Chapel Close had passed away in May of 2014.

LETTER FROM RAY RADFORD
County and District Councillor
Dear Residents
To start with, just hope you all had a good Christmas and
the New Year started well and continues. I doubt that it
will be plain sailing all the time.
I can`t tell you much about the Council tax for next year, what will be cut or what
won`t be cut, but suffice to say, it will not be any easier for the coming years. In
my last report I said we were running a deficit of £187k, I am pleased to be able
to say we have reduced that to £99k. This reflects a lot of hard work and
constructive negotiations over the past two months. We still have another two
months to claw back to zero deficit.
The Cabinet meet on the 5th February to formally recommend to the full Council
the overall budget and level of Council Tax for 2015/16. Officers will continue to
work towards delivering a balanced budget position.
It is worth mentioning, that MDDC has seen its formula grant from Central
Government reduced by around £2.6m, or 42%, from £6.2m to the provisional
figure of £3.6m, announced for 2015/16. The Government has maintained its
pledge to continue the austerity programme with cuts of at least 10% per year
for the next 3 – 4 years
The Council`s financial future is only going to become increasingly challenging, it
therefore remains apparent that difficult decisions will have to be made in the
future where we attempt to balance the needs of our residents with the
available funding at our disposal. At least we have put MDDC in a strong/healthy
financial position at the current stage and have demonstrated a solid track
record delivering significant savings over the last 4 – 5 years and still deliver a
wide range of high performing services.
Although County, Police and Fire Services will probably increase their portion of
the Council Tax, we in Mid Devon are very confident we will keep ours at zero, as
we have for the last 5 years.
Part of Halberton Parish will be included in the 1000 homes waste trial to gain
information and cost analyses to set the future for the waste collection service.

We are pro-active and have invested in new vehicles for the waste service; most
of our current vehicles are past their sell by date and have been costly in
maintenance.
I have been pleased to represent Halberton Parish for the last term of office and
do look forward to being able to represent you again for the next four years, if in
the meantime you have anything that you feel I can help with, please contact

Dear Reader
More Houses, Cars and Roads
You’ll know of our long running battles over the
‘Urban Extension’ between Halberton and Tiverton.
There will be over a thousand new houses. Should
the mooted ‘extension of the extension’ over
Manley Lane into Halberton parish be allowed, it
could be more than two thousand. I’ve opposed mass development but admit my
failure so far.
My big fear is traffic. In the interests of most residents this has obliged me to
campaign for a new junction on the link road. Otherwise traffic would make life
intolerable on Halberton High Street and across eastern Tiverton. That looks set
to happen.
Lobbying for a junction is miserable. New houses and traffic -- which I don’t want
- are coming. So I must lobby for a junction which is bad news for residents
around Uplowman Road.

I’m not complaining. Some discomfort for me is nothing to the impact on those
residents of my ‘doing the right thing’ for Halberton amongst others. I hope
careful environmental engineering work round the new junction and better
surfacing on the link road may actually reduce noise for them compared to the
present. But I can’t guarantee it. All I can do when I talk with impacted residents
is be completely straight about it and follow my conscience. I’m on a political
loser but it’s much worse for them.
Other work to mitigate the downside of development is easier. There may even
be a glimmer of good news. I’ve been worried from the outset about the impact
of more traffic on Blundell’s Road, through Horsden, Blundell’s school and also in
Tidcombe Lane. I recently checked plans for highway mitigation measures at
County Hall. Design ideas are simple but they’re a start and local people will get
choices.
In short there are traffic calming measures for Blundell’s Road, segregated space
for pedestrians and cyclists and 20mph speed limits. I’m also pushing for 20mph
limits in Tidcombe Lane.
There are the beginnings of a coherent plan for pedestrians and cyclists to get
safely from Halberton into Tiverton and out to Parkway. We might actually get
something positive from the EUE

Halberton Community Choir
new season, new singers wanted!
Do you enjoy singing? Are you free on Monday evenings? Why not come
along and give the Halberton Community Choir a go?! You don’t have to be
able to read music or have any previous singing experience, though people
who do have these things are also welcome, of course! We meet on Monday
evenings 7.30-9pm at Halberton Methodist Church. As in previous seasons,
we will sing music from a wide variety of genres such as pop, gospel, rock,
jazz, show and film tunes, classical pieces, etc - mainly in three parts. Children
over the age of ten are welcome if accompanied by an adult.

Dear Parishioners
May I take this opportunity to wish you all a happy new
year, even though we are already several weeks into
2015.
On Saturday 10 January a good number of people took part in the
Neighbourhood Plan consultation held in the Jubilee Room at the Village Hall.
Thanks are expressed to those who came. There have been almost a hundred
responses to this exercise so far and it is not too late if you would still like to
contribute your thoughts and ideas. The short questionnaire is available by going
to our parish website at halberton.org to download and complete the form, or by
ringing 07976 385508.
This is just the beginning of the Neighbourhood Plan process. The next stage will
be for Mid Devon District Council to agree the boundary of the plan. We will
keep you informed of progress and how you can influence it. We have been
advised that it will take approximately two years until inspection and
referendum.

CYCLISTS GRRRRRRRRR!
We are constantly told to be aware of cyclists and to give them plenty of room. WHEN
ARE CYCLISTS GOING TO BE AWARE OF OTHER VEHICLES??????
In the first week of January whilst driving into Tiverton at “golf course“ corner there
were two cyclists two abreast wobbling all over the road while talking to each other.
A little further on where there is a cycle lane THREE cyclists (they looked like
competent people) were again riding side by side.
These people might be wearing neon coloured vests but they are not following the
highway code or being fair to other road users.

Volunteers for the Devon Home Library Service‫‏‬
Are you a passionate reader? Are you someone who understands the pleasure
that reading can bring? If so – we want you to join our friendly teams in Tiverton
and Cullompton!
Over 1000 Royal Voluntary Service (formerly WRVS) volunteers across Devon &
Cornwall provide practical support to older and disabled people, many of whom
are isolated by ill health, disability or simply the lack of appropriate transport.
Our volunteers deliver library books and CD’s to people who are unable to get to
the local library. This vital service keeps the passion of reading alive and makes a
huge difference to our clients’ lives. The following is a quote from the son of one
of our clients:
“My mother had a number of interests, including gardening, church architecture
and playing bridge but reading was something she continued to do when it
became too difficult for her to leave home. This was greatly helped by a
volunteer delivering and collecting books on behalf of the Home Library Service,
going to great lengths to keep my mother in good reading and this was an
important contribution to the quality of my mother’s life.”
In Halberton and the surrounding area we need more volunteers to help us make
life more interesting for others. You will need to be willing to travel in the local
area for which we reimburse you at the rate of 45p per mile, and we will provide
you with all training and local support. We also particularly need someone to
act as a volunteer coordinator at Tiverton Library. For this role you need just the
same interests and friendly, outgoing personality, plus being a good organiser
with some basic computer skills.
If you know someone who would like to receive our Home Library Service, please

Our winter meetings have now started. We meet in Halberton Village Hall at
2pm. We have a general meeting, play some bingo have tea and biscuits and
have a raffle. There is an annual subscription of £1.50 to help pay for the hall.

Words of Wisdom
An old Japanese proverb says, One kind word can warm three winter months, and
so in the depths of winter we look forward to St Valentine’s Day to perhaps
receive some confirmation that someone cares about us, that someone loves us.
Little is known about St Valentine. There are many legends however, but all
suggest that he was martyred by the Roman Emperor Claudius, in Rome, on 14
February in the year 269AD.
It is very natural to want to receive a Valentine’s card, because it is a very human
desire to want to be loved. Even when we are alone the affection of a cat or a
dog can be very meaningful, but somehow it is not quite the same as being loved
by another human person. How joyful then to receive a card, but oh how empty
the feeling when the postman does not call!
The word ‘love’ is much used and much abused in our language to-day. In Greek
there are four words for love - eros (between lovers), philia (between friends),
storge (affection – as in families) and agape. The latter is the basis for Christian
ethics and has its root in Jesus’ double commandment, To love God with all your
heart, soul, mind and strength, and, To love your neighbour as yourself (Matthew
22:34-40). It is the purest form of love, because it seeks to give and asks for
nothing in return.
This month the adverts will be propagating all sorts of notions of love to
encourage us to buy cards, flowers and chocolates, but they will have nothing to
say to the lonely, the bereaved, the outcasts of our society and all those who will
not receive a Valentine’s card. To hear a message for them (and for all of us) you
will have to wait a few more weeks until Easter to hear about a God, Who so
loved the world that he gave His only Son that whosoever believes in Him should
not perish but have eternal life (John 3: 16).True love is always sacrificial – agape
– love.
I do hope that you receive a Valentine’s card this year, but even if you do not, it
is not because you are unloved. God loves you; God loves you so very much and
yet demands nothing in return from you. He would however, be pleased to hear
from you, and know that you love Him too.

We have started to put together items for our Fete. The City Steam Jazz
Band has been booked. There will be a grand draw with a 1st prize of
£100, 2nd - £50 3rd - £25 and other prizes. Tickets will be on sale as soon
as possible
Entrance this year will be £1 for adults to include a lucky ticket raffle –
children free. There will be plenty of stalls to browse and buy from and
lots of games for children of all ages

In January we had a general meeting planning events for the coming year
and reviewing some recent items which have been passed to us. These
include a dozen or so scrapbooks of cuttings about Halberton which Mrs.
Stirling gathered over fifty years, kindly leant to us by her family. We
already have scrapbooks of property sale notices over the past twenty
years or so. Deeds dating back to the 18th century from an old parish farm
have been lent to us and details extracted before returning them.
One surprising bit of information which came in a telephone call was that
a previous Halberton resident had a career as a spy and intelligence
officer. Can anyone tell us more about Colonel Trench from Barns Close –
a possible subject for a future article? Another enquiry was about
Marcella Lugard who died in 1968 and in whose memory there is a plaque
in St. Andrews Church. Does anyone know anything about her connection
with Halberton?
We are having problems with our computer. We wondered whether
anyone might be updating and have one which is no longer required. It
does not matter if it is a bit slow by modern standards and would be a
great help to us.
We are giving advance notice of an event being arranged in con-junction
with Ash Thomas Village Hall on Sunday, 19th April. This is another
opportunity for anyone who has had connections with the Ash Thomas
and Brithem Bottom areas to get together to share some memories.
Besides displays there will be a walk around the village pointing out places
of interest and a cream tea. Please pass the word around. We had a good
response with old photographs last time and are hoping to see even more
this time. We would especially like to see some old pictures of Brithem
Bottom, of the outlying farms and of the ABC (Ash Thomas, Brithem
Bottom and Crossparks) Carnival.

Halberton Village Hall Management Committee 2013 – 2014

We have had yet another successful and productive year with the various
rooms of the Village Hall being used for an even wider range of
community activities including in no particular order:Community Lunch Club, Traditional Dance Lessons, Jumping Jive Dance
Lessons, Pilates, Belly Dancing, U3A Computer Training Classes, U3A Barn
Dances, U3A Wine Appreciation Classes, U3A Snooker, Bingo Nights for
the School and St Andrew’s Church, Parish Council Meetings, Regional
Council Meetings, Senior Citizen’s Club, Outreach Post Office, History
Group Archive Work and Meetings, Women’s Institute, Village Hall
Committee Meetings, Village Hall Quiz, Newsletter Meetings, Youth Club
and Toddler Group during the refurbishment of the Methodist Church,
Soulfire, United Family Breakfast Services, Combined Church Services,
Flower Group, Devon, Chrysanthemum and Dahlia Society, Village May
Fayre, Community Concerts, European Elections, Wedding Receptions,
Christenings , Funerals, Children’s Parties, Adult Parties, Jigsaw and
Library lending service and the Village Christmas Dinner.
As you will have heard from our Treasurer, our financial position is still
strong, and we thank all the organisations and groups for their continued
support, However we must not become complacent as in an old building
like the Village Hall much work still needs to be done. During this year the
Jubilee Room has been painted externally and is now complete and
hopefully by the time I’m presenting this report at our AGM the rest of the
building will have been painted externally, Store room and Bar roof
replaced, poor fitting doors and a window will have been replaced and the
remainder of the soffit boards will have been clad. This will still leave the
internal painting of most of the rooms still to be done, the balance of the
loft flooring to be replaced and of course all the service and maintenance
15
costs of our equipment together with ongoing costs of Electricity, Gas and
Water etc.
Regrettably, the Halberton Club found that it was no longer viable for
them to continue leasing the majority of the ground floor as they have for
the past forty years and in July they terminated their leasing agreement in
accordance with the terms of the lease. This will of course, ultimately,
leave a sizeable percentage of our annual income missing and to that end
the VH committee has sought professional guidance as to the potential
uses for this area.
On a more positive note, it has again been very gratifying that we
continue to be complimented for having one of the best equipped, well
laid out and friendly Village Halls in the Country and I would like to thank
the members of the Village Hall Committee for yet another years hard
work and dedication and would also like to thank all the people that have
helped and supported us, without whom, the continuing success of our
Village Hall would not be possible.

Village Carol Festival
On Friday 19 December 2014 members of the Halberton community came
together in St Andrew’s beautiful church for the annual Festival of Carols.
People of all ages enjoyed singing a mixture of traditional and modern
carols; hearing the original story and more recent reflections on the
Christmas tradition; listening to the choir and to some of our very talented
younger musicians and sharing refreshments and conversation together at
the end of the evening.
Thank you to all the readers and singers who took part and to all the
individuals and organisations who helped and supported in so many ways.
It was a very successful evening and the magnificent total of £271.00 was
collected for the ‘Children’s Hospice South West’.
A real example of a village community coming together to celebrate the
season.

This term we would like to welcome Riley and Emi-Lou to the Pre-School and we
wish them a happy time with us.
Our topic is ‘Shapes’, regular and irregular and the children will be creating shape
people, shape houses and shape vehicles for our display board. We will continue
our regular Wednesday ‘welly’ walks, looking for different shapes in the
environment and also visit Class 1 for story time and singing. We will also look at
the celebration of the ‘Chinese New Year’ and taste Chinese food using
chopsticks.
Thank you to those who donated toys, puzzles, dressing up clothes and
books. We would welcome any unwanted four-wheeled sit-on vehicles for our
younger children.

MATTERS DISCUSSED/ RAISED AT RECENT
HALBERTON PARISH COUNCIL MEETINGS
POLICE MATTERS
PCSO Sims reported that severe staff cuts in the team had made police work extremely
challenging. His increased workload has resulted in him being more `desk-bound`. He advised
that the Lloyd Maunder Farm shop had been broken into at the week-end. It is believed to be
the work of a gang operating in the Devon and Somerset area who are targeting businesses
who keep cash on the premises. A number of break-ins in Hemyock had resulted in the theft
of a number of power tools. It had now been approved for the Safety Partnership van to be
used for catching speeding vehicles along Willand Road and Halberton Road. Pete Grabham
advised that on New Year`s Eve a vehicle went through the hedge on Willand Road (before
Muddifords court entrance)
TAP FUND
Margaret Jarvis from the Tiverton Scouts thanked the PC for the TAP funds which would be
used for the improvements to the Scout Headquarters at Greenway.
KEN BROWSE`S APPOINTMENT AT THE NATIONAL ASSOCIATION OF LOCAL COUNCILS
(`NALC`)
At the December annual meeting of NALC’s National Council, members elected Cllr Ken
Browse to be the Chairman for 2015.
DEVON COUNTY COUNCIL MATTERS
1.Following the flood events towards the end of last year, investigation reports for flood
events were now available on DCC`s website. Due to the extent of flooding in recent years,
the level of recommended actions within the many investigation reports far exceeded the
budgets and resources available to enable them to be delivered immediately.
2. The North Devon Link Road continued to cause traffic problems for Halberton when it was
closed. CCllr Hannon had raised concerns about the road closure with Cllr Stuart Hughes and
had explained that although the PC recognised that Halberton High Street was the only viable
diversion route, the PC would prefer that the diversions were shorter in duration and less
frequent. However more importantly was the working of the route. The PC was asking for
active traffic management at the point when the diversion was invoked. CCllr Hannon was still
awaiting a response from CCllr Hughes to this request. In addition a further diversion
occurred on 8th January with minimal notice to both CCllr Hannon and the Clerk. CCllr
Hannon was extremely angry about the poor notice provision stating that it was unacceptable
3. Steve Leigh had taken advice regarding the Willand Road speeding issues. He advised that
the C769 Willand Road did not fall within the remit of the SCARF (Speed Compliance Action
Review Forum) meetings process. The SCARF process was designed to tackle issues of speed
compliance largely within urban areas, and depending on the level of non-compliance,
determine the level of intervention required. Usually this would be in the form of
enforcement or community speed watch which would be unsuitable for this site as it was
rural and national speed limit. The SCARF process was not used to lower or determine speed
limits of a particular road. In order to assess whether the speed limit was the issue, or
whether there were other factors at fault, the site would have to undergo assessment

through DCC`s collision investigation or cluster site review process. This was work that was
usually undertaken by a small central team within the authority. Each year, they would assess
collision data provided by the police for the previous 5 years. Through that data the team
were able to identify which sites around the county were experiencing the highest numbers of
collisions and casualties, and would then focus their attention on those sites to assess what
the issues were and what solutions were available to ease the problem. Due to a significant
reduction in budgets and resources, funding for this work was limited. At present the
authority was only able to focus on the highest priority areas each year and with such a large
network as Devon’s it could be some time before funding was available to assess this
particular site in full. In the meantime Devon County Council as the highway authority would
monitor the situation and react where appropriate.

Steve Leigh (DCC Highways) had advised of the following highway matters:4.i
He had logged details of the pothole at Church Path and Battens Lane on DCC`s
system but there was a backlog. However it was now understood that both potholes had been
filled

The traffic sign outside of the Village Hall had now been adjusted. It was not a
statutory requirement that it be of a specific height but simply `best practice`.

The blocked drains at Brithem Bottom would be dealt with by the Parish
Lengsthman

He had asked for improvements to the soakaway system as part of any planning
applications for the area between Crown Hill and the old railway bridge, as it became
completely flooded when it rained

As far as he was concerned the filling of the grit bins would carry on as normal this
winter (future winter maintenance was under consultation as part of the Tough Choices). He
had provided a plan of the locations of the grit bins in the Parish which the Clerk had
forwarded on to the PCllrs . He advised that he was not keen to relocate the bins as there had
been some thought put into the original placement

He confirmed that the repair of the electronic speed sign along the High Street had
been raised previously. He would pursue the repair and advised that any additional signing
would have to be in line with current legislation

With regards to the request for the primary school children to be provided with high
visibility jackets with “20 please”, he suggested that the school may wish to contact DCC`s
Safety Advisor Andrew Priest

He and his colleagues had very little knowledge of the Road Warden Scheme but
would endeavour to get some clarification/details of the proposals. The Clerk would contact
CCllr Hannon to escalate this matter
MID DEVON DISTRICT COUNCIL MATTERS
1.During 2015 the Council would change the way it collected waste in Mid Devon. Following
feedback from residents it would be adding mixed plastics to the list of materials that were
currently collected and recycled. It would also be providing weekly food waste collections to
all households. The new scheme would be the same for all households in the District rather
than just the 80% who currently received the current Organic Waste Scheme. In order to
prepare for the introduction of the new scheme MDDC would be conducting a trial. The trial
would cover two existing recycling routes, one in an urban area the other in a rural area . The
trial would take place on the four Thursdays in February 2015 with the first collection taking
place on Thursday 5th and the last collection on Thursday 26th. Any assisted collections that

were already in place would continue as normal. During the week beginning 19th January a
first leaflet explaining the scheme would be sent to all householders involved. During week
beginning 26th January, new containers would be delivered to residents along with a second
leaflet and calendar explaining how the trial would work. The new scheme would also involve
changes to the way brown bins were used with cardboard being recycled in the box scheme
and garden waste being an opt in scheme for which a charge would be made. For purposes of
the trial, residents would have garden waste collected from the brown bin free of charge.
Rural residents who didn’t currently have a brown bin would have one delivered in the w/c
26th January; the bin would be removed from the property when the trial was over at the end
of February.
Before and once the trial was underway residents would be able to contact MDDC in the usual
ways if they had any questions or problems.
2. Moneywise was now operating in Mid Devon to assist with financial issues. Persons who
live in Mid Devon and who were on a low income may be able to access advice and assistance.
The local welfare assistance scheme provided a variety of support including debt and money
advice, food parcel referrals, furniture, gas and electricity top ups, and housing information. It
was a free, impartial and confidential service available to eligible applicants. There were also
drop-in sessions available between 10-12pm at Crediton Council Offices every Tuesday, or 1012pm at Cullompton Community Centre every Thursday.
3. MDDC was appealing to residents for help to give information about a spate of fly tipping
incidents which had occurred recently across Mid Devon. There had been several, involving
large quantities of textiles being dumped, suggesting it could be a commercial operation.
4. District Council elections would be held in May 2015. In preparation for this, events would
be held in each of the three largest towns in Mid Devon in February to give interested local
people the opportunity to find out what is involved in being a District Councillor. Existing
Councillors would be present to provide feedback on the role and to answer any questions.
Officers would also be present to explain what was involved in the election process and to
explain the role and function of the District Council. The events would be held on
• Tuesday 10 February, 6.30pm at the Hayridge Centre, Cullompton
• Wednesday 18 February, 6.30pm at the Boniface Centre, Crediton
• Tuesday 24 February, 6.30pm in Phoenix House, Tiverton
CONSIDERATION OF RECOMMENDATIONS BY NEWSLETTER COMMITTEE OF THE
NEWSLETTER PUBLICATION QUOTES AND APPOINTMENT OF SUCCESSFUL COMPANY There
had been three quotes received and the recommendation of the Committee was to accept
the Maslands quote
NEIGHBOURHOOD PLAN
A letter had been sent to every house in the Parish resulting in a large number of people
supporting the Vision Day held in the Village Hall recently. There had been approximately 100
suggestions/comments which needed to be analysed. It was noted that not one person had
objected to the proposed Neighbourhood Plan. It was therefore resolved that the whole of
the Parish be included in the Neighbourhood Plan and that the Clerk inform Tiverton Town
Council
PROPOSED CAR PARK AT CORDWENTS – UPDATE
The Vice-Chairman had recently spoken to Chris Gregson, the PC`s Acting Solicitor. It would
be a matter of the PC deciding as to the extent of land they would ideally prefer to purchase

and whether or not it would include the lagoon and the maintenance responsibilities thereof
and, ultimately whether DCC would agree to the PC`s wishes. It was agreed that the Clerk ask
Dan Meek (DCC) to attend a further site meeting and request he provide a number of
available dates.
HALBERTON COMMUNITY ASSOCIATION
The Clerk had already provided Cllr Miller with information and contact phone numbers re the
formal setting up of the Association/Constitution and possible sources of funding. Cllr Miller
advised that he was in the process of setting up a constitution and that he was looking at
sources of funding. A further meeting of the Association would be held on 15th January at
7.00pm at the Village Hall. A mail drop had been undertaken to advertise the meeting, which
it was hoped would generate significant interest.
CEMETERY
Three quotes for replacement doors for the cemetery shed had been received. After some
discussion it was resolved that the quote from A1 Gates and Securities Ltd be accepted with
the provision that a shrouded lock be provided as part of the price.

It was agreed that a Working Party would meet on Saturday, 31st January at 10.00am at the
Rec to deal with various issues
MISCELLANEOUS MATTERS
i.
It was reported that there were potholes at the junction of Pethertons. The Clerk
would log this problem onto DCC`s system
ii.
The bus shelter at Pethertons required painting. The Vice-Chairman had paint
suitable for the job and the Working Party would deal with the issue shortly
iii.
The bus shelter opposite the Farm Shop did not have a timetable in situ, which
passengers were finding frustrating. The Clerk would contact the relevant bus companies
requesting the issue be rectified. The bus shelter also required cleaning
iv.
Upottery Parish Council had organised a second Public Meeting on rural broadband
for Friday 6th February at 6pm in Upottery Manor Rooms, chaired by Neil Parish, MP for
Tiverton & Honiton.
v.
Her Majesty would be hosting a Royal Garden Party at Buckingham Palace on
Thursday, 28th May 2015 and DALC has been allocated 8 places and were inviting
nominations from member councils. It was proposed that the Vice-Chairman and his wife
should attend.
vi.
The Department of Communities and Local Government (CLG) had informed the
National Association of Local Councils (NALC) that the appropriate sum for the purpose of
section 137(4)(a) of the Local Government Act 1972 (the 1972 Act) for parish and town
councils in England for 2015-16 would be £7.36 per elector.
vii.
Skanska Infrastructure had advised that improvement works were being carried out
to the M5 J27 roundabout . The works would create an additional dedicated left hand turn

lane on the M5 southbound exit slip road, onto the A38. Partial traffic signals would be
installed at the top of the northbound and southbound exit slip roads to optimise traffic flow
through the roundabout. Works were planned to be completed by March
viii.
The Chairman suggested that consideration should be given to having a community
compositing/ gardening facility on land which belonged to DCC which hopefully they would
agree to lease to the PC. The matter to be considered at the Working Party meeting
ix.
Cllr Mrs Johnstone advised that any house swops at Fishers Way should be for incoming people connected with the Parish and not persons who did not meet these criteria.
The Clerk would contact Katie Furner at MDDC to seek assurance, that swops were being
conducted under these criteria and at the same time ascertain when the houses at Cordwents
would become available for occupation. The Chairman would follow up the urgent repairs on
the properties at Fishers Way which it was understood were still outstanding.
xi.
Flooding from the lagoon (below Hitchcocks Industrial Estate) had resulted in
damage being caused to nearby land. Mr Persey (owner of Hitchcocks) had offered to tarmac
the area. It was unlikely that the PC could take any action as it was believed to be a civil
matter. The Chairman, Vice-Chairman and MDDC Cllr Radford however felt it important to
visit the aggrieved residents.

Colin's Magnificent Christmas Concert at St Andrew's
A magnificent Christmas concert was organised on 10th December by local
musician Colin Pettet, formerly organ scholar of Worcester College Oxford and
Assistant Musical Director on London's West End production of Les Miserables,
and took place at St Andrews in Halberton to raise much needed funds for the
Church and what a joy it was to be among the many guests attending (writes
local resident Lindsey Rowe).
Colin, who had been with Les Miserables in London for 25 years before moving to
Halberton, had gone to great lengths to organise a wonderful programme of
Christmas choral music and popular classics for violin, piano and organ, featuring
also Colin's daughter Emily on violin, the choir Vocal Accord, and Colin on organ
and piano.
Emily, a professional freelance violinist, graduated in 2013 with first class
honours from the prestigious Royal Northern College of Music, and plays
regularly with Opera North, The Ulster Orchestra, the Royal Liverpool
Philharmonic and Welsh National Opera among many others, was playing
popular classics, including Elgar's beautiful Chanson de matin, and Salut d'amour.
Vocal Accord, an amateur choir from Barnstaple in North Devon, performed
Christmas music, both traditional and contemporary, conducted by Colin.
As well as accompanying Emily, and conducting the choir, Colin played piano
music by Scott Joplin and organ music by Bach, including the famous Toccata and
Fugue in D minor.
“All in all, it was an incredible concert, which the guests at St Andrew's that night
will remember for many years to come, commented many of the guests amongst
themselves as they left the Church” said Lindsey.
Colin and the team at St Andrew's were hoping for lots of support from the
community, to get Christmas off to a festive start, enjoy some lovely music and
help a good cause, and that's exactly what they got, with a record number of
around 100 guests attending.
Commented Colin “I was very happy to be putting some small contribution back
into the life of a village where, as a new kid in town, I have been made to feel
very, warmly welcome. Although I'm not deeply religious myself, I feel it would
immeasurably impoverish all our lives if we lost the Church. And of course, I was
very much looking forward to playing with Emily again, and playing the proud
father. “Thanks to a magnificent team effort, the Church was packed with an
animated and enthusiastic audience which made the whole occasion as
enjoyable for the performers as, happily, it seemed to be for the audience.
I would like, personally, to thank the performers, the choir Vocal Accord and my
daughter Emily, who all gave their services for free, and helped raise, I believe,
around £700 for the Church”.
