Introduction of Cardinal Innovations Healthcare Solutions (“Cardinal Innovations”):
Cardinal Innovations Healthcare Solutions is a Managed Care Organization (“MCO”) that
manages all Medicaid and State funding for mental health, intellectual and developmental
disabilities and substance use/addiction services across a 16 county catchment area. Cardinal
Innovations’ catchment area is both rural and urban/suburban, and includes the following five
service areas and respective counties:
Piedmont
Alamance Caswell
Five County
OPC
Mecklenburg
Cabarrus, Davidson, Rowan, Stanly, Union
Alamance, Caswell
Franklin, Granville, Halifax, Vance, Warren
Orange, Person, Chatham
Mecklenburg
Cardinal Innovations’ manages funding and connects enrollees in need of mental health,
intellectual and developmental disabilities and substance use/addiction services to appropriate,
medically necessary services. These services are provided by our network of provider agencies
and licensed independent practitioners located both in and outside of our covered area. Our
model is consumer and family driven and is capable of meeting the changing needs and choices
of our enrollees.
Cardinal Innovations’ has been successfully operating the 1915 (b)(c) waiver since 2005 and is
interested in expanding services throughout the Cardinal Innovations’ network with the
introduction of the new service, Intensive Recovery Supports.
Intensive Recovery Supports:
The Intensive Recovery Supports (IRS) services can be provided in a group or individually. It is
intended to provide supports to women with children who have been discharged from substance
abuse programs and have a drug or alcohol addiction. It is a recovery-based, consumer focused
community program designed to facilitate an individual's recovery. The focus of this service is to
assist persons with substance use disorders to increase their functioning so they are successful
and satisfied in the environments of their choice with the least amount of ongoing professional
intervention. This service is intended to strengthen recipient’s recovery and independence to

build positive relationships and support networks through the use of interventions from a
qualified professional. It is designed to assist recipients to take an active role in their path to
wellness. These services are designed around the preferences and choice of each individual and
will offer focus on training and supports to include citizenship skills, communication, crisis
management, relapse prevention, socially appropriate behaviors, self advocacy, informed choice,
community integration, and relationship building. The service is also designed to assist in
integration of all service providers including the medical home related to long term outcomes and
stabilization.
Services are customized in a consumer-focused recovery service plan. Services include:







Coaching related to life skills, including stress management, personal development, and
focus on strategies for achievement of long term goals
Training and education related to impact of Diagnosis across settings (ex. family life,
employment, social interactions, relapse prevention)
Recovery education and implementation of recovery skills
Enhancing skill development- related to communication, community living skills,
interpersonal skills, pre-employment readiness
Responsible for integration of all treatment providers, including Medical home,
Outpatient providers, related to long term planning and consumer stabilization
Assisting in development of a healthy living environment, that supports recovery,
including development of a strong support network
Development of Parenting Skills impacted by Substance Abuse Diagnosis and other CoOccurring diagnosis
The service is based on the principles of recovery, emphasizing self-determination, using natural
and community supports, providing individualized intervention, valuing dignity and respect.
Staff Requirements: This service will be delivered by a person who meets the requirements for a
qualified professional (QP) according to 10A NCAC 27G .0104 and who have the knowledge,
skills, and abilities required by the population and age to be served. The QP must be employed
by the contracted provider. The qualified professional must have documented training related to
substance use disorders.
The specific details of the service definition can be reviewed in the attached definition. The rates
for this service will be $14 per 15 minute unit for individual, and $5 per 15 minute unit for group.
To evaluate the effectiveness of this pilot program, participating providers will be expected to
collect and submit clinical data to Cardinal Innovations Healthcare Solutions. This will include
use of standardized tools to measure progress through the service.

1. RFI Announcement disseminated to Providers on June 19, 2014
2. Prospective providers must submit the RFI application and related documents no later than
the close of business (5:00 P.M.) on July 7, 2014. Late RFI applications / documents will not
be accepted. Prospective providers must submit hard copies (printed) of their RFI
applications. Electronic copies will not be accepted. Three (3) copies of the RFI submission
packet shall be submitted to:

3. RFI designations will be selected and notified by close of business on July 21, 2014.
Prospective providers not selected will also be notified.
4. The providers selected will be required to attend a mandatory training specific to required
assessments, documentation and expectations for implementation. This mandatory training
will be provided by Cardinal Innovations. The date, time, and location will be provided to
those Providers who are designated.

service and why you feel that your agency should be selected to provide this service.
8. Please provide a detailed “readiness implementation plan” that outlines the activities that
would be taken to implement Intensive Recovery Supports according to the
implementation date that you have indicated above. Your readiness implementation plan
should be drafted in a separate/attached document and include a clear outline related to
the following:
a. How provider will secure appropriate staff, including how many total staff will be
hired to provide this service initially
b. Staff training to include the types training that will be received and how many
hours of training will occur
c. Plan for assessing consumer’s appropriateness for this service, including what
standardized assessment tools will be used
d. Standardize measurement tools that will be utilized at admission and throughout
treatment to measure progress. Cardinal Innovations is not designating a specific
tool, but each provider must select a tool to be used throughout treatment for
outcome measurement
e. Plan for referrals and start up
f. How many referrals could be accepted at initiation and how many consumers
provider anticipates being able to serve at any given time.
