Governor Training and Development
Programme 2014/2015
Introduction
As we begin the new academic year I would like to take this opportunity to introduce the governor
training programme for 2014/15. Since my appointment to the position of Chief Education Officer
in January I have been able to meet a number of governors and have visited several of the
Authority’s schools. I would like to take this opportunity to thank you all for the time and
commitment you offer to Swansea schools in the important role you undertake.
Reflecting the importance of the work of governing bodies, training for newly appointed governors,
chairs and clerk to governors along with training on school performance data for all governors
became mandatory in September 2013. The training programme this year will continue to focus on
the mandatory training and I am delighted that due to careful monitoring by the School and
Governor Unit and the commitment of Swansea governors we are on target in ensuring that all
governors and governing bodies are meeting the requirements of mandatory training. In order to
continue in this positive manner the training programme this year has been designed to offer
courses in a range of locations, at different times of the year and at different times of the day to try
and meet the needs of all governors wherever possible. The Local Authority are also linking
closely with colleagues in the ERW consortia. ERW represents education services for
Carmarthen, Ceredigion, Neath Port Talbot, Pembrokeshire, Powys and Swansea and governors
from all six of these local authorities can access courses offered by any of the governor support
services in the region free of charge. Details of Neath Port Talbot courses are included in this
booklet and you will be updated with details of the other authorities’ courses via your Clerk to
Governors in the near future.
As always the training programme comprises other topics considered important to every
governing body such as managing complaints, child protection, health and safety and human
resources. Governing bodies are encouraged to undertake a skills audit and self review on an
annual basis in order to establish which courses may be relevant to which governors as well as
identifying the valuable skills and experiences each individual governor brings to the governing
body. A sample skills matrix is included in this pack and if you would like further information or
guidance on governing body self review you can contact the School and Governor Unit on 01792
636550.
The School and Governor Unit will also be continuing to roll out the Governors Wales Bronze
Award during this academic year. Currently 5 schools have achieved the award, a further 10
schools have submitted portfolios and an additional 13 schools have registered with Governors
Wales and will be working towards achieving the award this year. The Bronze Award provides an
excellent opportunity for governing bodies to review and assess their processes and I would
encourage any governing body who is interested in pursuing the award to contact the School and
Governor Unit for more information. Many of the courses in this booklet will support governing
bodies undertaking the award.
I hope that this training programme meets your needs, if you have any comments or suggestions
in relation to this booklet or the training sessions in general you can forward them to the School

General Information

An application form accompanies the programme. Please complete and return to the School
and Governor Unit detailing any courses you wish to attend. If during the year you wish to
attend other sessions please write to the School and Governor Unit giving the details, or ring
 636552 / 636848, or e-mail [email protected]

Your training application will be acknowledged. You will also receive written confirmation of
the course a week or so before the session.

If you wish to contribute to training sessions through the medium of Welsh please indicate this
on your form so that a translator can attend. The translator will be present throughout the
course to translate into English everything that governors wish to say in Welsh. If you request
translation facilities, it is very important to inform the School and Governor Unit if, for any
reason you are then unable to attend as the facility may have been arranged just for you. If
we know in advance, the translator can be told there is no need to attend.

A hearing loop can be made available for training courses taking place in the Civic Centre if
required.

If you are unable to attend a course you applied for please let the School and Governor
Unit know by ringing  636552 / 636848. If the number of governors who actually turn up is
lower than anticipated it can make discussion and group work difficult.

Courses may have to be cancelled if the number of applications is very low. You will be
notified of this.

Remember that training can be provided for an individual governing body or for a group of
governing bodies and that Governing Body Self Review is recommended to all governing
bodies.

All newly appointed governors are automatically assigned to an induction training session. If
the date you are given is not convenient please contact the School and Governor Unit on
 636552 / 636848 to book a place on a course on a convenient date.

All schools have a statutory duty to have a complaints
procedure which must be published and available to
parents, pupils, staff and governors. Guidance was
updated by Welsh Government in October 2012 therefore
it is important that governors are aware of current
procedures and advice.

Appointed Governors training within one year if:
 they have been appointed / elected after
September 2013; or
 they have been in post for less than two years, and
have not completed Local Authority Newly
Appointed Governors training; or
 they have a break in service of five years or more.
Governors will be exempt from attending mandatory
Newly Appointed Governors training if:
 they have been in post for two years or more; or
 they have already attended Local Authority Newly
Appointed Governors training in the last two years

This session will look at the approach which is being
rolled-out across schools and organisations working with
children & young people in Swansea.
The aim of
restorative practices is to develop community and to
manage conflict and tensions by repairing harm and
building relationships.
For 2013/14 academic year Restorative Practice training
for governors will take place in secondary schools with
their partner primary schools also being invited to attend.
Dates of the training sessions for all other
comprehensive schools and their partner primaries are
to be confirmed. Governors will be advised as soon as
the details have been finalised

N.B. Regulations for mandatory governor training came
into force in September 2013 .
 All new governors appointed / elected after
September 2013 will be required to complete
mandatory data training within one year.
 Existing governors who have not completed Local
Authority data training will be required to attend data
training within one year of re-appointment / reelection.
 Governors will be exempt from the requirement to
undertake mandatory data training if they have
completed Local Authority data training within one
year of the regulations coming into force.
 Governors who have a break of service of five years
or more will be required to attend data training again.
