Asageneralrule,employeesrequestingtimeoffto
voteareexcusedwithoutchargetoleaveforthe
amountoftimenecessarythatwouldpermitthemto
eitherreporttowork3hoursafterthepollsopenor
toleavework3hoursbeforethepollsclose,whicheverrequirestheleastamountoftimeoff.Normally,
wherethepollsareopeneither3hoursbeforeor3
hoursaftertheemployee’sregulardutyhours,no
timeoffisgranted.Employeeson lexiblework
schedulescanbeexcusedonlyforthosehourswhich
cannotbeaccommodatedbytheir lexibleschedule.
Asanexample,ifpollsareopen0700-1900hours
andanemployee’sdutyscheduleis0730-1630,the
employeemaybeexcused30minutesstartingat
1600,whichallows3hoursfrom1600to1900to
vote.Usetimecardcode“LN”foranyperiodsof
excusedabsencegrantedforvoting.

Waltoncountieshavehistoricallybeenopen0700to
1900hours.However,checkwithyourcountyfor

responsibilities,theincumbentmaybenoncompetitivelypromotedifthereisclearevidencethatthe
employeecontinuestoperformthesamebasicfunctionsasintheformerposition(aka,successorposition),thattherearenootheremployeesservingin
similaroridenticalpositionsinthesameof ice/
functiontowhomthedutiescouldbeassigned,and
he/shemeetsallquali icationandlegalrequirementsforpromotion.
However,iftheconditionsfornoncompetitivepromotionarenotmet,thepositionmustbecompeted.
Thiscommonlyoccurswhentheoccupationalseries
ortitlechanges.Foranencumberedposition,the
competitioncanbelimitedtothoseservinginidenticalorsimilarpositionsortotheorganization.
Intheworstcasescenario,whereanemployeedoes
notqualifyorisnotwithinreachforpromotion,
someoptionsdostillexist,suchasreassignmentto
anotherposition,detailuntilquali icationsaremet,
delete/redistributethedutiesthatcausedtheupgrade,orpossiblyRIF.TheHRSpecialistwillfully
adviseemployeesandsupervisorsinsuchsituations.
Fitness Program In2003,AFapprovedtheuseofexcusedabsences
forphysical itnessactivitiestofosterhealthylifestyles.Asworkloadpermits,supervisorsmayallow
upto3hoursofexcusedabsenceperweekforappropriate itnessactivities,toincludetravel,dressing,andcleanup.Supervisorsmayrevokeparticipationforabuseoftheprivilegeandtemporarilysuspend/reschedulebasedonmissionrequirements.
Other lexibilitiesarealsoavailablesuchas:alternativeworkschedules,credithours,compensatory
timeoff,annualleave,orLWOP.Normally,overtime
andcompensatorytimemaynotbeapprovednor
earnedondayswhenexcusedabsenceisapproved
underthisprogram.
Toparticipate,employeesmustcompletearequest
andprovidea itnessassessmentattheirownexpensefromtheirmedicalproviderforthedesired
activity,withorwithoutlimitingconditions.The
employee’s itnessprogramshouldaddresscardiovascular/aerobicendurance,muscularstrengthand
endurance,and/or lexibilityandbodycomposition.
AFhasstatedgolf,bowling,andsoftballarenotexamplesofaerobicactivities.
Fitnessactivitiesmayincludeparticipationinintramuralsports,running,walking,useofthebasegym,
etc.Supervisorsmustensurethisprogramisnot
compromisedorabused.Individualrequestsare
subjecttoapprovalbythesecond-levelsupervisor,
witharecommendationfromthesupervisor.
Participationinthisprogramisrestrictedtotheuse
offacilitiesunderthedirectcontroloftheinstallationcommander.Employeesmustreporttowork
beforegoingandaftertheworkoutandreportall
PhysicalFitnesstimeinATAAPS.

requestandtimecard.Onceenteredontheleave
slip,select“physical itness”fromthepurposedrop
downmenu.EntertheLNhoursonthetimecard,
clicksave,thenclick“NtDiff/Haz/Oth”,clickHz/Oth
“Add”andselect“PF-PhysicalFitness.”
