Gov to 835 police graduates: ‘Be heroes of the people’

MAGALANG, PAMPANGA --Governor Lilia Nanay Pineda
urged yesterday the 835 newly graduates of Public Safety
Field Training Program (PSFTP) of the Regional Training
Center (RTC) 3 “Kapanalig”
Class 2013-01 to become “heroes of the people”.

ANGELES CITY – Mayor Edgardo Pamintuan has
called on registered voters of Angeles City to have
their registration with the
Commission on Election
(COMELEC) validated by
undergoing the biometrics
process.
Under Republic Act No.
10367 or the Mandatory
Biometrics Voters Registration Act, voters are required
to submit to their biometrics
by personally going to the
COMELEC to have their photographs taken electronically,
as well as their electronic fingerprints and signatures.
Section 7 of this law states
that, “Voters who fail to submit
for validation on or before the
last day of filing of application
for registration for purposes of
the May 2016 elections shall
be deactivated pursuant to
this Act.”

list of those who need to validate their voter’s registration,

In contrast, Aguilar said
that Mayor Edgardo Pamintuan, whom Lapid wishes to
vanquish, has been focused
on his work and continues to
win accolades from various
prestigious groups and the Angelenos themselves. A recent
survey indicated very high satisfaction ratings, averaging
more than 70 percent, for Pamintuan in various aspects of
governance, Aguilar cited.
Aguilar, on the other hand,
revealed that per records of
the senate, Lapid was absent
during the main deliberation of
the only bill he filed to become
a law, the Legal Assistance to
the Poor Act of 2010.
Aguilar also expressed dismay that Lapid may just be a
stooge of Lazatin for the latter’s “political revenge” against
Pamintuan who defeated him
as mayor in 2013. Lapid admitted during a press conference that it was Lazatin who
convinced him to run as mayor
in Angeles City in 2016.

THE SCOURGE is still with us.
The Philippine HIV and AIDS Registry of the
Department of Health in its January 2015 report
registered Pampanga as having 460 people
living with the Human Immunodeficiency Virus.
The figure accounted for 2.1 percent of the
22,018 HIV cases that have been recorded in
the country from 1984 to January 2015.
Pampanga is second to Bulacan – with 519
– in the number of HIV cases in Central Luzon,
followed by Zambales (168), Nueva Ecija (150),
Tarlac (106), Bataan (71), and Aurora (4).
The region ranks among the top 5, with
Metro Manila, Calabarzon, Central Visayas,
and Southern Mindanao, with the most number
of HIV cases.
Of Pampanga’s 460 cases, 233 are in Angeles
City which ranks as one of the metropolitan
areas with the most number of HIV cases in
the country along with Metro Manila and Metro
Cebu.
The numbers are by no means definitive of
the HIV-AIDS situation in the country.
As Angeles City health officer Dr.Lenario
Santos put it: “We can say that this is not an
accurate figure of how many people in the
country are living with HIV or AIDS. In the
Philippines, many people still hesitate to take
the test because of the social stigma it entails.”
So, how do we go about it?
Santos said local health officers “hope to
mitigate the impact of the disease to the victims
by working closely with non-government
organizations.”
“We have been very active in raising the
awareness of the people about HIV-AIDS. In
fact, the city government helps the citizens
in the form of free voluntary HIV counselling
and testing service, community assemblies
and forums to reduce stigma, and building to
improve sexually-transmitted infections and
HIV proficiency training, among others,” the
doctor said.
“Building to improve sexually-transmitted
infections and HIV proficiency training.”
Training to improve STD infections and
proficiency in HIV?
We can’t fathom what he said there. Maybe
it came from the same mind last year that said
Angeles City aimed for zero AIDS detection.

NO, I will not be joining the multitude who will flock to every site Pope Francis will
set his foot on. I will just content myself with viewing him on TV and prayerfully
contemplate on his words as well as the scene as they unfold.
This, even as I relive in my heart the pastoral visit of the one now sanctified.
Covering the Pope
NO YOU don’t cover John Paul II. He covers
you. His presence totally engulfs you.
MORONG, Bataan/February 21, 1981 –
At the Bataan Refugee Processing Center as
early as the break of day, a crowd of thousands
have started gathering before the canopied
altar where the pilgrim pope is scheduled to
celebrate Mass, principally for the Vietnamese,
Laotian and Cambodian refugees.
The wife and I – both information officers of
the regional office of the Department of Public
Information – along with a few staff conduct
interviews among the faithful, both local and
foreign. The single question: “What does the
Pope mean to you?”
Responses salvaged from fading memory
now include:
“Kindness. Why can’t leaders of our country
be as kind as he is?”
“Hope. I thought the world has forgotten
us. He gives us hope of one day going back to
our homeland, unafraid, un-persecuted for our
beliefs.”
“Luck. Maybe soon, some other country will
take us. The Pope may be our lucky charm.”
“Faith. In the basic goodness of all of us
toward our fellowmen.”
“Grace. To bear our sufferings as Christ
bore his for our sins.”
Virtues and values that find printed
expression in a white streamer at the site:
“Wherever the Pope goes, the best things
will be.” Indeed. Indeed.
Then there is a direct plea, “Save the
Cambodian People.” The horrific “Killing Fields”
of the Khmer Rouge unearthed, going the
rounds in the international media.
Past noon, a US Navy helicopter from Subic
lands, bringing in its most previous cargo: John
Paul II.
A hush – and then deafening applause to
the shouts of “Totus Tuus” and “Amo Te.”
An onrush, as a tide, of bodies with
outstretched arms – seeking to touch, stemmed
by an immovable white wall – of security men
in barong.
The tide may have been contained, but it is
John Paul II that broke the wall – taking babies
to bless and kiss, reaching out, touching heads
and hands.
The cries of “Viva il Papa” crescendoing
to the highest pitch as the Pontiff ascends the
stairs to the canopied altar.
A quietude descending upon the faithful
as the strains of the opening hymn signal the
pontifical Mass beginning.
The readings I cannot now recall. But
his homily is seared into my consciousness
-- charity, the greatest of all virtues. Finding
so much resonance in the hearts of the
Vietnamese, Laotian and Cambodian refugees:
“Charity makes no excuses because of
the other person’s ethnic origin, religious
allegiance or political preference, no exception
whatsoever; a charity which sees the person as
a brother or sister in need and sees only one
thing: to be of immediate assistance, to be a
neighbour…
The Church is ever mindful that Jesus Christ
himself was a refugee, that as a child he had
to flee with his parents from his native land
in order to escape persecution. In every age,
therefore, the Church feels herself called to
help refugees. And she will continue to do so,
to the full extent that her limited means allow…
…Of all human tragedies of our day, perhaps
the greatest is that of the refugees.”
(No, that is not committed to memory. I
found it in some periodicals I kept as souvenir
of that papal visit.)
So deeply touched, one can almost hear
John Paul II’s heart break as he blesses and
kisses refugee children in their native costumes
bringing him gifts during the Offertory. Among
the gifts, a basket of vegetables grown by them.
At the consecration, one feels one’s heart
literally lifting up to the Lord, in pure adoration
of the bread and wine transubstantiated to the
real, mystical body and blood of Christ.
In absolute submission to the Lord’s
presence, the camera slung on my shoulder
makes an intruding reminder of my “official”
purpose: to cover the Pope.
Hastily, I focus and click twice – in the midst
of the Lord’s Prayer – in time to capture a dove
perching on the stairs at the foot of John Paul
II, Cardinal Sin, and First Lady Imelda Marcos.
The peace of Christ be always with you,
John Paul II intones, his message embracing
the whole congregation, not the least of whom
the First Lady and the Cardinal, whose “critical
collaboration” with the Marcoses is later to turn
into open confrontation. But that is two years in
the future yet, after the martyrdom of Benigno
Aquino, Jr.
In the meantime, the Mass ends – Go in
the peace of Christ. Thanks be to God. Viva il
Papa! Viva!
Media frenzy – the clicks of SLRs, the whirrs
of television cameras amid all the jostling and
pushing. Arms raised, I point and shoot, without
the benefit of focus.
On the steps of the US Navy helicopter to
ferry him to Subic, John Paul II raises his hands
in a final blessing, sweeping the multitude, his
eyes on mine – all for a nanosecond but seems
an eternity to me, feeling as that thief promised
Paradise by the crucified Christ.
Blessed, this sinner, for having been in the
presence of the Holy John Paul II that day in
Morong in February 1981, a presence that has
remained in my being till now.

Pres. Marcos lifts martial law
On January 17, 1981,
President Ferdinand E. Marcos lifted martial law which
he declared nationwide on
September 21, 1972 through
Proclamation No. 1081.
Citing the rising wave of
lawlessness and the threat
of a communist insurgency as justification, Marcos
issued the proclamation
which curtailed press freedom and other civil liberties,
closed down Congress and
media establishments, and
caused the arrest of opposition leaders and militant activists, including staunchest
critics then Senators Benigno Aquino Jr., Jovito Salonga and Jose Diokno. Many
other political opponents
were forced to go into exile
overseas.
By virtue of Proclamation
No. 2045, Marcos lifted the
state of martial law to show
the Filipino people and the
world that the situation in the
Philippines was back to normal and that the 1973 Constitution and the government
were working smoothly.

CL govs enjoin cops to secure APEC delegates

CLARKFIELD — The Central Luzon
governors who are members of the
Regional Peace and Order Council
(RPOC) enjoined all police officers in
Region III to secure the safety of the
delegates of the Asia Pacific Economic Conference (APEC) Summit that will
be held here from January 21 to February 7, this year.
The Central Luzon governors expressed their heartfelt gratitude to the
national government in bringing the
APEC summit in this Freeport zone.
“This means growth for the region
that will boost the socio-economic
conditions of the people particularly in
Pampanga being the host province,”
Governor Lilia Pineda said.
In a meeting held yesterday at the
Oxford Hotel here, several governors
including Nueva Ecija Governor Aurelio Umali, Pampanga Governor Pineda, Bulacan Governor Wilhelmino Alvarado, Bataan Governor Albert Garcia, Aurora Governor enjoined Police
Regional Director Ronald Santos, Provincial Police Director Rodolfo Recomono and City Director Eden Ugale
ensured the safety of the APEC delegates during their stay any place they
want in Central Luzon.
Governor Umali, chair of the RPOC
and Governor Pineda ordered the police officials to handle the well the security of the delegates.
In response, Ugale said of the 495
police personnel in Angeles City, some
251 will be assigned to secure the
APEC delegates.
Santos said some 380 police officers of the regional headquarters will
augment during the activity.
Santos added that each of the five
provinces were asked to deploy atleast 300 of their police personnel to
assist in the security of the delegates.
The regional director said they
have put up command center where
all instructions and joint operations will
be handled by the police hierarchy.
He said the Philippine National Police Headquarters vowed to support
the 3,000 police officers who will assist in the APEC Summit with food and
gasoline allowances.
Santos specified that each police
officer will be given P500 per day for
their food. The police officer will be
deployed starting Saturday ( January
17).
However, Santos lamented that the
billeting expenses of the police officers is not included in the budget.
With this, Governor Alvarado, RDC
chair said the five governors of Pampanga, Nueva Ecija, Bulacan, Tarlac,
Bataan and Zambales will augment
some P3-million for the billeting expenses of the police officers.
Angeles City Director Ugale assured the governors that they can handle the crowd control as he assigned
some 251 police officers.
Angeles City Mayor Edgardo Pamintuan said he enjoined all barangay
officials to clean and clear the city with
beggars and other unnecessary sceneries within the city villages.

provincial officer; SP04 George
Cruz, chief clerk and chief inves-
tigator; SP02 Gerardo Manuel,
chief intelligence; PO2 Cherry Vicente and PO1 Jyselle Chan both
detailed personnel from Tarlac police office.
The Tarlac CIDG is recognized
as best unit in Central Luzon that
solved and filed cases against
the suspects of three murder cases including those of police asset Glenn Gozum on September
30, 2014; police intelligence officer PO2 Ritchell Criste on October 10, 2014; and Clark International Airport Chief Engineer Ruel
Angeles on November 10, 2014,
along with the rape with homicide
cases of 70-year-old former OFW
Marina Dizon on July 6, 2014
and 16-year-old campus beauty
queen Lea Batucan on December 8, 2014. Batucan case was
solved by the CIDG in less than
24 hours.
According to Santos, the
commendations were given
to the deserving police officers for their contribution to the
early solution of this high profile
cases with Special Investigation
Task Group (SITG).

In the continuing bid to
treat persons with disabilities (PWDs), a special movie screening for
the blind and the deaf
featuring films with audio description and subtitles were presented in
selected SM cinemas in
the country.
The special movie screenings were presented by SM Cares in
partnership with the Deaf
and Blind Support Philippines, Inc.; the Center for
Advocacy, Learning and
Livelihood (CALL) Foundation of the Blind, Inc.;
the Movie and Television Review and Classification Board (MTRCB);
and SM Cinemas on
Wednesday.
At the SM City Clark
here, The Life of Pi,
which has been commercially shown in the
past, was again shown
at Cinema 3 at 8 a.m. but
this time with two added
features - the Audio Description (AD) and Close
Captioning (CC) - which
can enable the visually
impaired and the hearing impaired to enjoy the
movie.
AD is a special narration of key visual elements of a film which
can enable the blind to
appreciate the movie.
The narrated insertions
are inserted into pauses
in between screen dia-
logues to add context to
the story but without disturbing the original flow
of the film. This would
enable the visually impaired movie goer to
follow the development
of the film story without guessing or without
asking somebody else
what’s going on.
CC transcribes the
audio portion of the program so that the hearing impaired can read
the printed words on the
screen. Captions also
identify the speakers in
the movies, describe in
words the sound effects,
as well as indicate music and laughter for the
appreciation of the deaf,
said SM City Clark assistant mall manager Andrea Madlangbayan.
She added that the
special movie screenings “are meant to bring
greater accessibility of
movies and visual media to PWDs in the Philippines.”
Other SM cinemas
also featured special
movie screenings like
Hugo for SM City Marikina, Les Miserables for
SM Supercenter Muntinlupa, and Taken 2 for SM
City Naga.

the Philippine Christmas Village and popularly Paskuhan Village
at its establishment in
1990 and now as Hilaga (North), the property with its main building
shaped like a Christmas
lantern when viewed
from above occupy –
with its adjacent area of
the Florikultura Gardens
and the former Days Inn
– premium 9.3 hectares
at the junction of the
North Luzon Expressway (NLEx) and the
Jose Abad Santos Avenue (JASA) in Barangay
San Jose.
An informed source
said by next week,
SMDC would have acquired Hilaga with the almost P1 billion amount.
Sad over sale
As this developed,

governor and current
1st District Rep. Joseller
“Yeng” Guiao expressed
sadness and dissatisfaction with the sale of what
he described as a “symbol of the Kapampangans.”

The Hilaga property was part of the land
owned by the Lazatin
family. In 1990, it was
donated to the government. On December 11,
1990, then President
Cory Aquino opened the
Paskuhan Village which
showcased the best
Christmas-inspired Filipino arts and crafts, including demonstrations
on how these products
were made.
“To support the lantern industry of San Fernando,” was supposed to
be among the principal
reasons for the establishment of the Paskuhan Village.
At the time of its con-
struction and until its reported sale recently, it
was bruited about that
a “deed of donation”
mandated that the area
should be exclusively
used for no purpose other than the promotion of
the Christmas lantern
industry.” In 2012, this
came to the fore when a
resolution was filed with
the Sangguniang Panlalawigan of Pampanga to put up a branch of
the Casino Filipino at the
Paskuhan Village which
by that time was already
turning into a losing
proposition.
Religious organizations were joined by militant groups, parents
and teachers association in opposing the casino-at-Paskuhan resolution.
At one time, the Paskuhan Village hosted
the regional consular office of the Department of
Foreign Affairs before it
transferred to the Clark
Freeport.
Deed of sale
There was no “deed
of donation” that explicitly expressed exclusivity for the use of the Paskuhan Village for Christmas-themed purposes.
There was a “deed of
sale” executed with the
then Philippine Tourism
Authority by one “Robert David, in his capacity
as the attorney-in-fact of
the Lazatin-Singian patriarch Jesus Lazatin.”
These, according to
the source privy to the
SM-TIEZA transaction
but requested anonymity
for absence of authority
to speak on the matter.
Asset Privatization
The source said the
sale of Hilaga was part
of the TIEZA’s Asset Privatization Program upon
the behest of its board
headed by Tourism Secretary Ramon Jimenez.
According to the
sources, the Governance Commission for
Government-Owned or
-Controlled Corporations
(GCG), which is the cen-

gave the TIEZA board,
headed by former Pampanga Gov. Mark Lapid,
the order for asset privatization of its 49 properties all over the country.
Up for sale in the
first tranche are the
Agoo Playa Hotel in
Agoo, La Union which is
about 3.5 hectares, the
Matabungkay property
in Lian, Batangas which
is 7.8 hectares, the Talisay property in Talisay,
Batangas which is 91.7
hectares, and Hilaga in
the City of San Fernando, Pampanga.
“These
properties
are lumped in the first
tranche because they
have clean titles,” the
source said.
It was also learned
that an “Invitation To Bid”
for the initial four properties was published in
three major newspapers
in November 2014.
Only 5 bidders
On December 17, five
bidders joined the open
bidding for just one property – Hilaga. Four of the
bidders are all SM corporations or companies
and the last was Robinsons Land Corporation.
It was learned that a
floor price of P849 million was established by
three appraisers commissioned by TIEZA.
And SMDC won with
a bid of P939 million.
The source described
SM as “aggressive” in
acquiring the property as
it has reportedly given
locators and tenants at
Hilaga only until January
29 to vacate the premises.
Hilaga is the second
of SM’s recent “big buys”
in the City of San Fernando. Before the end
of the 2014, it acquired
a vast tract of land, including the Essel Supermarket in Barangay Telabastagan which was also
owned by the Lazatin
