MEDICAL LICENSURE PROGRAM FOR INTERNATIONAL MEDICAL GRADUATES (MLPIMG)
1-YEAR TRAINING PROGRAM INFORMATION

The Medical Licensure Program for International Medical Graduates (MLPIMG) is a one-year training program
designed to enhance the IMG physician’s previous training and address the specific learning needs of IMGs in
order to prepare them to obtain medical licensure to practice as primary care physicians in Manitoba.
IMGs who complete the MLPIMG Program may apply to the College of Physicians and Surgeons of Manitoba
for Conditional Registration. The successful MLPIMG candidate will subsequently be expected to practice in an
underserviced area of the province (as declared by the Minister of Health for the Province of Manitoba), and
will have an assigned medical practice supervisor who is responsible to review issues and provide monitoring
reports to the CPSM. For one year following the MLPIMG, the candidate will also have an assigned mentor
who will provide additional support and guidance to the individual physician.
Submitting an application does not guarantee admission to the MLPIMG. All applicants will undergo the same
application and selection process. Please ensure you meet all application criteria and requirements prior to
applying. Incomplete applications will not be reviewed; it is the sole responsibility of the applicant to ensure
application is complete. Application forms are available from the Faculty of Medicine website or by calling
(204) 975-7757. The deadline for the IMG Program office to receive your application is May 1, 2014.

1. MLPIMG APPLICATION CRITERIA
Applicants for the MLPIMG must meet the following requirements:
• must submit complete MLPIMG application package to the IMG Program at the University of Manitoba
by the due date;
• must be a permanent resident (landed immigrant) or Canadian citizen;
• must have a minimum of one year of postgraduate medical education acceptable to the College of
Physicians and Surgeons of Manitoba (See Notice: “Preregistration Physician Training Requirements” in
the MLPIMG application package);
• must have a pass standing on the Medical Council of Canada Evaluating Exam;
• must have a pass standing on the Medical Council of Canada Qualifying Examination Part 1(MCCQE Part 1).
Preferred consideration may be given to candidates who have also completed MCCQE Part 2;
• must have a pass standing on the NAC OSCE exam. Results are to be submitted with your application by
the deadline of May 1, 2014. For those registered to write the NAC OSCE in March/2014; results must be
submitted by no later than May 15, 2014.
• must have practiced primarily in general practice (primary care, family medicine) for at least 12 months
anytime in your career. Under exceptional circumstances, applicants with other certifications and with
extensive experience in general practice may be considered;
• cannot have been out of practice for longer than 5 years prior to application deadline;
• must be fluent in spoken and written English – required to have a TOEFL score of at least 100 (TOEFLiBT) with minimum score of 24 for speaking and listening or International English Language Testing
System (IELTSTM Academic Module) with a minimum score of 7 in each component with an overall band
score of no less than 7. Both TOEFL (TOEFL-iBT) and IELTSTM (Academic Module) will be considered
valid for 2 years from the date taken. Exams dated prior to May 1, 2012 will not be accepted. For

2. APPLICATION REVIEW for the MLPIMG
Applications that meet the minimum stated requirements will be reviewed by the IMG Selection
Committee. The Selection Committee takes into account previous medical experience, pass standing on
the MCC exams, references and other factors. Following a review of all applications, applicants will be
short-listed and a select number will have their postgraduate training verified by the CPSM. A preference
will be given to residents of the Province of Manitoba.
3. ASSESSMENT for the MLPIMG
The National Assessment Collaboration (NAC) Objective Structured Clinical Examination (OSCE) assesses the
readiness of an IMG for entrance into a Canadian residency program. It is a national, standardized
examination that tests the knowledge, skills and attitudes essential for entrance into postgraduate training in
Canada.
The NAC OSCE is intended to help rank IMGs who apply to individual Canadian medical school graduate
programs. It is required to have a pass standing on the MCC Evaluating Examination (MCCEE) to be eligible to
take the NAC OSCE.
Information about the NAC OSCE and how to prepare for it is available from the Medical Council of Canada
website: http://www.mcc.ca/en/NAC/. Multiple sites for the NAC OSCE will be available nationally, and at
least one sitting in Winnipeg will be offered in March. Applicants are advised to prepare and take the test
as early as possible.

4. INTERVIEWS for the MLPIMG
Once the completed applications are reviewed and postgraduate training has been approved by the CPSM,
a select number of applicants with pass standing on the NAC OSCE will be invited for an interview and/or
Multiple Mini Interview (MMI).
This is an in-person interview. There are multiple interviewers, who will administer a structured interview
that will last approximately 30 minutes. The interview does NOT directly test medical knowledge but
includes questions related to your professional experiences.
To prepare for the interview, candidates should know that the IMG Program is looking for applicants who
demonstrate the following attributes:

An understanding of the Canadian/Manitoban health care system
The IMG Program is looking for individuals who are mature, enthusiastic and committed learners who
have a good understanding of and, ideally, experience with both Canadian health care and the delivery of
primary care in rural/remote settings.
5. ACCEPTANCE INTO THE MLPIMG
Applicants with the highest ranking, based on application, NAC OSCE, & interview rankings, will be offered
a position in the 1-year training program.

6. PRIOR TO BEGINNING TRAINING
Successful applicants in the MLPIMG will require registration on the Educational Register with the CPSM
for the year of training plus the one month orientation. The CPSM will be notified if you are a successful
applicant with the request that an application be sent to you. The CPSM will contact you directly
regarding the application process for enrollment on the Educational Register.
Before entering the MLPIMG, successful applicants must have a written offer of employment from a
Regional Health Authority (RHA) in Manitoba. This will include;
1) an agreement by the RHA employer to fund the physician for the period of training and orientation.
2) an agreement by the physician to return service to the sponsoring RHA employer as per regional
contract.
Names of successful MLPIMG applicants will be forwarded to the Health Workforce Secretariat for
circulation among regional employers. A Meet & Greet of regional employers will also be held by the
Health Workforce Secretariat to facilitate job offers prior to the training year. For more information

All selected candidates will be directed to the Faculty of Medicine, University of Manitoba, to be admitted
to the training program, will be registered in Postgraduate Medical Education (PGME), and subject to
PGME regulations where indicated.
7. ORIENTATION
All candidates in the MLPIMG will complete a MANDATORY 4-week structured orientation prior to
commencing the enhanced residency training.
8. MLPIMG PROGRAM INFORMATION
Selected candidates who meet all the admission criteria and complete the orientation will be scheduled to
complete 13 four-week PGME rotations in the following fields of study:

Emergency Medicine – 2 rotations (8 weeks urban or 8 weeks rural)
Family Medicine (urban and rural) – 3 rotations (12 weeks)
Gynecology – 1 rotation (4 weeks)
Obstetrics – 1 rotation (4 weeks)
Internal Medicine – 2 rotations (8 weeks)
Pediatrics (outpatient) – 1 rotation (4 weeks)
Pediatrics (ward) – 1 rotation (4 weeks)
Psychiatry – 1 rotation (4 weeks)
Vacation – 1 rotation (4 weeks)
An evaluation is returned to the IMG Program after each rotation. Failure of any one rotation may be
resolved with a successful remediation. Failure of any two rotations will result in termination from the
MLPIMG training program.
Following the successful completion of training, MLPIMG candidates will be further supported by a
mandatory Mentorship/CPD for a one year period through the Division of Continuing Professional
Development.
9. LICENSURE
Candidates who have successfully completed the MLPIMG may be eligible to apply for Conditional
Registration with the College of Physicians and Surgeons of Manitoba.
Upon receiving Conditional Registration from the CPSM, physicians may begin their practice in primary
care. During this time they will work closely with a practice supervisor and mentor, have mandatory
audits, and will have up to 5 years to obtain the Licentiate of the Medical Council of Canada (LMCC) and
the Certificate of the College of Family Physicians of Canada (CCFP) (The requirements are subject to
change without notice and the terms of the legislation at the time of application for registration will
prevail.)
