REGISTRATION POLICIES
Registration is available online at www.dlenm.org/lacosecha. Registration will be processed ONLY when accompanied by complete credit card
information, check or copy of purchase order. If paying with a purchase
order or institutional check (school/district) for more than one registrant,
please include each participant’s name. All registrations must be paid in
full before the participant arrives at the conference. There will be no
on-site registration. Registration closes November 14, 2014.
SUBSTITUTIONS, CANCELLATIONS, AND REFUNDS
Registration substitutions or cancellations must be made in writing and emailed to [email protected] or faxed to (505) 243-0377 by October 15, 2014. No refunds will be honored after October 15, 2014. The request must include the name of the original registrant, and the name and contact information for the new registrant. Refunds will be processed six weeks after the conference, and a $100 cancellation fee will apply. No refunds for ticketed events.
ADDITIONAL CONFERENCE INFORMATION
Name badges will be required for entrance to ALL conference events,
including presentations, meals, and exhibits. The full conference
rate will be charged for a replacement badge.

Invited Speakers
Dr. Jeff Zwiers
Jeff is a senior researcher in the Stanford University Graduate School of Education. He co-directs the Academic Language
Development Network (aldnetwork.org), a research and professional development project focused on academic language and
literacy development across disciplines, grade levels, and standards. He has consulted for international education development
projects that promote bilingual education, curriculum development, formative assessment, and engaged learning. He has
published articles and books on reading, thinking, and academic language.
Libia is the Assistant Deputy Secretary and Director of the Office of English Language Acquisition (OELA). Libia is
committed to ensuring improvement in English language education through the Department’s educational initiatives, among
them Race to the Top, Investing in Innovation and the Teacher Quality Partnership. Libia began her career as a teacher, was
a bilingual resource specialist, served as a bilingual-ESL coordinator, and was the superintendent of the Chula Vista School
District in California. Throughout her career, Libia has demonstrated leadership in education and was awarded the annual
Harold W. McGraw, Jr. Prize in Education for her outstanding leadership in increasing student performance in the district.
Dr. Libia Gil
Sandra Butvilofsky received her Ph.D. from the University of Colorado, Boulder. Her research interests are in classroom-based
research with a focus on biliterate writing development of simultaneous bilingual children in elementary schools. Her elementary
teaching experience includes 5 years as a bilingual classroom teacher and 5 years as a trained Descubriendo la Lectura/Reading
Recovery teacher. Sandra has been involved in the Literacy Squared Project Research project since 2006. She is responsible for
collecting and analyzing research data related to biliteracy instruction and learning of emerging bilingual children in elementary
schools. In addition, she is in charge of conducting professional development for teachers, site coordinators, and administrators
Dr. Sandra Butvilofsky that are sponsored by the project.
Claude is Professor Education at Stanford University. He received his AB from Princeton University and Ph.D. from UCLA’s
Graduate School of Education. He has conducted research and published in the areas of literacy development and academic
achievement among English language learners, home-school connections with language-minority families, and processes and
dynamics of school change. He is author of Successful School Change: Creating Settings to Improve Teaching and Learning,
co-author of Promoting Academic Achievement among English Learners: A Guide to the Research, and co-editor of Dual
Language Learners: Their Development and Assessment in Oral and Written Language.
Dr. Claude Goldenberg
Shelly is the Executive Director of Californians Together, a coalition of 17 statewide professional, parent, and civil rights
organizations focused on improving schooling for English learners. She recently retired from her position as the Senior
Project Director for the Multilingual Academic Support unit in the Division of Curriculum and Instructional Services for
the Los Angeles County Office of Education (LACOE). In this position she successfully implemented a Title VII grant that
began Dual Language Programs in two separate school districts. These programs have continued and expanded. Prior to this
assignment she worked as an ELD Consultant and Coordinator for the Bilingual Teacher Training Program for LACOE.
Shelly Spiegel-Coleman
Wayne and Virginia are researchers in the area of school effectiveness for linguistically and culturally diverse students and
Professors Emeriti at George Mason University. Wayne and Ginger have worked with school districts across the country
for the past 22 years. They continue to provide leadership training for superintendents, principals and policy makers on the
effectiveness of dual language enrichment education. In their most recent book, Dual Language Education for a Transformed
World, they make the case that dual language education become the standard for all schools.
Dr. Kathy Escamilla

Drs. Wayne Thomas and
Virginia Collier
Kathy is Professor of Education in the division of social, bilingual and multicultural foundations at the University of
Colorado at Boulder. Her research centers on educational issues related to Spanish-speaking language minority students in
U.S. schools. Her recent research has examined the assessment practices and impact of high stakes testing on these
children. Kathy has served as the president of the National Association for Bilingual Education (NABE), is the co-editor of
the Bilingual Research Journal and served as the chair of the Bilingual SIG for the American Education Research
Association. Kathy is the BUENO Center Director and co-developer of Literacy Squared.
Karen works as an Education Specialist at the Illinois Resource Center, where she teaches courses and conducts
professional development which focuses on program development and instruction in the areas of biliteracy,
bridging, and the used of authentic methods for teaching literacy in Spanish. Cheryl is an Education Specialist
with the Illinois Resource Center, where she teaches courses and provides professional development for teachers,
administrators, and other constituents working with English Language Learners. In 2013 Karen and Cheryl coauthored Teaching For Bilteracy: Strengthening Bridges between Languages
