Iranian President Hassan Rouhani’s adviser, Ali Younesi, said that the combination of the Islamic State crisis and “the weakest president the US has ever had” provide an opportunity for a nuclear agreement on its terms. According to a report by MEMRI (the Middle East Media Research Institute), Iran’s pragmatic camp, led by Rouhani’s mentor Hashemi Rafsanjani, is “pressuring the Obama administration to reach a comprehensive agreement with Iran on the latter’s terms.” According to this view, “the Obama administration desperately needs a substantial achievement to show for its term in office, and therefore this is the time to pressure it.” Younesi, Rouhani’s adviser on religious minorities, told Iran’s Fars News Agency earlier this month: “I am not so optimistic about the nuclear negotiations, but both sides do want it to yield results. The Americans want this more than other countries. Some ostensibly friendly countries, like Russia and China, do not want it to yield results at all... [but] America does, because, if Obama fails to achieve this, he will have no achievements whatsoever.” Younesi went on to add, “Obama is the weakest president the US has ever had, because he has suffered humiliating defeat in this region, and his term in office saw the coming of the Islamic awakening that dealt the Americans the greatest defeat.” “It is during Obama’s term in office that terrorism spread to the greatest extent. In a meeting with Swiss Ambassador to Tehran Giuilio Hass, Rafsanjani said that Iran’s current nuclear policy, which he leads, would allow the US to end the nuclear file with Iran in return for resolving other crises such as that of the Islamic State. “If the Western officials do not manage to resolve their problems [with Iran] during the term of the [current] capable government, what will they tell public opinion?” said Rafsanjani in the meeting, according to MEMRI. “In the present circumstances, political excuses and [capitulating to] the obstacles [created] by the Zionist lobby will deprive the Western countries of the best opportunity to solve most of the regional and even international problems with Iran’s help.” Meanwhile, top Iranian officials sent mixed messages regarding the ongoing nuclear talks as the November 24 deadline approaches. “If the negotiating parties have the necessary political will as well [as Iran] in this regard, achieving the comprehensive agreement will be possible within the next month,” said President Rouhani on Monday in a meeting with Norway’s new ambassador to Iran, the country’s Tasnim News Agency reported. However, a member of Tehran’s nuclear negotiating team also said on Monday that an extension of the November 24 deadline is not on the table, an Iranian diplomat told Iran’s IRNA. Ahmed Shaheed, the rights rapporteur for Iran, described a “surge in executions,” giving Iran the world’s highest death-penalty rate per capita. “The range of capital crimes is shocking,” Shaheed told journalists. “We have seen a person executed for making a donation to a foreign organization.” The rapporteur said he was “shocked” by the hanging over the weekend of 26-year-old Reyhaneh Jabbari who was convicted of murdering a former intelligence officer who, she claimed, had tried to sexually assault her. Shaheed said he had repeatedly raised with Tehran questions about the fairness of her trial. Iran has executed 852 people since June of last year, including eight juveniles, said the envoy, who is to present his report to the UN General Assembly on Tuesday. The surge in executions shows that Rouhani has failed to deliver on campaign promises to improve the human rights situation in his country, a year after taking office, added Shaheed. “He is unable to address the issues, unable to arrest this trend, to convert his promises which spoke to arresting this trend into action,” Shaheed continued. The rapporteur suggested that Rouhani lacked political backing, in particular from parliament, to advance his rights agenda. Since his appointment in 2011, Shaheed has never been allowed to visit Iran, but he has spoken to some 400 Iranians, making use of Skype and at times even receiving calls from prison. Shaheed conveyed the concern from many Iranians that ongoing negotiations on Tehran’s nuclear program had allowed human rights to be placed on the back burner. But the envoy said he had not seen a shift in emphasis from the United States and the West on human rights and that southern countries like Brazil and South Africa were also raising these issues with Tehran. In his report, Shaheed also raised concerns over freedom of the press, noting that 35 journalists are currently behind bars in Iran. At least 300 people are in prison for their religious practices, including 120 Bahais and 49 Christians. The report also touched on a drop in the number of women enrolled at universities, from 62 percent in 2008 to 48 percent last year. Rebels seized control of most of Idlib province early in the three-and-a-half-year-old civil war but troops have held out in the provincial capital, resupplied by air. Fighters of al-Qaeda affiliate al-Nusra Front and Islamist rebel units attacked the city from all sides, the Syrian Observatory for Human Rights said. “Since dawn, fierce fighting has raged at army checkpoints all around Idlib city,” said the Britain-based monitoring group, which has a wide network of sources inside Syria. At least five rebel fighters were killed, the Observatory said, adding that it had no immediate word on any army losses. Rebels made a previous attempt to take the city earlier this year but Monday’s assault was “unprecedented, the biggest since the beginning of the revolt” in 2011, Observatory director Rami Abdel Rahman told AFP. Abdel Rahman said that the rebels had activated sleeper cells inside Idlib to launch attacks on the army behind its lines. He said policemen who sympathized with the rebels joined the insurgents in a brazen attack on a key official building in the city. “Policemen backed by sleeper cell members of al-Nusra, already inside the city, attacked the governorate building but they were quickly pushed back out by regime forces,” said Abdel Rahman. Before the Syria war broke out, the city of Idlib was home to 165,000 people but the population has increased with the arrival of hundreds of thousands of displaced people from other parts of the country. Idlib province lies on the border with Turkey and has long been one of the rebels’ principal supply routes. As several MKs from Arab and left-wing parties interrupted his speech, Netanyahu plowed ahead, declaring that Israel has the same right to build in Jerusalem as other nations do in their own capital cities, and that there was a wide consensus in Israel to continue building throughout the city, as every government has done since Israel captured east Jerusalem in the 1967 war. “There is wide agreement among the public that Israel has the full right to build the Jewish neighborhoods of Jerusalem,” the prime minister said. “Every Israeli government in the last 50 years did that, and it is also clear to the Palestinians that those places will stay under Israeli control in any mutual agreement.” “The French build in Paris, the English build in London, the Israelis build in Jerusalem. Netanyahu will also push new infrastructure projects in the West Bank, including roads that will also serve the Palestinian population, a PMO source said. Israel’s Channel 2 news reported Sunday night that Netanyahu is also in negotiations with right-wing lawmakers and settler officials over approval for a large West Bank development project, including 2,000 new units, 12 new roads, parks, student villages, and renovation of the Tomb of the Patriarchs in Hebron. Barkat wrote on Twitter he made the trip with police in order to “gain a better understanding of issues and challenges.” The visit came as tensions around the site have flared with Palestinians claiming that Israelis intend to change the status quo and allow Jewish prayer at the holy site. Clashes have broken out between police and rioters over the past several months during visits by Jews to the site and officials have at times banning Muslim males under the age of 50 or 60 from the site. Other parts of the capital have also simmered in recent days with daily incidents of rock throwing. Police have bolstered their forces to quell unrest in Arab neighborhoods. The mayor’s visit came a day after Palestinian Authority Prime Minister Rami Hamdallah toured the Temple Mount compound and proclaimed that “there will not be a Palestinian state without East Jerusalem as its capital.” The compound, holy to both Jews and Muslims, is the historical site of the Jewish Temples and currently houses the alAqsa Mosque. At the same time, Jewish worshipers and right-wing politicians have been lobbying for legislation that would allow Jews to pray at the site. Current regulations prohibit it. Palestinian Authority and Hamas officials have accused Israel of trying to Judaize the site, with Abbas denouncing “incursions by extremist settlers” and joining Hamas in calling for Palestinians to defend it. On Friday, security forces killed a Palestinian teen in the West Bank over the weekend after he allegedly attempted to hurl a Molotov cocktail at traffic on Highway 60, sparking more riots. Tensions have been high since June, when three Israeli teenagers were kidnapped and killed by Palestinian terrorists in the West Bank. Speaking to Channel 2, Livni also said she will see to it personally that the bill to bypass the High Court will be shot down, and hailed the approval of the Conversion Bill on Monday. Regarding Jews moving into Silwan, which has been condemned by local Arab residents, Livni said: “I will defend the right” of Israelis and Jews to live anywhere in Jerusalem, but added Knesset members have the responsibility not to fan the flames in the “explosive” area. Livni’s comments came in response to Housing Minister Uri Ariel’s announcement that he may take up residence in Silwan, in solidarity with the Jewish residents. Aimed at middle-class families, the new town is scheduled for review by the council next week, Haaretz reported on Monday. The community is to provide housing for some 40,000 Arab residents and will be constructed next to the existing town of Jadeidi-Makr in the Galilee region of northern Israel. Architect Oren Mebel has spent four years working on the plan, which began with a government decision in 2008 and was backed by the Israel Lands Administration, the Ministry of Housing and Construction, and the Interior Ministry. Following approval from the national council, the regional planning authority will review the plan and provide feedback. The University of Haifa’s Rassem Khamaisi, who helped plan the new town, explained the need for a large-scale Arab housing project. “Not a great distance from the planned location there is an Arab population living in a dense urban construction,” he said. “The rural Arab population is going through a process of urbanization, while on the other hand there are not enough opportunities being created.” Khamaisi predicted that by 2020 the Arab population will have increased by 700,000 and claimed that existing Jewish population centers don’t offer a viable housing solution. Slated for land covering some 2,630 dunams (650 acres), the municipal status of the new community is yet to be decided. But Jadeidi-Makr would like to see it included within its own municipal boundaries, the report said. The town is planned to combine modern living with traditional Arab culture. Options under consideration include private gardens and communal orchards for residents of the buildings, and combined gardens forming a central community region similar to those in traditional Arab villages. However, many of the buildings will be six stories high, whereas in Arab towns two or three stories is the norm. An industrial park and high-tech center are also planned on the outskirts of the community. However, there were those who cast doubts and objections on the new town. Some argued that towns should be open to all populations and not just limited to either Jews or Arabs. Another worry was that the town will weaken other Arab communities by drawing off economically stronger residents. "It's a ticking time bomb," N., one of the prominent activists in the village, explains. "People here feel like they're being backed against the wall with every step. The Jewish takeover of houses, led by the Ir David Foundation (which aims to strengthen the Jewish connection to Jerusalem) and the Ateret Cohanim yeshiva, makes people here understand that resistance is the only option for them - and then the stone becomes a weapon. The youth feel like throwing stones is their only way to express the rage they feel inside. This is the reality they are born into. They don't know anything else anymore." N. refuses to accept the claim that a different education could affect the way the rioting youth thinks and acts. "The Jews come to us and sit among us, not the other way around," he says. "So what do you want me to do, sit in silence?" The accusatory finger, however, is pointed at the police, which Silwan's residents say inflames the tensions in the area. "Undercover policemen come in here with masks on and encourage the youth to start throwing stones," N. claims. "As soon as the mess of their own creation starts, they stop it and detain them." 'The settlers scare the kids' [So who really believes that the little terrorists are scared? – rdb] Silwan's residents reject claims of a "Quiet Intifada" in Jerusalem, saying the situation has yet to deteriorate to that point. However, they warn, the spirit of the intifada is already in the air. "In the end, there will be a moment in which everything explodes," the village's youth claim. "One more death in Silwan, or the destruction of a house here, could be what leads to a third intifada." They say Hamas is doing everything in its power to flame the tensions in order to encourage a larger-scale violent outburst. Meanwhile, tensions are felt in every moment and every corner of Silwan. The Palestinians and Jews live alongside each other in the crowded village, which is considered a neighborhood of Jerusalem, and in the best of cases stay out of each other's way. In the worst of cases, their encounters quickly turn into a violent confrontation. To one side of the street there's a private security jeep, its windshields cracked from stone-throwing, driving by one of the houses with an Israeli flag flying overhead. The entrance to most of the Jewish homes is barred with an electric gate, and many security cameras adorn the outer walls. On the other side of the road there's a group of idle Palestinian youth eyeing the jeep, with stares full of hate. "The new settlers that moved in are trying to be like Abu Ali," K. says. "They walk around with tear gas canisters, playing with them so our kids are too afraid to mess with them. That's how the hatred seeping into our youth starts." 'What does Ariel want here?' The residents have already heard of Housing Minister Uri Ariel's intentions to move to Silwan, and they are furious. "What does he want here?" K. asks. "He just wants to add another fuse that would lead to an explosion." Meanwhile, a police vehicle passes by with flickering blue lights, slowly driving downhill - towards the mourning tent put up by the terrorist Shaludi's family. "Right now everything is quiet here," the village's youth explain. "You see there is no rioting? So why are the police here? It just gives youth a reason to start stone-throwing and no one knows how this would end." Everyone knows Shaludi in Silwan. He has turned into the village's hero, and signs praising the "shahid" can be found everywhere. This is how a role model is created for the youth of Silwan. "They grow up and remember what they're going through, and are likely to do exactly what Shaludi did," K. says. "I'm sure some of them will." Despite it all, the residents of Silwan believe they will come up on top in the end. "The occupation will end," N. and K. say. According to a report in the Egyptian El-Watan daily newspaper, initial investigation of the incident found that the attack was orchestrated by the Sinai-based Salafist extremist group Ansar Bayt al-Maqdis and that the bombers were trained in the Gaza Strip under Mumtaz Durmush, head of Gaza’s extremist Army of Islam terror group. After infiltrating into the Sinai Peninsula via smuggling tunnels from Gaza, the bombers used stolen Israeli explosives and remote controlled devices to carry out the deadly attack, the pro-regime paper reported. It was not clear from the report how the Gaza-based terrorist groups obtained the Israeli equipment. Hamas is known to have amassed considerable amounts of Israeli army weaponry and equipment, some of which was used in the summer’s Israel-Hamas conflict. An earlier report in London-based Arabic newspaper Asharq Al-Awsat on Monday quoted an Egyptian Interior Ministry official saying that Palestinian militant groups were behind the attack. Maj. Gen. And while the disease typically dies on surfaces within hours, research has discovered it can survive for more than seven weeks under certain conditions. During tests, the UK’s Defence Science and Technology Laboratory (DSTL) found that the Zaire strain will live on samples stored on glass at low temperatures for as long as 50 days. The left-hand charts plot survival rates of Zaire strain of Ebola (Zebov) and Lake Victoria marburgvirus (Marv) on glass (a) and plastic (b) at 4° (39°F) over 14 days. The right-hand charts reveal the survival rate under the same conditions over 50 days. Both viruses survived for 26 days, and Ebola was extracted after 50 days The tests were initially carried out by researchers from DSTL before the current outbreak, in 2010, but the strain investigated is one of five that is still infecting people globally. The findings are also quoted in advice from the Public Agency of Health in Canada. Ebola was discovered in 1976 and is a member of the Filoviridae family. This family includes the Zaire ebolavirus (Zebov), which was first identified in 1976 and is the most virulent; Sudan ebolavirus, (Sebov); Tai Forest ebolavirus; Ebola-Reston (Rebov), and Bundibugyo ebolavirus (Bebov) - the most recent species, discovered in 2008. For their 2010 paper, ‘The survival of filoviruses in liquids, on solid substrates and in a dynamic aerosol’, Sophie Smither and her colleagues tested two particular filoviruses on a variety of surfaces. These were the Lake Victoria marburgvirus (Marv), and Zebov. Each was placed into guinea pig tissue samples and tested for their ability to survive in different liquids, and on different surfaces at different temperatures, over a 50-day period. When stored at 4° (39°F), by day 26, viruses from three of the samples were successfully extracted; Zebov on the glass sample, and Marv on both glass and plastic. By day 50, the only sample from which the virus could be recovered was the Zebov from tissue on glass. ‘This study has demonstrated that filoviruses are able to survive and remain infectious, for extended periods when suspended within liquid and dried onto surfaces,’ explained the researchers. ‘Data from this study extend the knowledge on the survival of filoviruses under different conditions and provide a basis with which to inform risk assessments and manage exposure.’ The researchers do stress that these tests were carried out in a controlled lab environment, and not in the real world, but published their findings to highlight the survival rates. There are currently 11 soldiers in isolation. They apparently were met by Carabinieri in full hazmat suits. If the policy remains in effect, everyone returning from Liberia - several hundred - will be placed in isolation for 21 days. Thirty are expected in today, Martin reports. A Pentagon spokesman calls it "enhanced monitoring." The soldiers are confined to a building and unable to see their families, Martin reports. The decision made by the Army and applies only to soldiers returning from Liberia. Defense Secretary Chuck Hagel will decide whether to make isolation apply to members of all services returning from Liberia. The film begins with footage shot from an “Islamic State Army” drone, according to The Guardian. The video differs from previous ones in which the 43-year-old British photojournalist has appeared, as this time he is shown in the open air and with a city backdrop behind him rather than behind a desk and wearing an orange jumpsuit, the report noted. The journalist, who has been held for over two years, says at one point in the latest video that hilly terrain behind him belongs to Turkey, which borders the Syrian region where Kobane is located, and that a Turkish flag can be seen flying in the distance. Slickly produced and cut with footage of armed men moving through streets, the 5 minute 30 second video begins with footage of a ruined city, which a caption says has been filmed from an ISIS drone. Cantlie calmly tells viewers that ISIS forces have pushed deep into the heart of Kobane, where they have been battling Kurdish militia, and now control the city’s eastern and southern sectors. LAX police officers boarded the plane about 10 p.m. and investigated the incident, reported the Los Angeles Times. A photograph posted online of one passenger's phone shows it connected with the full-strength WiFi hotspot. Officials, though, determined no crime had been committed, police Sgt. Karla Ortiz said. "Passengers were interviewed and cleared to continue with their travel plans," she said in a statement. Nevertheless, the incident prompted the airline to cancel the scheduled flight, stranding many passengers in Los Angeles for a day.
