Innovation with Big Data
Data-Pop Alliance is a research and policy thinktank on Big Data and development created to
promote a people-centered Big Data revolution
by exploring how Big Data can help individuals
and communities solve their human problems.
We combine the unique strengths of each
of our parent institutions and partners—from
hands-on expertise in development processes
and humanitarian challenges to state-of-the-art
computational analysis of social dynamics.
For example, through collaborations with the
French Development Agency, the World Bank,
and QCRI, we examine how Big Data can help
monitor key indicators of human welfare, such as
poverty and vital statistics, particularly in fragile
and conflict regions. Another project supported
by a grant from Google aims at building socioecological indicators of vulnerability to flooding.
We are also developing a curated online
library of key contributions—articles, papers,
reports, blog posts, books—on Big Data for
development. This activity is supported by
UNFPA.
Building Capacities and
Connections in Big Data
Local communities, government institutions,
elected officials, researchers, data
scientists, journalists, and others, need to be
systematically engaged in shaping the Big Data
revolution. This requires building capacities
to support informed dialogue, and creating
frameworks and standards for exchange
between stakeholders, in particular between
private and public actors around data access.
Data-Pop Alliance is committed to both
objectives. For example, we are developing
training resources and courses to enhance
data literacy and ‘graphicacy’ of communities,
journalists and local officials, in partnership with
Internews and SciDev.Net.
We are also leveraging the Alliance’s unique
convening power and network of experts
and practitioners through an event series. This
series will start with a workshop on Big Data
and official statistics organized in partnership
with the UK Royal Statistical Society in January,
followed by a Data Festival in Cartagena,
Colombia, in April. It will also include an annual
conference and thematic round-tables.
Crafting ethical and equitable
systems for Big Data
The potential of Big Data to address ageold human problems is enormous, but how
to unlock that potential in an ethical and
equitable manner is a key challenge.
Data-Pop Alliance works with partners to
develop, implement, and evaluate strategies
around the use of Big Data for cities,
governments, and non-profit actors.
We also work to devise norms and tools that
reflect core values rooted in justice, equity,
and empowerment. Our vision of a New Deal
on Data entails giving greater rights to people
over their data and fostering a decentralized
data ecosystem to limit the risks that arise from
concentration of power in the hands of a few
big players.
For example, we are proposing a framework
for the responsible collection, sharing and
analysis of cell-phone metadata, with support
from the World Bank Leadership, Learning and
Innovation group and in partnership with the
D4D team.
