GUIDELINES
The
participants
of
speech
and
essay
competition are expected to follow the guidelines given
below:
 Elimination of terrorism, violence and sectarianism;
 Assertion of state authority over lawless elements;
 Purge of violent and extremist elements from
society;
 Purge of violent, extremist and fanatical thinking
from the perverted mindsets;
 Creation of law abiding mind set which should
respect armed forces and law enforcement agencies
of the country

GENERAL INSTRUCTIONS REGARDING SPEECH / ESSAY WRITING
(Urdu & English) COMPETITIONS-2015
1.
The Additional Secretary(ER) will be the convener of the programme at provincial
level, however DPI(SE) will be the focal person for Competitions.
2. The committees at Tehsil, District, Division and Provincial levels have been constituted
for monitoring the Speech / Essay Writing Competitions-2015. They will be held
responsible for conducting the programs in transparent manners.
3. Focal persons will be responsible to ensure arrangements for the conduct of programme
within their jurisdiction, to convey instructions to the lower formations and to monitor
the conduct of Competitions in transparent manners from Tehsil to Provincial level.
4. Focal persons at divisional levels will brief the district convener within their concerned
divisions and provide documents/material to them. The district conveners will do the
same towards the Tehsil level conveners within district.
5. All officers working in their particular sphere will be briefed effectively regarding
Competitions so that the programme may be conducted successfully in all respects.
6. The briefing of Provincial committee to Tehsil level committee will be completed within
one week after the receipt of these instructions.
7. The Judges for Tehsil level Competitions will be selected from other Tehsils, for district
level Competitions from other districts and likewise from other divisions for Divisional
level Competitions.
8. The Provincial level committee will provide judges for Divisional level Competitions
the divisional level committees for district and the district level committee for tehsil
level Competitions.
9. All committees will propose judges more than requirement to meet the emergency.
10. All committees (Tehsil to Division) will convey particulars of Competition Centres to
their upper level committees so that the judges may be provided for each Centre. The
assignment will be completed on top priority.
11. All committees (Tehsil to Division) will recommend names of teachers subject to their
capability in relevant subject for speech and essay writing. Names in double number will
be presented for selection of judges compulsorily.
12. The decision of Judges will be final and non challengeable..

13. All Committees will advertise the programme in broad manners. The whole field
administrations, media and communication agencies / modes will assist the committees.
Banners will be adorned outside all the Competition Centers bearing the words
“SPEECH /ESSAY WRITING (Urdu & English) COMPETITIONS-2015” in bold
words.
14. Arrangement of drinking water, seating and cleanliness will be ensured at Competition
Centers.
15. All administrative committees will make local authorities and police officers aware of
the programme so that help may be sought from them in any emergency.
16. All administrative committees will be in contact with Health Department so that their
help may be sought at the hour of need.
17. All committees will preserve complete record with them and well verse their higher
committees. Results will also be conveyed to Provincial level committee on the same
day. Each Committee will be responsible to preserve record of marked essays.
18. Conveners of all committees will provide their contact No. (Mobile / PTCL) to all
Convening Committees and Heads of relevant Competitions centers.
19. All conveners and members of committees will be in contact with their respective
Tehsils and seek progress from them.
20. Conveners at Tehsil, District and Division levels will establish a control room in their
offices at the earliest and make their representatives sit there permanently to help people
on receiving their references’ / complaints and provide them sufficient guidance.
SOP’S / INSTRUCTIONS REGARDING SPEECH (URDU & ENGLISH)
COMPETITIONS-2015
1. The Speech Competitions-2015 will start from Tehsil level.
2. Only students from Govt. & Registered private schools up to secondary level will be
entitled to take part in the Competition.
3. Speech Competitions will be held separately for boys and girls.
4. Students from the schools where co-education is provided will participate separately in
Competitions for boys and girls.
5. One student from a school is entitled to compete in only one event. No student will be
allowed to participate in more than one event i.e. if a student participates in Urdu

speech, he/she will not be entitled to participate in English Speech/(Urdu & English)
Essay Writing etc.
6. All Committees from District to province level will allot fictitious label / number to the
contesting participants to maintain the secrecy.
SOP’S / INSTRUCTIONS REGARDING ESSAY WRITING (URDU &
ENGLISH) COMPETITIONS-2015
1. The Essay Writing Competitions-2015 will start from District level.
2. The Essay competition is combined for boys and girls.
3. Only students from Govt. & Registered private schools up to secondary level will be
entitled to take part in the Competition.
4. One Soft copy alongwith three Hard copies (one copy each for District , Division &
Province) of the material (Essay) with covering letter signed by the Head of the
institution concerned will be handed over to the District, Division & Provincial
Committees till 14.04.2015,24.04.2015 & 04.05.2015 respectively before 03:00 p.m.
positively.
5. Material of the Essay based on creativity will be appreciated and considered.
6. Material copied from anywhere i.e. Electronic and Print Media will not be acceptable.
Moreover, the participants can use references only upto maximum 10% of the total
contents.
7. Objective merits and the guidelines for the assessment of Essays have been determined.
The Judges will mark the Essays with reference to it.
8. The Judges will assess and mark the essays at the designated places decided by the
District, Divisional & Provincial level Committees respectively. Marked Essays will be
handed over to the convening committee.
9. The
result
of
the
evaluation
of
the
Essays
will
be
announced
on
15.04.2015,25.04.2015& 05.05.2015 respectively from District to Province level.
10. All Committees from District to province level will allot fictitious label / number to the
written material / essays to maintain the secrecy.
11. All committees from District to Province will take one photocopy of the Essay in
addition to the original copy. The judges will complete their work of marking on the
photocopy, not on the original copy.

DUTIES/RESPONSIBILITIES OF COMMITTEES.
PROVINCIAL COMMITTEE.
1. To work under the guidance of the Government and perform all activities as per guide
lines.
2. To arrange for the conduct of Provincial level Competitions and appointment of judges
for all the events and selection of venues, etc.
3. To monitor the progress on the implementation of the programmes and make teams for
the monitoring of programmes at Provincial level.
DIVISIONAL COMMITTEE.
1. To give briefing to the conveners of all district committees about the details of
programmes and to implement them.
2. To give wide publicity to all the events through local press/media and field offices.
3. To identify the suitable judges for District level and Division level Competitions and
also select more judges than actual requirement to maintain reserve quota.
4. To provide the list of judges category-wise to the provincial level committee for interdivisional postings.
5. To identify suitable centres/venues for holding Competitions at Divisional level and
notify such centres for the information of all concerned. Also provide lists to the
Provincial Committees.
6. To
arrange
for
all
facilities
like
seating
arrangement,
sound
system,
Batteries/generators, drinking water arrangement, security arrangements, etc at the
Competitions centres at Divisional level.
7. To keep liaison with Divisional police and Civil Administration for seeking help and
effective cooperation in convening programmes.
8. To monitor the activities of the District programmes and lower formations to ensure
their smooth, fair and transparent conduct.
9. To provide guidance to district and lower formations in case of any difficulty/problem.
10. To keep liaison with the local Health Administration for the provision of assistance if
required in emergency.

11. To act as Appellate Committee to dispose of any sort of complaint/problems at
Divisional level.

their smooth, fair and transparent conduct.
