29 th MIL A NO-T A RA NT O f r om 5 th t o 11 th Ju ly 2015 -REGUL A T IONS A ND ENT RY CONDIT IONSART. 1: ORGANIZER The Moto Club Veteran “San Martino”, located in via Orvieto n. 2 – 06132 San Martino in Colle (PG) – Italy – tel. fax 075.607223 - [email protected] – www.milanotaranto.it, will organize the 29th th historical Milano- Taranto from July 5 th to July 11 2015. ART. 2: CHARACTERISTICS OF THE EVENT AND THE ROUTE The event is international. Although a classification will be published daily, it is not a competition. It is a cultural historic event designed to familiarise the entrants with the countryside, history, traditions and art of the Italian people. The route is divided into 5 stages with a total length of approx. 1900 km, mostly possible tracing the route of the original Milan - Taranto. The event will be run on public roads open to everyday traffic and will be, where necessary, supported by guides on motorcycles, previously selected by the Organisers or by the local police corps. Every rider must comply, in all situations, with the local traffic regulations. It is possible that direction signs and warning notices have been placed along the route although the Organisers cannot be held responsible for these in fact the Organisers will supply every entrant with clear directions of the route. The route itself is taken from the map of the “Touring Club d'Italia”, scale 1: 200.000. The distances in Km. specified by the Organisers may vary due to unforeseen circumstances or necessary diversions. ART. 3: ADMITTED VEHICLES Participating bikes will be categorised as: “Le Gloriose”, “Storica”, “Sport” and “Connoisseur”. Other bikes will not be admitted, except those used by the escorts, appointed by the organiser. “Le Gloriose” Class: types and models which have participated at the legendary Milano - Taranto races from 1950 to 1956. In this category will be admitted the bikes specified in the attached list and will be subject to pictures and historical documentation. “Storica” Class: subdivided into following classes: 75cc, 100cc, sidecars, cyclecars, scooters, 125cc, 175cc, 250cc, 350 cc and 500cc and more, produced from 1925 to 1956. “Sport” Class: subdivided into following classes: 75cc, 100cc, sidecars, cyclecars, scooters, 125cc, 175cc, 250cc, 350 cc and 500cc and more, produced from 1957 to 1977. The class will be formed by a minimum of three participants, otherwise it will be unified with the next higher class. “Tasters” Class: All motorcycles, also modern ones, are admitted and only in this category sidecars without passenger and 2 passenger on bikes will be admitted. The bikes of all categories have to be updated to the actual traffic rules. The bikes have to be equipped with three number labels (white background for the classes “Le Gloriose” and “Storica”, and yellow background for the class “Sport”.) which dimensions should be of 27/29 x 22/24 cm. On these labels will be indicated the participation number (black), which will be communicated by the Organisation within June. If during the preliminary operations in Milan the bike is not the one which has been registered and or is not complying the actual traffic rules, the participant will not be admitted to start and no money will be given back. BIKE CHANGE AND SUBSITUTION The bike change, due to technical reasons, has to be communicated to the Organisation within 30 days before the event. The participant, if necessary, can register a substitution bike, communicating to the Organisation all the necessary information for insurance, which will cost € 100. Please remind that also the substitution bike will be checked in Milan and who will use it, will be penalized as foreseen by the regulation. ART. 4 ADMITTED RIDERS Every rider must be in possession of: • A current valid driving licence for the motor vehicle in question. • A current and valid, up to date, declaration of good health issued by a doctor. • A card stating the membership of the Moto Club Veteran. (This will be issued during technical check in Milan. Cost approx. € 10.00 payable by the entrant and not included in the entry fee). The personal and general liability insurance for drivers concerning class “Le Gloriose”, “Storica” and “Sport” will be included in the inscription fee and concern to the Organisation. ART. 5: CLOTHING In order to introduce an authentic tint into the event and also to avoid penalty points riders are required to wear clothing similar to what would have been worn at the time of their vehicle. No promotional / advertising labels are allowed. The only exception is the validated helmet, which is obligatory for the whole event. Please note that who will not have a validated helmet at the preliminary checks in Milan, will not be allowed to participate. ART. 6: REGISTRATION AND PREPARATION The technical check prior to the event, and document check th for participants will take place on Sunday 5 July 2015 from 3.00 pm to 8.00 pm at the Idroscalo, Milan. ART. 7: START th The start will take place in Milan, on Monday July 6 2015 0.00 am. th th th th th For all following days (7 8 9 10 and 11 July) the start procedure will begin at 08.00 am. The Organizer reserves the right to anticipate or delay the start if necessary. Sequence of start for classes “le Gloriose”, “Storica” and “Sport”: • 75 cc - 3 drivers per minute divided into classes • 100 cc - 3 drivers per minute divided into classes • sidecars - 2 drivers per minute divided into classes • Cyclecars - 2 drivers per minute divided into classes • Scooters 3 drivers per minute divided into classes • 125 cc - 3 drivers per minute divided into classes 175 cc - 3 drivers per minute divided into classes 250 cc - 3 drivers per minute divided into classes 350 cc - 3 drivers per minute divided into classes 500 cc and more - 3 drivers per minute divided into classes The start of the Connoisseurs Class will be integrated into the above sequence. • • • • ART. 8: TECHNICAL COMMISSION The technical commission will be formed by the Organisation’s personnel who will be responsible to verify and emboss the vehicles in Milan and who will give technical evaluation in order to give points to the vehicles in case of “ex-aequo” classification concerning categories “Le Gloriose”, “Storica” and “Sport”. The evaluation will be done in a range from 0 to 10 points. The same commission will have the task to emboss the vehicles with the desired marking, which will be given to all those who will reach Taranto. ART. 9: JURY The appointed Jury will consist of: the Director of the race, an official time keeper, a responsible in charge of control cards / stamps and 2 competitors' representatives, to be appointed by the competitors themselves. ART. 10: TIME CHECKS AND STAMP STOPS During the Time Checks (CO) the participant has to transit into the NO STOP zone within the minute stated in his card; Every minute or a fraction of it, in advance or delay, will mean a penalty point to be assigned. The time check zone (NO STOP) will be marked out with apposite stripes, in order to state beginning and end and will be of about 5 mt. The participant inside the NO STOP zone, would not be allowed to stop, to put down his foot or cross with engine down. In the NO STOP zone it is forbidden to stand or to transit, a part the participant of the moment. Once the zone is passed the participant has to park away and reach the Organisation’s desk in order to get the nd rd th th passing time written on his card. During the 2 , 3 , 4 an 5 th track there will be a Time check timed to 1, 100 of a second. A stopwatch operated by light beam over the road will determine the transit time. Bonus points will be awarded to the first 10 competitors nearest to the ideal time. Bonus points are allotted as below listed: 1st Classified -15 Points 2nd Classified -13 Points 3rd Classified -10 Points 4th Classified -8 Points 5th Classified -6 Points 6th Classified -5 Points 7th Classified -4 Points 8th Classified -3 Points 9th Classified -2 Points 10th Classified -1 Points A further bonus of 5 points will be given to those competitors who will start in Milan by “pressure force”. The Stamp Check (seen passing) will be done by the escorts engaged. The organisation, if thinking it’s necessary, reserves the right to do secret Time Checks, and the result of these will be inappellable. All the competitors, of all categories, signing the inscription to the Milano-Taranto, will be obliged to do the Time Checks and the Stamp Checks, at the time stated in the proper driving card, without impeding in any way other competitors. Please note: Competitors, who will not comply with these simple dispositions, will be disqualified from the event and won’t receive any money refund. (the participating number shield (slipover) and the pass have to be given back and the participant will loose all the hotel reservations on his name). The organisation reserves the possibility not to authorize the disqualified people to participation to the following editions. ART. 11: PENALTIES AND CONTROLS Every participant will receive a control card for each stage. On this card he can find his departure time, transit times (CO), stamp times (CT) and time for arrival at destination. Please remember that each start is to be considered as a CO (and therefore could be subject to penalty points). The driving cards have to be given back to the Organisation’s personnel at the arrival of each stage or if requested by the Organisation’s personnel. If there should be any reason (bike loaded or other) that the competitor will not be able to give back the schedule to this time, he should do this within 7.00 pm directly in the hotel, informing the Director of the Race. After 7.00 pm no schedule return will be accepted and there will be 1000 penalty points as foreseen by the regulation. Penalty points which can be assigned are as following: Non observance of the traffic rules disqualification Non observance of the MI-TA rules disqualification Missing return of the driving schedule 1000 Loss of driving schedule 1000 Switching of vehicle (since verified in Milan) 800 Switch of driver 800 Competitor without number shield 800 Two people on bike 800 Engine change 500 Vehicle loaded 500 Tampering driving schedule 400 Deviation from specified route 200 Aid received from 3rd party at time check 100 points Missing time check 100 Incorrect clothing (see Art 5) 50 Missing stamp check 50 Placing foot ( feet) on the ground in a "non30 stop area " Passing the "non-stop area" with engine off 30 or stalled Time check too early /late per minute 1 ART. 12 : RESULTS Two placing lists will be issued, one for the “Gloriose and Storica” class and one for the “Sport” class. No ex-aequo are admitted in classify; in this case the technical evaluation and the more appropriate clothing will decide. In case of further exaequo, will decide the oldest bike, and furthermore the youngest driver. The technical evaluation will use the points received during the preliminary operations in Milan. The Jury’s decision is inappellable. ART. 13: TASTERS CLASS In this category will be admitted only 30 participants; giving priority to equipments with passenger. The category “Tasters” will give the possibility to all bikers to try and taste the big variety of eno-gastronomic products, especially prepared for the occasion and offered during the stops on the 1900 km long way from Milan to Taranto. The Tasters, since joining this category by signing in, are responsible to judge the refreshing points on the road from Milan to Taranto , and therefore they will get a schedule where to write down their impressions and judgments concerning the offered specialities, using an evaluation range from 0 to 10. On this schedule there will be also the passing times to be respected , when to pass in the different villages, where it will be obligatory to get the schedule signed by the Time Check personnel. It is obligatory to wear the identification slipover. The schedules have to be given back at the end of every road track or if requested by the Organisation. Please note: Competitors, who will not comply with these simple dispositions, will be disqualified from the event and won’t receive any money refund. (the participating number shield (slipover) and the pass have to be given back and the participant will loose all the hotel reservations on his name) The organisation reserves the possibility not to authorize the disqualified people to participation to the following editions. ART. 14: PRIZE AWARDING The first three competitors in each cc class of the “Gloriose and Storica” and “Sport” classes will be awarded with a cup. All the participants (including the “Le Gloriose” and “Tasters”) will receive a souvenir, especially made for the Historic Milano Taranto. Additional prizes will awarded to : • The motorcycle club with the most participants (Italian and from abroad) • The participant who has travelled the furthest from his home address to that of the Organisers. • The oldest participant. • The youngest participant. • The first registered Any additional prizes will be announced during the preliminary operations in Milan. ART. 15: ENTRY FEE The entry fee has been consolidated at: • Euro 1500,00 for “Le Gloriose”, “Storica” and “Sport” Class • Euro 2300,00 sidecars and cyclecars ( 2 people) Fee inclusive insurance for both competitor and vehicle, food and beverages during the stages and at the end of the day, recovery vehicle services up to the end of the stage*, medical care and ambulance services, prizes and souvenir , transport of 1 luggage of max 20 kg (for sidecar max 2 luggage max 20 kg each) , overnight stays in 2 / 3 bedded rooms, and a DVD of the event . • Euro 1.600,00 for motorcycles in the Tasters Class. Fee inclusive insurance for competitor, food and beverages during the stages and at the end of the day, recovery vehicle services to the end of the stage*, medical care and ambulance services, transport of 1 luggage of max 20 kg. Overnight stays in 2 / 3 bedded room, souvenir and a DVD of the event. • Euro 1100.00 for the passenger in the Tasters Class. Fee inclusive insurance for competitor, food and beverages during the stages and at the end of the day, medical care and ambulance services , transport of 1 luggage of max 20 kg, overnight stays in 2/3 bedded rooms. • Euro 900.00 Supporters by car Fee inclusive food and beverages during the stages and at the end of the day , overnight stays in 2/3 bedded rooms. *Should the participant prefer to use services different from those engaged by the Organisation, all costs related would be to charged to himself. The same for medical assistance or transfer post inpatient or emergency would be charged to himself. A completed and signed entry form and the pre-registration fee of Euro 450,00, must have been received by the st Organisers (per post) within march 29 2015 including 2 bike’s colour pictures, one left and one right in order to classify the bike into the categories “Le Gloriose” or “Storica” or “Sport”, 2 participant’s and passenger’s colour pictures as well al copy of passport(for the catalogue and the entry pass), 1 colour picture of the eventual supporter as well as copy of the passport (in order to permit access to the restaurants at the end of each stage), a copy of the driving licence and medical certification for healthy and robust constitution. The pre-registrations, which will be incomplete, will not be considered and furthermore the Organisation keeps the right to accept or not the pre-registrations without being obliged to justify the decision. Priority will be given to the bikes part of the “Gloriose” group, followed by category “Storiche” and finally by category “Sport”. nd Starting April 6 2015 the Organisation will send communications to each single participant: - accepted pre- registrations: in order to be regularized the rest of the due amount should be transferred within and not later than May 29th 2015 - not accepted pre-registrations and consequently the concerning amounts already paid will be given back by Moto Club Veteran “San Martino” only per bank transfer within 30 days from the end of the event. (in this case the Organisation will ask for the IBAN and BIC code). PARTICIPANT’S DISCLAIMING In case of participant’s disclaiming, 50% of the registration amount completely transferred will be refunded, if th communicated per registered letter before April 6 2015. In case the disclaiming will be done before paying the rest of the due amount, the Moto Club Veteran will hold the whole advance. Concerning disclaiming done after this date no money will be given back. The refunds will be done within 30 days after the event. ART. 17: DISCOUNTS For those using the pre-registration (Euro 450.00) before th December 25 2014 there is a discount of Euro 100.00 on whole sum. This discount is not cumulative and does not apply to supporters and to passengers in the tasters’ class. Discounts for bikes in the “Le Gloriose” Class : • Euro 200.00 cat. 75cc, 100cc and Mivalino • Euro 150.00 cat. 125cc and 175cc ART 18: MECHANICAL ASSISTANCE The reparation van, following the event, will give mechanical assistance only for problems to be solved easily and without too much time and spares involved. For complicated works the participant has to pay personally the mechanics after having received an offer. ART 19: BIKE RECOVERY The recovery up of bikes will be done only on the event’s track, therefore all those who will drive on other roads, may not use the mechanical emergency or picking up of the bike. The Participant with damaged bike will have 5 minutes time (when the recovery truck will pass at the end of the caravan) to decide if using the help or try to proceed by himself. In case the help should be denied, the participant has to sign an apposite declaration, absolving the Organisation from the missing help or any further responsibilities. The participant who wants to transport some spare parts and/or equipment box, can do this through our recovery truck, until there is place. The Organisation will not be responsible for any loss. ART 20: ADVERTISING The participants are informed that stickers and/or names from Sponsors of the Organisation will show on their: helmets, forks, petrol tanks number shields and identification slipovers. The advertising of the participant can appear only in places not reserved by the Organisation and never contradict the Sponsor th of the 29 edition of the Historic Milano-Taranto ones ART 21: RIGHTS OF IMAGE Each participant, due to the inscription, authorizes silently the Moto Club Veteran "San Martino" organizer of the event of the Milano-Taranto to USE the proper image The Moto Club Veteran "San Martino" may use and divulge those images in oerder to realize videos/dvds and in order to create reportages and newspaper articles. For this purpose they will give AUTHORIZATION to professionals to do video and picture shooting. ART 22: CONTESTATION AND CHANGES OF THE REGULATIONS All the cases which are not included in these regulations th concerning the participation to the 29 Historic MilanoTaranto, will be inappellably solved by the Organisation’s personnel who will decide how to proceed concerning any contestation or claim in behalf on interpretation and application of the present regulation. The Organisation reserves the right to inform about eventual changes, which will be integrated part of this regulations through dated and numbered circular letters and/or through other press means. ART. 23: GENERAL RULES When enrolling all participants are expected to have familiarised with the above regulations and to comply with the rules laid down by the Organisation. In the case of a dispute on the interpretation of the regulations the jury's decision is final. The participants since subscribing will absolve the Jury, the Organisation’s Committee, the charitable institutions and everyone without any reserve, from any responsibility concerning damages or inconveniences which may derive to them or third parties, to things belonging to third parties, considering as well the way to Milan in order to participate to the race or the way back from Taranto after the event. All participants are informed that, attending, they renounce all rights to any compensation and of any claim of recourse. The Organisers reserve the right to modify these regulations. Modifications will be announced during the preliminary operations in Milan. 3 identification labels 27/29 x 22/24 The bike must be provided with 3 identification labels (1 front and 2 back), as per art.3, and should the bike not have its black participation number, as per notification by the Organisation, it will be not admitted to departure. ATTENTION: DISQUALIFICATION FROM THE EVENT th The disqualification from the 29 edition of the Milano – Taranto will mean the restitution of the slipover with the participation number, the pass, the driving schedule and will mean furthermore the cancellation of all hotel reservations made in name of the person involved. The participant who will incur in this sanction will not be anymore considered part of the event and may not pretend anything from the Organisation. The participants, from all classes, will be subject to the disqualification and whoever will be surprised to do dangerous overtaking or will not respect the traffic rules or the rules of the th 29 Milano – Taranto.
