ELECTORAL COMMISSION OF ZAMBIA 25th February, 2015. PUBLIC NOTICE BY- ELECTIONS IN CHAWAMA, MASAITI, AND SENGA HILL PARLIAMENTARY CONSTITUENCIES AND TWENTY (20) LOCAL GOVERNMENT WARDS The Electoral Commission of Zambia has set Tuesday, 14th April, 2015 as the date on which to hold the Parliamentary by-election in Senga Hill Constituency. The Parliamentary by-election in Senga Hill Constituency will be held on the same date with the Chawama and Masaiti Constituencies’ by-elections. A total of 20 Local Government by-elections will also be held in various parts of the country on the same date. The vacancy in Senga Hill Constituency occurred following the nullification of the election of Hon. Kapembwa Simbao by the Supreme Court. The vacancies in the Local Government wards have arisen following deaths, convictions and resignations of councillors, as scheduled below. The polls will take place from 06:00 hours to 18:00 hours. Aspiring candidates in the by-elections should lodge completed and attested statutory declaration and nomination papers subscribed before a Magistrate, Local Court Magistrate, Head of a Government Primary or Secondary School, Principal of a College, Commissioner of Oaths, Election Officer or Returning Officer on Tuesday, 10th March, 2015, between 09:00 hours and 15:00 hours. Aspiring candidates for the Chawama, Masaiti and Senga Hill Parliamentary seats should take along with them nine (9) supporters who must be registered voters in the Constituency. The supporters must have in their possession their green National Registration Cards and voters’ cards. Aspiring candidates will be required to pay Five Hundred Kwacha (K500.00), non-refundable nomination fee. Aspiring candidates in the Chawama, Masaiti and Senga Hill Parliamentary byelections are required to attend Nomination Briefings on Thursday, 5th March, 2015 at the Civic Center in Lusaka, Masaiti and Mbala Districts respectively. 1 Aspiring candidates in the Local Government by-elections should take along with them nine (9) supporters who must be registered voters in the affected wards. Aspiring candidates will be required to pay One Hundred Kwacha (K100.00), Seventy Five Kwacha (K75.00) and Fifty Kwacha (K50.00), non-refundable nomination fee for City, Municipal and District Councils, respectively. Note that the campaign period for these elections commences on Tuesday, 10th March, 2015 at 15.00 hours and will end at 18:00 hours on Monday, 13th April, 2015. Media personnel and Registered Non-Governmental Organisations wishing to monitor/observe the elections are advised to apply for accreditation from the Electoral Commission of Zambia from Sunday 1st March, 2015 to Friday, 10th April, 2015. Accreditation for political party officials wishing to monitor elections in the Constituency shall only be up to a maximum of 10 members per political party. Please note that only a maximum of 5 accredited members per political party and two accredited representatives of NGOs shall be authorised to represent their respective political parties or NGOs at the Collation Centre. In addition, not more than two political party members per participating political party shall be allowed to witness the counting of votes at a Polling Station.
