VACANCIES FOR ENGINEERS SERVING ON FULL TIME RESERVES SERVICE
Vacancies have arisen for ex-serving Marine and Weapons Engineers of all ranks and rates serving at
sea and in RN geographic areas including Base Port Areas, Abbeywood, Corsham and the rest of the
engineering footprint ashore on all levels of FTRS Terms and Conditions of Service (TCOS).
The appointments will range from a minimum of 3 months to a maximum of 4 years. Confirmation of
appointment will depend on successful completion of a RN Medical. Personnel, who do not meet the
eligibility criteria (age/Joint Medical Employment Standard (JMES) may apply; this includes ex-regular
Marine and Weapons Engineers up to and including the age of 60.

A VACANCY FOR AN OF5 OF ANY SPECIALISATION SERVING AS THE NAVAL REGIONAL
COMMANDER NORTHERN ENGLAND IN LIVERPOOL – REF No 1920102
A vacancy has arisen for an OF5 of any specialisation to serve as the Naval Regional Commander
Northern England in Liverpool on FTRS (FC) Terms and Conditions of Service (TCOS). Local Rank may
be granted for representational purposes with pay remaining at the substantive rank level.
FORF/FOSNNI currently administers 4 Naval Regional Headquarters (NRHQ) in Scotland, Bristol,
London and Liverpool; each NRHQ is commanded by a Naval Regional Commander (NRC). On 17 Dec
14, FORF will be disestablished and Commander Regional Forces (CRF) will stand up as the 1* head of
the NRCs, fulfilling the FORF role, reporting to ACNS Pol. The NRCs cover the entire land area of the
United Kingdom and effect regional control and influence. The Regional Headquarters provide a single,
fully empowered focus, to marshal, direct and exploit activities including recruiting via the Recruiting
Field Force, regional engagement via visiting ships and submarines, Reservists, URNU, Cadet Forces
and Youth in general, and the RN’s contribution to the standing Military Assistance to Civil Authorities
(MACA) organisation. NRCs are either retired officers on FTRS or Regulars.
The NRCs act as ambassadors and senior advocates for the Royal Navy in their region and have
command over naval forces in the delivery of Royal Navy In the Public Eye (RNIPE). In delivering their
outputs they have access to cross government regional departments and civil authorities and are in a
special position to assist in the conduct of naval affairs in their region. Each NRC is supported by
maritime reserve, recruiting, marketing, administration, security and corporate communication and media
expertise. They are the public face of the Royal Navy in their Region; a conduit for Regional knowledge
and understanding into the RN and for Key Messages and understanding of the Royal Navy to be
disseminated to Regional influencers in society.
The Naval Region of Northern England encompasses the UK land area from Cheshire and Yorkshire up
to the Scottish border, and includes the Isle of Man. The NRCNE HQ is based in Liverpool, with a small
staff based in a satellite HQ within HMS CALLIOPE in Newcastle. Also within the region are 9 Armed
Forces Careers Offices with RN personnel, and 5 ACLOs. The NRC is responsible for the management
of a total of 50 military personnel and 12 MOD civilians.
Accountable to CRF, the primary purpose of the NRCNE is to exercise operational command (OPCOM)
of naval personnel to deliver, via CRF a UK-wide three-year rolling Regional Campaign Plan, a coordinated and coherent programme of naval regional activities to meet recruiting targets, to promote and
enhance the profile, relevance and reputation of the Royal Navy in Society and to command the
Recruiting Field Force and Joint Support Unit (JSU).The Regional Campaign Plans are derived from the
FOSNNI’s UK-wide plan and includes support to UK Ops. The NRCs are the Maritime Advisers to the
Joint Service Coordination Group (JSCG) providing local liaison, regional knowledge and awareness.

The secondary purpose is to encourage and facilitate close liaison between authorities (including other
single-Service and Joint organisations) to ensure that effective and efficient use is made of naval
resources and assets for RNIPE, recruiting and representational purposes.
The principal tasks are:
Advising CRF and ACNS Pol on regional policy issues, and contributing to policy formulation.
Overseeing the development and execution of the Regional Campaign Plan, managing risk
accordingly.
Managing the efficient functioning of the NRHQ including in-year resources against the Regional
Campaign Plan to deliver results, achieve the desired outcomes and inform key decisions.
Delivering regional recruiting targets as directed by CRF/FOST.
Setting regional priorities, translating aims into clear direction and guidance to forces under
command and contributing stakeholders.
Acting as regional ambassador and advocate for the Royal Navy and establishing and maintaining
good relations with local authorities and communities, academia, industry, youth and retired
servicemen’s organisations, naval charities, the RNLI, Army, RAF, Police, Fire, Coastguard,
Customs and similar bodies.
Representing MOD and other Naval authorities on Regional Boards and Committees.
Identifying the likely effects on the RN of deliberations by the Isle of Man, local Boards, Councils
and Committees, and inform appropriate RN authorities.
In consultation with embassies/consuls, as well as naval and local authorities as appropriate,
advice on policy/protocols and arrangements for visits of RN and foreign warships to ports in the
region
Overseeing the bid for ships’ non-naval UK port visits and RM Bands for major events, liaising with
Navy Command N5 and RMBS as required.
Advising on the programmes and guest lists for the Royal Navy Presentation Team and supporting
presentations.
Attending the JSCG.
Maintaining a liaison with all Royal Naval establishments and units including the RNR and RMR.
Being represented on the RN Media and Communications Group.
Submitting annual reports as required by FOSNNI/FORes to meet agreed timescales.
Pay will be between £83,205.24 and £91,465.92 per annum depending on increment level.

MARINE ENGINEERING SEA RIDING INSTRUCTORS IN FLAG OFFICER SEA TRAINING’S
ORGANISATION IN DEVONPORT – REF No 1085247
Vacancies have arisen for 4 x OR7 of the Marine Engineering specialisation to serve as Marine
Engineering Sea Riding Instructors (MESRIs) in Flag Officer Sea Training’s organisation in Devonport on
FTRS(LC) Terms and Conditions of Service (TCOS).
The Flag Officer Sea Training (FOST) is a Fleet Flag Officer subordinate to the Second Sea Lord. He is
responsible for training all units of the Royal Navy (RN) and Royal Fleet Auxiliary (RFA) to meet the

levels of readiness and the performance standards required by CINCFLEET. FOST also provides
Operational Sea Training (OST) for both NATO and non-NATO nations as required.
MESRIs are tasked with the training of allocated Force Elements to reach Fleet Readiness and
Performance Standards. This embraces all training from Pre-OST (SARC), through Core OST and onto
Continuation Training thereafter.
MESRIs will be employed in a billet in one of the 3/4 person MESRI teams as a functional and
deployable unit under the authority of the Deputy Head of Department (DHOD), and as programmed by
the ME Planner.
Responsible to the ME DHOD (Line authority) under the Functional authority of their Lead MESRI(s) and
Lead MESRO the MESRIs primary purpose is to conduct Marine Engineering Operational Sea Training
in HM Ships, RFA Vessels and Foreign Warships as directed by the ME Planner in accordance with
FOST(S) Captain’s Standing Orders (CSOs), Instructions to Marine Engineering Seariders (IMES) and
extant FOST(S) Temporary Orders and Instructions.
Responsible to their Lead MESRI(s) and Lead MESRO and are ultimately accountable to the ME DHOD
(Line authority) his/her secondary purposes are:
a.
To ensure that training and development of their trainees is undertaken, to meet the training
and development needs of individuals, teams and the FOST organisation.
b.
To provide advice and specialist system knowledge on engineering matters within their
experience to Marine Engineering Sea Riding Officers (MESROs).
c.
To implement FOST ME Training philosophy and methods (iaw IMES, FOST ME Forms,
Temporary Memoranda and other relevant instructions) and propose updates where necessary.
His/her principal tasks are to:
a.
Conduct Material Assessment and Safety Checks or Directed Continuation Material Checks
and assist in the compilation of reports for approval by the Lead MESRO.
b.
Conduct Operational Sea Training of ships’ ME Departments in accordance with the FOST
Syllabus book and FOST Sea Training programme.
c.
Assist with the writing up and assessment of serials utilising the appropriate FOST ME
Debriefing and Assessment Tool (DART) and electronic report form.
d.
When nominated as lead team for a given ride, assist with activities to ensure that all pre,
during and post ride actions are completed at the appropriate time (FOST ME Form 4A/04 refers).
e.
Achieve and maintain ongoing currency with RN procedures and policy.
His/her secondary tasks are to:
a.
Assist their nominated team with the development of scripts and training improvement
initiatives as required, within their sphere of knowledge / experience.
b.
Comply with FOST’s Health and Safety policy and maintain a statutory duty to take all
reasonable care for their own Health and Safety and that of those persons who may be affected by
their work.

Accountable to Captain MCTA through SM CMS SO3, SM SO2 and Cdr WS the purpose of the SM
CSM4 is to provide efficient, effective and objective assessment of the installation and performance of
Command Systems in HM Submarines. The task includes assessment of both new and legacy systems
and any associated shore support and training facilities, and is conducted using the guidance provided in
DBR 9463 and the Acquisition Operating Framework (AOF).
His objectives are:
1.
To provide to the User and Sponsor of Submarine (SM) Command Systems (CMS) an
independent service delivering objective assessment and assurance that SM CMS will be fit for
purpose and thus acceptable for entry or re-entry into service.
2.
To continuously review the level of SM engineering assurance required to support Through
Life Capability Management (TLCM) of SM CMS.
The SM CMS4 is to:
1.
Implement MCTA trials policy and conduct Harbour/Sea trials and inspections on SM CMS
and associated equipments fitted in submarines, shore development and training facilities, and
draft subsequent reports and signals.
2.
Remain conversant with all SM CMS and equipments keeping up to date with the latest
information (including technical literature and courses as deemed necessary), fit plans and reports.
3.
Assist in the provision of support to relevant Project Teams (PTs) in all aspects of the
System Acceptance (SA) process described in the AOF, particularly with respect to the
maintenance of trials requirements and procedures, following trials experience and studies of
specifications, drawings etc.
4.
Support operation of submarine/weapon tracking and data recording equipment during
Spearfish weapon firings as required by FOST SM and DES SM-CS-SysDsgn.
5.
To assist in the creation and maintenance of a working environment that encourages team

A vacancy has arisen for an OF2 of any specialisation to serve as the Defence Media Operations Centre
SO3 OPS TRG 2 at RAF HALTON on FTRS(FC) Terms and Conditions of Service (TCOS).
The Unit Role is to provide direct support to UK military operations, undertake capacity building, deliver
individual joint M&C training, education and consultancy for the UK Armed Forces and MOD civil
servants and to assure collective media training, in order to protect the MOD’s reputation and enhance
operational credibility and effectiveness.
Accountable to the JFC-JIAG SO2 Trg Del the role of the SO3 OPS TRG2 is the delivery of Media
Operations capability and training worldwide, held at high readiness.
His/her responsibilities are:
1. To be held at high readiness R1/2. Conduct worldwide Media Operations as directed by DMC
and JFC in accordance with current UK Media Operations Doctrine, Policy and Practice.
2. Undertake any media role within JFHQ iaw the exercise or operational requirement to include
Combat Camera Team leader.
3. Deliver Media and Communications (M&C) courses including the Defence Communicators
Course (DCC); the Media Skills Course (MSC) and operational media training iaw enduring and

The HQ IM is responsible for defining and supervising the processes necessary to manage and develop
the Unit’s information requirements.

1. Deploy as Chief IM in support of the RM POOLE TGHQ and Stand-by TGHQ on both enduring
and contingent operations
2. Co-ordinate and manage the RM POOLE Information Management (IM) plan.

4. Co-ordinate and manage the RM POOLE IM activities (meetings, working groups).

Terms and Conditions of Service (TCOS) within West Battery, Whale Island, Portsmouth.
Directly accountable to the reserves branch Manager the primary purpose of the SO3 IM is to monitor
and maintain Joint Personnel Administration (JPA) data applicable to the Maritime Reserves, whilst
ensuring its accuracy and completeness in order to enforce rigorous JPA processes. This data will
ultimately be used to provide extracts and reports based on live JPA data which is as accurate as
possible.
His/her secondary purposes are to:
a.
Provide routine scheduled monthly monitoring statistical output for the Maritime Reserves.
b.
Act as focal point for Management Information (MI) matters related to the Maritime Reserve.
c.
Liaise with external authorities, as required, to satisfy MI requests related to their core
business.

Accountable to the Technical Officer (TO) he/she is responsible for those duties that are allocated to him
by the TO including:

He is to act as Divisional Officer for ME Junior Ratings as directed
b)
The upkeep and maintenance, including planned maintenance of:
Main Generator, Switchboards and Breaker Rooms;
a.
Domestics, including laundry and calorifiers.

Emergency Generator batteries
c.
Fire Detection and Emergency Lighting

A vacancy has arisen for an OF2 or OF3 of the AE (O) specialisation to serve as the Maintenance Test
Observer (MTO) at RNAS Culdrose on FTRS(FC) Terms and Conditions of Service (TCOS).
Accountable to CDR AE the primary purpose of the MTO is to act as a lead user across the Air Station to
drive up Weapon System Effectiveness on all RW platforms, to understand system limitations and
performance, liaising with RNAS CULDROSE unit’s observers, Project Teams, EC and industry, with the
explicit target of improving operational capability in support of the CULDROSE Mission.
His/her secondary purposes are:
a.
To provide a station focal point for WSE tracking and Issues.

b.
To chair the ASW working group.
c.
To support command in assessing the stations operational capability.
d.
To assist the MTP(MER) in conducting the formal test flying of all Merlin aircraft parented by
RNAS CULDROSE and nominated JHC aircraft, whilst allotted to Merlin Depth Maintenance
Facility.
e.
To provide conduct for the mission system aspects of all Merlin annual Maintenance Test
Flights.
f.
To ensure the employment of correct procedures and engineering practices for Maintenance
Test Flying and analysis at RNAS CULDROSE and GANNET SAR Flt

To provide quality assurance to ensure that all aircraft delivered to and from MDMF, are in an
acceptable condition.
h.
To act as the acceptance test Observer on behalf of the Merlin PT to accept (or otherwise) all
aircraft/modifications delivered from industry.
i.
To maintain the mission system flight test procedures in order to test the latest equipment
capabilities.
j.
To provide Navy Command with an airworthiness assessment of Merlin aircraft prior to
acceptance from industry.
k.
To act as the focal point for all Merlin Mk2 Mission system issues, liaising with the Merlin PT

Development team. This team will be primarily responsible for producing a single coherent Navy

To act as Senior Information Officer for PSyA, maintaining the Division’s Information
Management Plan and overseeing the activities of SRM Pol and Coord as Information Managers.

To enhance Information Security awareness throughout NC TLB.

To ensure that all Information Security staff Reporting Officers are familiar with their
responsibilities, have attended the appropriate training courses for civilian reporting and that
mandatory dates for annual reports (OJAR, SJAR & PADR) and routine appraisals are met.
k.
To manage resources allocated to deliver the tasking above appropriately in accordance with
NC PSyA delegations.
Pay will be between £59,981.52 and £69,453.72 per annum depending on increment level.
