DUTIES AND RESPONSIBILITIES
Within delegated authority and depending on location, the Public Information Assistant is responsible for the
following duties:

Provides specialized assistance in the production and delivery of information communications products and
services.
 Researches a broad scope of information sources, printed and electronic; compile and present information
for use in the preparation and production of communications products including press releases, articles for
the Weekly newsletter and the UNECE website
 Assists theInformationUnitandtheotherunitsintheOfficeoftheExecutiveSecretaryintheupload
andmaintenanceofwebcontentgeneratedundertheirresponsibility(aboutUNECE,Pressreleases,
speeches,news,Gender,Post‐2015,etc.).

Serves as an information focal point on UNECE activities open to accredited press and coordinates media
coverage of important events; compiles, produces and distributes to journalists basic information on the
wide spectrum of UNECE activities open to the press; briefs relevant parties on policies and procedures
governing media coverage of the UN, clearance/accreditation requirements, etc.; liaises with news and
publications agencies, public relations firms, UN photographers, etc. to provide advance notice of, and
information on, upcoming meetings, briefings and special events and to ascertain coverage requirements;
coordinates logistic and technical arrangements/requests and organizes and allocates space for visiting news,








photo, TV and film personnel; Organizes and executes special events, coordinating with diverse partners
and the media to highlight and publicize key events.
Performs junior photo-librarian functions that include provision of public information and library research
services to requesters of photographic materials, and cataloguing/indexing of photographs.
Serves as the online marketing and promotion coordinator by overseeing the day-to-day marketing
activities; undertakes proactive call and directs mail initiatives to build a client base and nurture
relationships; produces a wide range of promotional products; and develops data collection mechanisms to
gather data on the audience and end-users of UNECE audio/visual products.
Assists in the production and editing of video/film projects, radio programmes, social media and website
projects: researches diverse print and electronic information sources for topics and materials for projects;
suggests ideas on content, narration texts, audio excerpts, design elements, etc.; selects and catalogues
sound/ visual materials and evaluates quality for inclusion in productions, and obtains requisite clearances
and copyrights; prepares detailed “shot lists” of video and film material; transcribes audio materials
available only on audio format, etc.
Assists in the electronic dissemination of programmes; prepares, maintains and updates web page, to
include drafting and editing content; uploads/downs load audio files and maintains file structure.
Identifies and prepares new material for inclusion in appropriate web pages by: researching various
information sources for relevant material and cross-checking information with author offices as required;
identifying, retrieving and downloading pertinent documentation and other information in requisite
programming languages for Web format or inserting into database after determining appropriate
categorization; editing documents to conform to UN format, structure and style and preparing new pages,
incorporating graphics as needed, using appropriate authoring tools and necessary programming languages;
preparing and updating index of documents; posting documents on the UNECE website and/or development
servers and ensuring the appropriate directory location; checking and testing for multiple browser support,
etc.
Manages updates and further develops internal databases; update website; generates a variety of standard
and non-standard statistical and other reports from various databases.
Provides guidance and training to junior staff.
Performs other duties as assigned.
Work implies frequent interaction with the following:
Staff members at all levels in UNECE and UNIS (DPI Geneva), Public Information Officers, producers,
production assistants, engineers and other officials in relevant units within the UN Secretariat and other UN
agencies. Officials/representatives in UN Specialized Agencies, NGOs, academia, civil society, professional
communities and other targeted audiences. Media representatives, assignment editors, bureau chiefs.
Contacts in commercial communications agencies, international broadcasting organizations, etc.
COMPETENCIES





and application systems. Knowledge of relevant programming language(s) and ability to use
programming skills to develop information systems. Knowledge of system development workflow and
document flow processes, ability to conduct research and gather information from a wide variety of
standard and non-standard sources. Ability to respond to changing requirements and assignments, ability

Technological Awareness: Keeps abreast of available technology; understands applicability and limitation

willingness to learn new technology. Good knowledge of Web Content Management Systems, in particular
Typo3, HTML5, CSS3, Knowledge of Javascript, and GQuery an asset.
QUALIFICATIONS
Experience: Seven years of experience in information systems analysis and programming, including web
applications, systems administration and maintenance, software development, technical writing or related area.
Education: High school diploma or equivalent. Must have passed the United Nations Administrative Support
Assessment Test (ASAT) at Headquarters or an equivalent locally-administered test at Offices Away.
Languages: English and French are the working languages of the United Nations Secretariat. For the post
advertised, fluency in oral and written English is required. Knowledge of another official United Nations
language is an advantage.

Who can apply?
All interested individuals (internal or external candidates) regardless of the type of
appointment currently held. Internal candidates must be at the level of the post or one
level below.
SPECIAL NOTES:
1. This Internal Temporary Vacancy Notice is circulated for a post that is funded from the Regular Budget.
The person selected will not be given a career appointment with the UN. The provisions for the selection of
a temporary staff are guided by ST/AI/2010/4*, Section 3;
Selection process for the granting of a temporary appointment
Temporary vacancy announcement
3.1 When a need for service for more than three months but less than one year is anticipated, a temporary
vacancy announcement shall be issued by the programme manager.
3.2 While the decision to issue a temporary vacancy announcement for a temporary appointment of less than
three months is made at the discretion of the programme manager, any extension of three months or more shall
require the issuance of a temporary vacancy announcement.
3.3 The selected candidate should be offered a temporary appointment unless he/ she already holds another type
of appointment, such as a fixed-term or permanent appointment.
3.4 The temporary vacancy announcement shall include a description of the qualifications, skills and
competencies required and reflect the functions of the post, using to the greatest possible extent the database of
generic job profiles maintained by the Office of Human Resources Management. Each temporary vacancy
announcement shall indicate the date of posting and specify a deadline by which all applications must be
received.
3.5 Temporary vacancy announcements shall be posted for a minimum of one week on the Intranet or be
circulated by other means, such as e-mail, in the event that an Intranet is not available at the duty station
concerned. A temporary vacancy announcement may also be advertised externally if deemed necessary and
appropriate.
2. An external candidate selected to temporarily fill a Post will have a maximum initial appointment of no
more than 364 days. Internal ECE staff who chose to apply for this type of Temporary vacancies retains the
right to return to his/her post in his/her original office.
3. To be considered for career appointments, staff members must submit their applications in INSPIRA by
logging onto http://careers.un.org as indicated in the on-line Vacancy Announcement. In the case of P-2
posts, the procedure for regular appointment/promotion to such posts continues to be through competitive
examinations.
4. Selection to Temporary Appointments, regardless of their funding, does not carry any guarantee or
expectation of ultimate selection for a career appointment, which remains subject to the UN appointment
and promotion procedure.
