REPUBLIC OF RWANDA MINISTRY OF AGRICULTURE AND ANIMAL RESOURCES MINISTER£ DE L' AGRICULTURE ET DES RESSOURCES ANIMALES SPIU L WH/RSSP JOB ADVERTISEMENT The Ministry of Agriculture and Animal Resources would like to recruit staff for the Land Husbandry, Water harvesting and Hillside irrigation Project (L WH); Rural Sector Support Project (RSSP); Feeder Road Development Project (FRDP) and Rural Community Support Project (RCSP). In this regard, well qualified and competent persons are interested to apply for the following posts: I. Agribusiness Specialist(1), 2. Procurement Specialist (1), 3. Irrigation Engineer (1) 4. District Watershed Officer (2), I 0. District Horticulture Officer (1), 11. District Community Development Officer (2) Below are the specific duties and job requirements for these positions: 1. Agribusiness Specialist (1) Reporting to the Head of Commodity Chain Department, the Agribusiness Specialist will carry out the following duties: ./ Technical assistance to Project farmer based organizations ./ Support to input supply networks; ./ Providing technical support at harvest level, including: ./ Technical support to the implementation of SPIU LWHIR SSP post harvest investment program (packing houses, cold storage , etc); ./ Assistance to exporters: in particular with respect to export standards (Global Gap, etc.) ./ Support for perishable produce logistics, packaging and supply chain specificities will be useful to knowledge of certification modalities and constraints will be a plus, ./ Provide assistance to traders, including marketing activities for national and regional markets; ./ Promote value addition through local processing of produce (e.g. by supporting SME endeavours in investing in processing equipment); ./ Organize national market surveys/trade missions as appropriate to support traders/ exporters in their search for new markets; ./ Identify potential small and medium enterprise (SME) agribusiness clients; ./ Collect M&E information on project stakeholders as per the reporting requirements . ./ Maintain an accurate database of activities, targets, outputs/achievement, expenditure, lessons learnt and period of implementation as per agreed formats to be updated and presented monthly in the meetings. Prepare periodic reports in the agreed format outlining and providing qualitative and quantitative analysis of his/her performance in relation to outlined plans . ./ Undertake any other assignments or relevant duties in the field of his/her competences as may be assigned by his direct supervisor. Qualifications and Experience Required ./ MSc. in Agribusiness or related field ./ A minimum of 3 years experience working in projects or activities with the agribusiness domain is required for this position ./ Knowledge of perishable produce supply chain technical requirements(pack house management/cold storage/logistics//transport)is important; a sound knowledge of the national/regional horticultural advisory services is required, working knowledge of international export standards, national standards institutions and related legislative issues is a must ./ Private sector experience in agribusiness, particularly in the processing of perishable produce( fruits and vegetables),trading, or exporting agricultural produce is an advantage ./ Ability to work under pressure and to coordinate and link with multi-disciplinary audience ./ Proven track record in managing and leading teams; ./ ./ Ability to communicate in English or French ,being proficient in both language would be an advantage 2. Procurement Specialist (1) Reporting to the Head of Procurement Department, the Procurement Specialist will carry out the following duties: ./ Reviewing and ensuring that all procurement requests submitted for financing through the projects are eligible and in accordance with IDA guidelines and requirements; ./ Determining the most appropriate method of procurement; ./ Help to identify, specify, estimate the cost of, and consolidate m packages (as appropriate) the procurement of goods as may be required by IDA and the Rwanda Public Procurement procedures; ./ Prepare appropriate bidding documents; including specific procurement notices, standard contracts for goods and services, invitations for bids, etc.; ./ Maintain and update records of standard unit costs, technical specifications for goods, and local and international vendors and service providers; ./ Maintain a well organized filling system of procurement records; ./ As necessary, assist sub-contractors in preparing bidding documents for goods, works, and services thereby ensure the most efficient use of resources; ./ Work all procurement documents in the department. ./ Perform any other duties as per instructions for his/her superiors. Qualifications and Experience Required ./ Bachelor of Civil Engineering, ./ At least 3 years of work experience in the field of Procurement, ./ Demonstrate experience in Civil work management, Familiarity with IDA projects implementation procedures and guidelines ts advantageous, ./ Ability to work under pressure and to coordinate and link with multi disciplinary experts, three languages will be an advantage, ~ Computer literacy- familiarity and ease in using computer and various software programs will be an advantage. 3. Irrigation Engineer Reporting to the Head of Irrigation and Land Husbandry Department, the Irrigation Engineer will carry out the following duties: ~ ~ ~ ~ ~ ~ ~ Assist with preparation of feasibility and design studies of SPIU LWHIRSSP sites including collecting design information, performing design calculations, running design software, and preparing design drawings, specifications, bill of quantities, and cost estimates. Support the implementation of the selected projects: • Support the project in implementation of the procurement process (studies, works and supervision) for the construction of dams: (i) preparing terms of reference for studies and technical specifications ofthe work; (ii) analysis of bids and proposals and selection of Consultants and Enterprise Works, (iii) preparation and negotiation of contracts and (iv) preparation and/or review of tender documents; • Supervising and controlling the activities of consulting engineers responsible for the preparation of feasibility and detailed design studies and improving the quality of the studies by conducting of any further detailed complementary studies and reviewing some existing studies before starting their execution; • Assist with supervision and quality control of contractors for all construction works including dams and appurtenant structures, irrigation systems of canals, pipelines and drains, and land levelling of the command area. And, to ensure that contractors are respecting the engineering and construction standards, working conditions, execution techniques and time schedule provided in the contract. And, to confirm and approve the executed quantities reported by the contractor for billing. And, contribution to provisional and final acceptance of works. Develop a program of capacity building and training for Project stakeholders and contribute to its implementation Assist with supervision of LWH Irrigation Officers based at each L WH site for the training of community members in operation and maintenance of the site including establishing and enforcing a calendar of maintenance activities, removing of sediment from canals and pipelines, repairing canals, pipelines and appurtenances, operation of dam and irrigation systems to ensure efficient use of water and maintenance of adequate stream flow for downstream users, and maintenance of reservoir and silt trap zone. Assist with the formation and effective functionality of the Water Users Associations at Projects sites including developing a list of users, establishing a system for collection and maintenance of water charges, operation and maintenance of irrigation infrastructure, and ensuring participation and benefit from organized regular training courses and workshops. Assist with the implementation of watershed-based environmental management plans in the command areas. Any other task given by their supervisors. Qualifications and Experience Required ./ Civil Engineer, Irrigation Engineer, Water Resources or Rural Engineer with a BSc and at least 3 years relevant experience, ./ Ability to work under pressure,multi task, be self motivated and coordinate and link with multi-disciplinary experts, ./ Familiarity with IDA Projects implementation procedures; ./ Good writing skills and proven competence in the use of computer software applications and guidelines, ./ Good communication skills in English and Kinyarwanda, knowledge of French would be an advantage 4. Feeder Road Engineer (5) Key Duties and Responsibilities: Reporting to the District administration with copy to the FRDP national coordinator, and Director General ofRTDA; the District feeder roads engineer will be responsible to: ./ Participate in feeder roads management committee activities at district level ./ Define broad priorities in the preservation and improvement ofthe District feeder road network . ./ Participate in preparation of District feeder roads master plan ./ Prepare District Feeder Roads Operational Plans ./ Assist District in the procurement of consultants and contractors in feeder roads . ./ Monitoring feeder roads activities at District level; designs, rehabilitation and maintenance ./ Checking and providing a technical advice on contractors and consultants invoices ./ Preparation of weekly and monthly progress reports ./ Facilitate feeder roads capacity building Qualifications and Experience ./ B.E in civil Engineering from a reputable University/Institution . ./ At least 2 years of relevant continuous work experience in a busy construction environment; including an experience in Earth roads projects . ./ Experience with donor funded projects will be an added advantage . ./ Demonstrated experience in preparation of Bill of quantities and BOQ variance analysis . ./ Fluency in English or French with working knowledge of the other language. Project Accountant (1) Reporting directly to the Chief Accountant, the Accountant will be responsible for supporting the Financial Department to discharge the financial and accounting management of the Department. S/he will be assigned specific functions but this could be re-assigned as pressure of work demands. The Project Accountant will report directly to the Chief Accountant The main areas that the Accountant is assigned include the following: ./ Financial Accounting and Reporting, ./ Management Accounting including budget analysis, control and reporting ./ Treasury and Cash management, ./ Banks reconciliations, ./ Disbursement and Payments. Specifically this Project Accountant- will be assigned the following tasks: ./ Receiving, analyzing and completing the requests of funds from beneficiaries and invoices from contractors and processing the payments, ./ Capturing the project operations related to the Designated Accounts, the Counterparts funds bank Account, Petty Cash and decentralized bank Accounts, ./ Updating the General ledger on a daily basis, ./ Establishing and submission ofrequests of IDA funds, on a monthly period basis ./ Preparation of monthly, quarterly, annual and ad hoc reports (IFR, MINECOFIN, MINAGRI etc) ./ Registering, tracking, disbursing and accounting for all funds, receivables ./ Participate in assets inventory ./ Preparing bank reconciliations for counterpart and special Accounts on a monthly basis, ./ Preparing the declaration & payment of statutory returns in respect to PA YE, VAT, NSSF, and other withholding taxes, ./ Petty cash management, ./ Participating actively in annual audits and Annual Work Plan & Budget, ./ Processing the replenishment of petty cash . ../ Capturing all payments made in an excel file for a daily reports in USD and local currency, ../ Any other duties that may be assigned by his/her superior from time to time. Qualifications and Experience Required ./ Bachelor's Degree in accounting, or similar field, ./ institution, ~ Understanding the project accounting system, purpose and objectives, ~ Knowledge of the fundamental accounting principles, the financial statements preparation and relevant accounting standards. ~ Familiarity with IDA financial management procedures and guidelines. ~ Proven competence in the use of accounting software. The knowledge of spreadsheets and word-processing packages is also desirable. ~ Should be fluent in English with ability to produce quality reports; knowledge of French will be an added advantage; ~ Strong inter-personal skills with demonstrated experience of working collegially within a team. 6. District Watershed Officer (2) Under the direct supervision of the District Coordinator, the District Watershed Officer will be responsible for sustainable land management aspects of the project at district level by ensuring that activities in the project site are implemented using participatory land husbandry and a watershed approach. Specifically the Watershed Officer will: ~Devise and support participatory land-husbandry implementation modalities by reviewing previous agro climatic zonation, climatic reports, topographic realities and land-husbandry studies at district level; ~Develop improved mechanisms, enumerate successful technologies and approaches and prepare strategy to be put in place for reinforcing comprehensive landhusbandry technologies within project site communities; ~In collaboration with the Project Agronomist, mobilize the project beneficiaries to form Land-husbandry Self-help Groups (LSGs) for the sustainability of land husbandry infrastructures; ~Work with LSGs participatory select appropriate practices and technologies for hillside land husbandry (with reference to Project description and approaches) and integrated soil fertility management (including liming, etc.); ~Strategize, coordinate and guide successful community-based protection and management of project land husbandry infrastructures at district level ; Y"'Work with service providers and implementers to ensure adherence to Project approaches and community participation; v"Ensure that there is systematic technical supervision of the land husbandry works and provide overview for the firm responsible for supervision of such works; v"Integrate and guide the relevant staff of the District and sector in the delineation of the entire sub-watershed of the project site and boundaries of the water-source catchment, the command-area catchments and the command areas; v" Assist the project at district level to respond to the technical support requests from the Community-Based Groups (CBG), private operators, and other beneficiaries of the project in terms ofwatershed management issues; v"Liaise with the Environment officer of the project for the successful implementation of watershed-based environmental management plans in the project site; v"Liaise with district environmental officer and guiding the LWH implementation to be coherent to the Rwandan Environmental laws and international standards; v"Organize and supervise participatory environmental monitoring and auditing within project site in collaboration with Project monitoring and evaluation (M&E) staff; v" Collaborate with the Project M&E staff in monitoring and enumerating the negative and positive impacts of farming systems on the watershed health (human and biophysical environment) and communicate such happenings to the Project Implementing Unit (PIU) for up-scaling (if positive) and mitigating (if negative); v" Assisting in reviewing technical feasibility of subprojects during project review process, with particular emphasis on watershed management issues; and ./Conduct additional duties as instructed by his (her) supervisors. Qualifications and Experience Required •!• At least a Bachelor degree in Sustainable Land Management or related fields •!• A minimum of 2 years experience implementation •!• Familiarity with implementation of hillside intensification works especially terracing, bunding and soil fertility management •!• Working experience with the rural communities in development interventions •!• Ability to work under pressure and to coordinate and link with multi-disciplinary teams •!• Excellent analytical, presentation and communication skills; •!• Experience in having worked with/for an international or donor organization is an advantage; •!• Familiarity with IDA projects implementation procedures and guidelines is advantageous •!• Ability to communicate in Kinyarwanda and English or French is required •!• Proficiency in all three languages would be an advantage. 7. District Horticulture Officer Under the direct supervision of the District Coordinator, the District Horticulture Officer will carry out the following duties: ./ Monitor and advise on horticulture plantation technologies and practices; ./ Identify, study and recommend improvement or development of projects and programs for horticulture production development; ./ Support and facilitate farmers to access clean planting materials in order to increase quality products by developing clean seedlings in nurseries or acquire them from secured sources; ./ In collaboration with the Community development specialist, promote horticulture producers organization ; ./ Promoting and coordinating production, innovation and extension of horticulture production Given that LWH participatory crop selection process; he/she is expected to help explain and disseminate the methodology in his/her dealings with communities of farmers; ./ Facilitate and promote collaboration and linkages between different stakeholders in relation to horticulture production; ./ Coordination of workshops and seminars in relation to horticulture production; ./ Identify and promote proven agricultural technologies and support services that have proven potential to increase horticulture production; ./ Work with farmers and producer groups to increase their knowledge and ag ·Pi£:,, improved horticulture farming techniques for primary agricultural produc · , il1 :di;~•t.,)'..,~ their understanding of and access to improved seed varieties, planting a d... st · ~ methods, timing and input usage, including organic or chemical fertilizer, at ~ , ~} ~ irrigation, and put mechanisms for horticulture pests and diseases control; 4 · . !J • ,1 ~""~:!fl.-!!1.-!tll. ~~.~-~~ ' ) ~/ lWHt\\SC;J ./ Conduct training and mentoring of District Agronomists and oversee related training delivered to horticulture farmers in new techniques, environmental considerations and other productivity-related areas all aimed at increased horticulture production . ./ Maintain an accurate database of activities, targets, outputs/achievement, expenditure, lessons learnt and period of implementation as per agreed formats to be updated and presented weekly in the meetings and have an effective coordination with the MIS Department, ./ Prepare periodic reports in the agreed format outlining and providing qualitative and quantitative analysis of his I her performance in relation to outlined plans; ../ Provide technical input to project reports and studies during the inception phase in line with Horticulture; ./ Contribute to the preparation of work plan; ./ Be prepared to conduct additional duties as instructed by SPIU LWH/RSSP Coordinator Qualifications and Experience Required v" At least AO in horticulture, Crop science or related field is required with a minimum of 5 years of work experience in agricultural productivity with particular attention to horticulture production or Masters degree in agricultural Sciences with at least 2 years of work experience in similar domains; v" Fluency in English is required; French fluency is added value; ./ Experience in working in cross-functional teams and groups; ./ Strong client orientation with ability to identify clients needs and provide appropriate solutions; ./ Prior work with forecasting, planning and data analysis and data management; ./ Ability to work in a team and collaborate with institutions of different nature. 8. Water Users Organization Officer Under the direct supervision of the Water Users Organization Specialist, the Water Users Organization Officer will carry out the following duties: ./ Provide a substantial contribution to the work plan with a special emphasis on WUA and Cooperatives training and capacity building, ./ Provide substantial contributions to policy development on WUAs in Rwanda ./ Propose detailed and practical management arrangements for WUAs and Cooperatives to suit the different socio-economic, agro-ecological and technical conditions of the Irrigation Domains in Rwanda . ../ Carry out in-depth studies on WUA and Cooperatives functioning in the var~ i ou s reg,j~ .Q~ l- ,.• (;11MPl~./f of the country, q._oll --v~..., i" ,~~ ..~ -b;c;,. ~~~-il '"~ ~WY l • t J q/ IJlWHJ~s: .o, ' .......,-"! . ./ Develop and carry out a strategy for a comprehensive training to WUAs and WUA support staff making use of ToT approaches, peer-to-peer exchange, and hands-on training and WUA workshops in all key areas for WUA development. ./ Develop information and knowledge sharing mechanisms to promote innovation, learning and improvement amongst WUAs . ./ Ensure that a practical and reliable WUA Performance Monitoring system is put in place at District and National level. ./ Any other tasks assigned by the supervisor. Qualifications and Experience Required ./ At least a Bachelors Degree in Social Science, Rural Development, Agronomy or Development Studies . ./ At least one (2) year relevant work experience, preferably with associations or cooperative organizations; ./ Experience in training and capacity building of associations or cooperative organizations; ./ Very strong interpersonal and communication skills; ./ Ability to draft and develop training materials; ./ Excellent writing and presentation skills (English and Kinyarwanda); ./ Ability to work in a multidisciplinary team; ./ Strong learning and innovation attitude; ./ Willingness to travel frequently 9. District Community Development Officer (2) Under the direct supervision of the District Coordinator, the District Community development officer will be responsible for the community development aspects at district level. He/she will work closely with the national level Community Development Specialist and would be responsible for social mobilization, inclusion and gender, group formation, and community level institutions District level. The specific duties would be as follows: ./ Formation and Strengthening of Small Groups, Producer groups and Community Level institutions and Facilitate community capacity building to promote and facilitate participatory development management for broad-based, equitable, sustainable development. .... I .I / ./ Arrange necessary technical support to community-based Committees so as to strengthen the overall performance of the project and Links/converges Small groups thematically with Water User Associations, Land-husbandry Self-help Groups and Common Crop (commodity)-Producer Groups . ./ In collaboration with the Community development specialist, implementing the design of the Communication Strategy and Action Plan to strategically communicate with project stakeholders, and organize a community profiling process to generate sufficient and accurate information for community development plans, ./ In collaboration with the Community development specialist, organize and implement (plan, implement, monitor, and evaluate) the training programs for committees and the community in situational analysis, visioning, strategic planning, and proposal writing as well as other sector-specific topics, ./ Facilitate the exchange of information and expenences between village groups, community level at District Project level, ./ Implementing an inclusive participatory extension delivery system aimed at modernising and commercializing agriculture and distribution of training and extension materials on organizational management, erosion control, soil fertility replenishment, irrigation, water management, commercial agriculture plus market principles, requirements and ethics. ./ Document and share lessons learned and best practices with networks ./ Develop linkages with local governments to ensure sustainability and support by local leadership, ./ Participation with District Staff in the Preparing annual Work Plan and budget and Preparing Monthly/quarterly learning events and Progress reports, ./ Identify and Oversee Social Safeguard issues and implements appropriate rehabilitation and resettlement implementation activities in the District Project sites . ./ Exploring at District level, the opportunities for poor and vulnerable families especially ..!' Integrate and guide the relevant staff of the District and sector in the delineation of the entire project beneficiaries boundaries of the project interventions; ..!' Conduct other duties as instructed by the District Coordinator and National Level Community Development specialist. Qualifications and Experience Required ./ University Degree with at least 3 years experience. Fields of social Science, rural development, agronomy or related fields, ./ Aptitude for working with the rural community and women groups, ./ strong interpersonal, organizational, conflict resolution, and communication skills, ./ Self-driven with the ability to work with minimum supervision, ./ Fluency in Kinyarwanda required; fluency in English and/or French preferred. 10. District Monitoring and Evaluation Officer (2) The District M&E Assistant will be responsible for overseeing systematic monitoring and evaluation of Projects activities in the participating site, including the collection and treatment of data and other information which pertain to tracking and evaluating implementation performance. Duties and Responsibilities: ./ Assisting with the development and implementation of the strategy and work program for systematic monitoring and evaluation of Projects activities in the District; ./ Assisting with the preparation of periodic M&E reports on implementation performance, including annexes showing technical, financial/disbursement, procurement, physical and institutional performance as well as the social and environmental impact performance; ./ Assisting with up-dating of the list of performance indicators and programs triggers, as outlined in the log frame; ./ Assisting with the constitution and maintenance of a credible project/program database and in mobilizing and using feedback to enhance the quality of data; and ./ Assisting the implementation of the Baseline Survey and its update. Qualifications and Experience Required ./ At least a Bachelor Degree in economics Rural Development ./ Familiarity with IDA projects implementation procedures and guidelines . ./ Proven competence in the use of computer software applications including statistical software, spreadsheets, and database and word-processing packages highly desirable. 11. Information Technology Officer Under direct supervision of Head of Information and Management Systems Department, the ITO will be responsible for designing and managing the implementation of a sound Communications Education, Information Dissemination and Information Technology (IT) strategy and program for the SPIU. Specific Duties of the Position: ./ Manage the implementation of the communications program and IT system of the SPIU, ./ Develop an IT software to ensure complete IT connectivity of the implementation coordination function effective linkages with the provincial teams, within SPIU and between SPIU and participating implementation agencies; ./ In coordination with the M&E Specialist, maintaining and regularly updating a database of subprojects; ./ Manage information on all documents coming in and going out of SPIU, ./ Liaise with SPIU beneficiaries and stakeholders to secure valuable feedback that can be used to improve on SPIU services ./ Develop and Maintain an SPIU Website and an online content policy ./ Provide technical support for the rest of the project team in specific functions wherever ICT can be used for better performance (training, media use, database development, etc.) ./ Build and foster the network of stakeholders through online means (mailing list) backed-up by effective off-line means and the team members ./ Manage and facilitate flows of information and documents within the SPIU using the LAN ./ Any other task as agreed between Coordinator and the World Bank Communications Officer in the Kigali Office. Qualifications and Experience Required ./ At least a Bachelor Degree in information and communication technology, ./ Practical experience of at least one year in information and technology-related field, ./ Knowledge in design of communication/information dissemination packages, ./ Theoretical and practical knowledge of database development, ./ Artistic design experience-ability to transform verbal ideas on a multimedia presentation, ./ Good experience directly relevant to the area of information technology, ./ Familiarity with IDA financial management procedures. .
