There are a lot of people
who are cynical about municipal politics but I'm not
one of them. I guess that goes
without saying given the job
I've got. Even so, one of the
things I've learned through
my time in public office is that
there are many more opportunities than I had previously
imagined for citizens to shape
the city they live in. If you
think you have to be the
mayor or a councillor to
make a difference in our city,
you are dead wrong.
A prime example is the
city's Official Community
Plan (OCP). This document,
which is redrafted every 10
years or so, essentially acts as
the constitution for the municipal government for an
extended period of time. It
is also very much a people's
document - or at least it's
meant to be, if and when
people participate.
The OCP is required under the provincial Planning
and Development Act for
any community that wishes
to be control its own destiny.
Towns and cities can operate
without one but then must
accept development regulations imposed by the province. With an OCP, Weyburn
citizens get a voice in how our
city will look and feel for the
next decade or longer.
The last OCP was drawn
up in 2003 and included a
host of important decisions
that have brought our city
to where it is today. For example, it was that document
that established that outside
developers would be allowed
into Weyburn. This has
brought in tens of millions
of dollars of investment and
allowed our city to grow
more rapidly. The 2003
OCP also set out a number
of decisions about investments in recreational facilities and schools.
The crafting of the next
OCP is underway and is expected to be completed by
late 2015. Once again, the
process will give taxpayers a
chance to participate in
some major decisions not
only about property development but about issues affecting the character and atmosphere of our community. Should we allow sidewalk cafes and patios? Do we
have enough parking? Do we
allow enough space for outdoor retail ventures like
farmers' markets?
The long and short is that
the OCP is a chance for us
all to dream about the kind
of city we want Weyburn to
be in the coming decade. In
the face of our city's rapid
growth, it is more important
than ever that we plan our
hopes and dreams down to
the finest detail so that the
rush of events doesn't force
ad hoc changes on us.
What we need to make
this process work is people
like you. Yes, you, reading
this article right now. If
you're interested enough in
our city to read this far
down my column, then you
have the perfect qualifications to help out.
Our Director of Planning
and Development Martino
Verhaeghe is looking for
about a half-dozen people
from each of the city's major neighbourhoods to contribute to focus groups on
OCP proposals. So far, he
only has about a dozen
people from the whole city.
That's not nearly enough
input when the future of the

Here are a few more safe
driving tips:
• Ensure your vehicle is
in top working condition
with a full tank of gas and
properly inflated tires to
help with fuel efficiency. A
poorly maintained vehicle
can use up to 50 per cent
more fuel. Under-inflated
tires also reduce safety and
fuel efficiency.
• Check your vehicle's
belts and hoses. Just a little
attention to these vital components can ensure your car
is operating at its best.
• Also check the brakes,
fluid levels and battery. Today's
vehicles have more electrical
demands than ever and batteries play an essential role in
meeting those demands.
• Allow extra time for
travel and let others know
your route and expected
time of arrival.
• Check weather and
travel conditions before heading out. If conditions are
poor, delay travel if possible.
• Before heading out, visit

• All occupants must
wear seat belts. Ensure children are properly secured
and that car seats and
booster seats are installed
correctly.
• Don't speed. It's dangerous, and driving above 90

• Slow to 60 km/hr in construction zones and when pass-
ing tow trucks and emergency
vehicles on Saskatchewan highways. Failing to do so is not
only unsafe, but could also cost
you a fine.
• Remember; the use of
hand-held communications
devices behind the wheel is
banned in Saskatchewan as
well as in all Canadian provinces. It's unsafe and monetary penalties can be steep.
• Eliminate driver distractions such as eating, drinking, adjusting radio dials and
smoking.
• Don't drive if you're
overtired. Stop for regular
breaks.
• Appoint passengers to be
the navigator and cell phone
user and let them check for
directions and make phone
calls or texting so the driver
can focus on driving and not
become distracted.
• Don't drink and drive.
