Asian Harm Reduction Network (AHRN) JOB VACANCY The Asian Harm Reduction Network (AHRN)-Myanmar is an International Non-Governmental organization, which is implementing a harm reduction programme to reduce HIV transmission among people injecting drugs, their (sexual) partners and the communities they live in by providing support to implementation of harm reduction interventions and to create an enabling and supporting environment through advocacy, capacity building, training and service provision. The following positions are vacant; • • • The positions are full-time, based in Kalay and Tamu, Sagaing Division with a probation period of three months. Starting date of the contract: As soon as possible. Application deadline: Until candidate identified Position: • Medical Coordinator • Nurse • Laboratory Technician (2)Post (Kalay and Tamu) (2) Post (Kalay and Tamu) (1) post (Kalay) Position: Medical Coordinator ( 2 ) post (Kalay/Tamu) Personal and Professional Requirements • Medical Doctor, preferably with some experience and/or interest in drug treatment, STI, HIV, TB and primary health care; • 1‐2 years working experience with INGOs or LNGOs; • Fluent in Myanmar and English language, both written and spoken; • Knowledge of Local language will be given preference; • Excellent communication and networking (interpersonal) skills; • Willingness to work with drug users and their families; • Availability to travel any parts of Waimaw area; • Some understanding of drug and HIV situation in Myanmar/Sagaing area; • Keen interest in contributing to HIV/AIDS responses in Myanmar; • Ability to drive motorbike well; Main Responsibilities Project Site Operations Level Advocacy Tasks • Advocacy with local level officials (MoH, and DoH…) in consultation with the Project Management Team (i.e. Project Manager, National Health Coordinator …) for smooth medical interventions at project site operation; • Represent, liaise, create networks, coordinate and advocate with different stakeholders including (I)NGOs, LNGOs, government departments, drug users and the community in project site operations; Medical Interventions Tasks • Providing advice to the CMT on AHRN Health Care Policy matters; • Responsible for all matters related to AHRN medical interventions (i.e. primary health care, oral substitution treatment using harm reduction techniques, and other associated issues …); • Representing the Medical Interventions Unit and maintain close working relationships with Drug Treatment Centers, STI-HIV Team, General Hospital and other associated INGOs; • Ensuring that AHRN and its ongoing project activities are effectively marketed to drug users in Kalay/Tamu area so that it is perceived as a service that caters to the needs of drug users through consultations and participation of users in intervention design and ongoing project site operations, more specifically to medical interventions; • Supervise periodical procurement of medical supplies (i.e. necessary medicines and equipment); • Supervise and represent medical interventions and its team members (i.e. Nurse, Treatment Facilitator…) at all levels on operational matters; • Identifying medical training needs of Medical team and inform National Health Coordinator; • Ensuring mutual coordination between Medical Interventions and the counseling Unit; • Developing a mutually agreed network of referrals for general and specialist health care facilities (i.e. MMT, STI, TB, ART etc.); • Providing training to project team members on medical topics (first aid, CPR, overdose etc.) • Responsible for health check up of project team members; • Coordinate with Project Manager for IEC materials with the specific objectives for sustainable Behavioural Change among target people; ********************************** Position: Nurse ( 2 ) post (Kalay/Tamu) Personal and Professional Requirements • • • • • • • • Diploma in Nursing or any other degree/diploma in health disciplines 1-2 years working experience in related field; Fluent in Myanmar and local language, both written and spoken; Excellent communication and networking (interpersonal) skills; Willingness to work with drug users and their families; Some understanding of drug and HIV situation in Myanmar/ Kalay/Tamu area; Keen interest in contributing to HIV/AIDS responses in Myanmar; Computer skill in office applications; Main Responsibilities Nursing Support Tasks • In consultation with Medical Coordinator, the Nurse will develop a primary health care plan and implement it as a nurse to address drug use at village level/village level tracts in project areas; • • • • • Nurse will work as a team member to support other ongoing associated project activities and project staffs; In partnership with the drop in centre/outreach project office team, she will make direct contacts with the drug users (injecting drug users), their families and partners at community level in each of the designated wards; Assist Medical coordinator and the Counselor in various associated tasks such as providing relevant periodical data (i.e. monthly quarterly and yearly), periodical reports on AHRN DIC/OPO medical interventions etc. Support and participate in AHRN project activities (i.e. Special Health Education Sessions on Safer Injecting, Safer Sex Practices, CPR and Overdose, Condom Demonstration and Distribution, Referrals to General and Specialist Health Services…with special emphasis on medical aspects) at grass root/village level. Responsible to assist the Medical Coordinator and Counselor in organising specific trainings for various target groups. Administrative Support Tasks Responsible to prepare and maintain the medical interventions related inventory on a monthly basis and inform directly to the Medical Coordinator on current inventory status; • Responsible for collecting quotations for medical supplies, support purchasing medicines in coordination with the Logistics Assistant and Medical Coordinator; • ********************************** Position: Laboratory Technician ( 1 ) post (Kalay) Personal and Professional Requirements • Graduate of Paramedical Science (Medical Laboratory Technology) or Diploma or Grade 1 or 2 in Medical Laboratory Technology • Having experience will be an advantage; • Fluent in Myanmar and Good command of English; • Good communication and networking (interpersonal) skills; • Resident of job location (or) Knowledge of local dialect will be given preference; Main Responsibilities • Maintain the high quality of the laboratory service. • To perform laboratory tests as written in the laboratory protocols manual regarding: o Diagnosing malaria o Diagnosing tuberculosis o Diagnosing sexually transmitted disease and o Other project related tests as required • To maintain laboratory equipment in a clean and operable condition. • Ensure there are sufficient laboratory reagents and materials to enable the laboratory to function efficiently. • To follow sensible health and safety procedures, including the use of appropriate protective materials, the safe handling of specimens, and the safe disposal of specimens and laboratory waste. • To perform other laboratory related tasks when required. For example phlebotomy. • • • • To maintain register books for each testing to record the receipt and results of all laboratory specimens. To ensure laboratory results are sent to the doctors on time. To collect and supply laboratory data as required. For example, monthly report forms & quality control data.
