Farewell To System Senior Vice President & Chief
Operating Officer Wayne M. Osten, MPA
After a decade as Senior Vice President and Chief
Operating Officer of NewYork-Presbyterian
Healthcare System, Wayne Osten, has announced
that he will be retiring at the end of this year.
Wayne has provided outstanding leadership during
his tenure, and we are extremely grateful for his
dedication and tireless commitment to our System
members, and the communities we serve.
Wayne has played a critical role in the System’s
continued evolution and success, and has led the
System with the utmost professionalism, integrity,
and skill. His extensive knowledge of health care
policy, operations, and regulatory planning, has
guided our System strategy to expand access to the
highest quality and most compassionate patient
care. He has been pivotal to building important
clinical partnerships with providers throughout the
region, and keeping the Hospital and many of our
System members at the forefront of medicine
through multiple State approvals for new clinical
services, facilities, and state-of-the-art technologies.
His notable
accomplishments
include facilitating
extension of the
NY State Stroke
Center designation
to various System
hospitals,
spearheading the
System’s efforts to
promote quality
through our annual
System Quality
Symposiums, and providing strategic leadership
and oversight in establishing and operationalizing
both NYP/Lower Manhattan and NYP/Lawrence.
We are extremely grateful to Wayne for his
leadership, dedication, and friendship, and we will
certainly miss him. Please join us in wishing him
well and thanking him for his significant
contributions to NewYork-Presbyterian.

We are pleased to announce the appointment of
Karen Westervelt to the position of Senior Vice
President President and Chief Operating Officer
for the NewYork-Presbyterian Healthcare System.
In this role, Karen will oversee the System’s
network of hospitals, physician practices, and
ambulatory sites in the surrounding boroughs and
counties. She will also work with NYP’s Board of
Trustees and senior leadership to develop and
implement key strategic initiatives for the System.
She succeeds Wayne Osten, who is retiring.
Throughout her longstanding career, Karen has
successfully led numerous public and private health
care initiatives. As Deputy Commissioner of the
Office of Primary Care and Health Systems
Management in the New York State Department
of Health (DOH), she oversaw the regulation of
New York State’s health care system and
implementation of federal and state health care
system reform. She was also responsible for
developing health care policy and standards,
planning of new health care facilities, and health
implementation services research. Most recently,
Karen served as President and CEO of the William
F. Ryan Community Health Network with a
specific focus on underserved patient populations.
Previous to that,
Karen served as
Executive Director
of the Ryan/
Chelsea-Clinton
Community Health
Center.

Over 200 representatives from across the System attended the conference. The Myrna L. Daniels
Auditorium at NYP/Columbia was completely filled and two overflow rooms at the Milstein Heart
Center were set up to accommodate all of the participants.

Hudson Valley Medical Center’s John C.
Federspiel (President & CEO) shared his
organization’s journey to the highest patient
satisfaction scores in Westchester County.
Participants enjoyed an interactive culture
presentation (immediate audience feedback
via polling devices) led by Carol Santalucia
(VP, CHAMPS Patient Experience).
Laura L. Forese, MD, MPH (right, System
President) welcomed attendees and provided
opening remarks on the importance of
continually improving the patient experience.
Attendees were able to enjoy a networking break in the Milstein Heart Center’s Riverview Terrace prior
to the start of the conference (as well as during the mid-morning). Please read more about the Patient

Patient Experience Conference Examines
Culture & Inspires New System Council
On September 17th, the System & NewYork-Presbyterian Hospital
hosted its 5th Annual Patient Experience Conference, “Culture and
Engagement: Keys to Improving the Patient Experience” at
NYP/Columbia. Over 215 leaders from across the Hospital and
System attended this informative educational program.
The keynote address was delivered by Dr. Thomas Lee (CMO, Press
Ganey), who spoke about key strategic themes for the era of Health
Care Reform. Dr. Lee reviewed strategies healthcare organizations
can use to transition into high-value delivery systems. He also
outlined the impact of patient suffering, peace of mind, coordination
of care, and transparency on the patient experience.
Lastly, Carol Santalucia (VP, CHAMPS Patient Experience) led an
interactive presentation that focused on the impact of organizational
culture on achieving an optimal patient experience. Carol spoke of
the patient experience as not an initiative to accomplish but rather
how it is truly the organization’s culture come to life. The
presentation also demonstrated that culture evolves and can be
sustained through exceptional leaders and engaged employees.
Stemming from the successful Patient Experience Conferences over
the past several years, the System is pleased to announce a newly
formed System Patient Experience Council. The Council will
bring together System representatives tasked with improving the
patient experience. Jaclyn Mucaria, MPA (SVP, Ambulatory Care &
Patient Centered Services, NYP) will chair the new group with
support from Marcia Brinson, System Director of Clinical Affairs &
Quality Alliances. The Council’s first meeting will be held on
Monday, December 8th from 8 to 10 AM at NYP/Columbia.

Emergency Management Council Discusses
Ebola Preparedness Strategies
The System Emergency Management Council met on October 28th to
discuss the evolving Ebola situation. Council members discussed the
New York State Department of Health Commissioner’s
Requirements for EVD Preparedness (issued on October 16th) and
System partner strategies for compliance. Topics included updated
PPE requirements, personnel training, patient screening drills,
signage, and designation of appropriate isolation rooms. The New
York State plan of appointing eight hospitals for Ebola patient
treatment (including NYP/Allen) was reviewed. Valley Hospital was
also able to share New Jersey State Ebola planning with the group.
The System will continue to monitor as Ebola information rapidly
