he function of a Parish Pastoral Council
In the Decree on the Pastoral Office of Bishops, the
Bishops at the Second Vatican Council stated that the
function of the diocesan pastoral council is to ‘investigate
and weigh pastoral undertakings and to formulate practical
conclusions regarding them’ (Christus Dominus II). It can be
inferred from this statement relating to diocesan pastoral
councils that the function of a parish pastoral council is to
investigate and weigh pastoral undertaking at parish level.
According to the bishops, there are three elements to the
functioning of a pastoral council:
• Investigate-find out what is happening. What are the
pastoral issues pressing on us at this time? This implies
having an ear to the ground and listening to people
• Weigh these pastoral undertakings – This is the
discernment process: what can we do to respond to this
matter
• Formulate practical conclusions regarding them – in
other words, planning is an integral function of the
pastoral council
Brother Loughlan Sofield, ST, offers a description of the
function of the pastoral council. He says the parish pastoral
council on the one hand, identifies the needs that exist in a
community; on the other hand, it identifies the gifts that exist
in a community. The pastoral council is the body that puts the
needs of the community in touch with the gifts, so that the
needs are met. Key to this understanding is the conviction
that there exists among the parishioners the gift necessary to
meet the needs. The challenge for the council is to identify
those gifts.
The function of the pastoral council, therefore, is one of
leadership and direction. It is not a group of people who do
all the work; this would be a denial of the right and duty of all
the baptised to fully participate in the life of the parish to build
God’s reign. It has a role of identifying pastoral priorities and
has the responsibility to ensure these are attended to by
calling on the members of the parish to use their gifts in
response to the needs identified. In all of this, the pastoral
council plays the important role of ensuring that the parish
feeds and nurtures people to be a leaven in society and so
make a real difference in the lives of people both in, and
beyond, the parish community.

The rain was falling and there was a big puddle in front of the
pub. A ragged old man was standing there with a rod and
hanging a string into the puddle. A tipsy-looking, curious
gentleman came over to him and asked what he was doing.
“Fishing,” the old man said simply.
‘Poor old fool,’ the gentleman thought and he invited the ragged
old man to a drink in the pub.
As he felt he should start some conversation while
they were sipping their whisky, the gentleman asked,
‘And how many have you caught?’
‘You’re the eighth,’ the old man answered.

Australian used stamps. Please leave them in the box to the left of the main Church door and
remember to leave a small border of paper on them, as they are worthless if damaged. Obviously
stamps are becoming more difficult to obtain with greater dependence on electronic media. Perhaps
you or someone you know work in an office which receives a high volume of mail. Could you
help us out by collecting the stamps that would otherwise be destroyed? This is an easy and
effective way of reaching out to the poor. Thank you for your ongoing support.
