1. THE OUE ARTLING
COMPETITION 2014
ARCHIPAVILION
DESIGN
To design and create an iconic pop-up pavilion space/structure to house a curated
collection of Contemporary Art from Asia/South East Asia, initiating a new wave of
innovative architecture and defining the future of the built environment in Singapore
and beyond.
The participants1 shall take into consideration:
•
the advances in technology,
•
the exploration of sustainable and modular systems, and
•
the establishment of new urban and architectural methods to solve problems
of the contemporary city.
The salon-style hang and display of the artworks is a key feature of the pavilion and
this must be factored into the spatial planning.
1.1 Main Objectives

To enhance the overall visibility of Singapore as a Cultural and Arts Hub.
•
To establish an annual signature event on the global Art calender showcasing
Asian Art and Design as the main theme to support both Asian and local
galleries and artists.

2. PAVILION REQUIREMENT
The pavilion shall:
I.
house a main exhibition hall, a private VIP dining room for 30 people, a
small café, a champagne bar, a book corner and auction room for a
standing audience.
II.
be modular and transportable, so that it can be deconstructed and erected
as separate entities at other locations if required with minimum material
wastage. Alternate designs generated from this modular nature are also
encouraged; the entry must display this flexibility. However, the award of
the pavilion is based on its first iteration.
III.
be capable of touring different locations for at least one year. Therefore,
detailed descriptions of materials used are also a requirement.
IV.
sit atop and not rest on the grass surface area of the site of construction.

V.
take into account lighting and hanging systems for the display of the
artworks.
VI.
be cost effective; please include an estimate on the material costs and
amount of material required for construction. Much of the construction
feasibility will be dependent on the material choice.
VII. be guided by principles of Sustainability in accordance with the Singapore
Institute of Architects’ Attributes of a Sustainable Built Environment3.
VIII. comply with all prevailing Authorities Codes, including but not limited to
URA, BCA, NParks, LTA and NEA Codes of Practice.

Professional Engineers (Civil & Structural, Mechanical & Electrical).
X.
not exceed a Final Total Construction cost of $350,000.00.

3. SUBMISSION REQUIREMENTS
This is a digital competition and no hardcopies are necessary. Entrants must
submit their proposal no later than 23 December 2014 (23:59 hours Singapore
Time) to the following email:

Successful Submissions will receive an acknowledgement; however, the Organiser
is not liable for any Internet or web disruptions that may affect the timeliness of
submissions.
The project submission must contain the following files:
I.
Two board-images with the project information including plans, sections,
and perspectives. Participants are encouraged to submit all the
information they consider necessary to explain their proposal. These boardimages should be 24"(h) X 48"(w) in HORIZONTAL format. The resolution
of the board-images must be 150 dpi, RGB mode and saved as JPG files.
The upper right corner of each board-image must contain the participation
number (i.e. an identification number that is decided by the entrant).
There should not be any marks or any other form of identification. The files
must be named after the registration number followed by the board number.
For example: 0101-1.jpg and 0101-2.jpg.
II.
A DOC file containing the project statement (600 words max). This file
must be named after the registration number followed by the word
“statement”. For example: 0101-statement.doc.
III.
A DOC file containing the entrants’ personal information, including name,
profession, address, and email. This file must be named after the
registration number followed by the word “info”. For example: 0101-info.doc.
IV.
All the files must be placed in a ZIP folder named after your registration
number. For example: 0101.zip

4. COMPETITION CRITERIA
I.
Entries will be accepted from Architectural Practices (with at least one
partner/ director who is a member of Singapore Institute of Architects)
incorporated in Singapore and founded in or after 2004. (Please include a
copy of a signed certification from the Board of Architects and/or ACRA that
practice was founded after 2004).
II.
Entrants can be single entities or feature partnerships with established
mentoring firms; provided the submission and design lead is from a
Practice that meets the terms as set out in (I).
III.
All entrants must either be members of the Singapore Institute of Architects,
OR if in partnership as described in (II); must have one entity in the
partnership team who is a member of the Singapore Institute of Architects.
IV.
Entrants may collaborate with Artists, provided that the name of the Artist is
declared in the submission form, and that conditions I to III above are met.
V.
Entrants must agree to include a signed image release form, which can be
downloaded here4.
VI.
(a) Top three winners must be prepared to submit a framed drawing5 and
construct a model both of exhibition standard (including a display plinth6),
and at own costs that will go on display at the National Design Centre.
(b) The five ‘Honourable Mentions’ must be prepared to submit a framed
drawing at own costs that will go on display at the National Design Centre.
VII. All designs must be original concepts and never submitted to competitions
previously.
VIII. The winning architecture team will agree to undertake the role as Lead
Consultants for the schematic design, design development and
construction of the pavilion; together with the designated construction
company. The OUE First Prize fee shall be the Architect’s Fee for this
project.
IX.
Winners must agree to give a talk, either singularly or in a panel, on the
process of designing the winning entry at a venue of The Artling’s choosing.

5. THE JURY
I.
Mr. David Adjaye, OBE - Lead Advisory Judge
Founder and Principal Architect, Adjaye Associates
David Adjaye OBE was born in Tanzania to Ghanaian parents and his influences range from
contemporary art, music and science to African art forms and the civic life of cities. He founded
Adjaye Associates in 2000 and immediately won several prestigious commissions. In Oslo he
designed the Nobel Peace Centre in the shell of a disused railway station (completed in 2005). In
London his design for the Whitechapel Idea Store pioneered a new approach to the provision of
information services (2005). Later projects in London included the Stephen Lawrence Centre, with
teaching and community spaces (2007), Rivington Place, an exhibition venue and resource centre
(2007), and the Bernie Grant Centre for the performing arts (2007).
Adjaye Associates now has offices in London, Berlin, New York, Accra and Shanghai and is working
throughout the world. In the United States, Adjaye is the designer of a new home for the Museum of
Contemporary Art in Denver (2007), two public libraries in Washington DC (2012), the Sugar Hill low
income housing development in Harlem (2014) and the redesigned Ethelbert Cooper Gallery of
African & African American Art at Harvard’s Hutchins Center (2014). Adjaye Associates’ largest
completed project to date is the £160 million Moscow School of Management Skolkovo (2010).
Current projects include the $360 million Smithsonian National Museum of African American History
and Culture on the National Mall in Washington DC, the Alara concept store in Lagos, the Aishti
Foundation arts and retail centre in Beirut and a new headquarters building for the International
Finance Corporation in Dakar.

Mr. Theodore EC Chan - Singapore Jury Chair
President, Singapore Institute of Architects
In the earlier part of his 25-year career, Theodore worked for IVS Richard Yim Architects (Singapore),
Tangguanbee Architects (Singapore) and SAA Partnership Architects (Singapore) Some of the more
significant projects that he was directly involved in include The Picture House (Cinema Complex),
Bungalow Houses at Mountbatten Road (Honourable Mention Award from the Singapore Institute of
Architects in 1992), World Trade Centre Harbour Pavilion (SIA Micro Design Award), Hotel
Rendezvous (URA Conservation Award) and Jalan Besar Stadium (Structural Steel Society Design
Award).
In 2000, he joined CIAP Architects as Partner/Architect, the firm responsible for Choa Chu Kang
Christian Columbarium (SIA Design Awards), Bishan Mosque (SIA Design Awards), Mt Elizabeth
Novena Hospital, Wilby Central 15 Queen Street, Marina Bay Fire Station, NUH Medical Centre,
Community Hospital (Yishun) and Community Hospital (Outram).
III.
Ms. Savita Apte
Art Historian
Savita Apte is an Art Historian specialising in Modern and Contemporary South Asian Art and has
been actively involved in South Asian art since 1989. She holds a postgraduate diploma in Asian Art

and a Masters in Post War and Contemporary Art. In 1995 she joined Sotheby’s as their consultant
expert for Modern and Contemporary South Asian Art, for their auctions in London and New York and
was instrumental in setting up the Sotheby’s Prize for contemporary Indian art.
She is Chair of the Abraaj Group Art Prize and Platform Projects Singapore where she is also a
director. In addition, Savita is a director of Art Dubai and Asal Partners and is on the advisory board of
Sovereign Art Foundation. Savita regularly lectures on South Asian art history and the market at
Sotheby’s Institute London and Singapore, SOAS and Oxford University OUDCE and has two
forthcoming publications on the subject.
IV.
Ms. Talenia Phua Gajardo
Founder & Managing Director, The Artling
Talenia is a Loke Cheng-Kim Foundation scholar and received her BA (Hons) Architecture from
Central Saint Martin’s in London. Upon graduation, she practiced architecture at Zaha Hadid
Architects. Some notable projects she collaborated on for the firm include the master-planning of the
King Abdullah Oil and Petroleum Research Centre in Riyadh, Saudi Arabia as well as working on the
design development for the commission of a US$100 MM private residence in Moscow.
In her role as an architect, Talenia worked on numerous interior design and architectural projects
where sourcing for artwork featured in the scope of work. Realising there was a gap in the online art
market focusing on the region; she decided to create an equivalent Asian-centric platform to facilitate
the exposure of these artworks. Hence The Artling was born.
V.
Mr. Chris Lee
Founder and Creative Director, Asylum
Chris Lee is the founder and Creative Director of Asylum, one of the most respected creative
companies in Asia.
Since its inception in 1999, the creative company has focused on cross-disciplinary projects that
include interactive design, product development, environmental & interior design, packaging, apparel
design, branding and graphic design. Featured in numerous magazines from around the world,
Asylum is defined as an unconventional maverick in the creative world.
Asylum’s work in the creative industry is recognized with more than 100 international awards. Chris is
the recipient for the Designer of the year (2009) and Design of the year (2010) in Singapore’s
President Design Award. He has served as a juror for many of the top international creative awards
such as D&AD, Red Dot, The One Show and Tokyo Type Directors Club.
Chris is also a founding member and ex-President of The Design Society, a non-profit organization
that aims to promote visual culture through exhibitions, workshops and education.
VI.
Ms. Irene Meta
Senior Vice President, Projects, OUE Ltd.
Irene Meta is Senior Vice President, Development and Projects, at OUE Limited, a diversified real
estate owner, developer and operator with a real estate portfolio located in prime locations in Asia and
the U.S.

She leads a team responsible for managing OUE’s projects from the planning and design phase
through the construction phase. Her team is currently managing the transformation of OUE Downtown
at 6 Shenton Way from an office into a vibrant office, serviced apartment and retail development. Her
team is also responsible for the hotel extension at Changi Airport, the first private sector development
using the Prefabricated Pre-finished Volumetric Construction method.
Irene graduated from the National University of Singapore with a BSc (Building) Hons degree. She
has more than 30 years of experience in the construction and property industry initially as a
consultant quantity surveyor and subsequently in project management for the past 21 years. Irene’s
role in managing the project delivery from concept to completion requires her to have an appreciation
of design from an aesthetic as well as from workability perspective.
VII.
Ms. Jane Owen
Editor, FT House & Home
Jane Owen was appointed editor of FT House & Home in June 2010 shortly after winning a gold
medal at the Chelsea Flower Show for her rainforest garden.
Over the years Jane has written several books, presented prime time TV including BBC2’s Gardens
Through Time and Time Team’s live broadcast from Buckingham Palace. She has also given talks at
venues from The British Library to the Eden Project on subjects ranging from erotic gardens to
composting.
She has previously edited The Times’ Weekend section for ten years and launched the Daily Express’
first colour magazine. She wrote her first piece for the FT in 1984.
Jane is also on the board of Women of the Year and co-founded the Oxfordshire Gardens Trust.
VIII.
Dr. Wong Yunn Chii
Head, Department of Architecture, NUS
Dr Wong Yunn Chii is the Head of the Department of Architecture at the National University of
Singapore since 2006.
A graduate of MIT-Cambridge, Massachusetts, he is a scholar of the works and writing of Richard
Buckminster Fuller. He teaches architectural design and lectures on architectural history/theory. His
on-going researches and writings deal primarily with the contemporary architecture of Singapore,
history of modern architecture and contemporary practices. He curated Singapore’s inaugural
architectural exhibition at the Venice Biennale [2004], mounted three other national exhibitions on
Singapore architecture and architects: Singapore 1:1 (City) [2005], Singapore 1:1 (Island)[2007], and
20 Under 45 [2010]. He served as an editor of the Journal of Southeast Asian Architecture and the SA
(Singapore Architect), and on the juries of URA Architectural Heritage Awards, and the PAM and SIA
Annual Design Awards.

Note:
Competition Disqualification: Submissions which do not meet or comply with the
submission guidelines or found to contain identifying sign or mark that may, in any
way, contribute to identifying entrant shall be disqualified and the Organiser shall be
under no obligation to notify the Entrant or Participant of the disqualified entry or
submission. All Submissions after the closing date for a particular competition will be
automatically disqualified.

7. QUERIES
Any query on the competition can be sent to [email protected] by 23
November 2014, i.e. one calendar month before the submission deadline. The last
set of replies will be issued to all participants by 7 December 2014, i.e. two weeks
before the submission deadline.

8. COMPETITION TERMS & CONDITIONS
Entrants agree to be bound by the following Competition Terms and Conditions.
8.1 General Terms and Conditions
I.
This is an anonymous competition and the registration number is the only
means of identification.
II.
The official language of the competition is English.
III.
Contacting any members of the Judging Panel is prohibited.
IV.
The Judges’ decisions are final.
V.
Any personal information submitted by entrants or participants will only be
used where necessary, disclosed to third parties for the purposes of
running the competition.
VI.
By participating in this Competition, you agree that Organiser can collect
your personal information, and that if Organiser cannot collect the required
data, you may not be eligible to participate in the Competition. Any
personal information collected during the course of the Competition by
Organiser will only be used for administering this Competition and for other
purposes as outlined in the Official Rules.
VII.
The Organiser reserves the right to modify the competition schedule if
deemed necessary.
VIII. The Organiser reserves the right to amend the Official Rules at any time
without notice, if deemed necessary in its opinion.
IX.
Participation assumes acceptance of the Official Rules and Terms and
Conditions.
X.
The Organiser reserves the right, in its sole discretion, to disqualify any
entrant found to be:
a. Tampering or attempting to tamper with the entry process or the
operation of the Competition.

b. Violating the Terms and Conditions of use or any of the Official or
guidelines of any Organiser or property or service;
c. Acting in an unsportsmanlike or disruptive manner, or with the intent to
annoy, abuse, threaten or harass any other person. Any false
information provided within the context of the Competition by any
entrant concerning identity, postal address, or ownership of rights in
the Submission, and/or non- compliance with general competition rules
may result in the immediate elimination of the entrant from the
Competition.
d. Organiser further reserves the right to disqualify any entry that it
believes, in its sole discretion, infringes or violates the rights of any
third party or otherwise does not comply with the Official Rules.
XI.
The Organiser’s associations with any of the competition judges do not
imply any legal association, affiliation, contract or partnership in any way
shape or form.
8.2 Competition Cancellation
XII. The Organiser reserves the right to cancel, without penalty, the competition
with less than 25 entries; or if circumstances arise outside of its control.
8.3 Liability
XIII. Entrant agrees to release, indemnify, defend any Party from any liability,
any claim for damages, and/or law suit for or by reason of the mentioned
Submission as a result of any submission, revision, alteration or similar
thereof.
XIV. The Entrants also acknowledges and agrees and therefore covenants not
to sue or make any claim against any Party related to an Entrant's
Submission or any individual participation or involvement in the competition
in any way whatsoever, or any use thereof, and therefore:

Under no circumstances shall or can the Entrant be entitled to any award
for any loss or any damages, which include attorneys' fees.

a. Any dispute, claim and legal action arising from or connected with this
Competition, or any prizes awarded or potentially awarded therein,
shall be resolved without resort to any form of legal action or class
action.
b. Should an Entrant choose to bring a claim against the Organiser or it's
agents the Entrant shall pay the Organiser or any Party's reasonable
attorneys' fees and its legal costs arising from the claim should it fail.
c. Nothing herein will constitute a waiver of the entrants or participant
legal rights or any rights any Party may have to take against the
entrant or participant.
d. The Organiser shall not be liable for any law suit or claim against any
of its judges or selector panel emanating from their professional
conduct or otherwise.

In the event that a selected winning entry cannot accept, receive or ineligible for the
prize for any reason, the prize shall be awarded to the next highest rated entry from

Documentary evidence of identity and the architect's or team leader's right to
practice the profession may be required before any awards payment is made to a
recipient.

11. THE ARTLING PAVILION EVENT 2015
The winning design will be erected on The Lawn or The Promontory for 2 to 3 weeks
in September 2015 around the Singapore Grand Prix Period, subject to the Artling
securing the full sponsorship for the cost of construction.
The winning SG50 pavilion design will form the key attraction of the Artling Pavilion
Event 2015. The structure will be constructed in the Marina Bay Area to be the
showpiece of the first pop-up pavilion event of its kind in the world to focus on
Contemporary Asian & South East Asian art combined with Architecture and Design.
The pavilion will house a major exhibition that will bring together emerging Asian
artists in a unique and innovative space thus enhancing Singapore’s position as a
key arts hub for South East Asia.
Set up during the Formula 1 Grand Prix 2015, the Artling Pavilion Event will become
a highly visible platform for the SG50 calendar of celebrations. Augmented by an
exhibition showing artworks from galleries in region (including a good representation
from Gillman Barracks), the Event will become a focal point for the world's attention
on a bold architectural statement that will be an indelible part of the Singaporean
identity for the future.

DECLARATION
Ownership of Designs and Submission Materials
SIA shall have the right to publish, display, reproduce or otherwise publicize or communicate all
submissions, including all drawings etc., submitted by the competitors/participants at any stage of the
Design Competition. Such right shall be exercisable by SIA without any payment, charge or fee
whatsoever to any person.
All the intellectual property rights to the designs, drawings and all other items submitted relating to the
winning scheme for the said project shall vest in and belong to the author upon the announcement of
the winning scheme. Competitors consent to grant SIA the rights to use all other submissions for
exhibition, publication and publicity purposes.
SIA shall have the rights to use, adopt and modify the design scheme of the winner to suit end users’
requirements as may be the case.
The competitors/participants or firms that submit entries shall indemnify SIA against any action. These
include, and are not limited to, claims, damages, charges and costs arising from or incurred by reason
of any infringement or alleged infringement of the use of patents, design, copyright or other statutory
or common law rights comprised in the designs, models, drawings, and all other items submitted by
them; and any prize awarded shall be cancelled and shall be refunded to SIA.
SIA reserves the right to retain all submissions for the Competition for display after the winning ideas
have been announced. SIA will inform all participants in writing to collect those submissions no longer
required by SIA within a specified time, after which they would be disposed of.
