IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: Under the overall guidance of the Chief of Mission (COM) and under the supervision of the Director of Migration Health Division (MHD) at Headquarters (HQ) for health technical matters, the successful candidate is responsible and accountable for the management, effective coordination and strategic direction of all the health assistance to displaced and vulnerable populations in Haiti. S/he will maintain coordination with the Regional Migration Health Officer at the IOM Regional Office in Costa Rica. Page 1 / 4 The successful candidate will work closely with the Ministry of Health (MOH) and other Government counterparts at national and departmental levels ensuring that all IOM’s Migration Health activities are within the framework of the MOH National Plan of Action and strategies. Core Functions / Responsibilities: 1. Supervise the overall management and administration of the migration health unit within the framework of migration health related and emergency health response programming. 2. Oversee the resource deployment, activation, implementation, reporting and evaluation of the health related programmes. 3. Monitor and analyze the health projects’ process, specifically aimed at increasing effectiveness recommending appropriate actions and assist in the development of evaluation protocols. 4. Identify/ develop new strategies and health projects within the context of transition from emergency to recovery activities in Haiti, including the elaboration of exit strategies for existing projects. 5. Provide health technical guidance and support to staff working in cholera response, psychosocial, migration health activities related to mobile population projects on daily operations and activities in the field (Port-au-Prince and Regional). 6. Support the Chief of Mission in the development of partnership and liaison with the Ministry of Health and other government counterparts, implementing partners, donors, including non-governmental organizations and other service providers to ensure proper coordination and implementation of all aspects/ activities of the programme. 7. Create, maintain and strengthen coordination systems between IOM health unit and IOM shelter, procurement, logistics, warehouse, camp management operations, protection, human resources and admin-finance units as appropriate to health activities. 8. Develop and supervise the maintenance of the health programme database, analysis of data and production of reports. 9. Devise and undertake regular monitoring, evaluation and accountability processes to provide guidance to program achievements and improvement and ensure that all health related activities deliver quality services and that ongoing quality control mechanisms are built into the systems. 10. Enhance the communications and the flow of information between the IOM Office in Port-au-Prince and sub-offices in the regions with health related activities. 11. Develop proposals and project designs to expand the health programming focusing on the vulnerable populations (migrants, mobile population, displaced populations, vulnerable persons in rural population, etc). 12. Represent IOM at health cluster and other cluster related meetings, liaise and coordinate with national and international health and development assistance authorities, agencies Page 2 / 4 or organization regarding strategic planning on health. Key counterparts will include Ministry of Health, WHO/PAHO and Health Cluster partner agencies, among others, national universities and other stakeholders. 13. Provide periodic technical updates of all Haiti health activities and documentation/ dissemination of best practice materials in close coordination with the Haiti Chief of Mission, MHD and Department of Operations and Emergencies (DOE) at Headquarters. 14. Prepare project narrative and progress monitoring reports ensuring their timely submission and regular updates to stakeholder covering all IOM Health programming. 15. Assist in identifying, designing and facilitating research activities. 16. Contribute to regular reporting on achievements/challenges encountered, pertinent developments and strategic needs for IOM Haiti migration health and emergency response program as well as for donor and partner agencies. 17. Perform such other duties as may be assigned. Technical Effectively applies knowledge of health issues in execution of responsibilities at appropriate level; Maintains confidentiality and discretion in appropriate areas of work. Required Qualifications and Experience Education University degree in Medicine or Nursing from an accredited academic institution with at least seven years of professional experience, or Page 3 / 4 University degree in Medicine plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with five years of relevant professional experience. Experience Extensive operational and field experience in migration and displaced persons’ health related issues, programme development, migration health, including conceptualization, analysis and implementation of programmes; international public health and resource mobilization; Experience in evaluating health programmes and protocols; Knowledge of structures and functions of national and international health agencies, donors and organizations; Familiarity with the health sector in the Americas and Caribbean region an advantage. Languages Fluency in English and French is required. Woking knowledge of Creole is an advantage.
