Professionalism, Confidence & Responsibility MENAI DRAGONS SATURDAY BASKETBALL COMPETITION REFEREES MANUAL Introduction This is the Menai Dragons Basketball Saturday Competition Referees Manual which is valid from 01 January 2012. All referees will be taken to accept all necessary information and will abide by all direction in this policy manual, as detailed in the Code of Conduct, as of 01 January 2012. It is the referee’s responsibility to access this manual and the rule book via the referee website. In order to set a high standard of expectations, it is important that all referees and officials thoroughly read and understand the policy. The Manual aims to address standards of refereeing within the Menai Dragons Saturday Competition, based on the Rules & Regulations, as well as BNSW criteria. It is expected that all Menai Dragons Saturday Competition referees make themselves familiar with the Rules & Regulations via the referee website. Please refer to this document as an educational resource. It will be a working document that will be updated year by year. Any suggestions towards the continued development of the processes will always be welcomed and acknowledged to enable the continuous improvement of our club. Adam Ratcliffe Referee Development Supervisor – Menai Dragons Saturday Competition Administration Referee Scheduling: Adam Ratcliffe is responsible for the referee rosters. Please let Adam know of your availability/unavailability by email = [email protected] Adam will try to schedule your times around any games that you play. Referee rosters will be placed weekly on the referee website which you can access at = http://menai-referees.wikispaces.com/ by selecting the ‘Weekly Roster’ tab. Unavailability: Notice of your unavailability from Monday - Thursday prior to your Saturday game can be by email [email protected] or phone 0433 794 961 to Adam Ratcliffe Notice on Friday before your rostered Saturday game MUST be by phone. All notices must be made by 5pm Friday to allow time to cover the game Failure to do so will result in penalty under the Referee Disciplinary Code. If you are running late please call or text so that we know where you are and can cover your game until you arrive. Referee Disciplinary Code All referees are responsible for their own actions both on and off court. Referees should strive to deliver a level of professionalism which includes developing a successful workplace relationship. Menai Dragons Saturday Competition Referee Group is employment. Referees are paid for their duties and should try to follow our three fundamental principles – professionalism, confidence and responsibility. To do so, referees should turn up on time, be properly prepared for their games, show confidence in their decisions made on court and uphold a positive attitude. As of 01 January 2012 the Referee Three Strike Policy will be enforced as a disciplinary measure for referees who do not abide by the code. Such infringements include failing to turn up without notice, constantly slacking-off on court, disobeying the correct ‘Unavailability’ procedures, etc. Referees will be notified upon receiving a strike, which will be kept next to their name until the Referee Development Supervisor sees fit. Upon receiving a second strike the referee must submit a written evaluation as to why they believe they have been penalised and will receive an official Written Warning. If a referee receives three strikes, they must attend an interview with the Referee Development Supervisor and Referee Coach and may face a deduction in their payment or suspension. This disciplinary code should not be regarded as a means of strict punishment, but rather as a reason to uphold the referee principles. The code will also serve as a punishment for disobeying the Referee Code of Conduct. Any questions should be directed to the Referee Development Supervisor as soon as possible. Menai Dragons Saturday Competition Zero Tolerance Although all players have signed the Code of Conduct issued to them when they registered, it is also important to have a zero tolerance policy in place to ensure a safe and enjoyable playing environment for all players and participants. This policy will supplement the Code of Conduct. The policy will ensure that; There will be zero tolerance shown towards any inappropriate or abusive parents, spectators and team officials Grounds for punishment include; o Persistently or wilfully questioning or challenging the rulings of the referees o Berating or abusing referees, players or other parents or spectators o Displaying conduct which is inappropriate in a sporting environment There will be zero tolerance shown towards any inappropriate or abusive behaviour from players towards game referees and other individuals Grounds for punishment include; o Persistently or wilfully questioning or challenging the ruling of the referees o Berating or abusing referees o Displaying conduct which is inappropriate in a junior sporting environment o Swearing or using abusive language Referees should exercise a Technical Foul for breaches of the Zero Tolerance Policy. Those in breach may be asked to leave the court immediately for a five minute rest period. Failure to leave will result in further disciplinary matters. No warnings need to be given in the event of a Technical Foul Referee Code of Conduct From the moment a referee joins the Menai Dragons Saturday Basketball Referee Group and they are made aware of the Referee Policy Manual, Official Referee Rule Book and Referee Code of Conduct, as well as how to access these materials, they are said to have agreed to all terms and will follow all necessary procedures detailed by these resources. Failure to do so may result in penalty. The Referee Code of Conduct states that referees should; abide by the Policy Manual and the Official Rule Book, unless directed by the Referee Development Supervisor, Referee Coach or any other member of the Menai Dragons Committee interpret rules and regulations to match the skill level and needs of participants compliment both teams for their efforts be consistent, objective and courteous in calling all infractions condemn the deliberate foul as being Unsportsmanlike, and promote fair play and appropriate sporting behaviour use common sense and discretion to ensure that the spirit of the game is not lost for junior/weaker teams by overcalling violations publicly encourage rule changes to promote fun and enjoyment ensure that both on and off court you exhibit a high standard of professionalism make a personal commitment to keep yourself informed of sound officiating principles assist the educations process of the game by ensuring players understand rule infractions
