IT ALL STARTS HERE
It all starts here with the slogan of the North-West University. The School for Social and Government Studies of the Potchefstroom
Campus brings, by means of open distance learning, further training to the policing profession. In a unique and creative way,
where you yourself determine the location, time and place of learning, you can speed up your career through professional
training (a three year degree). Electronic and telephonic support is available, as well as personal contact at the study centres.
Why is it unique?

There are no closing dates for applications. Students can apply to study throughout the year. However, the following guidelines
can be followed:
Apply until 31 October to be considered for examinations by June the next academic year. Apply until 31 May to be considered
for examination by November the same academic year.

TECHNOLOGY-ENHANCED LEARNING
1. Lectures are presented via an interactive white board. Lecturers are in a studio on campus while students are at a
study centre.
2. A camera and microphone record while they are lecturing, which is later available in mp4 format on the internet.
3. If a student missed a lecture, he or she can find it on the internet and watch it later on a laptop or tablet.
4. Students get messages via SMS, Facebook and Twitter. A Call Centre is also available to assist students with queries
or problems.

POLICING PRACTICE
NQF LEVEL 7 – 3800 STUDY HOURS
Now you can enroll for a BA degree in Public Governance with Policing Practice at a study centre near you.
The North-West University now offers you a chance to obtain this qualification without the need to travel to
the campus or stay over for the duration of the course. Our “contact over distance” course uses state of the
art educational technology that will enable you to study for a quality degree in comfort, conveniently close
to your home.
Management is a recognised and essential skill in all levels of public and private Policing. Police officers who
are able to apply competent managerial skills to law enforcement initiatives and projects are sought after in
the Criminal Justice System. This degree programme was especially developed to ensure participants
acquire the knowledge and skills needed to manage policing initiatives and operations at junior and
middle managerial levels with the emphasis on service excellence.

WHO SHOULD ATTEND?
Anyone employed in the public or private policing environment would benefit from this qualification, as well as persons
wishing to extend their knowledge in this area and increase their marketability in the law enforcement and policing labour
market. This includes those officials employed as members of the SAPS, Metro Police Service, Military Police Service, Traffic
Officials as well as Private Security officials. FET Colleges who offer the FET (Vocational) in Safety in Society (NQF Level 4)
will also be targeted as potential marketing environment.
Access to this qualification is open to learners who have obtained their Grade 12 National Certificate (NQF Level 4) with
university exemption or the National Diploma in Policing or equivalent level 5 qualification relevant to the field of
Safety and Society.

CAREER PATH
On successful completion of the degree programme, students may be admitted to the following postgraduate qualifications:
• BA (Hons.) Policing Practice (To be developed)
As part of the University’s 5 year strategic plan, developmental work on the BA Honours in Policing Practice has already
commenced. It is envisaged that this BA Honours qualification will be aligned with the BA Honours degree already developed by
the SAPS and approved by the Department of Higher Education.

PROGRAMME PURPOSE AND HOW THE PROPOSED CURRICULUM
WILL CONTRIBUTE TOWARDS THE INTENDED OUTCOMES
The purpose of the BA in Public Governance qualification and its specialised curricula with specific reference to the South African Police
Service, Metro Police Service members, Traffic officials, Military Police and Private Security practitioners and its related practices, is to
produce students capable of and committed to, public sector excellence through an understanding of the South African developmental
state and its related public management functions.
ENROLMENT AND REGISTRATION
CONTACT SESSIONS
Contact sessions will consist of at least four sessions between the lecturers and the students attending the contact sessions at the various
study centres nationwide. A list of the study centres will be supplied in the 2015 Year Programme booklet which form part of your study
package. These sessions are broadcast to the study centres and use the Interactive Whiteboard Technology.
DURATION
The duration of the BA degree is a minimum of three years, but due to the fact that it is offered via the Open Distance Learning mode of
teaching, students tend to complete the degree in a maximum of five years.
LANGUAGE MEDIUM
Tuition at Open Distance Learning Centres will be conducted in English.
ASSESSMENT AND EVALUATION
Assessment consists of formative assessment (assignments) as well as summative assessment (written examination).
Students will be expected to complete, submit and pass at least one assignment per semester per module. The formative and summative
assessments will each contribute 50% towards the student’s final mark at the end of the semester. The formative assessment also awards
the student access to the summative examination. If a student therefore fails the assignment, admission to the summative examination will
be forfeited.
COST OF DELIVERY
The cost of the training and student fees is normally determined by the Faculty of Arts under whose auspices the degree will fall, but can
be negotiated between NWU and the client (Policing or Traffic agency). The cost structure will ultimately be affected by the number of
students enrolling for the degree programme. The estimation is that the costs will be between R18 000 and R20 000 per annum if, the
student registers for all the Modules per academic year.
To ease their financial burden, Policing officials with a PERSAL number can pay off their study fees by means of a monthly deduction from
their salaries through EDULOAN. This alleviates the necessity to apply for a study bursary or to arrange for alternative financial resources in
order to pay for their university education.
General Nyalunga, Acting Head of the SAPS Training Division, gave his commitment to actively support SAPS members who show interest
to study at tertiary institutions by means of bursaries as and when deserving.
CERTIFICATION
After successful completion, candidates will receive an accredited BA degree certificate from the NWU, Potchefstroom,
Faculty of Arts.

OPEN DISTANCE LEARNING
Students who, due to circumstances, cannot enrol at one of the NWU campuses for a contact programme, can enrol for the BA in
Public Governance with Policing Practice through the Unit for Open Distance Learning (UODL).
Students will have access to lecturers and supervisors via the University’s web pages, eFundi and Moodle, on the on-line
platform. A technical team at the Unit for Open Distance Learning (UODL) will be of assistance. The programme team will
provide appropriate induction and support to students. Communication will be via email, the e-platform or telephonically.
Students will have access to detailed study guides, the library, internet, class notes, Skype meetings and Interactive Whiteboard
sessions etc.
Examinations are written at NWU examination centres nationwide with the staff at the Potchefstroom Campus setting the
examination papers and assessing the answer sheets, thus ensuring that all students have achieved the same outcomes after
having received the same quality education.
The Unit for Open Distance Learning (UODL) and Open Learning Group (OLG) also utilise a Call Centre to assist students with
administrative and academic related problems, enquiries and queries. Administrative problems will be solved by the OLG Call
Centre, but academic enquiries and problems will be referred to the Unit for Open Distance Learning’s Call Centre, who on
its part will transfer the enquiry to the responsible lecturer at the Potchefstroom Campus if they cannot solve the problem
themselves.
OPEN LEARNING GROUP (OLG)
OLG is a private provider who specialises in the administration and management of tertiary academic programmes offered via
Open Distance Learning mode of tuition. Due to the fact that the North-West University enrolls more than 30 000 distance
students per annum, OLG will be responsible for assisting the North-West University in managing and administering this BA
degree in Policing Practice. Administrative tasks performed by OLG will be the following:

Registration administration.

Supply and distribution of study material to registered students.
•
Assignment administration.
•
Examination administration.

MOTIVATION
Confirmation was obtained from Major General Nyalungu, Divisional Commissioner SAPS Training, that the SAPS will continue to
encourage their members to study at any university of their choice and the SAPS will continue supporting them through bursaries
as and when deserving. From this undertaking North-West University is confident that the SAPS will accredit their members who
completed the BA in Public Governance with Policing Practice obtained at the North West University. This commitment from the
SAPS will affect the student numbers who will enroll at the North-West University.
The BA in Public Governance with Policing Practice is also aligned with the Bachelor Policing Practice degree developed and
SAQA registered by the SAPS for its members as well as the SAPS in-house Junior and Middle Management courses presented at
the Paarl Training Academy.
Policing officers who successfully completed either the Bachelor degree in Policing Practice or the management courses
presented at Paarl could therefore be considered for accreditation and/or Recognition of Prior Learning (RPL).

BENEFITS
Cheaper: it is 20% to 30% cheaper than full-time study. Students save on travelling, accommodation, etc.
Students can study while working.
The interactive white board allows students to ask questions to their lecturer and take part in discussions.
It is more than a lecture: lecturers can create a teaching-learning situation. Up to 500 people can write on the
interactive white board simultaneously. Facilitators coordinate the situation to prevent chaos.
Opinion polls show students prefer the interactive white board method due to the lecturer delivering the
class personally.
