HIMALAYAN MIRROR 3 Centre discriminating against Assam: Gogoi FIR to be registered against traffic rule violators Shillong , Dec 14 :Irked with the continuous violation of no entry by vehicles along the Civil Hospital and Barik junction, East Khasi Hills police has warned that the police would now register FIR cases against anyone who violates the no entry rule. The warning came from the SP M Kharkrang after police conducted surprise late night checking along the route and found that many people violated the no entry rule. “So far, we have been filing non-FIR cases and imposing fine on violators but now, we will register FIR cases against such vehicles.” he said. Police, for the past few week detected almost fifty such cases and even imposed fine on such violators. The move from the Shillong police came as many road accidents have taken place at that particular stretch due to violation of the no entry rule. On the over loading of local taxis, he also reiterated that people should come forward and lodge complaint against any such local cabby. “We often read in papers people complaining about the over loading but they never oppose when the local taxis are over loaded,” he said. He also requested the public not to park their vehicles illegally since this is a festive season and traffic jams are bound to occur during the festive season. Guwahati , Dec 14 : Chief Minister Tarun Gogoi today launched a blistering attack on the BJP, accusing it of attempting to polarise the country for political gains and added that the NDA government at the Centre has scaled back all schemes meant for Assam. “The NDA government has been totally exposed. It has turned out to be a ‘U-turn’ government. It has done great injustice to Assam. People of the State expected new schemes from the new government. Instead, whatever was earlier available has now been reduced. People of Assam believed Modi. Now instead of the promised acche deen, we are witnessing arrival of kharab deen,” Gogoi told mediapersons here.He said BJP leaders, including Subramanian Swamy, Sakshi Maharaj, Yogi Adityanath and others have been making controversial statements to polarise the society and divert people’s attention from the failures of the Central government. “I do not find much difference between Godse’s ideology and BJP’s ideolo- Women’s war commemorat ULFA extends conditional support to NHPC dam project ed in Guwahati , Dec 14 :The pros-cribed support to construction of the 2000 MW Manipur United Liberation Front of Asom (Indepen- mega dam only if it was done as per the Imphal , Dec 14 : The 75th Nupi Lan (Women’s War) Day was observed on Friday in Manipur and other parts of the country and neighbouring countries to pay tribute to the women of Manipur who launched two major movements which are referred to Women’s war. Women of Manipur launched historic wars during 1904 and 1939 against the Britishers. A function was held at Nupi Lan Memorial Complex where a memorial has been constructed. Chief Minister Okram Ibobi Singh led the people of the state in offering tributes to the brave mothers who fought against the colonial regime. The Chief Minister said we should follow the footsteps of the brave mothers who fought against injustice perpetrated by the British Empire and Manipur Kings. Due to the major movements launched by women the then government was compelled to stop illegal export of rice by Marwari traders during famine and force labour. Women folk alone fought against the oppressive and monopolistic colonial administration and it shows how valiant and responsible the Manipuri women are in the society, he added. ‘While observing the Day, let us all come and join hands to work together to fight all evils and vicious crimes in the society including crime against women and children. Only then our homage to those brave Imas will be meaningful,’ he said. Deputy Chief Minister Gaikhangam said though women take the leading role in fighting against injustice crimes against women are increasing day by day.A play was presented by the Nupi Lan Memorial Society on the occasion. As part of the observation race, entertainment programmes, competitions were also organised.Governor Dr K K Paul said in a message that the movement of Manipuri women who revolted against the export of rice as there was near famine condition prevailing in the State popularly known as Nupi Lan . NORTHEAST GANGTOK, MONDAY 15 DECEMBER 2014 dent) or (ULFA-I) on Friday warned that would resort to armed protest in case the government of India and the National Hydro Power Corporation (NHPC) try to construct the 2000 MW Lower Subansiri Hydro-electric Dam project forcefully ignoring the mass protests in the state against the construction of the dam under the prevailing conditions. In a statement e-mailed to the media, self-styled commander-in-chief of the ULFA-I, Paresh Barua , said the 2000 MW Lower Subansiri dam project as well as another 186 hydro-electric projects in Arunachal Pradesh that were being constructed would not serve the interests of people of Assam. The ULFA leader, however, said that since the outfit also wanted development of Assam, it would extend design prepared by the experts’ panel from Assam assuring protection of lives and property of people in downstream areas in Assam. The ULFA put forward following condition for implementation of the dam project that has been stalemated because of mass protests against it : • The NHPC must either shift the site of the mega dam from the present location where the base rock is sedimentary in nature and would not be withstand the pressure of such a huge dam or convert it to a smaller project with lower generation capacity.• Only 25 MW of free power will be provided to Assam from the 2000 MW project which is not acceptable as the rest 1975 MW would be exported outside to rest f the country. Godse was influenced by RSS’ hate ideology,” Gogoi said.“It is a clear indication that they want polarisation for political gains. But I do not think they will succed. There is a difference between Hinduism and Hindutva. I am also a Hindu, but that does not mean I will hate Muslims. Instead of delivering good governance, they are diverting attention to cover their failure,” he added.Accusing the NDA regime of discriminating against Assam, Gogoi said MNREGA funds for the State have been halved this year and the Centre has delayed implementation of the Food Security Act in Assam citing lack of computerisation of data. “They are stating that NEIIPP has only been halted. They are using words intelligently. Who will suffer? Employment generation in the State will suffer,” Gogoi said. He added that Union Finance Minister Arun Jaitley had informed him during the recently held Chief Ministers’ Conference in New Delhi that the Centre would withdraw its notification regarding NEIIPP. “But yesterday they again said in Parliament that it has been suspended,” Gogoi said. The Chief Minister said that Assam will receive Rs 3,000 crore less every year due to scrapping of the Planning Commission.Asked about Centre’s allegations regarding non-utilisation of Central funds, Gogoi said, “If we had not given utilisation certificate since 2011, then why were allocations made in 2012, 2013 and 2014. Now they have suddenly stopped.” Regarding the Goods and Services Tax, Gogoi said Assam and some other States want petroleum to be kept out of its purview. “Otherwise, we will lose Rs 1,000 crore annually.” Asked about the new expert committee formed by the Centre on the Lower Subansiri Project, Gogoi said, “I know what the expert committee will say after its deliberations. It will say that work on the dam should go ahead. Even a non-expert like me can predict it.” He also castigated the BJP for changing its stance with regard to big dams after coming to power at the Centre. ‘Jihadis not getting support of local people’ Guwahati , Dec 14 :Assam Chief Minister Tarun Gogoi on Saturday admitted that jihadi elements had been trying very hard to expand their network in the state but claimed that local Muslim population has not responded well to their overture. He termed the arrest of one of the key accused in Burdwan blast case, Sahanur Alam alias Doctor by Assam police was a major boost to the anti-jihadi tirade launched by the police in the state. He said, ‘‘Sahanur was the top Jihadi leader operating in the state and had had links to jihadi network outside the country.” Gogoi on Saturday raised alarm that many Bangladeshi nationals had over stayed not only in Assam but other parts of India too even after expiry of their visa period taking advantage of the ‘ flawed’ tracking system in vogue. He pointed out that such a situation worked towards the advantage of anti-India elements who were out to create disturbances in the country. Gogoi said when pace of development is ham- pered elements like Jihadis and other such anti-national forces take advantage of it to foment trouble by influencing vulnerable and deprived populace. Gogoi criticize the BJPled NDA government in the Centre for not keeping poll promises made to the people of Assam and said that it had exposed the BJP’s inherent indifferent attitude towards the welfare of the people of Assam. “The BJP and Narendra Modi made tall promises to people of Assam before the last Lok Sabha election and now it has become apparent that the BJP and its leader have forgotten all the promises for development and wellbeing of the people of Assam,” Gogoi said. “While ‘acche din’ (good days) promised by the BJP have remained a distant dream, I am sensing kharap din (bad days) ahead for the people of Assam pointing out that while there had not been any new scheme for development of the state, the Centre had resorted to pruning benefits of even some of the existing Sanbor against dual post protest Shillong , Dec 14 : Close on the heels of the Meghalaya High Court asking the state government to file an affidavit on the dual post issue involving elected representatives, Deputy Speaker of the State Assembly, Sanbor Shullai on Saturday said that there is no bar on a sitting MLA from taking part in the district council elections. Speaking to media persons on the sidelines of a felicitation programme organized to mark the silver jubilee year of Shullai as an MDC, the MLA from South Shillong constituency said that the disqualification Act was amended on four occasions, but no bar was inserted in the Act on these four occasions. Meghalaya, which has a unicameral legislature, has three autonomous district councils – Khasi Hills Autonomous District Council (KHADC), Jaintia Hills Autonomous District Council (JHADC) and Garo Hills Autonomous District Council (GHADC) created under the Sixth Schedule. The members holding dual posts had successfully contested the Assembly and district council elections conducted in 2013 and 2014 respectively. It may be mentioned that CSWO president Agnes Kharshiing had filed a PIL in the court seeking disqualification of as many as eight legislators cum MDCs in Khasi and Jaintia Hills including Stephanson Mukhim, HDR Lyngdoh, Ardent Miller Basaiawmoit, Metbah L y n g d o h , Pyngshngainlang Syiem, Phlastingwell Pangniang, Sanbor Shullai and Brolding Nongsiej. The State Governor’s Secretariat earlier sought the views of Union Ministry of Home Affairs on the demand for disqualification of MLAs who are holding the post of MDCs. Shullai, who is a member of the KHADC, said that he would call it quits from politics if people want him to do so.“If people suggest me not to contest elections I will keep myself away from electoral politics,” he said. schemes,” Gogoi said. The chief minister regretted that the Centre has decided to reduce the annual Plan allocation to Assam by Rs 3000 crore and said that it would put the state on a difficult course.“The BJP government has reduced the annual MNREGA allocation to Assam to only Rs 1100 crore only which will lead to generation of less number of employment avenues to the poor people of the state. Similarly, implementation Food Security Act in the state has been put off by the Centre on the pretext of computerization of all details that will take some time. The halting of registration of new industrial units under the NEIIP would hit the industrialisation process hard in the state. The Centre has not agreed to provide Assam with crude oil royalty as the revised rate as has been given to Gujarat since January this year making the state to lose huge revenue,” Gogoi said Tender Notice No.DY.CE/CON/MLG/2014 / D e c e m b e r / 0 1 dtd.05.12.2014 Tender Notice No. CEE/CON/MLG/24/2014 Dtd. 09.12.2014 Open Tenders in sealed cover are invited for the following work from the Tenderers having Electrical Contractor licence. 1.
