Primary Health Network bid planning has begun
Boundaries have been announced
for the Primary Health Networks
that will replace Medicare Locals
from July 1, 2015. The South Eastern
Melbourne PHN will extend South
from Port Melbourne to Portsea
and East as far as Emerald and
Bunyip.

Further to this, advice has been
provided regarding the proposed
function of the PHN. Primary Health
Networks will:
• understand the health needs
of their local communities
through analysis and planning.
• Know what services and
resources are available and
help to identify and plug
service gaps where needed,
• Help general practices with
support services so they are
better able to provide services
to patients and avoid patients
having to go to hospital
for conditions that can be
effectively managed in the
community
• Support general practices in
attaining the highest standards
in safety and quality through
showcasing research and
evidence of best practice.
• Assist GPs in understanding
and making meaningful use
of eHealth systems to support
flow of relevant patient
information across providers
• Work with other funders of
services and purchase or
commission medical/clinical
services
Proposed GP led Clinical Councils
and Community Advisory
Committees will be formed to
enhance clinician and consumer
engagement in role and function of
PHNs.
Tender information is expected
to be released in late 2014 with
applications closing in early 2015.
Proposed that successful tenders
will be announced in time for PHNs
to start establishing during the April
to June period of the 2015.
We have formed a joint bid
team with our neighbouring
Medicare Locals and are currently
working together to produce
a comprehensive submission.

and practice staff regarding what
you would like the Primary Health
Network to do.
Important information regarding ATAPS referrals
ATAPs Closure period is from 19 December 2014 to the 12
January 2015. No ATAPS referrals across any tiers will be
processed during this time period.
Please consider options such as:
• Medicare Better Access
• Public mental health services
• Private provider
Program changes – High Demand
Changes to ATAPS program implementation will apply from
1 December 2014 due to high demand of ATAPS referrals
being received across all Tiers. The aim of these changes is
to ensure the ATAPS program can achieve its objectives, and
equitably deliver mental health services to the maximum
numbers of eligible clients.
From 1 December 2014:
• ATAPS referral exclusion criteria has been reviewed.
• GPs will need to complete A Suicide Prevention
Program Risk Assessment in addition to accompanying
the ATAPS Referral Form
• Clients who have received ATAPS services in 2014 may
be ineligible for further services from January 2015
until June 30 2015
Updated ATAPS referral form and Summary of Patient
Eligibility for Access to Psychological (ATAPS) Services
effective 1 December 2014, will be available on the FMPML
Potential risk in PCEHR system
The Department of Health has sent
out an alert about a potential risk
identified within the PCEHR system
that affects all software programs.
This may affect the way a small
number of documents can be
viewed in an eHealth record. Such as
Medicare, prescription and dispense
documents present in the Document

FMPML retains the right to triage referrals based on
eligibility, availability of service providers and funding
levels. GP’s will be advised within 5-10 business days as to
the outcome of their referral. If the referral is not approved
please consider options such as Medicare Better Access;

counselling, treatment / symptom focused courses or crisis
support; or Specialist services.

Please note FMPML is currently planning a range of PHN
transitional strategies and once confirmed we will be
advising the catchment via GP Matters and our website.

A permanent solution for this issue
has been identified and will be
implemented in December 2014 by
the Department of Health. In the
meantime, please do not rely on the
Prescription and Dispense View within
the Medical Director Clinical PCEHR

Updated GP referral form
Please discard any copies of the referral
form downloaded from the Peninsula
Health GP Liaison Unit webpage prior
to 11/11/2014 as the referral details are
no longer correct.
