TENDER NOTICE
TENDER NOTICE FOR INVITING RATES/ QUOTATION FOR HOUSEKEEPING
SERVICES OF OFFICE PREMISES
Office of the Commissioner of Central Excise & Service Tax Commissionerate,
Faridabad-II, “C” Block, New C.G.O. Complex, NH-IV, Faridabad invites sealed
quotations/tender form experienced , eligible, reputed, registered firms/ companies
engaged in the business of housekeeping to provide housekeeping services for period
on one year i.e. from the date of agreement/ contract.
Interested parties may inspect the premises and tender documents i.e.
Annexure-I,II and III can be obtained from the Chief Accounts Officer/ Admn. Officer
(Hqrs.) of this office on all working days between 11.00 Hrs. to 15.00 Hrs. upto
25.03.2015. Tender documents can also be down loaded from the website
www.cbec.gov.in.
While submitted the quotations, bidders must submit the Annexure-I, II and III
duly filled in and signed for having accepted the General, Special Terms and
conditions and pre-qualification in one envelope and Annexure-IV(Financial Bid) in
another envelope. Both the sealed envelopes be placed in another sealed cover
subscribing “Quotation/Rates for House Keeping Services of Office Premises”and the
same may be sent to the undersigned so as to reach before 25.3.15 at 15.00 hrs. The
annexure-I,II & III will be opened on 30.3.15 at 4.00PM in the presence of bidders, if
any.
It may please be noted that Agencies who do not fulfill the pre-qualification
requirement will not be considered. Financial bid of those agencies who fulfill the terms
and conditions (Annexure-I, II and III) only will be opened separately.
This Commissionerate reserves the right to accept or reject any or all the
quotations without assigning any reason whatsoever.

ANNEXURE –I
GENERAL TERMS AND CONDITIONS
The works relating to housekeeping and cleanness are required to be undertaken
by the contractor / service provider in the Central Excise & Service Tax Commissionerate
Faridabad-II(Hqrs. & Division VI to IX) situated at Ground Floor, 1st, 2nd & 3rd Floor,
Block-„C‟ at New C.G.O. Complex, NH-IV, Faridabad, in the premises, as per details of the
terms and conditions. Stated here-in-after.
Terms and conditions for the above said works shall be as under :1.

The present requirement of manpower is for 19718 square foot.
The service provider shall ensure availability of adequate persons from
7:30 AM to 5:15 PM for performing the services.
The rates / quotations, duly filled in, will be received upto the date and time
mentioned in the letter.
Commissionerate of Central Excise & Service Tax Faridabad-II, reserves the
right to postpone and / or extend the date of receipt / opening of rates /
quotations or to withdraw the same, without assigning any reason thereof.
The Contractors are required to submit the complete rates / quotations only
after satisfying each and every condition laid down in the annexure-I,II,III
enclosed.
All the rates must be written both in figures and in words. Corrections, if any,
are to be made by crossing out, initialing, dating and rewriting. In case of
discrepancy between the words and figures, the rates indicated in figures shall
prevail. All overwriting / cutting, insertions shall be authenticated and attested.
Rates / quotations should be submitted and signed by the firm with its current
business address.
The rates shall be valid for a period of at least one year from the date of
opening or till the stipulated period of the end of the contract whichever is later.
The contractor must comply with the rates / quotations, specification and all
terms and conditions of contract. No deviation in the Terms and Conditions of
the Contract shall be entertained unless specifically mentioned by the
Contractor in the rates / quotations and accepted by the Commissionerate,
Faridabad-II. The deduction towards PF and ESI etc. be factored in rates
being quoted on per square feet per month basis and the same would not
be payable over and a above the rates thus quoted. He would be liable for
ensuring compliance with the relevant rules and regulations as notified by the
Government in this regard from time to time.
The contractor must have Service Tax Number, PAN Number and
minimum five years of past experience in the same field a proof of which
must be enclosed at the time of submitted technical bid.
The rates quoted should specifically mention the service tax component.
No S. Tax will be paid if the operator fails to provide proof of valid service
tax registration and deposit the same into the Government account. The
Commissioner of Central Excise & Service Tax Commissionerate, Faridabad-II
reserves the right to check from the jurisdictional Assistant Commissioner of S.
Tax.
The contract will be awarded initially for 90 days subject to further extension
from time to time. However, extension will be considered keeping in view the
various factors such as prevailing market price, satisfactory performance of the
work, etc.
In case of any default by the contractor in any of the terms & conditions
(whether General or Special), the Commissionerate may without prejudice to
any other right / remedy which shall have accrued or shall accrue thereafter,
terminates the contract, in whole or part, by giving 15 days notice in writing to
the contractor.

Notwithstanding anything contained herein, the Commissionerate also reserves
the right to terminate the contract, by giving 15 days notice in writing without
assigning any reasons and without incurring any financial liability whatsoever to
the contractor.
The contractor shall take insurance cover protecting the agency against all
claims applicable under the Workmen‟s Compensation Act, 1948.The
contractor shall arrange necessary insurance cover & wholly and
exclusively responsible for payment of wages/salaries, other benefits and
allowances to the person engaged by it compliance of the statutory
obligations under all related legislations as applicable to it from time to
time including Minimum Wages Act, Employees Provident Fund, ESI etc.
and the Commissionerate shall indemnify this Commissionerate against
any/all claims which may arise under the provisions of various Acts
Govt.’s orders etc. The Contractor will require to provide particulars of
EPF,ESI of its employees engaged in this office & he will comply all
statutory provisions of law, rules and regulations or Act and keep this
office informed about any amendment in law from time to time.
The Commissionerate shall not entertain any claim arising out of mishap, if any,
which may take place. In the event of any liability / claim falling on this
Commissionerate, the same shall be reimbursed / indemnified by the
contractor.
Contractor shall in no case lease / transfer / sublet / appoint caretaker for
services.
No other persons except contractor‟s authorized representative shall be allowed
to enter in the Commissionerate and Divisional offices.
Within the premises of Commissionerate, the Contractor‟s personnel shall not
do any private work other then their normal duties.
20.
Contractor shall be directly responsible for any / all disputes arising between
him and his personnel and keep the Commissionerate indemnified against all
actions, losses, damages, expenses and claims whatsoever arising thereof.
21.
Contractor shall be fully responsible for theft, burglary, fire or any mischievous
deeds by his staff.
22.
Contractor shall ensure that the persons sent to the Commissionerate wear
neat and clean uniform every day while on duty and free from any
communicable diseases.
23.
Proper identity cards will be issued by the contractor to his workers which will
be displayed by the workers during working hours and workers shall also be in
proper uniform.
24.
The character and antecedents of the persons hired should be properly verified
by the Contractor in respect of all the workers.

ANNEXURE –II
SPECIAL TERMS & CONDITIONS FOR HOUSE KEEPING
1.
SCOPE OF WORK
(i)
The prime object of house keeping services is to maintain the entire premises in a
tiptop condition. The premises is to be maintained from hygiene point of view.
(ii)
The broad details of work covered under the scope is enumerated as follows:

Cleaning, sweeping and wiping of floors.
Thorough cleaning of toilets / urinals using required detergents, by putting
naphthalene balls in all the urinals and air purifiers in the toilets.
Shifting of furniture and other items / stores from one place to another as
required by the administration.
Any other petty work assigned by the officers.
Cleaning of toilets, windows, washbasins & other fittings and water coolers,
removing of all dust, unwanted materials, cleaning to be done with phenol twice a
day.
Cleaning of corridors, staircase and common area one with phenol in morning and
with plain water in the afternoon.
Removing dust from floors, windows, doors, journals, furniture, fixtures, telephone,
ashtrays, cupboards, air conditioners, almirah, filing cabinets, glass panes.
Collecting waste papers, unwanted materials and its disposal at indicated locations.
Cleaning of rooms by moping floor with cloth soaked in water and phenol of ISI
mark.
Providing toilets with liquid soap, naphthalene balls and deodorant blocks etc.
Liquid soap is to be kept in press and pour type steel or plastic containers.
Filling of water in water coolers.
Watering the plants and flower pots.

Washing of floors with detergent / vim / soap and water.
4.
MISCELLANEOUS CONDITIONS
a. Sweeping, cleaning of all parts as per specifications vide the items of schedule shall
be completed before 9.30 a.m. every day.
b. Manpower required for execution of the entire work including transport shall be
arranged by the contractor. In case, a particular workman remains absent due to one
reason or other, it would be the responsibility of the contractor to provide another
workman in his place.
c. The contractor shall on award of the contract furnish the list containing names
and addresses of the workmen sent to the Commissionerate for house keeping
services.
d. The services provided by contractor shall be to the satisfaction of the
Commissionerate.
e. The contract rates shall include the cost for all essential and contingent works,
which although not specifically mentioned in this contract, are necessary for
completion of the work to the satisfaction of the Commissionerate.
f. The Contractor shall have no claim against the Commissionerate in respect of any
work, which may be withdrawn.
g. The contractor shall maintain an Attendance Register of personnel. The above
register of personnel shall subject to check by the concerned officer of the
Commissionrate. The personnel will render services on all working days and any
other day as may be required, excluding holidays / public holidays which are
mandatory under labour laws. They will maintain cleanliness of toilets, lavatories,
pantry, floors, etc. and will attend to any unforeseen jobs as well as exigency of
work. No extra payment for this shall be made. The rate of items of scheduled work
includes the cost of the provisions as well.
h.

Material consumables, appliances tools and tackles shall be arranged by the
Commissionerate.
TERMS OF PAYMENT
a. The contractor will submit the monthly bill( quoting the rate per Sq.Foot) for
reimbursement in duplicate enclosing the certificates as indicated below, which shall be
got duly certified by the officer-in-charge and the same shall be paid thereof after
making recovery, if any.
b. The contractor shall make regular and full payment of labour charges, salaries and
other payments as due, as per the labour laws to its personnel deputed under service
contract and furnish necessary proof whenever required.
c. Actual deployment of personnel & their attendance.
d. Any complaint regarding non-payment of wages to your personnel may result in
termination of the contract.
6.
PENALTIES
a. The Contractor will attract a penalty of Rs.150/- (Rs. One hundred and fifty only)
per day / per person in case the person fails to carry out the house keeping services
due to his absence or any other reason.
b. In the event of failure in maintaining the house keeping services on any day upto the
desired standard, in part of full the contractor is liable be penalized @ Rs.150/- (Rs.
One hundred and fifty only) per day, which shall be recovered from the bills or
otherwise. For the purpose of imposing penalty, the decision of the
Commissionerate will be final and binding on the contractor and shall not be subject
to dispute or arbitration.
c. The contractor shall ensure that peace and order is maintained in the premises.
d. The contractor would ensure that all his personnel would behave courteously and
decently with employees of the Commissionerate and also ensure good manners.
7.
CHARGES AND PAYMENTS
a. Bills chargeable to the Commissionerate shall be paid after every month of services
rendered if found in order. In case of any complaint of non-fulfillment or any
obligation under the contract, the Commissionerate reserves the right to deduct the
payments due from the contractor from monthly bill(s).
