FOR SHORTLISTING OF CONSULTING FIRMS
REGARDING THIRD PARTY VALIDATION OF THE PROJECT “CHIEF MINISTER’S
UJAALA PROGRAM”
1. The Directorate of Power Projects (DOPP) had procured 288,046 DC standalone 30 Wp Solar
Home Solution (SHS) systems from Contractors for distribution of the same among different
targeted beneficiaries as per criteria fixed by the Government of Punjab to help the people to
continue their basic activities during prolonged load shedding hours, Tap & develop indigenous
cost efficient renewable energy resources of the Province and create awareness in the public.
2. DOPP intends to hire the services of competent, qualified Consulting firms, companies
or consortiums and joint ventures for carrying out Third Party Validation of the project to
the extent:i. Whether procurement of SHS systems has been made as per approved
specifications or otherwise?
ii. Whether the distribution of SHS systems among the beneficiaries has been
made as per criteria fixed by Government of the Punjab or otherwise?
iii. Whether the objectives, outcomes and impacts of the project have been
achieved or otherwise?

3. EOIs are invited from Consulting firms, companies or consortiums and joint ventures having

relevant expertise in the said assignment. The interested firms may submit their EOIs
(One Original & Two Copies) by post or in person at the address given below up to 10-04-2015
at 2:00 PM. The EOIs shall be opened by notified Committee on the closing day at 2:30 PM on
the same venue in the presence of representatives of the Consulting firms who may choose to
attend the EOI opening meeting.
The minimum requirements of shortlisting of Consulting firms shall be as under:
 Copy of Registration with Income Tax Department/NTN/Sales Tax Number
 List of permanent staff along with CVs or relevant core staff showing project wise experience
with exact time duration of for each project. Since the primary interventions of the program
are in the Renewable Energy Sector of Solar, the team leader shall have 20 years expertise of
Energy sector projects. Team leader must have degree in Sociology and possess
Master Degree / Ph.D Degree.
 Having at least 3 similar nature assignments completed during the last 10 years.
 Audited statements of accounts for the last year.
 A certificate/affidavit that the firm is not blacklisted by any public sector organization in
Pakistan and has been or involved in litigation during the last 10 years with any public sector
organization.
The Consulting firms who did not meet the above listed criteria shall not be shortlisted.
The Request for Proposal (RFP) shall only be issued to shortlisted Consulting firms.
The procuring agency reserves the right to reject all EOIs under the provision of
PPRA Rules, 2014.
