OIAA donates to the Discovery Forest Pavilion
The Oregon Garden, located at Silverton, is the home of a new Discovery Forest Pavilion. The
structure is built primarily from donations made by the timber industry and related industries.
The Oregon Garden is an 80 acre botanical garden that showcases Oregon's nursery business.
Beginning in 1997 with a grand opening in 2002, this destination garden features 20 specialty
gardens within its boundaries. The Oregon Garden Resort was added in 2008 and offers 103 guest
rooms.
The Rediscovery Forest began life as a Christmas tree patch gone wild. OFRI (Oregon Forest
Research Institute) partnered with the Oregon Garden to tame the tree patch and turn it into an
education project that sees thousands of school age students and many adults attend classes that
teach about the life cycle of Oregon forests. Until now those classes have all been under the trees
which resulted in lots of rain soaked students. This shelter will be a tremendous asset in the teaching
of classes. When not used as a classroom, the Discovery Pavilion may be rented by special groups
coming to the Garden.
The aggregate industry works closely with the timber industry in Oregon as well as the nursery
business and tree growing business so this educational opportunity is a nice complement to the
education aspect of OIAA.

forestry industry?
This year’s scholarship is named in Honor of the Siegmund Family, Louis K. Siegmund and in
Memory of Ralph L. Siegmund .
The Siegmund family has been serving customers in northwest Oregon for more than 60 years.
Siegmund Excavation & Construction, Inc. is led by the father-and-son team of Lou and Andrew
Siegmund, who work in both the construction and forestry sectors. Andrew is the third generation
of the Siegmund family to work in the Oregon woods. Lou’s father, Ralph, started his own logging
company in the 1940s, and have been doing this line of work ever since! For more information

Andrew also currently serves as an officer and board member for OIAA.

Part 46 Refresher Training
Adele Abrams
OIAA is proud to present a new Part 46 trainer in 2015 “ Adele Abrams”
Adele Abrams is an attorney and Certified Mine Safety Professional who is president of the
Law Office of Adele Abrams, in Maryland - a 10 attorney firm representing employers in MSHA
and OSHA litigation. She also conducts training and safety audits, as well as consulting on
program development. Adele has been named Safety Professional of the Year four times by
the American Society of Safety Engineers and is a regular columnist on safety and legal
matters for Aggregates Manager and other publications. She is co-author of several books on
mine and occupational safety and health.
Adele will be conducting two Part 46 Refresher training classes, both hosted by OIAA. The
first class will be in Roseburg Oregon on March 5th at the Douglas County Fairgrounds. The
second class will be held on April 9th at the Linn County Fair and Expo in Albany, Oregon.
Registration for both these classes will begin on February 1st. This training is FREE to all
OIAA members. We expect these classes to fill up quickly so please get registered early. A

Adele Abrams has offered to have a monthly drawing for one free hour of legal consultation services. The
services will include a review of MSHA citations or general discussion via phone on any MSHA-related issues
by one of her 10 MSHA-focused attorneys. We will randomly draw a member’s name each month. I will post
the name of the company in that month’s newsletter. It will be the responsibility of the member to contact
Adele’s office for the hour of free legal consultation. To do this you will call 301-595-3520 ask for Adele
Abrams or you can contact her via e-mail at [email protected] to set up your consultation. Be sure to put
“OIAA Consultation” in the subject line.

Kim Redding continues to offer a “FREE” Compliance Inspection for OIAA Members
Kim Redding, N-Compliance Safety Services, Inc., will conduct a FREE Compliance Inspection of an OIAA
member every month. To qualify, you must be a current member in good standing. We will select, at random,
a winner each month. The inspection will last for two hours. The value of this free inspection is approximately
$ 1,000. N-Compliance Safety Services, Inc. has approximately 250 clients in the Western United States,
including the U.S. Army Corps of Engineers and U.S. parks.

$afepro Mine Safety & Health Law Institute lives on.
For those of you that were fortunate enough to attend the Safepro Mine Safety & Health Law
Institute with Frank Adkins know how valuable and helpful that information has been to you.
With the unfortunate passing of Frank last year his college Beau Thomas will continue with
the law institutes. If you have not been to one of these week long seminars it is definitely
worth attending. The next one will be May 18th thru 22nd in Savannah , Ga. They do fill up
very fast as space is usually limited to 25. Frank will be dearly missed but NEVER forgotten.
A Note from Beau Thomas:
Being raised in a mining family in western North Carolina you could say mining is in my blood. It is
my belief that the mining industry is the backbone to our nation and the men and women who choose
this career are the most humble with the ability to make lemonade out of lemons like no other
profession. I’m talking about people who work all day then come over to your house and mow your
yard or help in the garden because you are sick and unable. Frank recognized this and when he saw
the struggle that government caused these good people he decided to do something about it and he
did with $afepro.
I worked with Frank as an associate for the past 6 years but had known Frank for all of my
professional life. During my 16 years working in the mining industry Frank was always available
when circumstances called for consultation. I first attended his institute in 1995 and again in 2003.
When I started working on my own in 2008 Frank asked me to join him in assisting with $afepro. The
message of $afepro is true and simple; communicate to miners their rights and entitlements so
informed decisions can be reached when MSHA inspectors visit your operations. Frank cast a large
shadow on the mining industry and my wish is to continue his endeavor to enlighten all miners of their

from the best.

This course will cover all of the Federal mine safety laws and emphasize the training requirements
of the ACT. Successful completion of the course will result in MSHA Part 46 instructor
competence. This combination will allow your Managers, Supervisors and Safety Officers to meet
the inspectors on equal terms and reduce both citations and accidents. The $afepro Mine Safety and
Health Law Manual Vol. VIII will be furnished to all students. This is always a popular Institute
and gives you the tools to best handle MSHA inspections. Registration will be closed at the
first 25 enrollees.
Industry-active certified instructors and I will teach the Institute courses. The cost of the course is
$1500.00.

Be sure to stop by our booth at the the Logging Conference next week . It opens on Thursday
February 19th and continues thru Saturday the 21st until 2PM. Saturday is Family day. There
are several kid friendly events held in the Pavilion. Come by, bring the family meet some of
our board members and pick up a US flag to proudly display .
Each day at 2PM we will be having a drawing for a $ 50.00 Cabela’s gift card and on Saturday
we will have two “Kids Only” drawings for four $ 25.00 Cabela’s gift cards. The kids drawings
will be held at 11:00 and 1:00 . The gift cards for Saturdays drawings are generously
donated by GeoDesign. We will also be handing out bags of rock candy each day.
