TROY DEATON
Troy Deaton began his career in the surveying and positioning
equipment field in 1987 just out of high school with Cubic Precision located in Tullahoma, Tennessee. At Cubic Precision he
was involved in manufacturing, testing and repairing electronic
distance measuring instruments. In March of 1993 he accepted
a job offer from Harold Hayes to go to work in his garage servicing Sokkia,Topcon and Nikon surveying equipment. During
the 20 years of employment with Hayes he was factory trained
and certified in the service and operation of most surveying
equipment. From basic total station to the most advanced GPS
systems, he knows them from the inside out. In the first part
of 2013 he established his own business, Deaton’s Geo-Tronics
Inc., and continues to service, sell and support the surveying
and positioning industry.
Seminar: GPS/ROBOTIC Hybrid Positioning Solutions
Learn how to take advantage of the rapid advancement in
technology. We can now utilize the best of both worlds when it
comes to surveying, locationg, positiong and staking coordinate
points. Combining the Sokkia GHX2 RTK Network Rover and
the Sokkia/Topcon Robotic instrument of your choic, positioning and localization is made simple. With one click of a button
you are able to move from Robotic surveying to GPS surveying
when needed. For example when running robotic your line of
sight is obstructed switch on the GPS to reveive position. When

JENNIFER DiBONA
Who Is That CAD Girl? Jennifer DiBona is a long-time CAD
consultant and trainer doing business as That CAD Girl. She
is based in Raleigh, North Carolina. Jennifer has a degree in
Surveying Technology and has worked for surveying and civil
engineering consulting offices in North Carolina and Illinois.
She also worked for an Autodesk reseller for several years and
built their technical services division from the ground up.
Today, That CAD Girl provides sales, support and training
for Carlson, AutoCAD and IntelliCAD software and Carlson
hardware and data collection. We specialize in Field to Finish,
Surface Modeling, CAD standardization and Carlson Software
implementation.
Jennifer is one of the charter members of Carlson College
which is the certified program for authorized Carlson Software
trainers.
Jennifer also writes the “CAD Picks and Clicks” column for
Professional Surveyor Magazine and has been (or will be) a
featured presenter at Autodesk University 2004 and 2007; World
of Concrete/Technology for Construction 2004 and 2005; AEC
Science & Technology 2005; NC Society of Surveyors Institute
2009; Carlson Software User Conference 2009, 2010, 2013;
New Jersey SurvCon 2013; Annual conference of the Illinois
Professional Land Surveyors Association 2013; Maryland Society
of Surveyors, Fall Conference 2013.
Jennifer is a member of the Steering Committee for Version 6
of the National CAD Standard®, serves as Chair of the Survey/
Civil Task Team and co-Chair of the CAD Layer Guidelines
Task Team. The purpose of the Survey/Civil Task Team is to
explore and propose changes that incorporate more civil and
survey-related content into the National CAD Standard.

Seminar: Field to Finish for Survey and
GIS Collection from a GIS Dummy
For those who have considered Field to Finish too intimidating, we will show you how to spend about 15 minutes in
order to save hours of time when processing survey data. We
will also get creative with field coding so that you can keep
the data collector entry to a minimum but also automate the
drafting as much as possible.
Struggling to get symbols to come in right? Fighting to figure out how to separate out the layers to show just what you
want? Do you want to use some of the point attributes as plan
labels? Want to collect more than point number, elevation and
description for utility structures? Come to this session loaded
with your questions and we’ll do our best to answer them.
In addition, we will show how closely the future of surveying
is tied to GIS by taking client-provided Esri GIS files and collecting new data that meets the client’s specifications. The data can
then be delivered in a format that can be imported back into
their GIS. You will be surprised how easy it can be – even for
a self-described GIS dummy like me – to extract your client’s
GIS data and use it as a template for your own field collection
in SurvCE or SurvPC.
TODD W. HORTON, PE, PLS
Todd Horton, PE, PLS, is an associate professor and the director of the land surveying and construction management degree
programs at Parkland College in Champaign, Illinois, where he
has taught since 1998. He also teaches surveying to University
of Illinois civil engineering students. Beyond the campus, he
presents continuing education seminars across the country for
land surveyors and engineers.
Mr. Horton has several years of experience in planning, surveying, design, construction, and maintenance of civil engineering
projects, including commercial structures, residential subdivisions, airfields, utility systems and highways. His previous
employers include the US Air Force, the Illinois Department of
Transportation, and engineering and surveying firms in central
Illinois.
Mr. Horton is the faculty advisor of the Parkland College
Student Chapter of the Illinois Professional Land Surveyors
Association. He received his B.S. Civil Engineering degree from
the University of Illinois at Urbana-Champaign.

C. A. “TONY” NETTLEMAN III
Tony Nettleman is a professional land surveyor that specializes in the legal aspects of land surveying. Tony began surveying with his grandfather in his early teens while working on
boundary, easement, and title disputes. After completing a B.S.
in Land Surveying Engineering with honors at New Mexico
State University and a M.S. in Geospatial Surveying Engineering
at Texas A&M Corpus Christi, Tony is currently finishing his
PhD in Geomatics at University of Florida and J.D. at Florida
International University. While attending university, Tony has
served as an expert witness, forensic surveyor, university professor, and research fellow for over ten years. Tony currently
teaches geomatics at Florida Atlantic University and provides
consulting services to land owners and attorneys. Tony can be

Seminar: Riparian Water Boundaries
This presentation introduces the student to the complex and
confusing world of riparian water boundaries. The seminar
begins with the historical development of water boundary law
with regard to Rome, England, and the United States. After a
foundation has been laid, the boundary between private lands
and the sovereign, a boundary in continual conflict, will be
discussed in depth. Next, students will apply what they have
learned in group exercises by calculating and drawing water
boundaries in various situations. And finally, emerging issues
such as climate change and sea level rise will debated among
the group.
Goals
• The student will be able to describe the importance of coastal
boundaries, in terms of population, economic value and
historical significance
• The student will be able to distinguish how water boundaries
are created, depending on the source of title
• The student will be able to describe how the tidal datum is
calculated, and then locate coastal water boundaries depending on the datum adopted by the respective state
• The student will be able to distinguish between gradual and
sudden water boundary movements and describe how title
is affected by these natural processes.
Seminar: Easements, Rights of Way
and Encumbrances In Land
An easement is a certain right to use the real property of another without possessing it. It is “best typified in the right of way
which one landowner, A, may enjoy over the land of another,
B.” It is similar to real covenants and equitable servitudes; in
the United States, the Restatement (Third) of Property takes
steps to merge these concepts as servitudes.
This seminar will discuss one of the areas in which surveyors
are becoming more professionally involved. The seminar will
discuss the purpose of easements, how they are created, how
they are terminated and other interests in land. The instructor
will show how the area of easements can possibly be a new
source of expertise for the surveyor. Using actual case studies,
the full impact of this specialized area will be examined as they
relate to the surveyor.
Goals
• The student will be able to define the different types of easements and give practical examples of each
•The student will be able to distinguish a positive from a
negative easement
• The student will understand how easements are terminated
and the level of evidence to distinguish existing easements
from extinguished easements
•The student will understand how real convents differ from
easements and list each of the required elements of a covenant
or equitable servitude
Seminar: Three Worlds of Surveying
This seminar will bring to the attendee an understanding
of how the surveying profession is in a state of flux. The instructor will show how the acceptance of the past will not be
sufficient or meet the needs of the future. Suggestions will be
made as to how the surveyor can change to meet the demands
of the future. Students are expected to complete two technical
exercises in Microsoft Excel and brief three legal cases using the
links provided.
Goals
• The student will be able to list and describe each of the three

• The student will be able to compute basic statistics in Microsoft Excel

DANIEL SHEARON
Daniel Shearon has over 15 years experience in the Survey
industry. He has spent the last 10 years specializing in GNSS
and data collection training and support.
Seminar:
Survey Pro: Yesterday, Today, & Tomorrow
Survey Pro is one of the longest lived and most popular data
collection software packages in the Surveying industry. This
discussion will cover the history of TDS and Survey Pro, the past
and present hardware platforms used, and advancements made
over the last few releases of the software. Raw data management
techniques, real-time map use, point metadata management
and cloud integration will also be covered.
BERNARD M. TELATOVICH, P.E., ESQ.
Bernard M. Telatovich, P.E., Esq. is the President of Consulting
Services & Investigations, LLC (CSI) a Forensic and Investigative
Engineering firm in Bethlehem, Pennsylvania. He is also an
Owner and Vice President of Land Development at Benchmark
Civil Engineering Services, Inc., a Land Development, Transportation and Surveying firm in Allentown, Pennsylvania.
A graduate of Hazleton Area High School, Mr. Telatovich received his Bachelor of Science in Civil Engineering from Lehigh
University in 1985. In 1993, he obtained a Juris Doctorate
degree from the University of Florida. He is currently a 2015
candidate for his Masters in Engineering (MEng) degree from
the University of Alabama – Birmingham.
His career as an engineer has taken him from Florida where
he worked his way from project engineer to Vice President of a
medium size engineering firm, and to the Lehigh Valley where
he has worked with Benchmark since 2004. In between, he has
worked for contractors in New York City and as an Assistant
County Attorney for Pasco County, Florida. His forensic work,
which includes accident reconstruction and premises liability,
is ever expanding and has taken him from New York, to Florida, and as far west as Wyoming as a consultant on numerous
related forensic engineering matters. In addition, he lectures
across the country to various professional societies on topics of
interest. He also provides marketing services in Metropolitan
New York City area for Cabot Creamery of Vermont.
Mr. Telatovich is a registered professional engineer in three
states (PA, NY, and FL) and a licensed attorney in two states
(PA and FL.) He remains active on the local scene with numerous societies and organizations. He is a past treasurer and
Region Governor for the American Society of Civil Engineers,
a Past-President of the Lehigh Valley Chapter of the American
Society of Civil Engineers, the Past-Chairperson at the Lehigh
Valley Engineering Council, a member of the Engineering Academic Advisory Board at Lehigh Career Technical Institute, a
member of the External Curriculum Advisory Panel at Lehigh
University, a diplomat for the American College of Forensic
Examiners, a member of the Bar Association of Lehigh County,
a member of several National Engineering Honor Societies,
and Board Member for the Pediatric Cancer Foundation of the
Lehigh Valley.
Over his career, he has lectured before numerous groups
including Attorneys, College Students, Contractors, Professional Surveying Societies, and schools from elementary grades
through high school. He has been an adjunct professor at
the college level for more than ten years in the engineering,
technology, and legal departments. He writes articles for his
forensic newsletter for CSI, and has been a contributing author
for many articles in the East Penn Business Journal.
Seminar: Ethics
This seminar is applicable to many professions but is directed
and applied toward the practicing professional in surveying.
In addition to using the Tennessee Chapter 0820-3 Standards
of Practice, the Surveyor’s Creed and Canons adopted by the
NSPLS, and the ASCE Code of Ethics to formulate the basis for
study and discussion, ethical considerations in the everyday
practice are evaluated and discussed. Many real life situations
and theoretical situations will be discussed within the context
of this seminar. An extremely important and extensive part of
this seminar includes participant discussions about the issues
and the action or non-action taken in each scenario.
Seminar: Contracts
Course Synopsis: Legal aspects of contract law; reading and
understanding a contract; fundamentals of writing a contract;
significant provisions and clauses; professional service contracts; standard clauses for scope of work, acceptance, warranties, breach, termination, damages, indemnification, insurance
and boilerplate; contract form files; using contract checklists;
do not reinvent the wheel; contract amendments; preparing
for the negotiation; the Importance of questions; establishing
objectives; drafting the contract; submit your clauses and contracts in advance and receive input from your instructor.
Course Summary: This summary course and short seminar on
contracts is fast paced. It will focus on many facets of contract
writing and evaluation. This seminar takes the attendee through
the basic and important legal concepts, important provisions
and clauses that make up a contract, and through a discussion
and evaluation of professional services contracts. Class participation makes this seminar exciting and rapid fire.
Seminar: Expanding your Business
“Expanding your Business” is a dynamic seminar that focuses
on the important facets of business; and what is needed to improve, expand, and remain sustainable in business. This seminar is a fast paced business seminar that addresses topics such
as making money, motivation, self esteem, and planning and
confidence in creating, maintaining, expanding and improving
yourself and your business. In several hours it is not possible
to learn everything that takes years and a career to develop, but
this seminar will focus on extremely important topics that are
often forgotten or not addressed. However, these topics are
extremely important in your success not only as a surveying
professional, but also as a business person.
The seminar/class is designed for surveyors in business with
all levels of experience. Specific topics discussed will include
Pareto’s Law, the concepts of Peak Performance, expanding your
