TERMS OF REFERENCE POSITION: AGENCY: TYPE OF CONTRACT: DUTY STATION: DURATION: TEAM ASSISTANT UNISDR SUB-REGIONAL OFFICE FOR CENTRAL ASIA & SOUTH CAUCASUS INDIVIDUAL CONTRACTOR ALMATY, KAZAKHSTAN FIVE MONTHS (JANUARY – MAY 2015) I. BACKGROUND AND CONTEXT The UNISDR is the focal point in the UN System to promote links and synergies between, and the coordination of, disaster reduction activities in the socio-economic, humanitarian and development fields, as well as to support policy integration. It serves as an international information clearinghouse on disaster reduction, developing awareness campaigns and producing articles, journals, and other publications and promotional materials related to disaster reduction. The core mandate of the UNISDR includes awareness-raising activities in disaster risk reduction, including the promotion of the World Disaster Reduction Campaign, advocacy through policy formulation, the dissemination of guidelines to assist in the implementation of the Hyogo Framework for Action (HFA), promote the establishment of multi-stakeholder national coordinating mechanisms like National Platforms for Disaster Risk Reduction, enhance networking and partnership-building to contribute to an effective culture of safety and protection of all communities in the Asia and Pacific region. The UNISDR Central Asia & South Caucasus Sub-Regional Office works directly with the governments in the Region, as mandated though the HFA, to assist them in identifying their priorities and in formulating their national action plan on disaster risk reduction towards its integration in national development plans. It will also make an effective use of regional partners’ networks, including other UN Agencies, to facilitate the effective implementation of DRR strategies. II. PURPOSE OF THE ASSIGNMENT Team Assistant is expected to: Team Assistant will assist UNISDR on administrative matters and some substantive assignments related to the UNISDR Office and events as follows: 1. 2. 3. 4. 5. 6. Direct support in arranging official travel, assisting in procurement of goods and services for SRO operations and events. General administrative support in implementation of UNISDR SRO 2015 Work Plan activities in the Region. Assistance to organise a regional ministerial meeting in Kyrgyzstan in January 2015 Assistance to organise a regional meeting in Georgia in February 2015 Assistance to the preparation of the World Conference on Disaster Risk Reduction (WCDRR) in March 2015, including but not limited to logistical and travel arrangements from the CASC region, responding to any incoming queries and requests from the participant countries and partners. Carry out other administrative tasks as requested. III. EXPECTED OUTCOMES OF THE ASSIGNMENT Provide administrative/logistical support to all events and meetings, as well as implementation of project activities organized and implemented by UNISDR Sub-Regional Office for Central Asia & South Caucasus. Support the smooth operation of UNISDR SRO throughout the whole assignment period. 1 IV. REPORTING & PAYMENT MODALITIES Team Assistant directly reports the Head of the UNISDR Sub-Regional Office for Central Asia and South Caucasus, s/he should timely report on the progress of assigned tasks within set time frame of each event. Payment to the contractor will be made upon satisfactory completion of the below mentioned deliverables: Deliverables Timeframe Payment Schedule Preparation to the Ministerial Meeting in Bishkek is completed and event is successfully conducted. 12 January 2015 08 February 2015 20% Preparation to the Regional Workshop in Georgia is completed and event is successfully conducted. 09 February 2015 – 08 March 2015 20% Preparation to the Project Experts training in Almaty is completed and event is successfully conducted. 09 March 2015 – 05 April 2015 20% Travel arrangements for UNISDR staff and country participants to WCDRR are smoothly completed in accordance to schedule. 06 April 2015 – 03 May 2015 20% Overall Administrative tasks during the assignments are completed 04 May 2015 – 29 May 2015 20% TOTAL: 100% V. QUALIFICATIONS AND EXPERIENCE Academic Qualifications: Undergraduate Degree (Bachelor's or equivalent) in Social Sciences, Public Administration or related areas; Years of Experience: At least 3 years of progressively responsible experience in administrative office support, including preparation to events/meetings, arrangement of travel, drafting of correspondence, Other Competencies: Excellent communication (spoken and written) writing skills, ability to articulate ideas in a clear and concise manner to various target audiences Ability to work under pressure and meet strict deadlines Language Requirements Fluency in English and Russian is required (writing, speaking, listening). VI. SELECTION CRITERIA The candidate will be selected based on two-stage evaluation process: written assignment and an oral interview. Only short-listed candidates will be contacted. VII.
