European Capital of Culture 2020, Irelands South East Team
Wexford County Council, in partnership with Waterford City and County Council and Kilkenny County
Council, is currently preparing a Bid to win the title of European Capital of Culture 2020 for the South
East of Ireland.
As part of this process a Bid Team has been established, which is tasked with the management of Bid
development, stakeholder consultation, research and idea generation which will lead to the final Bid
development.
This team consists of a representative from each of the partner county councils and is headed up by a
Bid Director. The team has an office base at the Capital of Culture Office in Ferrybank, Waterford.
Wexford County Council is seeking to identify a suitable candidate who would have the capability to join
the Bid Team as Wexford County Council’s representative.
Overview of the position
This significant role is wide and varied and requires an individual with a skill set which incorporates an
understanding of the context of Wexford (and the wider region) in relation to arts, culture, tourism,
creative industries and against the backdrop of a developing economy for the county and the issues and
challenges of socio-economic development and social inclusion.

Wexford County Council Offices, Caricklawn, Wexford.

QUALIFICATIONS
1. CHARACTER :
Each candidate must be of good character.
2. AGE :
Candidates shall be not more than 65 years of age on the first day of the month in which the latest
date for receipt of completed application forms for the post occurs.
3. HEALTH :
Each candidate must be in a state of health such as would indicate a reasonable prospect of ability
to render regular and efficient service.

Excellent administrative, project/budget management, communication and facilitation skills
The ability to understand the context of Wexford (and the wider region) in relation to arts,
culture, tourism and creative industries
Have a passion to drive the development of the Bid over the next few months
A relevant third level qualification in tourism, arts, business development or similar area is
desirable but not essential
The ability to work alone and as part of a team
The ability to work on multiple projects at the same time
The ability to engage with local groups/organisations
Experience of working in a local authority context is desirable but not essential
Candidates must hold a current clean, full driving-licence and have his/her own car.

PARTICULARS OF EMPLOYMENT
1. The post is part-time (4 day a week), temporary (36 week contract). The post will commence on
the 23rd March 2015 or as soon after as possible. The post will remain in place for 36 weeks with the
possibility of extension beyond that period in the case where the Bid from the region is shortlisted for
the final European Capital of Culture Bid process in late 2015.
Persons who become pensionable employees of a Local Authority who are liable to pay the Class A
rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local
Authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable
remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age
contributory pension payable at the maximum rate to a person with no adult dependant or qualified
children).
A person who become a pensionable employee of a local authority who is liable to pay the Class D
rate of PRSI contribution will be required in respect of his/her superannuation to contribute to the local
authority at the rate of 5% of pensionable remuneration.
All persons who become pensionable employees of a Local Authority will be required in respect of the
Local Government (Spouses and Childrens Contributory Pension) Scheme to contribute to the Local
Authority at the rate of 1.5% of their net pensionable remuneration (i.e. pensionable remuneration less
twice the annual rate of social insurance old age contributory pension payable at the maximum rate to
a person with no adult dependant or qualified children) in accordance with the terms of the Scheme.
For new entrants under the Single Public Service Pension Scheme effective from 01/01/2013,
superannuation contributions are as follows :
3.5% of net pensionable remuneration and 3% of pensionable remuneration.
2. PROBATION:
Where a person who is not already a permanent employee of a local authority is appointed, the
following provisions shall apply:a)
there shall be a period after such appointment takes effect during which such person shall hold
such employment on probation;
b)
such period shall be 2 weeks but the Chief Executive may, at his discretion, extend such
period;
c)
such person shall cease to hold such employment at the end of the period of probation, unless
during such period the Chief Executive has certified that the service of such person is
satisfactory.
3. REMUNERATION:
The position will be paid on the local government administrative salary scale at Level VI (1st
increment) at €44,849.
4. DUTIES:
The duties of the post shall be to give to the Wexford County Council under the control and
supervision of the Director of Services or other designated employees, such services of an
executive, supervisory and advisory nature as are required, for the exercise and performance of any
of its powers and duties and shall include the duty of deputising for other employees of the local
authority, when required.
The duties of the post of European Capital of Culture Bid Development Team Worker include:Project Management
Management and administration of Wexford County Council’s role in various steps to Bid
Development
Preparation of briefs and guidelines for commissions
Budget Management
Administration of contracts may be necessary
Liaising with relevant internal Wexford County Council departments with regard to development of
the Bid
Advising & liaising with line management within Wexford County Council in relation to Bid
development process
Promoting, Facilitating and supporting the engagement of culture, arts, tourism and business
community in Wexford and the wider region with regard to the Bid Development
Evaluation, documentation, review & forward planning
Public Engagement
Initiate and drive effective public engagement initiatives to support the development of the Bid,
including briefings, consultation processes, web based information etc for the region
Any assigned duties relevant to the development of the Bid for the European Capital of Culture
2020. See attached further details on the European Capital of Culture 2020 competition.
5. HEALTH:
For the purpose of satisfying the requirement as to health, it may be necessary for successful
candidates, before being appointed, to undergo at their expense, a medical examination by a
qualified medical practitioner to be nominated by the local authority. Defects reported as a result of
this examination must be remedied before appointment. On taking up appointment, the expense of
the medical examination will be refunded to the candidate.
6.
RETIREMENT/SUPERANNUATION:
Single Public Service Pension Scheme
The new Single Public Service Pension Scheme (“Single Scheme”) commenced with effect from 1
January 2013.
All new entrants to pensionable public service employment on or after 1 January 2013 are, in
general, members of the Single Scheme.
Pension Age : Minimum pension age of 66 years (rising to 67 and 68 in line with State Pension age
changes). Scheme Members must retire at the age of 70 years.
New entrants to the public service appointed on or after 1st April, 2004.
Retirement Age will be determined by the terms of the Public Service Superannuation
(Miscellaneous Provisions) Act, 2004. The Act introduces new retirement provisions for new
entrants to the public service appointed on or after 1st April, 2004. For new entrants there is no
compulsory retirement age and 65 is the earliest age at which retirement benefits can be paid.
In all other cases, 60 years is the minimum retirement age, with 65 years being the maximum
retirement age.
7. BASE AND WORKING HOURS:
For approximately 3 days of the week the successful candidate will be based with the Bid Team in
Ferrybank, Waterford, however the level of time in the office will depend on the status of the project
process and at times a greater or lesser office time will be required. A desk will also be provided in
the Wexford County Council Offices, Carricklawn.
Working hours will be normally 9am-5.30pm, however, out of hours and weekend work will be
required throughout the Bid Development process.
8. RECRUITMENT:
Please note, interviews for this post are scheduled to take place on Monday 16th March 2015
at Wexford County Council Offices, Caricklawn, Wexford.
Pursuant to Article 8 of the Local Government (Appointment of Officers) Regulations, 1974, the
Minister has given directions as follows:(i) Selection shall be by means of a competition based on an interview conducted by or on behalf
of the Local Authority.
(ii) A local authority may decide, by reason of the number of persons seeking admission to a
competition, to carry out a short listing procedure. The number of persons to be invited to interview
shall be determined by the local authority from time to time having regard to the likely number of
vacancies to be filled.
(iii) A panel may be formed on the basis of such interview. Candidates whose names are on a
panel and who satisfy the local authority that they possess the qualifications declared for the post
and that they are otherwise suitable for appointment may within the life of the panel be appointed as
appropriate vacancies arise. The life of the panel will not be more than one year reckoned from the
date of the formation of the panel unless extended.
(iv) The County Council will not be responsible for any expenses a candidate may incur in
attending for interview.
9. PERIOD OF ACCEPTANCE
As an immediate vacancy exists, the Local Authority shall require a person to whom an
appointment is offered to take up such appointment on 23rd March or as soon after as
possible. If he/she fails to take up the appointment within such period or such longer period as the
Local Authority in its absolute discretion may determine, the Local Authority shall not appoint
him/her.
