FREO’S done it again and
sailed away with yet more
silverware.
Fremantle Sailing Cub
wunderkinds Alistair Young
and Rome Featherstone
were crowned state
champions in the laser and
optimist classes to add to
their burgeoning trophy
cabinet which includes the
2015 national titles.
The optimist
championships, held
over the long-weekend,
were sailed at the Royal
Freshwater Bay Yacht Club
in variable winds which
brought out the best in the
affable and popular sailor.
In particular, the last race
of the regatta was a masterly
display by the 15-year-old
from Hilton. Becoming
almost becalmed at the start

and finding himself in 25th
place in the 44-strong fleet,
the Steiner student managed
to haul in everyone bar
the lead boat by the last
lap and then dispatched
this boat at the top mark
before crossing the line 10
metres in the clear. Over the
12 races, Rome scored an
astonishing seven firsts, and
will represent Australia in
the world championships in
Dziwnow, Poland this year.
Year 12 Scotch College
student Alistair Young,
also left his rivals in his
wake. Alistair recorded
four firsts in the eight-race
championships, with his
worst result being a fourth
place in the 26 strong fleet.
Mark Spearman and Ben
Walkemeyer took out the
minor placings to give
Fremantle Sailing Club a
clean sweep in the lasers.

THE southern suburbs’
controversial waste
authority is set for a major
shake-up as part of a
Barnett government push
towards privatisation.
In anticipation the
Southen Metropolitan
Regional Council (SMRC) is
already preparing to sell one
of its recycling plants.
Veteran Fremantle
representative on the body,
Cr Doug Thompson, says the
government is keen for all
assets to be offloaded.
The SMRC deputy
chair says looming new
governance models will
scrap regional councils
and replace them with
compulsory “waste groups”.
Another option would
be for councils to establish
waste management business
structures.

whatever model is adopted
the government wants the
structures to be contracting
agencies, not service

may still run garbage trucks
and hand collected waste to
the private sector.
Cr Thompson isn’t sold
on the idea the private
sector can do the job more
efficiently and worries
that in pursuit of profit,
contractors won’t have the
drive for innovation that
councils have shown.
“My other concern is
that one of the ideas that
the minister has floated
is that whatever structure
these groups end up having,
they would have external

expertise like a board of
directors,” Cr Thompson
says.
“If the councils are the
contractors it’s council
money, so I would think
that there should be elected
members on the board.”
SMRC chair Cameron
Schuster, Melville’s
representative on the body,
is more comfortable with
privatisation but says the
debate is really about the
structure of the industry.
He says one problem
facing the SMRC is its
material recovery facility in
Cannington doesn’t work to
capacity, so it’s an economic
drag. He believes current
rules make it difficult for
the SMRC to pick up that
capacity, so it makes sense to
hand it to private operators.
Cr Schuster says councils
can put strict conditions
on their tenders to ensure
private operators don’t cut
corners with things like
cheap landfill rather than
recycling.
If the state government
does mandate council
membership of new
waste authorities, it will
eliminate the bickering
and withdrawals that have
been a common problem
for regional councils
across Perth. Canning and
Rockingham pulled out of
the SMRC in 2009 while
Stirling spent hundreds of
thousands of dollars trying
to extricate itself from the
Mindarie Regional Council
last year.
In December, Cockburn
CEO Stephen Cain told
councillors behind closed
doors they should consider
exiting the SMRC too, saying
the council was paying a
significant premium for
the SMRC’s inability to be
competitive.
Cockburn had
been planning to use
amalgamations as an excuse
to dissolve the SMRC, but
will now cool its heels and
produce another report.
It will look at a
controversial move towards
waste-to-energy incinerators,
with environmental
approvals already given
for a facility to be built in
Rockingham.
Last month, Mr Cain
warned councillors he’d had
to rewrite a report that had
been rushing the council
towards waste-to-energy.
“I strongly feel that this
report is asking us to place
ourselves in a position where
we are, in effect, committing
to write a blank cheque on
behalf of our ratepayers and
hand it over to a private
operator, whose sole reason
for existence is to make
maximum profit,” his report
read.
Cr Schuster believes
waste-to-energy is inevitable,
but is a long way down the
track before it’s viable.
He says he’s aware of
concerns the plants produce
nanoparticles that are not
regulated and whose health
effects are little-known, but
says he’s not qualified to
comment on them.
However, he’s confident
regulatory bodies will
make the appropriate
recommendations to the
government.

Councils at
risk of rorting

A CORRUPTION report
on local government has
criticised Cockburn city
council for not doing enough
to address the risk of rorting.
The Corruption and Crime
Commission investigated
procurement risks across WA’s
local governments and found a
“systemic weakness” that made
councils vulnerable to rorting
from employees, suppliers and
contractors.
The report was based on a
procurement audit of five of
the largest local government
purchasers in WA, including
Cockburn.
WA local government
minister Tony Simpson describes
the report as a “wake-up call”
and backs its recommendation
the auditor-general’s powers
be extended to cover WA’s 140
councils.
“In the commission’s view
the absence of risk assessments
suggests that the cities had an
increased level of exposure to
misconduct risk and that, if
misconduct occurred, there was
an increased probability that
it would go undetected,” the
report stated.
“In the commission’s view
the lack of risk assessments for
misconduct in procurement is
a significant issue for the local
government sector.”
The CCC revealed “some”
of the audited councils need to
improve financial governance,
including tendering procedures,
how they deal with conflicts of
interest and training.
Cockburn mayor Logan
Howlett says his council
volunteered to take part and he
welcomes the findings.
“Since the report we have
tightened up several of our
procedures and employed a new
staff member to help with this,”
he says.
“The report was a bit vague
and should have identified what
individual councils failed on
what specific points, as I thought
we came out of it really well.
“But apart from that, we
welcome its findings and have
already implemented several of
its recommendations.”
Last month, premier Colin
Barnett claimed most corruption
in WA involved councils.
Other councils audited were
Joondalup, Perth, Swan and
Wanneroo.
Melville, which is about the
same size as Cockburn, was not
audited.

WILLAGEE is getting mobile
support services from a range of
government agencies in a move
aimed at reining in the suburb’s
wild reputation. The Freo Street
Doctor, Aboriginal health service
Moorditj Djena, Centrelink
and Homeswest will all make
appearances on various dates.
Mayor Russell Aubrey says the
services “support and strengthen
families and individuals to have
better quality lives”.
EDUCATION minister Peter
Collier was due to open the $13.7
million upgrade at John Curtin
College yesterday, Friday March
6. The money went towards fixing
up five maths classrooms, two
science labs, four dance studios,
one general classroom, a student
activity area and a much-needed
tart-up of the loos. The school
hit the headlines in 2012 when
principal Mitch Mackay wrote
to parents to let them know the
department had reneged on a
promised $57 million upgrade.

FREMANTLE’S proposed
new library will be like a
“spacious sunken living
room” and not the dungeon
it’s being made out to be,
says advisory committee
chair Andrew Sullivan.
The veteran Fremantle
councillor and architect—who
was on the panel which selected
Kerry Hill Architects’ designs
for Kings Square—says people
passing the new council building
will get a view of the library
“second-to-none”.
He describes criticism to date
as “unfair and ill-informed”
(“Underground resistance to buried
books,” Herald, February 28, 2015).
“Yes, the library is proposed
to be set at the lower ground
floor level,” he concedes.
“However, the double-height,
light-filled space will have
none of the characteristics of a
basement, cellar or dungeon.
“Indeed, it is more accurate to
describe it as a fish bowl, if you
must give it a name.”
The design wraps around
two fish ponds, which he says
provide a perfect setting for
contemplative reading.
“Above the ponds, the fourstorey-high light wells channel
soft reflected daylight to all of

When the Herald put the
rumour to Sirona Capital boss
Matthew McNeilly he replied
“I couldn’t comment on that”.
He pointedly did not deny it.
“But I could be just trying to
mislead you,” he said, laughing,

building and is expecting to
pick up Queensgate as part of a
deal with the council, has given

should now get rid of all local
councils’. How many councillors
would hold a directors job in
private multi million dollar
companies?, No qualifications ,no

the puppets of CEOs and mayors.

entirely unedited. Seems ironic that
Sam is happy to bag the qualifications
of councillors while submitting a letter
littered with errors.

ARTIFICIAL lawn. Much has
been said about its advantages
and disadvantages over recent
weeks.
I would not know why a council
would disapprove of a resident
having artificial lawn on their verge
when it looks so nice.
I am pleased I live in a suburb
where our council not only approves
of artificial grass being placed on
the verge but has put it around the
public areas of our local shopping
precinct.
It has been there a few years now
and looks as good as the day it was
put there. This was one of the reasons
I decided to have it installed on our
front lawn and narrow verge.
On reticulated scheme water on
a time clock, watering twice a week,
we found it was impossible to have
a nice lawn. It was also impossible
to water the narrow verge without
wasting water on the road.
We are also doing our bit to
conserve water.

I TAKE this opportunity to
extend my congratulations to
the mayor of Cockburn, his
councillors and all residents
of our fair city who lifted
their voices or wielded their
pens (or both) to preserve the
integrity of Cockburn and save
it from the predations of its
avaricious neighbours and the
ill-founded policies of the Barnett
government.
Whilst premier Barnett accepts
the responsibility (but not the
blame) for this folly, there is no
doubt lurking in the background
a cabal of bureaucrats harbouring
their own ambitions, who failed to
provide their minister with frank
and fearless advice on the abuse of
the basic democratic processes of
government that would have saved
the government from this debacle.
Treating the electorate with
contempt and denying it due process
comes with a price that could well be
paid at the next elections.
Sorry premier, not only the
responsibility but the blame and the
shame are all yours.
The challenge for Cockburn is
to continue to lead the way and
demonstrate conclusively the third
tier of government can provide its
citizens and ratepayers with what
state and federal government cannot
or fail to provide-a truly democratic
voice.
It may even come to pass, in the
fullness of time, that a Kwinana will
seek political union with Cockburn;
forced upon it not by an autocratic
state government decree but by the
will of its ratepayers who want to
share the same benefits, facilities
and quality of life enjoyed to those
who have the privilege to live in
Cockburn.

The Ed says: This letter has been
edited for legal reasons.
Can’t see the
city for the
trees
CAN you imagine not being able
to see the Swan River from the
grounds of Heathcote cultural
precinct because the vegetation
on the hillside has been allowed
to grow so high as to block the
magnificent view?
Well, start thinking about
it, because the environmental
maintenance team at Melville city
council has every intention of making
that situation occur!
That’s right, Melville will not be
pruning back the native vegetation
on the upper slopes of the Heathcote
hillside to maintain a clear view of
the river and, worse still, actually
plans to revegetate it with additional
native plants including over-storey,
middle-storey and under-storey
plants.
I just can’t believe the council is
prepared to allow the vegetation on
the upper slopes on the river side
to continue growing unchecked,
and to exacerbate this by increased
plantings, to the point the view of
the river will be eventually blocked
entirely.
Such an outcome would be
a manifest tragedy and gross
mismanagement of the site—and
I strongly suspect a breach of the
original conditions and intentions
under which the site was to be
restored and developed!
Whilst the hillside is part of the
Heathcote nature reserve, and that
reserve is a WAPC Bush Forever
site, there are many precedents for
“managing” vegetation in Bush
Forever sites, even to the point of
complete removal as was done to
make way for Fiona Stanley Hospital.

A team of seven archaeologists
including Fremantle father-andson team Charlie and Joe Dortch,
are on the brink of submitting
their findings to the journal
Australian Archaeology next
month.
The elder Dortch says the
discovery of stone tools lodged in
bands of limestone allowed the
group to date the earliest known
human contact with the island
using a technique called optically
stimulated luminescence (OSL).
While they’ve only been able
to narrow that date to somewhere
between 17,000 and 42,000
years, Dr Dortch says previous
estimates based on circumstantial
evidence have led to wild claims.
Shell “middens” had even
been the subject of a couple
of PhDs, with claims they
were evidence of Aboriginal
occupation. That was debunked
when it was discovered the
debris had been left behind by
Pacific gulls that no longer visited
the island.
No charcoal linked to humans
has been found on Rotto,
meaning radio-carbon dating
isn’t possible.
OSL measures radioactivity
stored by grains of quartz as
isotopes nearby decay after
burial.
Dr Dortch says they’ll be able
to hone in even further as dating
techniques improve.
Intriguingly, a tiny fragment
of emu eggshell found near one
of the stone tools was dated as
28,000 years old by the University
of Colorado. The shell is the only
vertebrate fossil ever to be found
on the island.
Dr Dortch says despite being
found near the stone tool, he
can’t tell how it came to be on the
island.
“It was only about the size of
a little fingernail, so I was very
lucky to even find it,” he says.
Prehistoric human contact
with Rottnest would have to
predate the island’s separation
from the mainland around 10,000
years ago when sea levels rose, as
Noongars did not use boats.
Oral histories make reference
to the separation of Rottnest,
Garden and Carnac Islands, all
of which are considered to have
great spiritual significance.
Dr Dortch says the findings
will help Noongars overcome a
perception held by some that the
south-west was unoccupied, and
strengthen their kinship with the
land.

agrees: “What I thank Charlie
for is showing non-Aboriginal
people that, in the south-west,
the Pibulmun/Wadandi lived
and thrived, and helping dispel
the myth that the real Aboriginal
people live above the 26th
parallel and those of us in the
south-west do not exist.”
Dr Dortch says just eight
artefacts have been found on
the island, but their research has
identified other areas he says
warrant a dig.
One is a series of wetlands
that once held fresh water,
but have been saline since
the Rottnest Island Authority
churned them up while searching
for road-building material in the
1960s and ‘70s.

in support of drug traffickers Andrew Chan
and Myuran Sukumaran, who had just been
moved to Nusakambangan island prison to
await execution. Organiser Deborah Ludlam
says she’d been moved by stories of the pair’s
rehabilitation at Bali’s Kerobokan prison where
they’d been held since their arrest in April
2005. Ms Ludlam says the “vigil for ordinary
people was part of the Mothers for Peace
movement and was a chance for ordinary
people to comfort each other” as many like her
were devastated by the looming executions.

My mother Marie Thorne worked

money and she is still poor.

people of all backgrounds and skin

her accomplishments, a Centenary Medal
from he Queen, a NAIDOC Award in
2014, awarded several times even by
John Howard who was once our prime
minister. She’s worked for the Fremantle
city council for reconciliation, a volunteer
worker for DOH as an advocate for
people of all ages and cultures.
Not even Mr Burns or Mr Loftus
can deny that receiving that kind of
recognition is a great accomplishment for
a woman of 78 years, and an Australian
Aboriginal Elder.
Also, for you Mr Burns, my mother
and Dr Pettitt have been colleagues for
many years, friends who have worked
together on many issues.
My mother being evicted was no
fault of her own: she’s 78 years old and
a diabetic and no-one in their right mind
should evict an elder and persons with
severe medical problems and push them
out on the street, black, white or brindle.
It’s heartless and cruel. So I would
suggest you mind your own business
because you don’t know the full story,
and save your comments. I feel they are
judging my mother too harshly yet they
don’t even know her. Go easy on the
elderly and ill—don’t be so cold.

A HOUSE in our street was
demolished recently. Almost nothing
was salvaged. A mature, well-shaped
marri tree near the rear boundary,
providing shade to a north-facing
yard for 50 years, was pulled up by
the roots and trucked to landfill with
the rest. The stripped block was then
offered for sale.
In my nature
I WAS moved to write in support of
the proposed mountain bike trail at
Manning Park as I couldn’t believe
the prejudices expressed regarding
“daredevil mountain bikers” (Herald
letters, February 1 and 7, 2015).
Far from a daredevil thrill seeker, I
am a nearly 40-year-old mother who
loves the environment. I get out onto
mountain bike trails as often as I can,
usually heading to the Kalamunda circuit,
which requires quite a lot of babysitting,
whereas if I could get out on a quick ride
close to home I’d be fitter and wouldn’t
need to drive for two hours (there and
back) just to find a good a bush track!
I’m also a keen bushwalker, rogainer
Months ago another local house on a
bigger block close to Canning Highway
came down, a verge tree was removed,
and the site cleared. A signboard
announces 18 units will be built, with onsite bays for 32 cars. No mention is made
of the proximity to public transport.
Urban infill is touted by planners as
the solution to accommodate laissez-faire
population growth and slow the sprawl of
Perth into remaining bushland. Housing
densities are money-driven by developers
and councils eager to expand their
ratepayer base. Such pressure, along with
the desire for ever larger dwellings means
the clearfelling of local neighbourhoods
is likely to continue, along with constant
bulldozing and scarring of the built
environment.
Realistic and responsible thought,
commitment and action by residents,
developers and planners regarding
building densities and types, traffic
management, provision for droughttolerant, canopy-producing trees in
urban design schemes, etc, is desperately
needed. Otherwise the utopian “artists
impressions” of building developments
and liveable communities featuring
images of trees, pedestrians and
cyclists will remain only impressions in
cyberspace; wishful fantasies in car-mad,
more-is-better, arborophobic Perth.

RE-DAWN, and a fine mist
hovers over the wetlands. The
cool air smells fresh and clean,
and a chorus of frogs provides a
cheerful early morning soundtrack to
foraging wading birds.
As the sun peers over the eastern
cliff top, the first morning rays break
the mist and cast a pink glow over the
water. A family of ducks floats past,
gently disturbing the reflections of the
clouds above. A lone woman performs
yoga at the end of the boardwalk, lost in
the reverie of her surroundings and her
solitude. Wetlands and green expanses,
winding pathways, native bushland…and
amongst it all a stillness, a tranquillity,
that defies where you are.
So—where exactly are you? You’re
in Booyeembara Park, in the heart of
Fremantle’s hustle and bustle.
This magnificent space has not always
been such an idyllic oasis, however. It
had its origins as a meeting and gathering
space for local Nyoongar people (the
name Booyeembara is a Nyoongar
name for the limestone coastal land).
In more recent times it was used as a
limestone quarry, before being abandoned
and becoming a dumping ground for
Fremantle’s rubble—which was to
become a lasting and problematic legacy.
It was in the 1990s that the local
community saw potential in the deserted
space, and after many workshops and
intensive community consultation, the
council adopted the Booyeembara Park
Master Plan in 1999. It was a grand
and exciting plan, embracing and
demonstrating reconciliation, community
and sustainability.
A taskforce consisting of city
officers, local councillors, community
representatives and local elders was set
up to oversee the implementation of
the master plan, in consultation with
Ecoscape environmental consultants and
landscape architects.
Enthusiastic locals joined the
Friends of Boo Park group, and thus the
community took ownership of the park,

Involved with the development of Boo Park
since the first community consultations in the
1990s, the east ward councillor has watched
it transform from an abandoned tip-site to an
award-winning place of natural beauty. After
a few tough years at the park, she reckons
it’s time for people to rediscover the beauty
of Boo Park at the Ngala Maya community
festival on March 15.
throwing itself into action—hundreds
and hundreds of person-hours planting,
watering, weeding, mulching and hauling
endless limestone blocks in the creation of
the amphitheatre.
Close to 100,000 individual plants and
trees indigenous to the area were planted,
including tuarts, balgas, Fremantle
mallee, marri and jarrah. Hectares more
were seeded. Native fish, several species
of frogs, ducks, and an entire cast of
waterbirds and birds call this place
home, indicating a healthy ecosystem. A
billabong at the foot of the cliff was part
of the original master plan, along with
the olive grove, playgrounds, a garden
narrative and community food gardens.
Reconciliation was an integral
element of the park’s master plan, and
a storytelling circle and limestone circle
depicting the Wagyl and the six Nyoongar
seasons were early highlights. The
opening of the park in 2000—planned by
respected Elder Marie Thorne, who also
named the park—included a ceremony
telling ancestors that people were to be
returning to the site. Another ceremony
was held a week before the Sydney
Olympics that linked the spirit of the
Olympics with peace and reconciliation,
and featured dance, storytelling around
the fire, and a flame brought from the
Nyoongar nation.
A decade of hard work by an
incredibly dedicated group of people
followed. Unfortunately, following
the discovery of asbestos and other
contaminants in the park (a legacy of
the extensive dumping in the ’60s and
’70s)—progress halted, and for several
frustrating years the majority of the
park’s budget was directed at intensive
site testing and investigations.
The testing is now over, and a
comprehensive site management plan is
in place to take the park forward. Budget
funds can now be reallocated to those
elements that the community wants,
including, ultimately, the completion
of the long-awaited amphitheatre and
storytelling circle. It is also timely to take
a fresh look at the original master plan of
1999, and reassess the future direction of
the park.
And this is where we need you!
When did you last visit? There is
so much more to Boo Park than just
being a beautiful green space. This is
Freo’s King’s Park—a large regional
green space, a national award-winner, a
groundbreaker in sustainability, recycling
and revegetation. A park with a proud
indigenous history, and a remarkable
community story.
We’ve had some tough years, but now
it’s time for our park to start to heal. It’s
time to welcome everybody back to Ngala

Chris Ferreira says he’s made it
through summer without an airconditioner and has cash in his
pocket after slashing his water bills
by 40 per cent.
The director of The Forever Project
has adapted his 1950s asbestos cottage in
Hamilton Hill to the point he hasn’t had a
power bill in four years.
“Fifty per cent of power bills are used
to keep a house cool or warm,” he says.
“So I wanted to show people it wasn’t
hard to slash power bills and still have
a comfortable home.” As well as tripleinsulating his walls he installed double
glazing, insulated the roof and the floors,
put in a greywater recycling system and
gutted the kitchen. Outside, he beefed up
his soils to prevent water loss and dug up
most of the lawn.
Mr Ferreira is opening his house today,
Saturday March 7 from 10am–4pm to
show how he achieved its turnaround.

NORTH FREMANTLE’S Ben Lane
says a council decision that robs his
garden of direct sunlight should
send a shiver up the spine of all
homeowners.
He was gobsmacked when councillors
on the planning committee ignored staff
and approved a new two-storey house
next door that includes a 21.25m wall
along his northern boundary.
That’s almost 17m longer than the
R-Codes allow, and the wall is also 4m
higher than allowed.
Staff advised councillors the wall
would “restrict the access of sunlight to
established vegetation”, but added this
aspect of the design could be supported
given there’s already a shady tree in Mr
Lane’s yard.
An approved ancillary dwelling at the
back of Mr Lane’s property will also fall
under the wall’s shade, which he says will
slash what he can charge in rent.
What’s galled him most is his
entreaties to the council were ignored but
concerns about proposed double garages
by a councillor who lives across the road
set off major discussions
Cr Doug Thompson declared his
interest—preventing him from voting
on the issue—but he still lobbied his
colleagues, emailing whether it was
“possible to limit the garage to single
rather than double”.
His colleagues discussed that idea at
length, with Crs Ingrid Waltham, Robert
Fittock, Sam Wainwright and Andrew
Sullivan all chipping in.
“I like this idea but can we defend
it?” mayor Brad Pettitt inquired of thenplanning director Philip St John.
In the end the council voted to set
back the double garages and insist the
homeowners plant a street tree.

“They spent all this time debating the
double garages, but not once did any of
them raise the fact that our amenity will
be severely affected by this wall,” Mr
Lane fumed.
He says he was subjected to a similar
stony silence when fronting the full
council later.
His complaint to WA planning
minister John Day hit a brick wall too,
with Mr Lane informed the council had
followed the guidelines.
Without third-party appeals in place in
WA, Mr Lane’s left facing a huge wall or a
costly High Court challenge.

Youth push for JPs

CALLING all Justices of the Peace—
your services are in great demand.
So great in fact that flyers are being
left around retirement villages to entice
former JPs back into service.
Veteran JP John Alberti (right) has
put out the call as the port city’s JPs are
approaching the age where they can’t
perform many functions.
“There are 3000 JPs in WA but
unfortunately many are over 75 ... I’m the
youngest [in Fremantle] at 66,” the former
Fremantle councillor says.
“Once we turn 70 we can’t sign search
warrants for the police, customs or
fisheries ... then after 75 can’t sit in court
for cases involving restraining orders and
traffic cases.
“We can do stat decs, affidavits and
certified copies and that’s about it.
“We’re calling for JPs who have for
whatever
reason dropped
off the radar
to come and
have a chat and
renew their
association.
“The biggest
problem is that
MPs, who need
to nominate
an applicant,
say we have
too many JPs
but they don’t
realise many are over the age limit ...
they’re still on the register but can’t really
perform many of the functions.”
He says the unpaid commitment
entails more than just signing documents
and warrants, though the days of an
exciting knock on the door in the wee
small hours from “coppers seeking a
search warrant” are long gone as station
Parke talks for peace

8) offer a differing view
on how to bring peace to
the strife-torn country.
Speaking at a discussion
organised by the Medical
Association for the
Prevention of War at the
Fremantle town hall at 2pm, Ms Parke
will argue the PM’s decision to help train
the Iraqi army is misguided. Her view is
not shared by Labor leader Bill Shorten,
who backs the government’s move.
“Yesterday’s ally-byproxy often becomes
tomorrow’s enemy, and all
those so-called solutions
that have involved arming
one group to balance
the violence of another
inevitably prolong the
violence and inevitably see
the weapons turned against
those who supplied them
in the first place,” says Ms
Parke, who was formerly a
human rights lawyer with
the UN.
Also speaking at the
event will be Carolyn Holbrook, a
historian at Monash University who has
questioned the Aussie myth the nation
was “born” as its troops landed and died
on the shores of Gallipoli in 1915.

“We haven’t been able to man the
Fremantle office on Friday afternoons for
some time.”
Mr Alberti is specifically asking for
qualified JPs to come forward, not people
willing to become JPs.
“To become a JP you need to be
nominated by a state member of
parliament, their application approved by
the Attorney-General and then complete
a course (usually 10 weeks) at Central
TAFE,” he says. “Once you pass the
course the governor swears you in.”
Small shacks
COCKBURN council has moved
to close a loophole that could have
allowed McShacks to blight the
Naval Base holiday park.
During a recent review of the heritagelisted site’s planning rules, the council
discovered that wording governing the
size of shacks was ambiguous and could
have allowed owners to upsize when
modifying their protected shacks.
Now they’ll be restricted to a building
footprint of 27.04sqm, with a 1.8m open
verandah on one side, which the council
says is consistent with the site’s humble
origins.
Naval Base is one of the last remaining
coastal shack communities and the only
one with some security for residents.
Owners had been ordered to tear their
shacks down in 2012 but a community
backlash earned them a reprieve and a
five-year lease.

’D told Herald readers last
year my mum would be
dead by now, but here she
was tucking into a prawn
linguine and demanding
another cappuccino and a
slice of pear tart.
And her dutiful daughter was
only to happy to comply.
Kava Cafe in Bicton has been
a favourite for a couple of years
now, ever since mum moved
into the nursing home next door.
It changed hands around
Christmas, and I’m happy to
report it’s even better.
For a couple of weeks one of
the specials has been spaghetti
marinara ($27).
The first I’d eaten on my own,
struggling valiantly with the
massive serve, determined not to
let a morsel escape.
The second time I shared it
and was still rather full.
Loaded with mussels,
prawns, squid and chunks of
fish it was fantastic, and so rich I
could have banked it.
On that occasion mum
had the hash benedict ($20)
with smoked salmon and egg
hollandaise.
As a fan of hash browns
I was expecting the usual
crumb-coated square, but these
magnificent house-made potato
and onion cakes were like
nothing I’ve ever tasted before.
I can also report the prawn
linguine ($16.50) is great, a
deliciously oily mix of garlic,
with fresh parsley, basil and
chilli—and plenty of tender
prawns.
Service at Kava is as fantastic
as the food, always friendly and
efficient.
These guys really go the extra
mile, and when mum and I share
we get two proper half-serves,
not just one and an empty plate.
When my step-dad had
wanted steak, rather than a
steak sandwich ($23.50) the only
question was “250-gram or 300”.
It was perfectly medium-rare,
pink, juicy and tender.
We’ve tried a couple of the
cakes over the weeks and while
the pear tart was good, the carrot
cake ($7.50) was fantastic, moist
and delicious.
“The best I’ve ever eaten,” my
chef mother-in-law, a dab hand
at cake-making, declared.
Kava’s coffee, usually made
by the lovely Bec, is unfailingly
good, and I tried the trendy
cold-filtered version recently.
Drip-filtered over 12 hours
it’s naturally sweeter due to a
lower acidity and shouldn’t be
confused with iced coffee, which
is hot brewed then chilled.
There’s a couple of ways to
drink it and I went with the
sparkling espresso ($4), which
is mixed with sparkling mineral
water—and was wonderfully
refreshing on a hot day.

The unique folk-country
soundtrack and melancholy
visuals provide a sensory
experience that is poetic,
compelling and whimsical,
Moore says. She’s cock-a-hoop at
getting the renowned Icelandic
artist’s work down under.
“He is such a significant and
influential contemporary artist.”
Kjartansson’s work will take
over all the FAC’s galleries with
a collection of watercolours and
video installations.
“You find yourself moving in
and out of different space and art
work. It’s a journey that allows
the audience to take in the works
without being overwhelmed,”
she says.
Like many of his works, The
End focuses on the persona of
the performers, and utilises
a typically Icelandic style of
storytelling.
Kjartansson leads audiences
on a rambling yet highly
choreographed journey, echoing
elaborate myths and sagas.
“There is a bit of humour in it
as well,” Moore says.
In Fremantle for the launch
a couple of weeks ago, the
humour of the exhibition wasn’t
lost on Kjartansson: “From
snow-laden Canada and minus
degrees, and we are sitting in the
hot sun, Ragnar enjoyed that.”
Running in conjunction,
Kjartansson’s The Visitors will
be on show at the John Curtin
Gallery, in Bentley.
The End is on at FAC until
April 6, and The Visitors until
April 2.
The City of Melville’s Community Partnership Fund is offering

he First Home Owner’s Grant (FHOG)
first introduced by the Howard government
upon the commencement of the Goods and
Services Tax in July 2000 has played an important
part in underpinning the lower end of the property
market. With the onset of the Global Financial
Crisis, the Rudd government doubled the $7000
grant for established housing and to cushion the
GFC blow to the building industry, first time
buyers purchasing land and building got a not
insignificant $21,000.
The state government then added to the
assistance package by removing the duty payable
upon buying properties under $500,000, a
saving of $19,665. Concessions for duty payable
continue until you pay more than $600,000 for
your first home whereupon the duty concessions
necessarily cease. These thresholds were changed
last State budget to $430,000 & $530,000.

A first home buyer is currently gifted $29,190
by the tax payer if buying land and building at
$430,000 and $22,190 if buying established
housing. Is this money well spent?
Certainly, it has helped prop up faltering
property markets in dark economic times but
it has also helped to artificially inflate property
values particularly evident during the Rudd
government’s GFC splurges. When these $14,000
& $21,000 hand-outs ended in December 2009,
market values stalled and sales volumes fell. More
recent changes grant $10,000 to first time buyers
that build new homes and $3,000 is gifted to those
buying established homes. It is fair to question
the prudence of a fiscal policy that artificially
stimulates any market sector as once a hand-out is
in place, it is very difficult to not adversely affect

However, these grants and concessions
have afforded young folk the same dreams
and ambitions older Australians have enjoyed
when housing affordability was not considered
a problematic social issue. In 1995 I bought my
first house for $92,000 with a yearly salary of
$26,000. Stamp Duty was paid and there were
no grants to be had. That humble house is now
worth about $460,000 and the equivalent job
pays about $70,000. The house price has more
than quadrupled yet the wage has a smidge more
than doubled with the ratio of value to earnings
moving from 3.5:1 to 6:1 in this example.
As sales volumes continue to trend
downwards, governments can no longer afford
to rely so heavily on duties as such a significant
source of revenue nor can they chase up the
market with higher and higher first home buyer
concessions.
It is a complex matter and it is probably prudent
to provide assistance to first time buyers but I am
not entirely convinced that concessions and grants
provide a long term fix. These comments are the
