and by text message. More detailed information on bidding is
available at the back of this freesheet.
To bid you must be a member of Homemove, which means you
must have registered on the transfer or joint housing register.

The scheme covers both general needs and sheltered housing,
whether you are a current council or housing association
tenant seeking a transfer or a homeseeker applying for
housing in Brighton & Hove for the first time.

www.homemove.org.uk. You look at the adverts and decide

Mobility Group One - Typically suitable for a person who uses a wheelchair full time,
indoors and outdoors. The property will provide full wheelchair access throughout. Only
applicants assessed as requiring wheelchair access all of the time will be considered.
Mobility Group Two - Typically suitable for a person with restricted walking ability
and for those that may need to use a wheelchair some of the time. The property will
have internal and external level or ramped access, but some parts of the property may
not be fully wheelchair accessible. Only applicants assessed as requiring some wheelchair
access will be considered.
Mobility Group Three - Typically suitable for a person able to manage a few steps,
but unable to manage steep gradients. The property may have adaptations to assist
people with limited mobility. Applicants assessed as needing this type of property will
be prioritised.

Brighton & Hove City Councils Homemove Team recently made some changes
to the Allocations Policy and this will have an impact on who is eligible for
housing and how homes are awarded. Below is a brief description of the changes
but please see www.brighton-hove.gov.uk/homemove for the full and
detailed version of the Policy.
Local Connection
Local Connection will be awarded when an applicant is currently residing in the City in either temporary or permanent
accommodation and has been resident in the city for a minimum of 24 months and can evidence this.
Leaving Supported Accommodation
Accepted Homeless s193 households where supported housing is required
Where a household has been accepted as homeless under s193 of the Housing Act 1996 Part VII, an assessment of the housing
need will take place. If the outcome of the assessment is that the household is not ready for independent accommodation but
need supported accommodation, then they will not be able to access general needs housing. They will be placed into a council
approved integrated Support Pathway and when these households are ready to move on from the Council’s Integrated Support
Pathway reasonable preference will be awarded.
Refusals of suitable accommodation
Applicants who have refused 3 reasonable first offers of accommodation within 12 months of the date of the first offer will have
their priority for re-housing reduced to Band D for a 12 month period. After this 12 months period the applicant will have their
case returned to their original band with their original date as long as a change of circumstances has not occurred.
All cases will be dealt with based on information supplied and submitted.
Priority for Working Households and those making a Positive Contribution
to the City
To ensure that Brighton & Hove City Council promotes a positive contribution to the community up to 50% of all permanent
social housing stock will be advertised with a priority being given to those who can show that the ingoing primary tenant(s) is/are
working or is making a positive contribution to Brighton & Hove City.
To ensure that the policy helps those on low incomes the following income caps apply:
For those needing a 2 or more bedroom property an income cap of £35,000 pa gross,
For households needing studio or 1 bedroom property an income cap of £17,000 pa gross income.
Working Households
For the purposes of this Allocations Scheme employment is described as having
• permanent contract,
• working as a temporary member of staff or
• being self-employed.
Applicants will only qualify if the worker:
• has been employed for 9 out of the last 12 months,
• is currently in employment and
• is working for a minimum of 16 hours per week.
Verification will be sought at point of application as well as point of offer under the same terms. Applicants must provide payslips,
P60, bank statements or a verifying letter on headed paper in order to qualify (we may also contact employers directly for
confirmation of employment) and any other relevant information we may need.

Volunteers
•

•
Volunteering for a continuous period of at least 6 months up to the point of application and the same at point of offer.
Volunteering must be for a not-for profit organisation or a charity and
must be for a minimum of 32 hours per month.
Letter from Manager responsible for Volunteers confirming applicant’s involvement in a minimum of 32 hours per month of
voluntary work in the requested area for over 6 months.
The Council reserves the right to refuse that volunteering is relevant for the Policy where it is in variance with Council policy
and procedure.
Full Time Carers (caring for those not in your household)
• If the prime applicant(s) provide care in an area of the City, the priority may be applied for in the area in which they provide care
(this is within a mile radius of the main place of care given).
• Carers must have been providing for a continuous period of at least 6 months up to the point of application and the same at
point of offer.
• Proof that full time care is required (this will be in the form of a care assessment from Adult Social Care or Children and Young
Persons Trust in Brighton & Hove City Council).
• A copy of the carers allowance that is being paid and proof of receipt of this.
Work & positive contribution and disability
Anyone with a proven chronic long term disability who works or volunteers (irrespective of hours carried out) should be able to
be awarded this priority. Proof will still be required as per above but minus the hours stated.
Homeless priority changes
In order for the Council to maximise and make the best use of social housing stock as well as local private sector housing all
Accepted Homeless households who are owed a full part 7 main duty will be placed into Band C. The council will retain the main
duty owed until such time as suitable accommodation can be sought to warrant the discharge of this duty.
Medical priority wording changes
So that the medical assessments can be clearly understood and give an understand that the assessment is based on how the
current primary accommodation affects the households medical condition the following criteria have been added to the policy.
Band A
Severe and immediate medical priority awarded by the Medical Advisor – where the housing conditions are having a severe
and immediate adverse effect on the medical condition of the applicant or member of the current household as to warrant
emergency priority.
Band B
Major medical priority awarded by the Medical Advisor – where the housing conditions are having a major adverse effect on the
medical condition of the applicant or member of the current household as to warrant extra priority.
Band C
Minor medical priority awarded by the Medical Advisor – where the housing conditions are having a minor adverse effect on the
medical condition of the applicant or member of the current household as to warrant reasonable priority.
Transfer Incentive Scheme
So that we are able to help more people move the following has been agreed.

moving from a wheelchair-adapted property, even if the same size 1,000
Tenants moving from not just fully wheelchair adapted properties, but also partially adapted properties they no-longer need
(graded Mobility 2), to non-adapted, non-Mobility rated properties are now part of this scheme.
The scheme currently pays an incentive payment if tenants move to the private sector, releasing a family home. There is no longer
a three month wait time on the register for households moving out of social housing.

Things to consider
before bidding
When choosing a property to bid for, you need to consider a number of things.
You can ask your council or your landlord if any of these circumstances apply to you.
Can I bid for properties in an area I’m not
registered in?
Yes, sometimes. If a council opens up a property to
bids from people registered in other areas, they will
advertise it as a ‘cross boundary property’. When
available these will appear at the bottom of the list of
properties you can see when you log into the
website or on your printed property list, if you
receive one. You can bid on these properties in the
normal way if they match your assessed need.
Is the property available to homeseekers,
transfers, or both?
Most properties will be available for both homeseekers
and transfer applicants, and the adverts will display the
‘H/T’ icon. But if you do see an advert with a ‘H’ or a
‘T’ icon, this means only homeseekers (‘H’) or transfer
applicants (‘T’) can bid. Your bid will not count, for
example, if you are a Homeseeker and you bid on a
property advertised only for transfer applicants.
Is there an age restriction on some
properties?
Yes. Some properties have a minimum age
requirement, for example in some schemes for older
people. If an age restriction icon appears on the
advert (see page 3) you can only bid on these
properties if you are in that age range.
Some properties have a mobility group
This is intended to provide a guide to people who
have different levels of mobility need. Priority will
usually be given to those who have a need for this
type of property. The mobility groups are explained
on page 3.
Pets
Some landlords will not allow you to keep a cat or a
dog unless the property has its own garden. If you
have a pet, please check with the landlord.
Before you bid for a property:
Check out the location of the property on a map to
make sure it’s really a place you would consider
moving to, and make sure you meet the criteria
stated in the advert.
Circumstances where you may not be invited
to view a property:
• you are in rent arrears
• you have been involved in anti-social behaviour
• in exceptional circumstances eg: where the offer
would conflict with the objectives to ensure offers
are sensitively made and that properties are let
quickly.
You can ask at your housing office if any of these
circumstances apply to you. You can also ask your
council to review the decision to exclude you from
the scheme at any time.
What sort of tenancy will I be granted?
If you are Homeseeker being offered a council
property at social rent, your council may offer you a
secure tenancy straight away, or they may offer you
an introductory tenancy to start with.
An introductory tenancy is a 12-month trial period
during which your council or housing association will
make sure that new tenants act responsibly and
follow the conditions of the tenancy agreement. If
there are no problems during the trial period, the
introductory tenancy automatically becomes a secure
tenancy. Introductory tenants who transfer within
the introductory period will remain introductory
tenants for the remainder of the 12 months. (Contact
your council to find out what sort of tenancy they
would offer you).
Everyone being offered a housing association
property, whether homeseeker or transfer applicant,
will normally be offered an assured tenancy with the
association.
Affordable Rented properties
The Government has introduced a new and more
flexible form of social housing, known as
Affordable Rent, which will be offered by housing
associations on some of the properties advertised
through Homemove. These properties will be
advertised with rents set at no more than 80% of the
local market rent. Tenants who bid and are successful
on these types of properties will be offered a flexible
tenancy which will last for a minimum of five years.
Please make sure you look carefully at the advert
before you bid to see what type of tenancy is being
offered. In the banner in each advert it will say
‘Affordable Rent’ or ‘Social Rent’. If you have any
questions about a property you can contact the
landlord of the property; contact details are on pages
2-3 of the scheme guide and on the website,

Bid deadline
All bids for properties must be made by 2pm on the closing date shown on the front of each edition of
the Homemove magazine. Bids received after this time will not be considered eligible.
Need help bidding?
You can contact your local council, or your housing association, who will be able to help and advise you
on how to make your bids and talk you through the bidding process (see contact details on page 2).
A version of this scheme user guide is available on request in other formats, and a short version is
available translated into the main community languages. Your landlord or local council can also arrange an
appointment with an interpreter if you need one.

You can make your bids on the website at the above address – this is the quickest and easiest way to
view adverts and place your bids, and most people do it this way. Please ensure you enter your
Homemove number and bids correctly.

have a list of vacant properties sent to you in the post for free.
