The CM’s statement came even as the National Investigation Agency (NIA) launched an operation after the Burdwan blast to track down 12 people associated with the JMB, including one from Assam. “The JMB was trying to set up a women’s wing in Assam. They have already attracted a number of youths from Assam, some of whom have also gone abroad to train in jihad,” Gogoi said. Though the Assam Police has on earlier occasions spoken about youth going to Bangladesh for terror training, this is the first time that information about a women’s wing of the group has been made public. Gogoi also said Barpeta district in Assam had On a question about surveillance of madrasas in the state, Gogoi said not all madrasas are on the police radar. “Just because one or two madrasas have been identified or persons associated with the madrasas have been arrested does not mean all the madrasas are involved,” he said. A team of NIA sleuths, meanwhile, carried out a search operation at houses of of Sahanur Alom and his brother Zakaria in Barpeta’s Chatala village. Assam renews plea for Bharat Ratna to Bhupen Hazarika on 3rd death anniversary Shillong , Nov 5 : Chief Minister Dr Mukul Sangma on Tuesday stoutly defended police action against Social Welfare Minister Deborah Marak saying that it would send a strong message to all concerned. Sangma refused to admit that it was a case of silencing his political detractors and quelling rebellion in the Congress. Addressing a press conference here on Tuesday, a day after East Garo Hills police charge-sheeted Marak for allegedly hatching conspiracy with the banned outfit GNLA to influence the vot- ers in the last Assembly elections held in February, 2013., the Chief Minister denied that he had pressurized the police to speedup the investigation since Deborah is known to be advocating for a change in leadership. Earlier, the Chief Minister held meetings with Home Minister Roshan Warjri, and Government Advisor DD Lapang to discuss the possible political fallout of the matter. The Social Welfare Minister also briefly met the Chief Minister late in the evening, but the details of the meeting were not known. Meanwhile, the flurry of political activities have fuelled speculations as to whether Deborah would be dropped from the Cabinet after she was charge-sheeted .At the press meet, the Chief Minister refused to comment on the matter but stated that something would unfold in a day or two.On the other hand, the Social Welfare minister said that she would continue to be in the Cabinet and she has approached her lawyer for defending herself in the court. NSCN-IM rebel killed, camp busted by Assam Rifles Guwahati , Nov 5 : Assam Rifles personnel shot dead an insurgent belonging to Naga rebel group, NSCN-IM in an early morning encounter inside a forest at Kepelu village under Mahur Police Station in Dima Hasao hill district of Assam close to AssamNagaland boundary in the area. A camp of the rebel was busted in the operation. Security sources informed that Assam Rifles personnel had launched a search operation in the area since yesterday acting on a tip –off that NSCN-IM rebel had set up a camp in the jungle of the area. One AK-56 assault rifle and some incriminating documents were follow- ing the encounter while the camp which could accommodate 15-20 persons was busted by the security personnel. Some other rebels were suspected to be injured in the operation but managed to flee. The NSCN-IM rebel group is under truce with the security forces and has been engaged in a peace process since 1997. The rebel group, one of the oldest in the Northeast India, fights for a sovereign Naga nation. As per the ground rules of ceasefire agreement between the NSCN-IM and the Government of India, the Naga rebels from the NSCN-IM are not allowed to carry weapons and indulge in Guwahati, the award carries a cash amount of Rs five lakh, a citation and a memento. Given once in two years, the first winner of this award was Lubna Mariam, well-known dance exponent and writer of Bangladesh. Coinciding with his third death anniversary, the Assam government today unveiled a new project of establishing openair stages in the memory of Bhupen Hazarika in all the 219 development blocks of the state. To be built at a cost of Rs 25 lakh each, these open-air stages would also have a park alongside. any criminal activities like extortion, killing, intimidation etc. Police claimed that NSCN-IM rebels who had set up camp inside forest at Kepelu village, were carrying out extortion in the area of late. They used to demand money from the targets over phone. There were many past instances of NSCN-IM using the territory of Dima Hasao for carrying out extortion. The NSCN rebels were involved in promoting and arranging training for Dimasa tribe militant groups including the Dima Halam Daogah (DHD) in Dima Hasao district in Assam in their strategic interest. Guwahati , Nov 5 : Even as Assam paid rich tributes to Bhupen Hazarika on his third death anniversary today, the Assam government renewed its plea for a Bharat Ratna to the legendary singer, musician, poet and filmmaker, with chief minister Tarun Gogoi saying a fresh proposal has been sent to the Centre in this regard. “Bhupen Hazarika deserved a Bharat Ratna long ago. We have been pressing the Centre for conferring the highest award on him for several years. We have sent a fresh proposal again,” Chief Minister Gogoi said during a function at the site where Hazarika was cremated three years ago. The Assam State Assembly had earlier passed a resolution twice requesting the Centre to confer Bharat Ratna on him. Hazarika was conferred the Padma Vibhushan posthumously in 2012. Gogoi however could not satisfy Hazarika’s fans and admirers on why the construction of a befitting memorial to the most well-known Assamese had not taken off despite several deadlines. The state government, which had earmarked Rs 10 crore for the Hazarika memorial in early 2013 had set November 2014 as the deadline for completion of the memorial. In reality, however not even five per cent work has been completed. “Projects do get delayed. The Srimanta Sankaradeva Kalakshetra construction too was delayed. The Siu-Ka-Pha Khetra construction has not been completed even after seven years,” Gogoi, who had in August last year directed officials to complete the project as early as possible, said. The proposed Bhupen Hazarika memorial will be a two-storied structure with a library, an auditorium and an audio-visual room. An open air theatre and a pen-shaped aluminium silhouetted statue of Hazarika along with a musical fountain are also on the cards. Meanwhile, Asam Sahitya Sabha, the highest literary body of Assam today named noted filmmaker Adoor Gopalakrishnan for the second Bhupen Hazarika International Integrity award. To be given away in March next year in Education scam refuses to die down Guwahati , Nov 5 : The charge-sheet against Cabinet Minister Deborah Marak has raised questions about the selective activism in dispensing justice. While Deborah is apparently at the receiving end for siding with the dissidents in the Congress, the case against her cabinet colleague Ampareen Lyngdoh, who is allegedly involved in the sensational education scam as unearthed by the CBI, has remained buried on the plea that the matter is jub-judice. With three FIRs pending against Lyngdoh due to the education scam, Chief Minister Mukul Sangma said that since the matter was pending in the court he cannot make any comment. Three years on, the case has progressed little and there seems to be no urgency to dispose it of, one way or another. At his press conference on Tuesday a question was posed to the Chief Minister on the delay in filing charge-sheet against Ampareen and the cryptic reply was that the issue was still pending in the court. “The matter is still in the court of law and it has not been disposed of. We have complete faith in the judiciary”, Sangma said. Ampareen is known to have thrown her political lot with the Chief Minister in the on-going clamour for change in leadership. For the record, there are at least three complaints lodged with the police to initiate action against those involved in the scam. One of the job aspirants, Sharaidalyne Wahlang, whose scoresheet was tampered, filed an FIR in July 2011 at Laitumkhrah police station against the Director of Elementary and Mass Education alleging manipulation of her marks during the announcement of the results of interview for the posts of assistant lower primary teachers. Wahlang had pointed out that her marks under ‘experience’ had been erased from the compilation sheet. Wahlang had submitted a certificate of five years of experience while applying for the post in 2009, result of which was declared in December the same year. The criteria for selection for the post were on the basis of written test or personal test besides teaching experience. Besides the complaint of Wahlang, earlier on February 12, 2010 an FIR was lodged by CSWO president Agnes Kharshiing before the SP, East Khasi Hills, seeking investigation into the scam. Later, with the delay in the probe, Kharshiing along with another social activist Angela Rangad jointly filed an FIR at Laitumkhrah police station in November 2012 to probe the matter. Unhappy over further delay in the probe, Kharshiing wrote to the Chief Judicial Magistrate regarding the matter and subsequently, the Court ordered the police to register a case. In April, 2013, police questioned J.D. Sangma, the then Director of Mass and Elementary Education but there was no further progress. In June this year, the police made a request before the Court of Chief Judicial Magistrate to get the seized documents on the education scam from CBI for further investigation into the matter.
