Green economy should take the holistic and integrated approach which includes all of the
sectors and elements together in an integrated way
Three key factors for green economy: Good governance, Regulatory tools and increased
public information & civic engagement.
Waste Management, green Building and green urban planning should be implemented in
every city
Moving to a greener economy has so many benefits such as, job opportunities, reducing
carbon emission, increasing security.
Strategic transition to green economy relies on 'how [much] we emphasize governance.
Educating youth on environment enhances sustainability of eco ways and reinforces the
need to educate youth on the environment.
Education is essential. Implanting green economy in school curriculums should be the
steeping stone.
Change in cities resource consumption towards green economy has to be led by the cities
themselves.
We should look at green growth as a driver approach and not as an imperative one only.
A call for entrepreneurs and youth to capture opportunities in the growing green
economy& promoting small businesses.
Green Economy is no longer considered a luxury. We must start by changing the mind
sets of decision makers toward going green.
Cities are drivers of Econ growth, within cities SMEs are often extremely important for
job creation.
Financing is a critical barrier to green projects. A public and private partnership should
be addressed, created & maintained in order to achieve a green transaction in every
county.
Access to Finance plays a major role in the transfer to a green economy
Cities resources should be managed and the movement of the population from rural to
urban areas should be managed
HUMAN CAPITAL FOR THE GREEN ECONOMY
Both government and private sector need to take responsibility and together work on human
capacity development.
Cooperation on training, based on existing infrastructure, securing family income, social esteem,
and qualified skilled people is a subject the donor community should support in
COORDINATION level!
A stable and consistent government policy, focused on the long term public interest, Sustainable
jobs, needs clarity and a fair competition for private sector. Minimum requirements for
local labour content makes local business sectors competitive, and creates a market for human
capital development.
FINANCING GREEN PROJECTS AND PPP





The need for Financing Green Projects and PPP
Need to activate JREEEF - help fund get operationalized - help get green financing projects
for future.
Looking at international experience on what can be done - governments and donors can do a
lot, provided funding of various types, incentives to invest in clean projects, but main
challenge - governments and donors only go so far. Sustainable - need private sector.
Get banks to provide low interest financing. Clean energy is a good business area for banks getting banks convinced.
Training programs for Banks - loan officers and risk managers to learn how to evaluate.
The need to develop public: EE funds, utility financing, - EE revolving funds.
PPPs: dedicated credit lines, risk sharing programs (guarantees), leveraged commercial
financing (ESCOs), credit line with municipal (development) bank - credit line with

commercial banks - partial risk guarantees - commercial financing, bonds - vendor credit leasing - advanced commercial or project financing (escos).
Develop Private - equity funds - equity financing "leveraging commercial financing for
green investments
SCP & SWITCH MED



Switching to SCP by integrating SCP policies into national development policies is the
key to move to green economy in Jordan.
SCP is a partnership between public, private and civil society and all relevant
stakeholders.
SCP will ensure sustainable development through the program & 10YFP.
Solar cooling relatively small roof area is exposed to solar irradiation.
Green building through rating tools:






Different rating tools will be used for different context no one size fit all
New market without any rating tools should Focus on national standards to start with
Large roof area exposed to solar irradiation
Solar cooling lowers operational cost
Increase energy prices & limited fossil resources make energy savings increasingly
important
Green sustainable buildings are not limited to ratings but goes to sustainable strategies
INNOVATIVE CITY WASTE SOLUTIONS





Cleanliness begins with own people.
There are many ways of making cities more beautiful - tree planting, Green areas and
parks.
Development and establishing green points for collection of house hold waste.
The role of the youth and the need to teach the new generation.
Households for "behavior change" - slowly and effective over time.
change behavior
"carrot" rewarded for recycling - tracking behavior for recycling residential waste
...amount recycle tracked, and then rewards- store coupons, not huge but some rewards.
Enforcement, recycle police - cannot throw away certain recyclables need to know how
we manufacture and how we consume.
Cost effectiveness for recycled materials, there is a need for developing supporting
legislation, availability of technology RE.
SOLAR CITIES



The need for the development of a special Municipality electricity tariff that would
reflect the true cost of electricity.
The need to develop and enforce an energy efficiency policy including an incentive
mechanism for Municipalities.
The need to upgrade city grids and implement smart grid systems.
