Umjindi municipality is looking for suitably qualified candidates with applicable experience for appointment in the following positions:DIRECTORATE FINANCIAL SERVICES SUPPLY CHAIN MANAGER Task Grade 14B Salary: R283 597.30 - R311 818.67 MINIMUM REQUIREMENTS: Grade 12 plus National Diploma/B degree/ bachelor of Commerce Degree/ Public Finance Management and administration/Supply Chain Management and Purchasing Management / Asset Management (NQF Level 6) or equivalent as well as a proven track record of 3-5 years in a similar position at a similar level. Applicant should have met the minimum competency levels in the higher education qualification and the financial and supply chain management competency areas. Must have Computer skills and a valid Driver’s license. COMPETENCIES: Ability to support and manage the implementation of legislation and policies within SCM; understand, implement risk and change management; good governance, ethics and values, strategic leadership and management, stakeholder relations, support audit process to ensure optimum level of assurance and project management skills. The successful applicant will display integrity, confidentiality and honesty and need to be action oriented and proactive in his/ her approach to providing a SCM service to the organization. Experience with working with integrated financial systems an advantage. KEY PERFORMANCE AREAS: Plan, direct and manage SCM activities. Implement Supply Chain Management Policy; Determine and compliance to norms and standard with regard to MFMA, PPPFA, SCM, Asset Management and GRAP Guidelines. Comply with and monitor compliance with SCM policy, legislative frameworks and processes and reports thereon; Develop, initiates, maintains, and revises policies and procedures for the general operation of the compliance program and its related activities to prevent illegal, unethical, or improper conduct. Management of the SCM Unit with regard to procurement of goods and services, tender administration, contract administration, stores management etc. Assist all departments in the development of RFPs and tender documents and in the competitive tendering process MANAGER EXPENDITURE Task Grade 14B Salary: R283 597.30 - R311 818.67 MINIMUM REQUIREMENTS: Grade 12 plus B.Comm Accounting/ BComm in Financial Management Science or equivalent. At least 5 relevant experience in Financial Management especially expenditure sections. Knowledge of financial management systems e.g Sebata and Payday an added advantage. In depth knowledge of the applicable accounting standards, principles, systems and regulations associated with specific acts of Local Government and broader financial regulations. Project management skills, effective written and verbal communication skills with the ability to communicate at all levels. Analytical thinking ability and good leadership qualities. Excellent Microsoft excel skills. Ability to work under pressure and meet deadlines, lead a team and be team player and. Ability to establish and maintain effective working relationships with employees. Applicant should have met the minimum competency levels in the higher education qualifications for financial officials. Valid Driver’s license. KEY PERFORMANCE AREAS: Supervise, control and manage staff and all activities in the expenditure section (Salaries / Creditors). Manage creditors section ensuring authorized, accurate and legitimate payments. Authorize bank transfers. Monitor and control PayDay System – back up and register. Review monthly reconciliations and approve Salaries (SEBATA/Pay Day), Bank Reconciliation, Creditors Third Party Payments, and Retention, Suspense Accounts, VAT Control and payment of VAT to SARS. Keep Loan Registers up to date – local registered Stock Certificates. Authorize EFT payments, Monitor and control balancing of Financial System daily, Maintain and control SEBATA (FMS) System (System Administrator), Give effect to Council Resolutions applicable for the section.Assist with preparation of AFS. PROCUREMENT OFFICER Task Grade 9 Salary : R156 756.31 - R172 343.33 MINIMUM QUALIFICATIONS: Applicant must be in possession of a Certificate/Diploma in Purchasing Management/Public Financial Management/Supply Chain Management/Assets knowledge or equivalent. 2 years’ experience in logistics, in a Supply Chain unit environment. Report writing skills and numerical abilities a must. Computer literacy a requirement. Knowledge of procurement legislation an advantage. Valid driver’s license a requirement. KEY PERFORMANCE AREAS: Administration of procurement requisitions; Sourcing of quotations as per Council’s Supply Chain Regulations as to realize good value for money; Provisioning of purchase orders to suitable service providers; Conduct follow ups on long outstanding orders; Update procurement Audit Trail; Attend site briefings and public tender opening as instructed by SCM; Relevant duties as imposed due to the streamlining of the Demand & Acquisition work flow. DATA CAPTURER Task Grade 8 Salary : R139 226.75 - R153 073.22 per annum MINIMUM QUALIFICATIONS: Applicant must be in possession of a Grade 12 /Diploma in accounting or equivalent. 2 years’ experience a data capturing environment. Numerical abilities a must. Computer literacy a requirement. Attention to detail KEY PERFORMANCE AREAS: Data capturing - consumers, income and expenditure, capturing water and electricity readings, Open new consumer accounts and closing of consumer accounts changing addresses , Do daily back up of all information captured for the day, Block and unblock clients electricity (not paying clients). Interpret consumer accounts, tariffs and meter readings. DIRECTORATE CORPORATE SERVICES IT TECHNICIAN Task Grade 12 Salary: R245 989.40 - R270 450.05 MINIMUM REQUIREMENTS: Grade 12 plus National Certificate in IT (NQF 5)/Diploma in IT or equivalent. 4 Years relevant experience. Computer hardware, software, network administration and installation experience. Analytic and problem solving skills. Effective communication and interpersonal skills essential. KEY PERFORMANCE AREAS: Management of IT services. Implement security policies. Provide end user support and maintenance of all internal and external IT services. Network, hardware and software installations for new users. Telephone installations and moving extensions internally. Ensure operation of backup servers daily. Monthly report on the status of IT services. Respond to user enquiries. Diagnose and resolve computer related issues. Maintain and update of Windows and Linux servers. Maintain and update of Website. Maintain wireless network for remote sites. Maintain of mail server. Support and maintain electricity vending machines. Check server room for any faults and monitoring of server operations. Advise staff of security breach and/or change in password or security status. Maintain current and accurate inventory of technology and hardware, software and resources. Oversee the operation of information processing systems, ensuring that systems are operating efficiently. Provides technical assistance, application helpdesk support and training of staff in the use of data processing and applications systems.
