President’s Perspective

It seems like it was just New Years, and
now we find ourselves already a month
into 2015. In January we experienced
reasonably good winter building weather
and saw interest rates fall to even lower
levels, which we all hope is foreshadowing for strong 2015 sales. We also experienced an influx of new
members join the BCA in January. As you all know, membership
is truly the life-blood of the association. It fuels everything we do.
Collectively we are strong where individually we are weak. We
come together as an industry association so that we have a louder
more persuasive voice in dealing with issues that impact our businesses. As I’ve talked to our new members over the past month,
I’ve been impressed with their desire to get to work to play an
active role within the association. The question is always asked:
How do I get involved? Here are just a few of the things you
could do:
• Attend BCA functions such as our upcoming Casino Night on
February 19th, or the Parade of Homes Banquet.
• Join a committee. Many of the BCA committees would love to
have your voice and input. Some of the committees are Associate’s
Council, Membership Committee, PR Committee, and
Builder/Developer Council. Give Frankie a call and see which
committee she might recommend for you.
• Do business with other member companies. One way to improve
our association is by helping to strengthen our member companies.
• Recruit new members to continue build the BCA.
Individual membership involvement is critical to the effectiveness
of our organization and I would like to invite all members to find a
way to get a little more involved in the BCA. I promise you will
get more out of it than you put in. If you have been a member for
a long time, come and lend us your vast experience and insight; if
you are a relatively new member, bring your fresh perspectives
and ideas, and together we’ll be a strong force in our community.
I wish you all continued success in the coming month, and express
my gratitude for the work that you do for our industry!

Thank you for being a BCASWI Member!!!!
One of the questions I’m ask when I tell someone where I work, is, what is a “homebuilder’s
association”? In the simplest of statements the
BCASWI is an organization that has two types
of memberships; builder and associate. The
builder member is made up of multiple disciplines; Single family home
builder, multi-family home builder (i.e. apartments), mixed use builder,
commercial builder and remodeler. The associate member likewise has
many disciplines that fall under three categories; Supplier, service
provider and trade contractor.
The volunteer leadership consist of a board of directors and a group of
officers, with a president as the lead, all of whom are BCA members. We
have bylaws that dictate the make up of the board of directors and officers with the majority of both groups consisting of builder members. The
president, and the officer positions that form the leadership ladder, are
builders. What is the reason for the majority being builders? This is a
builders association. The builders are the ones who are actually building.
Builders are the ones who are dealing with all the “red tape” that comes
with construction projects.
The leading purpose of our BCASWI is for the organization to protect
the interests of the building industry through the efforts of staff and
engaged members. What are the threats to the BCASWI? The list is quite
long and quite confusing but, through legislation and regulatory mandates, the BCASWI efforts help keep the members’ business doors open.
Go to our web site and click on Member Resources or check out the
Economic impact report on the upper right that Dave Yorgason prepared
in conjunction with NAHB. Builders have a great understanding of the
regulations and legislation that could impact business. Associates understand as well, because if ‘it’ affects builders ‘it’ will affect associates.
That is the “what and why.” Membership should be viewed as a tool and
as an investment. If you plan on continuing your career in the building
industry, or if any of part of your business is connected to the building
industry, being a member of the Building Contractors Association of
Southwestern Idaho is one of your best and most important decisions.
Thank you for being a member. New members and long standing members come out and get involved. You will meet new friends, renew old
acquaintances and you will have fun.

imagining things?
Ok, so I’m imaging things, however, our membership is on
“Fire”. Just in January alone, the BCASWI welcomed 7
new members. I am very hopeful and positive we will be
able to keep up the pace and continue in the right direction
with gaining new members. We are moving in the right
direction of reaching our membership goals for 2015.
February is one of my favorite months. There is a lot of
planning and events taking place in the Associates
Council. If you haven’t had an opportunity to check out
our calendar, let me borrow your attention.
The Associates Council and Membership Committee will
meet on Wednesday, February 11th at noon. This is a
sponsored lunch, so no need to bring your own. Just
RSVP to Heather to assure there are enough lunches.
If you’re wondering whether or not the Associates Council
and Membership Committee would be a good fit, I would
like to give you more information on what is involved.
Last month, the “Do Business with a Member” form was
sent to all 2015 Parade of Homes Builders. This is a form
used for builders to fill out all suppliers and subcontractors. Depending on price category of homes, the builders

money $$ from the Associates Council.
For the last couple of months, the Associates Council has
been working on their Casino Night event. This event is
being held at Ferguson Bath, Kitchen & Lighting Gallery.
Mark your calendars for February 19th at 6:00 pm. All
new members from 2014 to present, are invited and
encouraged to attend the New Member Orientation. This
is being held from 5:30pm to 6:00pm at Ferguson Bath,
Kitchen & Lighting Gallery, prior to the Casino Night
event. You will have an opportunity to introduce yourself
to the Board of Directors. New Members may also bring
1 guest to the Casino Night event, immediately following
the New Member Orientation, FREE! If you’re not certain
what the Casino Night entails, you are in for a treat! This
is where all members are invited to play table games such
as black jack, poker and even bingo. Door and raffle
prizes will be given away throughout the event. Food and
drinks are provided. There will also be a Sales &
Marketing dessert auction. All proceeds from the auction
will go towards the Sales & Marketing Scholarship fund.
If this sounds like fun, trust me, it is. This is a very well
attended event. A great opportunity to meet and network
with fellow BCASWI members. Sponsorships for this

There are several more Associates Council events being
planned currently for summer and of course our fall event,
the Building Products Showcase. Please don’t be shy,
attend an Associates Council and Membership committee

According to the rules of the Spike Club program to
become a Spike member, an individual must
sign up 6 new members - which earns 6 Spike Credits within two consecutive years. To retain that Spike status
a minimum of one new member - which earns 1 credit
(new or retention) - must be earned each year until a
total of 25 credits have been earned - which triggers Life
Spike status. For individuals that do not earn 6 credits by
December of their second year of recruiting, all credits
from the first year are forfeited.

Government Affairs
ACHD reports that for its fiscal year 1st Qtr. Of
2015, Commercial came in at 940,000 (161%
increase) and residential at 7000 (1/2% increase)
which is an all-inclusive 43% increase. There were 5
final plats and 100 buildable lots. (1) Discussion also
included a suggestion to get rid of the sand and grease
traps because they are not working except for a few
applications. (2) Cost increases are causing industry
nervousness, (3) Solutions should be specific to the
region of the county
Ada County: It was very nice to have the Ada
County Commissioner Rick Yzaguirre in the room
and he made a few positive comments.
Boise City: Reports it is down from December but
did have 22 single family and 2 duplexes. Fees will
be discussed at the February 10th public hearing. All
permits now fall under the new codes. Permit use has
dropped. The erosion control regulations are in effect.
Meridian Building Department: The new codes are
done. They had 48 single family, 1 commercial building, 21 Tenant Improvements, 630 miscellaneous.
Brent Bjornson is Meridian’s new Building Official.
Eagle: Had 37 single family, 6 tenant improvements.
Manual J’s are being submitted with every plan.
Electrical inspection has also started with no negatives. The new code adopting will be in about 2 – 3
weeks.
The IBCA Winter Board and Jerry Petersen’s presentation on Wednesday was announced and all invited.
Cold weather concrete requirement – All cities were
the same: if they shoot the ground and it is 35 degrees
it must be covered. There is a 2 - 3% margin of error.

You can use your own temp gun to shoot the ground
and they will consider it.
The Builder Developer Committee meets on the 2nd
Tuesday (3p.m.) of each month in the BCA
Conference Room. Don’t forget to put this meeting on
your list to attend!!!
A More Robust Year for Housing in 2015
A strengthening labor market, low interest rates,
improving mortgage availability and growing pent-up
demand will help to significantly boost single-family
housing production in the year ahead and move the
housing recovery to higher ground, according to
economists speaking at the International Builders’
Show in Las Vegas today.
With economic growth near 4% for the last half of
2014 and employment gains averaging more than
250,000 per month last year, NAHB Chief Economist
David Crowe said these are the primary factors that
have helped consumer confidence jump back to prerecession levels.
“The signs point to a more robust year for housing,”
Crowe said. “Household balance sheets are returning
to normal levels, home owners’ equity is increasing
and significant pent-up demand is rising. More than 7
million existing home sales were postponed or lost
during the downturn; and while some are lost forever,
we should see some catch-up.”

2016, the top 40% of states will be back to near normal production levels, compared to the bottom 20%,
which will still be below 75%.
Where are All the New Households?
David Berson, chief economist at Nationwide
Insurance, said the number of new household formations was far fewer in the current economic expansion
than in previous recoveries.
“Give the job growth we’ve seen in 2014, there
should have been better household formations,” he
said, adding that the slower pace may be because “the
real acceleration in job growth has occurred just
recently – in the last six months.”
As the economy and job growth continue to strengthen in 2015, Berson said this will be a “significant

The Forecast
NAHB is projecting 993,000 total housing starts in
2014, up 6.7% from last year’s total of 930,000 units.
Single-family production is expected to rise 26% in
2015 to 804,000 units. “While a good beginning, this
is still well below a normal level of 1.3 to 1.4 million
single-family starts,” Crowe said.
On the multifamily front, NAHB is anticipating
358,000 starts in 2015, up 2% from 352,000 last year.
The sale of new single-family homes is expected to
hit 564,000 this year, a 29.3% increase above last
year’s 436,000 in sales.
Meanwhile, residential remodeling activity is expected to register a 3% gain this year over 2014.
The ongoing housing recovery will see single-family
starts steadily climb from 49% of normal production
at the end of the third quarter of 2014 all the way up

factor to encourage people who have doubled up to
move out on their own.”
Moreover, he noted that the real slowdown in household formations has come from the Millennials, who
have suffered disproportionately from stagnant wage
growth and student debt. However, he added that this
key demographic is getting older and ready to set
down roots. “The leading edge are now in their young
30s,” said Berson. “Homeownership desire is much
higher for those who are in their 30s than those in
their 20s.”
A Rising Economy Lifts Housing
Freddie Mac Chief Economist Frank Nothaft also
foresees a good year for housing.
“We’re projecting 3% economic growth in 2015,
which would only be the second year in the last
decade that we’ve seen growth at that level,” said
Nothaft. “A stronger economy supports a rise in
household formation and home buying.”
housing starts will rise about 15% in 2015, and that
home sales will be up 4%, which would be the best
year for home sales since 2007. He added that nationwide home prices this year should increase about
3.5% to 4% above last year’s level.
With 30-year mortgages currently running at about
3.75%, Nothaft called them “dirt cheap” and said he
expects rates to rise this year but remain at affordable
levels.
“If we see economic growth running at 3% at an
annualized, rate, the Federal Reserve should begin to
push up short-term interest rates by the second half of
2015,” said Nothaft. “We see mortgage rates going up
to 4.5% on the high side at the end of this year, going
from dirt cheap to cheap. Overall, affordability for
buyers in most markets will be well maintained in the
context of strong job and income growth.”

* The person signing this application, hereby requests Spectra to reserve booth space for use in the show listed above. It is understood that the “SHOW
TERMS AND CONDITIONS” stated below, and the information contained within the Event Guide are the conditions which are accepted and agreed to. A
50% deposit is required, which shall be sent with this application. There are other charges that may be incurred, and signer agrees to pay all balances
no later than thirty (30) days prior to the show date. This application is not valid until signed by an authorized representative of Spectra and is subject to
cancellation, for any reason, as Spectra management reserves the right to reject any application. All displays are subject to final approval by Spectra.
SHOW TERMS AND CONDITIONS
SPACE – The space contracted for is solely for the use of the exhibitor whose name appears above, and it is agreed that the exhibitor will not sublet or assign any portion of the same without the written consent
of Spectra. No signs, brochures, handouts, printed material of any type may be exhibited in this space advertising any other business other than the one listed above. In the event the exhibitor fails to occupy
their space by having their exhibit completed and in place two hours prior to the opening of the show, exhibitor forfeits their rights to the space and upon demand will pay any balance owed to Spectra. It is
understood that Spectra will make an effort to assign the exhibitor the particular space requested, but Spectra has the right to make the final assignment at their own discretion and to alter the location if and as
necessary, in order to create a more effective exposition.
CANCELLATION POLICY – If exhibitor desires to cancel this contract at least 60 days prior to the show, any deposit minus a $100 cancellation fee, will be refunded. If exhibitor desired to cancel this
contract after 60 days prior to the show, but before 30 days prior to the show, exhibitor will be liable for 50% of the contract amount. If exhibitor cancels this contract within 30 days before an event, the
full amount of the contract will be due and exhibitor agrees to pay the same to Spectra, unless the show is sold out, in which case deposit money will be refunded to the exhibitor, post event.
LIABILITIES – The exhibitor is entirely responsible for the space leased. Exhibitor shall not injure, mar, or deface the premise. Exhibitor shall not drive any nails, hooks, tacks, screws, etc. in any part of the
facility, nor attach any portion of exhibitor’s display to the decorator’s equipment for the purposes of supporting exhibitor’s display. Furthermore, exhibitors shall not attach to the wall any advertisements, signs,
etc. by the use of scotch tape or any other adhesive type materials on painted surfaces. Automobiles, trucks, or similar vehicles shall have a protective material under them and shall be allowed according to
local fire department permitting requirements. The exhibitor agrees to reimburse Spectra and/or decorator for damage or loss of the premises or equipment to either by actions of the exhibitor.
RESTRICTIONS – Spectra reserves the right to restrict or remove exhibits without refund if they have been falsely entered or may deemed by Spectra unsuitable or objectionable. This restriction applies, but is
not limited to, noise*, PA systems*, persons, animals, conduct, printed matter, or anything of the character that might be objectionable to the Spectra. Furthermore, Spectra reserves the right to select
applications for approval based upon several criteria: product balance; uniqueness of product; entry date. *Please refer to event forms: Sound/Ampliphication.
INSURANCE AND LIABILITY – Spectra shall not be responsible for loss or damage incurred by the exhibitor by any cause whatsoever. Small and valuable exhibit material should be packed away each night.
The exhibitor must obtain their own theft insurance if it is desired. The exhibitor agrees to protect and save, harmless Spectra, against any and all claims for loss, injury, or damage to persons or property arising
from the activities of the exhibitor, his agents, employees or guests, defend Spectra against any and all such claims, and to reimburse and indemnify Spectra for any loss, damage, expense, or payment suffered
thereby. Exhibitor’s proof of Bodily Injury and General Liability insurance shall be made available upon request, and signer agrees that said insurance shall be in force during the event according to normal
business practices, standards, and amounts outlined in the Event Guide.
WORKERS COMPENSATION INSURANCE - Signer agrees that Workers Compensation Insurance shall be in force during the event, meeting the statutory requirements of the State of Idaho.
RIGHTS OF THE MANAGEMENT – Spectra shall not be liable for any damages or other expenses that are incurred by the exhibitor in any event that the show is delayed, interrupted, or not held as
scheduled. For any reason whatsoever and if for any reason beyond the control of Spectra the show is not held, Spectra may retain so much of the money paid by the exhibitor as is necessary to pay
expenses already incurred by Spectra.
AISLES – Aisles, passageways, and overhead spaces remain strictly in the control of Spectra, and no signs, decorations, banners, advertising materials, will be permitted in them except by special written
permission. Furthermore, exhibitor shall not distribute any materials in any parking areas. All exhibits and personnel must remain in their own confines of their booth spaces and no exhibitor will be allowed to
erect signs or display products in such a manner as to obstruct the view or disadvantageously affect the display of any other exhibitor as outlined in the Event Guide.
LICENSES – Any and all licenses, inspections or permits, required by law (city, county, state, or federal) in the installation or operation of exhibitor’s display shall be the sole responsibility the exhibitor.
Procurement of any of these items shall be obtained by the exhibitor at their own expense prior to the opening of the event. Proof of same shall be made available upon request of Spectra.
ELECTRICITY – Due to the diversity of products and the variety of electrical requirements, power may not be provided as part of your booth. Please refer to the Event Guide for electrical needs.
RUNNING OF ENGINES – Oil, gas, or diesel engines may be operated only with the consent of Spectra and must conform to city ordinances and regulations of the local fire marshal.
FIRE – All exhibits must comply with local fire marshal regulations. For any information regarding this portion of the contract, contact the local fire marshal's office.
FOOD SALES – Exhibitor sales, samples, or gifts of food and beverages may be made only by written permission of Spectra. Please refer to Event Forms: Fair Food Sampling/Sales.
MUSIC – Exhibitor warrants and guarantees to Spectra that all ASCAP and/or BMI fees are paid for any copyrighted music or similar materials utilized in conjunction with their exhibitor space. Exhibitor agrees to
save and hold harmless Spectra from any and all disputes involving payment or non-payment of the aforementioned fees. Exhibitor agrees to defend and pay all costs incurred out of any action filed by ASCAP
and/or BMI or any other party for collection or fees due.
LOTTERIES – Exhibitors shall not engage in any raffle, chance drawing, lottery, etc. unless and until Spectra has given its specific written approval of said activity.
MERCHANDISE REMOVAL – No exhibit or any portion of an exhibit may be removed until after the closing hour of the last day of the show. Upon the close of an event all exhibitors shall be responsible for the
removal of the entirety of their display. All merchandise and display material must be removed from the building by the times given in the official Event Guide.
LITIGATION – If a suit or action is filed regarding this contract, the exhibitor promises to pay Spectra costs and reasonable attorney fees in such a manner as set by the court.
TERMS & CONDITIONS – This contract and the information contained in the Event Guide are the terms and conditions agreed on by the parties hereto and no other agreement, oral or otherwise regarding the
subject matter of this contract, unless agreed to in writing by both parties, shall be deemed to exist or to bind any of the parties hereto. The parties understand and agree that exhibitor is an independent entity
and is not an employee, agent, representative, joint venturer, business partner, or any other like entity, with Spectra. The parties understand and agree that the act of each party hereto is the individual act of that
party.
