive no complimentary
registration. P. Trafton offered a MOTION “TC 09.01 is strongly opposed to the revised registration policy for
seminar speakers/chairs and asks Chairman Wessel to write a letter to the Section 9 Chair advocating to revert to
the previous policy.” J. Vucci offered a Second. Motion carried (15-0-0-3). Post-meeting Secretary’s Note: The

Board subsequently voted to rescind this action and restore the previous policy of complimentary registration for
speakers and seminar chairs.
c) The overall program theme for Long Beach is Natural Ventilation; for New York City is Zero Energy Design.
d) Due to New York State PDH approval requirements, papers and seminars are requested 30-60 days in advance for
the New York City meeting (Winter 2008).
e) Handbook training for subcommittee chairs is offered every Winter Meeting.
f) Title, Purpose & Scope: D. Wessel will seek confirmation from TAC that our TPS has been officially adopted as
“TC 9.01 is concerned with the general design concepts of the HVAC Systems that are utilized for the
conditioning of large buildings, including the integration of components into centralized and decentralized
systems.”
VI.
Rollover Roster (D. Wessel)
a) K. Cramm will become new Secretary effective 7.01.2007.
b) S. Duda will become new Vice-Chair effective 7.01.2007.
c) P. Trafton will become new Chair effective 7.01.2007.
d) J. Traylor will become new Handbook subcommittee chair effective 7.01.2007.
e) D. Wessel will become liaison to TC 6.01 effective 7.01.2007.
f) C. Lawson has been nominated to become Research subcommittee chair effective 7.01.2007 subject to his
acceptance. Post-meeting Chairman’s Note: Subsequent to the meeting, Lawson advised that he will be unable to
fill the position of research Chair. Bill Klock has agreed to fill this position.
g) Voting Members Rolling On, effective 7.01.2007: Ken Gill, Chuck Arnold, Jeff Traylor.
VII.
Status of Chilled Water Plant Subcommittee (D. Wessel)
a) TC 6.01 will re-establish this subcommittee and assign a chair. TC 9.01 is encouraged to recruit members as well.
We will drop this subcommittee from our future schedule of meetings.
VIII.
Society Liaison Reports
a) Research: Sriram Somasundaram introduced himself as the current RAC liaison.
b) No other Society Liaisons present.

TC 9.01 Subcommittee Reports
a) Membership (L. Werman): Rollover roster discussed per Item VI above.

c) Handbook (H. McKew):

Thanks were expressed to the Chapter revisers: S. Duda, H. McKew, A. McKew, S. Maston, J. Vucci.
•
McKew has reviewed all 5 Chapters for sustainability, maintenance, commissioning, operations, rules of
thumb, and homeland security prior to this meeting.
•
McKew had issued all 5 Chapters to the full TC membership in advance of this meeting.

McKew will discuss with Walt Grodnik: Move fan-coil manufacturer design criteria (but not the system
discussion) from our Chapters.

Discussed handling of CAD files on CD version of the Handbook.
•
Brickman initiated discussion on a better index in the Handbook and a solicitation of ideas on how to
make the handbook more user-friendly.
•
M. Fly offered a Motion to approve the final draft of the 2008 Edition of Handbook Chapter 1 as
distributed by H. McKew; with the unanimous favorable recommendation of the Handbook
Subcommittee / Strehlow offered a Second. No discussion nor amendments. Motion carried (17-0-0-1).

J. Kuempel offered a Motion to approve the final draft of the 2008 Edition of Handbook Chapter 2 as
distributed by H. McKew; with the unanimous favorable recommendation of the Handbook
Subcommittee / R. Lewis offered a Second. No discussion nor amendments. Motion carried (17-0-0-1).

d) Standards (C. Henck):
•
Standard 79-2002 (RA 2006) – Method of Testing for Rating Fan-Coil Conditioners is in the process of
having an error corrected.
•
Guideline 16-2003 – Selecting Outdoor, Return, and Relief Dampers for Air-Side Economizer Systems is
due to be re-affirmed; and a Call for Members of GPC 16 is being issued.
e) Research (K. Gill):
•
RAC reviewed our RTAR concerning Chiller Room Ventilation research has been approved and has been
assigned the number RTAR-1448. Steve Taylor is writing the work statement. S. Duda and J. Vucci will
be part of the monitoring subcommittee.
•
This TC is cosponsoring (with TC 9.02) further research on 1395TRP (Design Guide for Heat Losses
from Electrical Equipment). Second phase is just getting started; D. Wessel will update us as required.
•
Submitted by W. Hahn via e-mail: Air Conditioning Systems Design Manual 2nd Edition was completed by
author Walter Grondzik. Final review and approval was received from the subcommittee membership
after some debate regarding Appendix E, Dehumidification Technologies. TC 09.01 membership voted
via e—mail to approve for publication, and an approval letter was sent to Micki Geshweiler of ASHRAE
Publications. See Attachment D.
f) Program (C. Arnold): Future proposed programs:
•
For Long Beach: Retrofit of Existing Systems Chaired by C. Arnold; potential speakers K. Cramm, R.
Lewis, J. Traylor, J. Kuempel, Q. Hart. Alternate if somebody drops out is S. Duda. Priority #1.
•
For New York City: Brickman promotes underfloor air programs for New York and will chair – has 3
NYC speakers. He will seek cosponsor from TC 9.08. Priority #1.
•
For New York City: Introducing the New HVAC Systems Design Guide Chaired by W. Hahn (Traylor is
backup); speakers to be announced. Suggest it as being appropriate for the AHR Expo location. Priority
#2.

For Salt Lake City: Handbook Introduction Seminar, introducing new changes to the 2008 Handbook,
timed to coincide with its release to members.
•
Forward planning: Transaction Session on GPC 22 results down the road.
g) ALI (G. Strehlow): 4 courses offered at this meeting. DeBullet solicits ideas for what courses are needed, and
submit to PDC.
h) Honors & Awards (R. Lewis): S. Duda is championing H. McKew for submission as Fellow, and submitted all
paperwork as required prior to December 1, 2006. W. Hahn is being championed for Fellow via his Chapter. R.
Lewis reminded the group about their potential eligibility for the Distinguished Service Award (DSA).

Journal / Insights (W. Hahn): W. Hahn absent but submitted a report via e-mail: He submitted one article to
Insights which was accepted and edited by Tony Giometti but was not published. See Attachment E.
j)
Members Petition Drafting Ad-Hoc (R. Lewis): No meeting was held and there is no intent to meet in the future.
k) Standards Issues (R. Lewis): R. Lewis provided the following Report from the Standards Issues Subcommittee
Meeting held Monday at 4:30 pm:

There is a proposed amendment to ASHRAE Standard 62.1 which may require outdoor air ventilation
24/7/365.
•
Forum was held on Standard 62.1 at this meeting, with about 70% of attendees in favor of it remaining a
ventilation Standard.
Webmaster Report (M. Fly): M. Fly solicits the TC 9.01-sponsored Seminar #1 powerpoint presentations to be emailed to him in *.pdf format for inclusion on the new website.
Sustainable Design Issues (D. Wessel)
a) No discussion.

a) TC 1.04 – Control Theory & Application (H. McKew): No report.
b) TC 1.12 – Moisture Management in Buildings (C. Lawson) Holly Bailey reports Hot & Humid Climate Design
Guide is in progress.
c) TC 7.04 – Building Operation Dynamics (G. Strehlow): This TC is interested in research mostly applicable to
academics and basic theory.
d) TC 5.06 – Control of Fire & Smoke (R. Lewis): No Report.
e) TC 6.01 – Hydronic & Steam Heating Equipment & Systems (K. Cramm): No report, as TC 6.01’s meeting is
coincident with our meeting.
f) TC 7.07 – Testing & Balancing (R. Lewis): No Report.
g) TC 7.09 – Building Commissioning (J. Traylor): Commissioning is 2nd in ASHRAE’s line for Certification.
Guideline 0 is on continuous maintenance.
h) TC 9.06 – Health Care Facilities (D. Wessel): No Report.

TC 9.08 – Large Building Air-Conditioning Applications (C. Lawson): Report given by K. Gill. They have
passed a resolution claiming they are cognizant for underfloor air.

Duda’s Change Proposal, to close a loophole under which a refrigerant relief device might otherwise be
permitted to discharge directly into a Refrigeration Machinery Room, has passed for Publication Public
Review.

a) H. Brickman offered a MOTION stating “TC 09.01 shall be the cognizant technical committee for comfort
underfloor heating and air-conditioning systems, as it is included in the Handbook Chapters assigned to this
committee.” P. Trafton offered a Second. No discussion nor amendments. Motion carried (14-0-0-4). Chair
submitted this in letter format to TAC Section 9 Chair before the end of the day.

was retained for the purpose of updating that document, Walter Grondzick.
The technical Committee, TC-9.1 Large Building Air Conditioning Systems has voted on the
acceptance of this Manual update. The vote was on the following motion:
To approve the manuscript entitled Air Conditioning Design Manual Update and
Revision revised and submitted by the author, Walter Grondzik.
The final vote of the committee was (13,0,0)18 CNV. The Technical Committee has therefore
approved the research project being done by Walter to update the design manual.

TC 9.1 Plans Updates to Systems and Equipment Handbook

Technical Committee 9.1, Large Building Air-Conditioning Systems, participated in a May 2005
workshop to improve the 2008 Systems and Equipment volume of the ASHRAE Handbook. The
TC was represented by Howard McKew and also in attendance were the revisers of chapters 1
through 5 for which the TC is responsible.
TC 9.1’s planned updates to the 2008 Handbook included numerous electronic
enhancements for the 2005-2008 ASHRAE HandbookCD+ version. TC 9.1 agreed to include
electronic attachments in the 2005-2008 HandbookCD+ that users could link to as part of their
system analysis and selection process.
With a focus on assisting the users in determining the optimum system(s) for their
project, TC 9.1's revisers are providing the following planned revisions to the 2008 ASHRAE
Handbook:
Chapter 1 shall include a system "process" flow diagram. This diagram can be a user's
"roadmap" to assessing the project needs/goals, analyzing the possible systems for the job, and
through a numerical scorecard process, determining the optimum system for the job. The 20052008 HandbookCD+ will feature a "System Selection Matrix" that will analytically determine the
optimum system, leading to the user's recommendation and the generation of a report to support
the recommendation. A demonstration of how this application would work was presented at the
2006 ASHRAE Annual Meeting in Quebec City where TC 9.1 rolled out this back to basics
methodology in Seminar 1. It was presented by Steve Duda who gave an overview of Chapter 1
procedure using the Process Flow Diagram to analyze and select the optimum system. (This

Proposed Chapter 2 (currently Chapter 5 in the 2004 Handbook) is the Decentralized Cooling
and Heating chapter. This chapter/topic relocation is based on the natural progression from
chapter 1 to go to either decentralized or centralized cooling and heating system analysis and
selection. Based on the assumption that the majority of HVAC systems selected are
decentralized, it is being proposed that chapter 5 be moved to the chapter 2 spot. The 20052008 HandbookCD+ will include an electronic "System Selection Matrix" document enhanced
from the chapter 1 matrix and geared more specifically towards chapter 2. The TC 9.1’s Back to
Basics Seminar 1 at the Quebec City meeting featured John Kuempel providing an overview of
the proposed chapter 2 procedure using the Process Flow Diagram as the guide to analyzing and
selecting the optimum system along with a case study example using the System Selection
Matrix from an actual project.
Proposed Chapter 3 (currently Chapter 4 in the 2004 Handbook) will be Central Cooling and
Heating chapter. This chapter/topic proposed relocation is based on the same agreement by the
revisers that the natural progression from chapter 1 is to go to either decentralized or centralized
cooling and heating system analysis and selection. The chapter reviser, John Vucci, brings an
owner/operator point of view. In the May workshop, it was stressed that this chapter offer
guidelines for design engineers, builders and facility managers and that an experienced facility
manager could enhance this update. For the 2005-2008 HandbookCD+, there will also be an
electronic "System Selection Matrix" document enhanced from the chapter 1 matrix and geared
more specifically towards chapter 3.
Proposed Chapter 4 (currently Chapter 2 in the 2004 Handbook) will be Building Air Handling
and Distribution. This chapter update shall include discussion on UFAD (under floor air
displacement) system consideration along with other updated chapter material. The 2005-2008
HandbookCD+ will include an electronic "System Selection Matrix" document enhanced from the
chapter 1 matrix and geared more specifically towards chapter 4.

Proposed Chapter 5 (currently Chapter 3 in the 2004 Handbook) will be In-Room Terminal
Systems and Distribution. This chapter update shall include discussion on some of the latest
system considerations (i.e., radiant and valence cooling) system along with other updated chapter
material. The 2005-2008 HandbookCD+ will include an electronic "System Selection Matrix"
document enhanced from the chapter 1 matrix and geared more specifically towards chapter 5.
CAD drawings will replace all the current system flow diagrams in chapters 2 - 4. The
drawings are being produced by Kim McKew, a CAD operator at Richard D. Kimball, Inc. a
consulting engineering firm in Massachusetts and New Jersey. TC 9.1 decided that all the
drawings in these chapters should be updated and computerized and that the drawings should
show a consistency and quality with each of the flow diagrams presented. ASHRAE is currently
working on a means for users of the 2005-2008 HandbookCD+ to be able to get access to these
CAD files for their use in the system selection and reporting process.
In updating these five chapters, the revisers sought out less senior engineers (Sarah
Maston and Amanda McKew) for their professional prospective to improving these chapters
versus recruiting past revisers of these chapters. This approach was discussed at the May 2nd
Workshop as a way to get a "fresh look" at each chapter from those more apt to use the
Handbook on a regular basis.
In general, the revision of chapters 1-5 in the 2008 Handbook by TC 9.1 will have a more
consistent look, latest technology/system consideration, CAD documents, links to system
selection matrix files, and consideration towards LEED, commissioning, security, operation and
maintenance, value engineering and rules-of-thumb.
The workshop was attended by representatives from all the TCs responsible for updating
the 2008 ASHRAE Handbook and 2005-2008 HandbookCD+.
