RSCO-ARMM 2013 NARRATIVE ACCOMPLISHMENT REPORT Power Point Presentation Presented to: HON. MUJIV S. HATAMAN ARMM Regional Governor by: AL-TREKEE P. DAYAN Executive Director MANDATE LEGAL BASES Based on Republic Act No. 6734 (as amended by R.A. 9054), the office was created through Executive Order No. 01 dated August 20, 2001 signed by Prof. Nur Misuari, the Third Regional Governor (1994-1997) of the Autonomous Region in Muslim Mindanao (ARMM). The power and functions of the said office were expanded and strengthened by MMA Act No. 287 otherwise known as the Administrative Code of 2011. MANDATE Pursuant to Executive Order No. 01 of August 20, 2001 and MMA Act No. 287 of 2011, the mandate of RSCO-ARMM is to: “Serve as the sole policy-making and coordinating body of all the basic and amateur sports development programs and institutions in the region. Its primary function is to provide leadership, formulate the policies and set the priorities and directions of all regional sports promotion and development, particularly giving emphasis on grassroots participation.” FUNCTIONS, DUTIES & RESPONSIBILITIES The following are the functions of the office: a. Plan, implement and oversee an integrated amateur sports development program in the region; b. Inititate the formation of sports organization with emphasis on the strengthening of cultural and or indigenous sports in the area of autonomy; c. Coordinate and establish linkages with other government line agencies, local or foreign, non-government organizations and individuals involved in the implementation of the sports development programs; d. Prepare and submit to the Office of the Regional Governor the following: d.1 Proposed staffing pattern and organizational structure to operationalize the Regional Sports Coordinating Office subject to availability of funds; d.2 Action Plan for the current year; d.3 Plans and programs in conformity with Republic Act No. 6847 and Republic Act No. 6734 (as amended by R.A. 9054); and d.4 Budget proposal for additional personnel, sports and office supplies, if neccesary, subject to availability of funds. e. Formulate regional policies on the promotion of sports development activities, and such other endeavors, subject to the approval of the competent authorities; f. Submit periodic report on the status of the region’s sports development programs to the Office of the Regional Governor; g. Conduct basic and applied research on sports development; h. Encourage to solicit additional funding to support the sports programs and activities from government and nongovernment organizations; and i. Perform such other assignments as may be directed by the Regional Governor or his duly authorized representative. Chapter Participants: Taekwondo Clubs based in Mindanao: Zamboanga City, Pagadian, Iligan, Butuan, etc. ARMMAA Meet On January 14-18, 2013, the ARMM Athletic Association (ARMMAA) Meet was held at Bongao, Tawi-Tawi. Director AlTrekee P. Dayan and three (3) support staff traveled to Tawi Tawi on January 12, 2013. The group’s lofty mission was to observe and gather data and information on sports events as bases for Evaluation and Monitoring (E & M). During the ARMMAA, the office was directly involved in the following activities, to wit: a) introduced the revival of swimming (male category) and beach volleyball (male category) as demo-games; b) initiated the election of ARMM technical officials; c) presented recognition to ARMM sports icons; and d) continuously supervised the training for qualified swimmers and volleyball players at Bongao, Tawi-Tawi. Fluvial Caravan for Peace On February 11, 2013, the Fluvial Caravan for Peace was held in Cotabato City and Maguindanao Province. It was a joint undertaking of several agencies and entities: 6th Infantry Division, ARMM Government, LGU-Maguindanao, Cotabato City, Office of the Presidential Adviser on Peace Process (OPAPP), the Royal Sultanate – Houses of Maguindanao, MNLF and MILF. The said affair coincided with the historic visit of H.E. President Benigno Aquino III to Camp Darapanan, Maguindanao. One (1) senior staff of the office coordinated/attended meetings at the 6th ID, Awang D.O.S. Maguindanao during the planning stage of the Caravan. The RSCO and CDO-BYA shouldered the financial requirements of the Sultan Kudarat National High School Football Team who joined the Football Friendly Match at the 6I.D., Awang, D.O.S., Maguindanao. Tawi-Tawi Civil Society Organizations’ Summit Director Dayan and two (2) other provincial staff attended the Summit. Processing and Documentation of Deportees from Sabah, Malaysia It is recalled that the Malaysian Government instituted a crackdown on Filipino undocumented workers when about 150 armed elements identified with the Sultanate of Sulu infiltrated Sabah, Malaysia in January 2013. Massive deportation resulted from that stand-off. Journey to Corregidor The entourage of Regional Governor Hataman, including Director Dayan,traveled to historic Corregidor on March 18, 2013 to commemorate the Jabidah Massacre which took place on the same date. Awarding and Recognition of Athletes of the Year Awarding and Recognition of Athletes of the Year The office donated trophies and medals to selected schools in Tawi-Tawi as gesture of recognition of the outstanding performance of their athletes in sports competitions at the local and national levels. Palarong Pambansa at Dumaguete City The office sponsored four (4) consultants and sent two (2) technical staff to Dumaguete City to assist the DepEd-ARMM officials train the qualified athletes in Volleyball and other events as part of their preparation for the upcoming challenge. Participation in H.E.L.P.S. Convergence Program For effective implementation of its perform agenda, Governor Hataman has adopted and carried – out a banner program called the ARMM Convergence Program (HELPS) also known as “ARMM HELPS” or Health, Education, Livelihood, Peace and Governance and Synergy focussing on the major intervensions that will be pursued by cluster of agencies in health, ducation (including sports), livelihood, peace and governance and synergy (Executive Order no. 06, Series of 2013). For a developing region like the ARMM, “Convergence” is highly advocated as a development strategy. Hence, the office is asserting its role to promote and develop sports at the community and grassroot levels. Holding orientations and consultations among the youth are the primary concerns of the office. Such interventions are expected to generate gradual enthusiasm and acceptance on the significance of sports in the lives of the rural populace. Lately, the office successfully delivered/distributed a total of twenty two (22) assorted sports items such as volleyball, volleyball nets, basketball, soccer ball, dart, chess board and table tennis set to seven (7) barangays (see table 1). The details of these activities are discussed below. Badminton Friendly Game The Badminton Friendly Game played on July 23 – 26, 2013 was held at the Side-Out Badminton Court, Sinsuat Avenue, Cotabato City under the dynamic management of the office. Representing eight (8) agencies, a total of fifty two (52) players participated in the game in the following categories, to wit: Men’s Double - - - - - - - - - - - - - - - 16 players Women’s Double - - - - - - - - - - - - 14 players Mixed Double - - - - - - - - - - - - - - 12 players Executive Doubles - - - - - - - - - - - - 10 players Total: 52 players A total of one hundred thousand pesos (P 100,000.00) was spent for this game. DOTCARMM donated/contributed Fifty Thousand Pesos (P 50,000.00) or one-half of the total expenditures for the successful completion of the competition. Thus, this Fun Run was held on July 31, 2013 from 9:00 – 11:30 P.M. within the ORG Compound. Pictures on Run for Ramadhan 2013 1.IFTAR Offering Culmination and Awarding Program Other Projects Related to Ramadhan Festival 2013 IFTAR Offering On August 4, 2013, the office donated to the Blue Mosque food items good for one hundred sixty five (165) pax worth P 15,000.00 representing our IFTAR offering to the members of the congregation. The said food items were received by Ustadz Muktar S. Taradji, staff of DepEd-ARMM. IFTAR offering is considered a rewarding gesture from the perspective of the Muslim Ummah. Adopt-a-Mosque Project Donation of this nature is most valued by the Muslim Ummah. Henceforth, the office also extended assorted construction materials worth P 20,000.00 to Barangay Bagid, Simunul, Tawi-Tawi for Adopt-a-Mosque Project. The said donation was received by the Chairman of Brgy. Bagid, Simunul, Tawi-Tawi. AUGUST ACTIVITIES Morolympics and Volleyball Game Last August 10 – 11, 2013, the office initiated a Sports Fest at Barangay Ubol, Simunul, Tawi-Tawi. The events turned out to be a total success because of the vigorous support and cooperation of the concerned barangays. Highlighting the significance of Eid’l Fitr Celebration, the office, Anak Mindanao and Barangay Ubol jointly launched a twoday Morolympics and Volleyball competition. A total of ninety six (96) players divided into eight (8) barangay-based teams cooperated and supported the said events. There were eight (8) delegations, including the host barangay. They converged at Barangay Ubol - - being the center among the eight (8) barangays located at the western part of Simunul, Tawi-Tawi. Besides, Barangay Ubol is widely known as the burial place of the late Congressman Sultan Ombra Amilbangsa. At the end of the two-day competitions, the adjudged champions in the events were as follows: Morolympics champion (men category) went to Barangay Tampakan; Morolympics champion (women category) went to Barangay Mongkay; Volleyball champion (men category) went to Barangay Bakong; and Volleyball champion (women category) went to Barangay Panglima Mastul. instructional phase of curriculum The students of UMMAT, Prizes development process Hadji Omarsani Tambut National High Schools, MSU Tampakan and MSU Bakong High Schools composed the “Nucleus” of the players. What happened in Simunul is a true essence of H.E.L.P.S. Convergence efforts where people gather together to share talents and resources in the name of brotherhood, unity and community development. The office spent forty thousand pesos (P 40,000.00) for the implementation, including prizes were at stake for the foregoing activities. SEPTEMBER ACTIVITIES Participation in Batang Pinoy The ARMM, through RSCO, competed in the Batang Pinoy, Mindanao Qualifying Leg, held last August 27 to September 3, 2013 at Davao del Norte Sports and Tourism Complex, Tagum City. Ali-Aisar M. Shatta and Reynard K. Casera who composed the ARMM Team code-named “Warriors” won second runner-up in the Beach Volleyball Tournament (male category - - under 15 years old). Gabshar H. Tahiluddin, RSCO-ARMM staff and Prof. Edward R. Lee of the Mindanao State University (MSU-Tawi-Tawi) acted as the team’s coach and trainer, respectively. Director Dayan led the delegation including two (2) other staff - - Haron S. Bangkaling and Richard C. Acosta. Beach Volleyball, Weightlifting, Billiard and other sports are already included for competition in the forth-coming Palarong Pambansa. Henceforth, the above-named delegation went to Tagum City for purposes of familiarization, learning experience and field observation. This is a step in the right direction in preparation for the ARMMAA. 113th CSC-ARMM Anniversary Palaro By tradition, all the ARMM line agencies, bureaus and offices joined the 113th CSC-ARMM Palaro on September 8-26, 2013, which started with a Parade and Opening Program at the ORG Complex. As usual, RSCO-ARMM was assigned by the Steering Committee to handle Basketball Competition. Mr. Haron S. Bangkaling, RSCOARMM staff, acted as the tournament manager. The office handed-out trophies for the top four (4) winning teams of the said game. Appendix-A presents the results of the game. 113th CSC-ARMM Anniversary Palaro On September 12, 2013, Director Dayan turned-over some sports equipment to Nur M. Tidal, the principal of the Tawi-Tawi School of Arts and Trade (TTSAT), Bongao, Tawi-Tawi. On September 16, 2013, Director Dayan made courtesy call to Hon. Nurbert M. Sahali, Governor of Tawi-Tawi. They deliberated on Sports Proposal for the September 27, 2013 Tawi-Tawi Provincial Founding Anniversary. On September 20, 2013, Director Dayan met with Atty. Lorenzo Reyes, Chancellor of MSU-TawiTawi. They discussed and explored the possibility of entering into a Memorandum of Agreement (MOA) between the two (2) agencies to strengthen linkage and collaboration in the context of sports development. 113th CSC-ARMM Anniversary Palaro On September 22, 2013, Director Dayan positively responded to the invitation of Tawi-Tawi Sports Council to attend meeting. Among the agenda tackled was the possibility of LGU-Tawi-Tawi to send delegation to the forthcoming ARMM Anniversary Inter-Agency Sports Fest by mid – November 2013. ARMM HEART Relief Operation The Stand – off started on September 9 – 30, 2013 had displaced more than one hundred thousand (100,000) residents of Zamboanga City. It was trigerred by the infiltration of around 500 MNLF combatants. Consequently, the ARMM HEART Relief Operations in Zamboanga City and Lamitan City were then undertaken. Director Dayan represented the office in this charitable activity. While in Lamitan City (on September 30, 2013), he took advantage of meeting the officers of Lamitan City Sports Council. During the meeting, he emphasized the great value of LGUs involvement/contribution in the upcoming ARMM Anniversary Inter-Agency Sports Fest 2013 in Cotabato City. As planned, the LGUs shall be invited to compete in the Volleyball/Beach Volleyball and Basketball games. It had relief operations in Zamboanga and Lamitan City during the last week of September when more than one hundred (100) residents of Zamboanga City were displaced/affected by the stand-off triggered by around five hundred (500) MNLF combatants who infiltrated the City. Dir. Dayan represented the office in this charitable activity. Data Management Computerized data can provide access to anyone to make decisions in business, sports and many others. A data base is a comprehensive listing of information on any subject (i.e. sports) in a computer. There are two (2) types of data bases: reference and source. A reference data base provides bibliographic citations to all types of publications (ex. Technical reports). A source-data base may provide both text and numeric information. Including full text of an article, charts and graphs. Sooner, we shall continue tapping the technical assistance of the ORG-ICT unit regarding this Project on Data Management – the ICT expert is providing training for our staff. The reality is, there are many Muslim Filipino youth who have great potentials in sports; and 2. To work hard for the early devolution of the office from the Philippine Sports Commission (PSC). Devolution is one vital key for the office to develop fast toward professionalization and heighten performance.
