National Center for Missing & Exploited Children Position Description TITLE: Support Specialist, FAD LOCATION: Alexandria, VA DATE PREPARED: October 2008 DATE REVISED: October 2014 FLSA: Non-Exempt DIVISION: Family Advocacy Division DEPARTMENT: Family Advocacy Division TRAVEL REQUIREMENT: None HOURS and SCHEDULE: Monday – Friday, 9:00am to 5:30pm (37.5 hours within five (5) days per week); unless otherwise required or approved by management. Requires evening and weekend availability to respond to requests, as required. SUPERVISION RECEIVED: Works under the general supervision of the Executive Director, Family Advocacy Division SUPERVISION EXERCISED: None RESPONSIBILITY FOR PUBLIC CONTACT: Regular contact with parents, State Department’s Office of Children’s Issues, local and federal law enforcement, and attorneys, as well as outside vendors such as travel agencies and catering firms. Daily contact requiring courtesy, discretion, and sound judgment LICENSING AND CERTIFICATION: None GENERAL DESCRIPTION: Position is responsible for coordinating the Victim Reunification Travel Program, an Inter-Agency Agreement with the Office for Victims of Crime (OVC) that funds international travel for a missing child’s custodian to either attend a custody hearing or be reunited with/returned to the child. In addition the position serves as the Intake Coordinator for the FAD. Additional responsibilities include completing and submitting monthly accounting reports related to the VRT program as well as FAD work. ESSENTIAL DUTIES AND RESPONSIBILITIES: Coordinate the Office of Victims of Crime (OVC) Victim Reunification Travel Program to include · Coordinate all required paperwork from guardian/parent and requesting agency (NCMEC, OCI, or FBI) · Complete required application for all cases for approval/disproval · Coordinate with the parent on all aspects of the travel to include all logistics (lodging, meals, etc.) · Work with identified travel agency to coordinate best fares as well as times of travel to minimize undue stress for the traveling parent · Contact the foreign hotel to provide necessary payment information as well as insuring that upon arrival the parent will have a low stress experience · Maintain contact with the parent while in the foreign country to provide emotional support and or handle any issues that may arise with lodging or transportation · Maintain a positive working relationship with all requesting organizations · Availability during non-normal business hours to accommodate the parent/s while in the foreign country · Conduct three and six month follow-up with parents to determine how the family is functioning and if additional NCMEC services are required · Reconcile account logs related to available and pending grant fund distributions · Provide quarterly VRT program reports to the Office for Victims of Crime (OVC) · Provide quarterly VRT program report and to the Department of Justice as part of the FAD Quarterly Progress Report submission · Maintain all relevant program statistics, to include number of parents and children served as well as grant monies expended Provide intake coordination for all internal and external case referrals to the division for dissemination to FAD staff Maintain monthly case count including type and referral source/name Work with the Team HOPE Program Director on meeting logistics for the yearly trainings of program volunteers and the Family Advocacy Outreach Network training Perform special projects and duties as assigned by the Executive Director of FAD to support the Division’s initiatives Promote and exhibit loyalty to the National Center for Missing and Exploited Children and the cause of protecting children worldwide Promote a professional image Communicate with co-workers, management, law enforcement officials, and others in a courteous and professional manner. Conform with and abide by all regulations, policies, work procedures, and instructions. Respond promptly when returning telephone calls and replying to correspondence and faxes. EDUCATION AND EXPERIENCE: Bachelor’s degree in human services, criminal justice, or related field; commensurate five-year professional experience will be considered in lieu of degree. Minimum of two (2) to five (5) years of relevant experience: Experience serving clients with a high level of cultural and emotional sensitivity (i.e. Rape Crisis Center, first responder call centers) Prior administrative support experience Experience with budget reconciliation and accounting Experience with program metrics, data collection and reporting Bilingual-Spanish candidates, preferred KNOWLEDGE, SKILLS AND ABILITIES Excellent written and verbal communications, interpersonal and organizational skills Demonstrated word processing skills and proficiency in database management Ability to analyze and collect data Ability to prioritize multiple tasks and learn new systems Demonstrated word processing, spreadsheet and database software proficiency Adaptability, flexibility and ability to work as part of a team or in an individual capacity Ability to handle and maintain the integrity and confidentiality of highly sensitive material and information Ability to effectively present or conduct tours on NCMEC and FAD services to internal and external audiences This job description in no way states or implies that these are the only duties to be performed by the employee(s) incumbent in this position.
