REQUEST FOR PROPOSAL FOR ‘ FACILITATING AGENCY’.
1. INTRODUCTION : Urban development & Poverty Alleviation Department, Government of
Mizoram intends to hire Facilitating Agency for Social Audit for RAY Pilot Project at Zuangtui,
Aizawl. Social Audit is a participatory assessment of the performance or a scheme with the
principles of transparency and participation wherein people affected having direct stake in the
process
2. OBJECTIVES :
i)
To promote equity, transparency and accountability
ii)
To provide voice to the people directly affected by the scheme/project.
iii)
To receive timely feedback on the implementation of projects for revisiting the course of
action.
3. SCOPE OF WORK :
i)
Relationship building.
ii)
Developing checklist for social audit.
iii)
Building a Conducive Environment for social audit.
iv)
Forming the Social Audit Committee.
v)
Training of SAC members.
vi)
Analysing the Information
vii)
Communicating about the Public Meeting
viii)
Organizing Public Meeting and sharing of social audit findings.
ix)
Prepare summary of findings.
4. CRITERION FOR FACILITATING AGENCY :
i)
The agency should be registered under the Mizoram Societies Registration Act / Indian
Societies Registration Act/ Indian Trust Act / Indian Religious and Charitable Act as a
non- profit institution or the company under the Companies Act or under State Acts for
at least three years.
ii)
Agency is not blacklisted or placed under funding restricted by any Ministry or
Department of the Government of India (GOI) or CAPART or by any State Government or
its agency.
iii)
The Executive officers/members should not have affiliation to political parties.
iv)
Desirables qualification of the agency :

Experience of engaging with CBOs
Skills related to community mobilization and use of participatory approaches
Experience on social accountability tools and methodologies.
Experience of working on urban poverty and housing issues
Experience to work with a variety of stakeholders including the Government.
Suitable human resources in the field of social development having experience of
usage of social accountability tools including social audit.
5. DURATION OF ENGAGEMENT : The duration of engagement of Facilitating Agency may be
initially for the period of RAY Pilot Project at Zuangtui, Aizawl.
6. SUBMISSION REQUIREMENTS : Interested Agencies must submit their application by providing
the information stating that they are qualified to perform the services and activities as required.
7. Interested Agencies may submit their letter, documentations with the title “Application for
Facilitating Agency for Social Audit”. It must be delivered to the address indicated below not
later than 6th February, 2015
